Evaluation of Emergency Water Supply Plan for Block System of Water Network using WaterGEMS (WaterGEMS모형을 이용한 상수관망 블록시스템의 비상급수계획 평가)

  • Hydraulic analysis of water distribution system can be divided into demand-driven analysis and pressure-driven analysis. Demanddriven analysis can give unrealistic results to simulate hydraulic conditions under abnormal operating conditions such as sudden demand increase and pipe failure. In Korea, demand-driven analysis has been used to establish emergency water supply plan in many water projects, but it is necessary to use pressure-driven analysis for establishment of emergency water supply plan. In this study, WaterGEMS model that was developed for pressure-driven analysis is used to evaluation of emergency water supply plan of J city. As the results, it was able to draw up more efficient plan for water supply in small block, and established emergency water supply plan of J city was determined to be appropriate.

Uncontrolled Landfill Maintenance Plans through the Environmental Evaluation (환경성평가를 통한 비위생 매립지 정비방안)

  • In this study, we intend to present the uncontrolled landfill maintenance plans by diversely reviewing the operating conditions of landfill and environmental effects and economical issues resulted from the operation of landfill for the purpose of suggesting the optimal maintenance plans applicable to the uncontrolled landfill and unused landfill located in Korea. We perform the basic and precise surveys against three landfill sites showing the biggest problem out of 8 unsanitary landfills sites located in Y County. We compare and review the treatment plans prepared and operated by the N Landfill. The compared and reviewed results show that the local stabilization plan is more effective than the excavation and transfer treatment plan when considering the economic efficiency only. However, the excavation and transfer treatment plan is valid when considering the diverse elements. The G Landfill is operated with separated into living waste landfill section and construction waste landfill section. However, some landfill gas collection bores or holes are installed in its living waste landfill section, which has not been used for about 20 years, as a part of follow-up control. The element causing the environmental damage is considerably reduced in its living waste landfill section. However, the effort to keep the follow-up control through the local stabilization work is required. The landfill is under processing in the construction waste landfill section. However, most of buried wastes are the inorganic wastes such as waste materials and concrete, so the maintenance plan focused on the use of top land by installing the local stabilization facilities is considered as an effective plan. The landfill is under processing in the K Landfill. It seems to be difficult to maintain this landfill through the local stabilization. The excavation and transfer treatment plan to completely remove the potential environmental pollution source is considered as the valid plan.

Development of Strategic Environment Assessment Model in Urban Development Plan - In case of Metropolitan Plan - (도시개발 행정계획의 전략환경평가 모델개발 - 광역도시계획에의 사례적용 -)

  • It is essential to consider strategies, spatial planning, and reflection of sustainability for the creation of sound urban spaces. To this end, there is a need for plans that can secure better sustainability through strategic environmental assessment (SEA) of plans. This study examined the literature and available precedent to develop a SEA model for administrative plans for urban development including metropolitan plans, urban master plans and urban management plans. In the course of development of the model, environmental issues associated with the urban plans were analyzed by classifying them into ten categories, including "spatial planning," "conservation planning," "greenbelt systems," "habitats." and etc. according to their rank. Furthermore, those issues were reflected on the development of environmental evaluation indices for the plans. Overall and detailed environmental indices that can be applied to the administrative plans for urban development including metropolitan plans, urban master plans and urban management plans were devised for five stages: (1) Establishment of development goals and strategy, (2) Analysis of current status and characteristics, (3) Conceptualization of spatial structure, (4) Planning for each department, and (5) Execution and management. Sub plans are more detailed and concrete. Criteria based on the evaluation indices, when performing evaluations on plans based on each environmental assessment index in reference to experts and the literature, were used to forecast their effects, i.e. whether they had a positive, negative, or no effect or relationship, or whether their effects was uncertain. Based on the forecasts, this study then presents means to establish more improvable plans. Furthermore, by synthesis of the effects according to each index and integration of the process, plans were analyzed overall. This study reflects the characteristics of the present time period based on issues in the SEA process and techniques in upper level administrative plans being newly established, and presents them according to the stage of each plan. Furthermore, by forecasting the effect of plans by stage, this study presents proposals for improvement, and in this aspect, can be meaningful in promoting plan improvements through SEA.

Impact of District Medical Insurance Plan on Number of Hospital Patients: Using Box-Jenkins Time Series Analysis (Box-Jenkins 시계열 분석을 이용한 지역의료보험 실시가 병원 환자 수에 미친 영향)

  • In January 1988, district medical insurance plan was executed on a national scale in Korea. We conducted an evaluation of the impact of execution of district medical insurance plan on number of hospital patients: number of outpatients; and occupancy rate. This study was carried out by Box-Jenkins time series analysis. We tested the statistical significance with intervention component added to ARIMA model. Results of our time series analysis showed that district medical insurance plan had a significant effect on the number of outpatients and occupancy rate. Due to this plan the number of outpatients had increased by 925 patients every month which is equivalent to 8.3 percents of average monthly insurance outpatients in 1987, and occupancy rate had also increased by 0.12 which is equivalent to 16 percents of that in 1987.

A NUETROSOPHIC SINGLE ACCEPTANCE SAMPLING PLAN WITH QUALITY PARAMETERS

  • In the Quality Control and inspection processes, the use of attribute sampling strategies is crucial. In this study, we incorporate the neutrosophic fuzzy acceptance sampling plan method to present a fresh approach to attribute sampling plans. Utilizing the benefits of neutrosophic fuzzy sets, the proposed sampling plan method models and assesses the acceptance standards for attribute sampling. We compare the suggested method to already-in-use attribute sampling techniques plans with new attribute six sigma sampling techniques plan is proposed in order to verified its efficacy. The outcomes show the neutrosophic fuzzy acceptance sampling plan's superiority in terms of its capacity to manage uncertainties, account for ambiguity, and produce more precise quality evaluation outputs.

