선행기술조사가 국가연구개발사업의 성과에 미치는 영향: 특허성과를 중심으로 (The Effect of Prior Art Search on Patent Output from National R&D Program)

  • 본 연구는 특허정보활용과 연구개발활동 사이의 관계에 대한 분석을 위해, 국가연구개발사업을 대상으로 특허기술동향조사가 국가연구개발사업의 성과에 미치는 영향을 기술적 성과인 특허성과에 집중하여 그 영향을 추정하였다. 정부는 2005년부터 국가연구개발사업에 대하여 특허기술동향조사사업을 시행하고 그 범위를 확대해 왔다. 특허기술동향조사사업은 국가연구개발사업의 기획단계 또는 과제 선정단계에서 특허 동향 및 선행기술에 대한 정보를 제공하여 중복 투자, 유사기술 개발의 가능성을 줄여 국가연구개발사업의 효율성과 성과를 제고하기 위한 사업이다. 이러한 특허기술동향조사가 국가연구개발사업의 기술적 성과에 어떠한 효과를 지니는지를 투입요소, 개발주체의 특성, 자금의 공급자 요인을 고려한 모형을 사용하여 추정하였다. 2005년부터 2008년까지 국가연구개발사업의 성과 자료와 특허기술동향조사사업에 대한 자료를 바탕으로 특허기술동향조사 사업의 효과를 추정한 결과, 선행기술조사는 국내 및 해외 특허의 출원 및 등록 성과를 유의하게 제고하는 것으로 밝혀졌다. 이러한 결과로부터 국가연구개발사업에서 특허정보활용을 통해 기술적 성과의 제고가 가능하다는 점을 알 수 있다. 이는 특허정보활용을 통해 국가연구개발사업의 효율성과 효과성이 제고되었음을 보여준다.

  • The patent analysis of GPS technologies is performed by using a patent mapping method. The number of U.S.,Japanese and Korean patent applications are 1,819, 1,715 and 1,277 cases respectively. U.S and Japanese patents are mainly composed of hardware technologies. But, Korean patents are mainly composed of service technologies.

고등학교 발명 활동과 대학 특허교육 성취와의 관계 (The Relationship Between High School Invention Activities and College Patent Education Achievement)

  • As intellectual property has become an important competitive element in the industry, government-led patent education is rapidly expanding. It is important to look at whether each patent education course is organically linked to each other under a life-long patent education system from elementary school to college. This study focused on the link between high school education and college education to analyze statistically how invention activities in high school affect patent education achievement at college. Statistical analysis of a survey of students taking a basic course of intellectual property revealed no statistically significant correlation between invention experience in high school and college students' patent class total score, contrary to popular perception. These results are believed to be due to the distribution of data on the number of invention contest participations or the number of invention class participations, which does not form a normal distribution and has a relatively large skewness. Rather, the attendance to the patent class showed a relatively distinct positive linear correlation with the patent class total score, indicating that the student's attitude in class was important for the patent education achievement.

  • The objective of this study is to establish a direction for smart aquaculture technology development in the Republic of Korea through patent analysis and a demand survey of experts and fishermen. The patent analysis was conducted using Wisdomain for patents in the Republic of Korea, the United States of America, Europe, Japan, and China from 2005 to 2016. This study conducted an analytic hierarchy process (AHP) survey of experts in the fields of fishery, marine, and ICT among others. Furthermore, it carried out a demand survey of 85 fishermen in Jeonnam and Jeju. The smart aquaculture technology market has moderately grown in the Republic of Korea until recently, and it is expected to expand further because of the expansion of national investment in the smart aquaculture field. The priority evaluation results for developing smart aquaculture technology show that land-based aquaculture has a higher priority than sea-based aquaculture. Of the fishermen that responded, 84% said that they need to introduce smart aquaculture technology to solve problems in the supply and demand of manpower, labor cost, and maintenance expenses. The direction of development should lie in developing biological and environment-based standard aquaculture models to spread high-tech systems and vitalize the aquaculture industry. This requires continual training of human resources in the smart aquaculture field.

실버세대를 위한 기능성의류 개발실태 - 기능성제품 특허분석을 중심으로 - (Actual Conditions of Functional Clothing development for the Elderly - Based on Patent Analysis of Functional Products -)

  • This study investigates the developmental conditions of functional clothes for the elderly. First, preceding studies and relevant web sites were analyzed along with a survey of commercial functional elderly clothes in Korea. A KIPRIS patent information database was used to study registered and disclosed patents and utility models in order to analyze patent application trends in relevant fields. Patents were searched by year of application from 1990 to 2013. Keywords used for searching included 'senior, aged, and elderly'. Among collected data, overlapping and irrelevant data were excluded to select 162 cases for analysis. Details of analysis are annual patent application trends of functional elderly clothes, topic analysis, shape and characteristics. An examination of commercially available functional clothing products for the elderly indicated that most of products were developed in the form of inner wear or protective clothing for seniors who have bodily discomfort. An annual patent application of functional elderly clothes showed slight fluctuations; however, there was an overall increase. For patent topics, technologies related to secretion and excretion were the most at 47 cases total (29%), followed by 23 cases (14%) on biometric information technology. However, the development of relevant technologies seems necessary in the future as therapeutic function and fiber technologies gradually stagnate.

