Strategy Research for the Korean Broadcasting Contents Development (한류 방송 콘텐츠 확산을 위한 방안 연구)

  • Recently, Korean broadcasting contents experienced difficulty caused by political issues. After the decision of THAAD missiles placement by Korean Government, Chinese government adopted restriction policy of the Korean wave. This kind of political conflict can influence K-wave broadcasting contents at any time, Therefore, it is necessary to build support system for stable and sustainable K-wave growth. Through in-depth interview with ten experts from broadcasting area, this study attempted to diagnose problems of K-wave related law, system and policy, then suggest the improvement plan for K-wave. In addition, this study tried to investigate the possibility of K-wave market diversification. As potential markets for K-wave, the Southeast Asia area and western Europe were considered and the advancement plan for these area were studied. Lastly, K-wave improvement plan for China and Japan, the traditional K-wave market also considered. The research suggested the strategies and alternatives for K-wave broadcasting contents development.

  • In digital age export expansion is the key fact of promoting Korea's economic growth. The policy that encourages exportation is being more emphasized to develop of the nation's economy. From the 90's, regionalism has been widespread throughout the world with globalization and internationalization led by WTO and FTA. The world is now becoming one economic bloc. It is necessary to understand how enterprises contribute to the exportation to establish and manage the policy that encourage and support the exportation. This study estimates SME's level of contribution on gross exports and understands the problem, while looking for better statistical alternatives and finding SME's export energizing policies. It is estimated that domestic SMEs contribute about 40-50% of gross exports. SME bureau and national statistical office should select optimal size of population of each industry, design and extract sample to conduct the export related survey extensively. SMEs should analyze the product and skills of the industry that is dominated by major companies to contribute to the exportation more efficiently. This effort will increase the level of contribution to gross exports in general.

  • Notifying emergency evacuation methods, accurate disaster location and evacuation route guidance can be very active alternatives to quickly minimize evacuation and casualties in disaster situation in the development of subway disaster prevention detection system that detects the disaster signs at the subway station early on the basis of Internet of things and leads passengers to evacuate. It's not easy to ensure perfect functioning of fire fighting facilities and equipments due to underground space structure with narrow exits. Therefore, we developed disaster provision EL Display integrated board that can induce the most efficient evacuation and the field experiment was conducted to examine the practical application in this study. Especially the applicability was verified by field application test because there is no case in which EL panels are used to evacuate disasters.

Major Principles and Changes of Zero Tolerance Policy on School Violence in USA (미국 학교폭력에 대한 무관용정책의 변화와 시사점)

  • Coping with the problems of school violence, weapon and drug abuses, 'zero tolerance policies' have been adopted in the United States since the 1980's. Authorities have been securing the safety and learning-friendly environment of the school, imposing predetermined penalties on any case of school violence or disruption. It is reported that the school violence rate drops accordingly. However, the policies are criticized for their rather escalating effect due to severe punishments on minor offenses, evidencing no effectiveness worthwhile. As alternatives, 'graduated systems of discipline' meeting minor misbehaviors with less severe consequences or 'early response model' are suggested, without abandoning those main rules of zero tolerance policies. Recently Korean government tries to take charge of school violence, issuing some nation-wide measures such as 'the Comprehensive Measures to Stop School Violence'. This article analyzed major principles and changes of the zero tolerance polices of US case, to induce some policy suggestions for the validity of Korean government's measures implemented under the understanding that "little bullying" is also a "crime" to disclose all school violence.

A Critical Review on Data Localization in the Financial Cloud (금융 클라우드의 데이터 국지화에 대한 비판적 고찰)

  • In January 2019, the government revised the regulation on electronic financial supervision to revitalize the use of cloud in the financial sector. However, as cloud policies and regulations cloud undermine financial firms' autonomous security activities or restrict some of the people's basic rights, there has been little movement in the financial sector to use important information as the cloud. In addition, the data localization policy, which requires important information to be kept only in Korea, is a representative regulation that prevents the revitalization of cloud use, which also creates discrimination problems for overseas operators. Therefore, policy and regulatory improvements are needed to enable the cloud to provide a foundation for digital financial innovation through data. This study looked into the current status of cloud policies for domestic and foreign financial companies and analyzed policies and regulations for domestic financial companies. Through these efforts, the government aims to draw up limitations and problems in cloud policies for domestic financial companies and propose policy alternatives, such as measures to improve regulations on localizing data for financial companies to revitalize their use of cloud.

Influence Factors of Innovation Resistance of Cloud Computing Service: Focus on Small and Medium Enterprises (클라우드 컴퓨팅 서비스의 혁신저항 영향요인: 중소기업을 대상으로)

  • The purpose of this study is to investigate the factors influencing the innovation resistance of cloud computing services and to suggest policy alternatives to increase the use of domestic cloud computing services. For this, a survey was conducted on 178 SMEs that introduced cloud computing services with government support. As a result, technostress, CEO informatization leadership and organizational structure concentration had a significant influence on innovation resistance. Therefore, in the future, first, it is necessary to provide user-centered cloud computing services in the direction of reducing technostress. Second, it is necessary to apply cloud computing services through a deeper understanding of the organizational characteristics of each small and medium enterprise. Third, there is a need for advanced security authentication and a compensation system. In order to promote the use of cloud computing services, an environment in which users can safely use should be prepared first.

