  • There has been a significant increase in the number of divorced families during the past 10 years in Korea. Divorce imposes a great impact on their children as well as divorcees. As many as 1.41 million children under 20 years-old have experienced their parents' divorce in past 10 years. Children are faced with much difficulty in adjustment after the parental divorce. Issues of the research and policy on the divorced family are discussed in this study. For future studies, a longitudinal research model, father-custody and grandparent-custody families, custody parents's gender, a theoretical model for Korean divorced families should be considered. New legislations have been recently enacted to enhance children's well-being, but further efforts such as the involvement of child development specialists in the divorce process should be followed in the pursuit of the best interest of the children.

It also proposes the method to adjust royalty, which means that this method unlike the conventional method provides clear standards to valuators in order to revise royalty. Therefore, it offers a solution to the difficulties of applying the market approach for a lot of valuators that have wanted to apply it and objective method to enhance the reliability of the value of intangible asset evaluated by the market approach.

The system has also made remarkable outcomes in achieving universal health coverage. However, it is facing challenges of low health insurance benefits and sustainability risk due to low birth rate and aging society at the same time. To overcome the difficulties and build a lifelong health security system for the nation, it is required for NHIS to make multilateral changes in its roles. Based on the quantitative growth achieved so far, NHIS needs to strive for the growth in quality by not only increasing coverage and reforming contribution imposition system, but also reorganizing the relevant systems such as lifelong health management support, rational adjustment to the medical fee, and benefit costs monitoring. In addition, it's important for NHIS to restructure the organizational culture by having specialty and communicating with people for high quality of administration and health insurance sustainability.

  • This paper aims to explore the cause and aspect of inter-ministerial policy conflict and its coordination in science and technology policy-making with the case of science and technology basic law-making process in Korea. This law-making processes are analysed through the three periods for the last 10 years starting 1992, such as law-formulation(1st) period, interim law-making (2nd) period, and final law-making(3rd) period. Based on these steps, it tries to concretely describe the phenomenon of policy conflict and the coordination mechanism among government departments and analyses the characteristics of dynamic interaction and mutual adjustment among the related agencies. The analysis is mainly focussed on the underlying causes and determinants of policy conflict, the development and coordination process of the conflict, the strategies and logics of the conflict participants, and eliciting some policy implications for effective policy coordination among government departments. Research results are summarized as follows. First, in science and technology policy-making the main causes of policy conflict among government departments are attributed to the difference of policy-orientation and jurisdiction-orientation of each agency. During the first period, the main aspect of policy conflict was policy-oriented, during the second, the main aspects of policy conflict were both policy-oriented and jurisdiction-oriented, and during the third, policy-oriented conflict was dominant. Second, the dominant typology and strategies of policy coordination which the participants used were vertical-political and horizontal-analytic approach. During the first period, horizontal and analytical approach were used, during the second, horizontal and political approach are mixedly used, and during the third, vertical and political approach were dominantly used. Third, The Korean National Assembly and the ruling party played a pivotal role in science and technology policy-making process(the basic law-making process) in particular during the final period.

  • In this paper, we claim the asymmetric response of asset returns on the past asset returns' signs may be explained from the market behavioral portfolio choice of investors. For this, we admit the anchor and adjustment mechanism of investors which partly explains the momentum in the asset prices. We also claim the prospect theory based on the risk aversions may simultaneously work with the anchor and adjustment effect, whenever the lagged asset return was positive and investors accrued the gain. To identify these effects empirically in a threshold autoregressive model, we suppose the risk aversions inducing the volatility effect is related with the past volatility of asset returns. In application of suggested method to Korean stock and real estate markets, we found these effect exist as expected.

  • Using Korean household data, this paper examines how consumption of durable goods is determined. Previous studies report that the standard Permanent Income Hypothesis (PIH), while being broadly consistent with non-durable goods consumption, provides little explanation for durable goods consumption. In this paper, we consider the (S, s) model as an alternative to the standard PIH. The (S, s) model predicts that, because of fixed adjustment costs, consumers make no adjustment to the durable goods stock until deviation from the optimal level becomes large. When the adjustments are made, the durable goods stock attains the optimal level. In order to test this prediction, we examine the intra-temporal relationship between non-durable goods and durable goods consumption and intertemporal changes in durable goods consumption, using data from the Korean Household Panel Study. The results show that, while the standard PIH is rejected by the data, the (S, s) model is not.