  • There are many statistical information sites as the use of internet is increased quickly in recent years. In this paper, we explore and analyze internet sites for statistical information such as statistical survey system, education, database, and terminology. And then we classify these sites to apply statistical information to some particular spheres easily. Also, we analyze the patent map for domestic patents of statistical information. In so doing, the result of this study aims at enhancing our understanding of internet sites for statistical information.

  • Hydrogen storage is widely recognized as a critical enabling technology for the successful commercialization. There are a few different approaches for hydrogen storage technology. In this paper, characteristics of hydrogen storage technologies were analyzed from the literature survey. Also, The technology trend of hydrogen production was scrutinized based on patent analysis. In patent analysis the search range was limited to the open patents issued from 1996 to 2006. The technology trend of hydrogen storage was assessed by classifying each patent based on the publishing year, country, and the type of storage technology.

중국 기업의 특허분쟁 대응 방안에 대한 연구 (A Study on Patent Dispute Countermeasures of Chinese Companies)

  • 본 연구는 기술의 융복합화가 가속화되고 있는 시점에서 최근 급성장하고 있으며, 세계시장에서 우리기업과 경쟁관계에 있는 중국 기업들의 특허분쟁 발생시 대응방안에 대해 파악하고자 하였다. 이를 위해 선행연구에서 제시된 특허분쟁 대응 방안을 전문가 심층 인터뷰를 통해 도출하고, 중국 기업의 특허담당 실무자에게 설문조사를 실시하였다. 분석결과, 중국 산업에서 특허 분쟁 발생시에 취하는 대응 방안으로는 cross licensing, 특허무효화 소송, 타회사와의 연대를 통한 소송, 로열티 지급, 특허 무효 소송 순으로 그 중요도가 나타났다. 본 연구의 결과는 특허 분쟁 발생시 기업의 특허담당 실무자들에게 가장 알맞은 대응 방안을 파악하여 적시에 대응을 하여 시간과 비용을 줄일 수 있도록 실무적인 가이드라인을 제공할 수 있을 것으로 보인다.

Analysis of trends on patents for unmanned technology used in agriculture

  • This study analyzed the trends of patents for unmanned technology used in agriculture. The target countries for this survey of patent data were Korea, the USA and Japan as well as the countries in Europe. The indices used in this study to analyze the patents were the CPP (Cites Per Patent), PII (Patent Impact Index), and PFS (Patent Family Size). The total effective patents for unmanned technology used in agriculture were 1,080 cases. The number of patents in the USA, Japan, Europe, and Korea were 541, 326, 128 and 85 cases, respectively. Among the total effective patents, the evaluation scores for selected important patents were calculated by applying commonly used weights to each index, and the top 10 patents were selected as important patents. The results showed that all the top ten patents are owned by the United States and that the United States is an advanced country in the field of unmanned technology used in agriculture. The evaluation score of the important patents using the existing method was biased toward the PII index among the three patent evaluation standards, and the effects of the number of claims and the PFS were relatively small. Therefore, a reliable patent analysis in the field of unmanned technology used in agriculture needs to reflect the overall evaluation factors taking into consideration the scope of the evaluation factors.

  • 본 연구는 기업의 특허출원 목적을 파악하는데 있다. 이에 선행연구 고찰을 통해 특허출원 목적을 파악하고, 전문가 델파이를 통해 10개 요인을 선정하고 이를 중국기업의 특허담당 실무자들을 대상으로 설문조사를 실시하였다. 분석결과, Improve the technological image of your company, For use in negotiation: cross licensing, joint venture, Improve the situation in R&D cooperations, Enhance Reputation, Measure performance, Aacquire venture capital, Prevent patent infringement suits, Licensing Revenue, Blocking or prevent competitors' patenting and application activities, Prevent copying or protect own technology from imitation 순으로 중요한 것으로 나타났다. 본 연구결과는 기업에서 특허를 출원할 때 우선적으로 고려해햐 할 요인이 무엇인지 파악하고 적용하는데 있어 실무적 가이드라인으로 활용가능할 것으로 기대한다