A longitudinal study of the stress factors of parents between psychological maladjustment and the risk of school interruption in multicultural adolescents: The Application of Autoregressive Cross-lagged Model (부모의 스트레스와 다문화청소년의 심리적 부적응, 학업중단위험 간 종단적 인과관계: 자기회귀교차지연모형 적용)

  • In this study, the Korea Youth Policy Institute applied a self-registering model to verify the patterns of parental stress, multicultural youth psychological maladjustment, and interdependence between three factors by using five-point-time data tracked from middle school to high school. According to the analysis, First, Parent' stress at the time of the five surveys had a significant positive effect on the psychological maladjustment and the risk of academic interruption of multicultural adolescents at that point. Second, the psychological maladaptation of multicultural adolescents at the time of the previous five surveys had a significant positive effect on the risk of academic interruption at that point. Based on these analysis results, various support measures were proposed to cope with the stress of multicultural youth parents, and policy alternatives were proposed to prevent the risk of academic interruption by reducing the psychological maladjustment of multicultural youth.

The Analysis of North Korea's Economic Policy Trends through Topic Modeling (토픽모델링을 통한 북한의 경제정책 동향 분석)

  • Since the mid-to-late 1990s, there have obviously been many changes in the North Korean economy. Since the change has been more pronounced since Kim Jong Un took power in 2012, the purpose of the paper is to track the trend of economic policy by timing. In this paper, I use LDA Topic Modeling, a text-mining analyzer method, to analyze the economics journal "Economic Research," which is a representative literature in the economic field published in North Korea. An in-depth analysis of the "economic research," which has an unrivaled position as an economic journal produced in North Korea, can be said to be an essential task in tracking the reality, limitations facing the economy and alternatives that North Korean authorities are aware of. Through the "Economic Research," where various topics of debate on the North Korean economy are hidden, the North Korean leader's economic policy flow is examined and the contents of the "change" intended by the current Kim Jong-un regime are analyzed.

An empirical study on the economies of scale of hospital service in korea (우리나라 병원의 규모의 경제에 관한 연구)

  • Many alternatives have been discussed to reduce the medical expenditure and to use the medical resources effectively. Many studies about the economies of scale have been done for the last several decades. This study has analyzed the relationship between the number of beds and the mean expense per hospitalization day in Korea. A Cost Function Model was identified and we wanted to see the minimum optimal size with the cheapest mean expense per hospitalization day. The result is as follows; 1. In the Cost Function Mode, (the number of beds)$^{2}$, the number of personnel, productivity and training institutions are the factors that statisticaly influence the mean expenses. 2. By the univariate analysis the mean expense proved to be the smallest as the level of 150-200bed, The breaked down of the components of expenses shows that the mean labor cost is much different from the mean value of material and administration costs, and that hospital with 150-200 beds also have the minimal expense. The mean expense goes up dramatically in hospitals of 450 beds or more. 3. When the other conditions are constant, according to the multiple regression analysis of the mean expense per adjusted hospitalization day the minimum optimal size with the cheapest expense is a hospital with 191 beds and the hospital with 230 beds takes the lowest mean labor cost. The material or administration costs are not influenced by hospital size. This research has limitation in measuring the variables that influence hospital xpenses, in estimating hospital output by the number of beds in considering outpatient cost and in securing representativeness of hospitals because many hospitals made no responses to the research questionnare. But it is valuable and helpful for development of health policy to figure out the number of beds with the cheapest expense per hospitalization day.

Korean Welfare System and the Welfare Model of Yoon Seok-yeol government, focusing on social security policies (한국 복지체제 발전과 윤석열정부 복지정책의 방향, 사회보장정책을 중심으로)

  • The purpose of this study is to examine the socal policy of the Yoon Seok-Yeol government from the perspective of both policy and theory. Theoretically, the analysis reveals that the Yoon government attempts to build and implement a welfare system model that was distinctly different from the previous Moon government. The newly elected government adopted a welfare model known as 'welfare for the vulnerable.' This model inherits the welfare ideology of the conservative parties in Korea, which is the self-reliance welfare. The Yoon government continues to expand welfare and family support, which were promoted by the Moon government. However, in most other areas, the Yoon government pursues different policies than the previous government. In terms of policy, this study demonstrates that the social security policies of the Yoon government is insufficient to solve the welfare blind spot problem that is widespread in the Korean welfare system. Among the Yoon government's policies, there are only a few policies that can eliminate welfare blind spots, such as improving social assistance systems, introducing parental allowance, and promoting sickness allowances.