A Review on the National Health Promotion Plans in some countries (일부 국가의 국민 건강증진 종합계획에 관한 고찰)

  • Objectives: Health promotion policies have been developed and implemented in most developed countries. The purpose of this study is to compare the national health promotion plans among Korea, Japan and USA. Methods: Data were collected and involved overview of health promotion plans, formulation of policy, evaluation, monitoring and research, implementation in each countries. I got the some literatures over the governmental websites related to the health promotion. The data from each country were analyzed for comparison. Results: The goals of Healthy People 2020 are to attain high-quality, longer lives, to achieve health equity, to create social and physical environments, to promote quality of life across all life stages. Those of Healthy Japan 21 are increasing the year of healthy life and reducing health disparities. and Those of Health Plan 2020 are prolonging of healthy age and improvement of healthy equity. The number of topic areas and objectives of health promotion in each countries were different. Healthy People 2020 lacks participation of community people and stakeholders in the process of planning, impletation, evaluation. Conclusion: The planning models of health promotion were different among countries. But they reflect the social determinants of health. The health plan goals of Korea were similar to Japan. but were different from USA. The implementation and evaluation systems of USA and Japan were systematic and performed well than those of Korea.

Tenants' Post Occupancy Evaluation in the Mid-sized Rental Apartment (중형 임대아파트 거주자의 거주 후 평가)

  • This study analyzes relevant data based on the mid-sized rental unit. It focuses on how we can set up appropriate mid-sized rental unit plan as its supply has been accelerated over time. The questionnaires used in this study cover a series of categories including site environment, unit plan, neighborhood, economy, and management. The 342 respondents are from the 3-year old apartments at Cheongju. The key findings are as follows. 1) As the average indices including number of family, life cycle, and income under the survey are different in terms of the rental unit sizes between 20 and 30 pyeongs. 2) In general, residents present comparatively high level of satisfaction in terms of residential environments. Their evaluation on the site environment unit plan, and neighborhood is around the average. In contrast, the economic and management efficiency categories are under the average. This study suggests residential guidelines should be derived from tenant differentiation policies dealing with diverse socio-demographic characteristics and satisfaction level. 3) In terms of improvement priority, residents present, higher preference on the management system and site environment. This study advises to establish an appropriate alternative to guarantee effective tenant participation. Considering the lower satisfaction level in the green space, common facilities, and resting space, this study also urges to secure quality control for desirable planning of the mid-sized rental apartments.

Research on the Evaluation and Promotion Plan of Competitiveness of Chinese Cultural and Creative Industries - Taking Provinces and Cities Along the "Belt and Road" As an Example

  • With the rapid growth of high-tech, the development of cultural and creative industries has gradually become the focus of national industrial development. With the proposal of China's "Belt and Road" strategy, the role of cultural and creative industries in the provinces and cities along the "Belt and Road" in the entire international trade is becoming increasingly critical. It is necessary to explore solutions to improve the competitiveness of China's cultural and creative industries, factoring the surrounding cities of the "Belt and Road" as an example. Thus, this paper proposes the six-element diamond model based on innovation capability and government support to render a comprehensive evaluation of the competitiveness of the cultural and creative industries in the 31 provinces and cities across the country. The results show that the overall competitiveness of the 18 provinces and cities along the "Belt and Road" cultural and creative industries is weak. Focusing on the 18 provinces and cities along the "Belt and Road", using the linear regression measurement model quantitative analysis, the four types of influencing factors affecting the development of the competitiveness of cultural and creative industries along the "Belt and Road" were obtained. Finally, according to the four types of influence, the competitiveness improvement plan is proposed from the four aspects: government role, consumption preference, industrial innovation ability, and the introduction of high-quality talent.

On an Efficient Development of the Test & Evaluation Plan through the insured Traceability of the Safety Requirements (안전 요구사항의 추적성 구현을 통한 시험/평가 계획서의 효율적 개발)

  • It is well known that the test and evaluation plan (TEP) is very crucial in the successful development of safety-critical systems. As such, this paper discusses an approach to the development of the TEP for a system that should meet safety requirements in the systems development process. It is studied how to incorporate the result of preliminary hazard analysis (PHA) in generating the safety requirements. It is also discussed how to deal with them when the system requirements (i.e., functions, performance, constraints, components, etc) and the safety requirements are integrated into one model. While doing so, we have constructed the required traceability among them, which is necessary and very useful when the safety requirements need to be corrected or be changed. The use of the traceability makes it possible to easily check out whether and how the safety requirements are properly incorporated in the system design process. Furthermore, without the verified traceability, the system cannot be changed or upgraded later. In order to implement the model on a computer-aided tool, we have constructed a database (DB) schema. As a result, the implemented model/DB allows to automatically generate TEP which can be used to measure the performance and safety level of the developed system.

A Study on Improvement and Evaluation Plan of the Korean Postal Code (우편번호 체계 개선 및 평가 방안 연구)

  • Postal code is essential for improving efficiency of mail sorting. The Korean postal code, which is introduced in 1970 and had been reformed two times, has controversial issues because of changed postal environments such as modification of administrative districts and logistical transformation into a hub-and-spokes structure. In this study, we propose several improvement and evaluation methods in order to prepare an alternative plan of postal code system. After performing status analysis, we define the customers of postal code and analyze the requirements of them. The 6 proposed new postal code systems are based on each customer groups’ requirements. To evaluate the new systems, we develop several quantitative and qualitative indexes and make a survey of postal experts. Besides, we evaluate the influence of them to the postal environments including delivery sequence sorting process.
