This article examines the legislation process of internet contents regulation through three phases from a policy network point of view. In the first phase, heated debates were initiated during the public hearings after the Ministry of Information & Communications announced its plan to introduce the internet contents grading system During the second phase, bills were submitted to the Standing Committee of the National Assembly, where the bills were deliberated, passed, and promulgated. In the third phase, issues on enforcement ordinance were resolved as the degree of conflict was mitigated. Policy network during the first phase started in a conflicting and distributed form, but has evolved into a conflicting and centralized form. The appropriate closure of the debate on the internet contents regulation can be explained by the structure of governmental departments, the character of new technology, and the mobilization of general public.

This study conducts an analysis of a problem on internet reservation of e-haneul funeral total information system by disqualified fee imposition standard in public cremation facilities through research and investigation focusing on the operational realities and an ordinance related to public cremation facilities made by each local government across the country, and then is to suggest a policy proposal to improve the drawn problem. As a result of the analysis, as a way to improve the drawn problems, this study suggests a policy proposal that prevents an illegal camouflaged move-in to reduce fee by restricting residence period in requirement of local residents inside the jurisdiction who can use public cremation facilities, raises fee of public cremation facilities of local residents inside the jurisdiction into the optimum level that is set cheaper than production cost, and unifies age norm of an object to apply adult fee in the central government about a difference of age norm of an object to apply fee of adult with the highest availability of public cremation facilities between local governments, resolving a fee difference through fee cutting of local residents outside the jurisdiction priced higher than production cost.
This study aims to find implications for urban economic regeneration strategies of local initiative by analyzing of promoting regional strategic industries, both Seongnam and Goyang in terms of regional industrial policy, institution and specialized service agency. The main results based on the case studies are as follows. First, It is a top priority to formulate the policy direction, such as selecting strategic industries and prepare means for improving it. It should keep reliability and continuity for inducing economic units. Second, It is necessary to consider the effectiveness and diversity of institutions. The institutions to be formalized by municipal ordinance and rules for making the successful implementing system of policies. It is necessary to implement strategic industry policy linked with the central government or public organizations for expanding of a diversity of policies. It is necessary to change in viewpoint on the deregulation and tax break for the private sectors as inducements to achieve the regional economy activation. Third, It is necessary to introduce the specialized service agency to improve an effectiveness and efficiency of institutions and accelerate a network within economic units.
Linked treatment refers to a system that relieves the burden of the business by linking high concentrations of wastewater such as human waste, manure, leachate, and other industrial wastewater to nearby municipal wastewater treatment plants(MWTPs). In 2018, 187 MWTPs, which are about 4.5% of the total domestic MWTPs, have implemented a linked treatment system, but local governments are having difficulties in operating sewage treatment due to lack of reasonable cost estimation standards. Therefore, we proposed an improvement plan to solve the problem in the calculation method that currently imposes linked wastewater. To this end, the effects and correlations of the linkage treatment system on the sewage treatment unit were analyzed, and among them, the main factors with the highest correlation were applied to the improvement plan. As a result, an improvement plan that improved three parts of the existing calculation method was presented, and the calculation method and the calculation case using the existing literature values were also presented. This can be used as a basis for future reference by local governments to implement linkage treatment, and to revise local sewerage ordinance and is believed to be helpful in operating a rational linkage system.
Purpose - The purpose of this study is to systematically review the background of the Korean distribution promotion policy and distribution adjustment policies along with related regulations and policies. Research design, data, and methodology - Domestic distribution policy and relevant laws were examined through a review of existing research literature. The results of the development process of the domestic distribution policy, promotion policies, and adjustment policies are summarized below. Results - The results are summarized as follows. First, the purpose of the development of the domestic distribution promotion policy was to strengthen the competitiveness of the small and medium business industry through structural advancement of the small and medium industry. By expanding the managerial base for the small and medium industry, a new balance could be created in the national economy. There was a requirement for an early assistance policy for small and medium businesses as a base of these businesses in the distribution industry developed from their original model of catering to a traditional market of retail shops. Since 1996, there was a need for this early assistance policy due to the expansion and rapid growth of large scale stores causing a change in the consumption pattern for distribution markets and the decline of large enterprises. Second, the government supports small and medium business distribution through distribution promotion policies by supporting an organization promoting small business and supporting innovation in the distribution system. Third, in 1961 a business mediation system was established to protect small and medium industries. The Small and Medium Business Administration advises conglomerates to postpone acquisitions, restrain expansion of the business, or to reduce business scale if small businesses undergo an adverse effect such as decreasing demand because large companies are expanding into their areas. Fourth, the Distribution Adjustment Policy managed large-scale store regulation as follows: ① limitation on construction by urban planning ordinance, ② limitation on location based on traffic impact assessments, ③ regulation based on business guidelines by chiefs of autonomous bodies, ④ regulation on mandatory holidays and limitation of business hours. This large-scale store regulation is a policy introduced by authority to increase competitiveness of small and medium business distribution by the government. Conclusions - As discussed in this study, the distribution promotion policy and distribution adjustment policy are government distribution policies focused on the protection of the small and medium distribution businesses. This study is timely, since it was planned when the strengthening of the revisions of the Distribution Industry Development Act, aimed to protect small and medium retailers and merchants, was under discussion. The significance of this study is that it offers insights for the development of new policies in the future and an opportunity to consider the background of the distribution policy by the government.
The purpose of this study is to progress the development plan of safety management on the intelligent robot through safety analysis on the intelligent robot, major present condition of safety management on the intelligent robot, enforcement method of safety management on the intelligent robot. The following is the result of the study. First, we have to establish the provision or the special legislation to regulate the safety management of the intelligent robot substantially in the intelligent robot development and supply promotion law, the enforcement ordinance, the enforcement regulation. And, we should propel to establish the provision on the safety management of the intelligent robot in the laws related on ethics and safety. Second, we should establish the Robot Ethical Charter through the national and international agreement to give a guarantee against the safety management of the intelligent robot. Furthermore, we have to induces people's interest on the safety management of the intelligent robot through offering the public information of the Robot Ethical Charter for coexistence of human and robot and have to understand about rights of the intelligent robot. Third, the security industry and learned circles have to recognize the important effect that the intelligent robot gets in the security industry and try to grope the safety management and the application plan on the intelligent robot. Also, the security industry and learned circles should concern not only using and managing of the intelligent robot including the military robot, the security robot but also protecting human from the intelligent robot.
The recent tragic outbreak of fire at the Grenfell Tower in the United Kingdom compels all branches of government to reexamine and reassess the safety measures against fires in high-rise buildings from a broad perspective. Accordingly, this study examined what problems stem from the current evacuation codes by comparative analysis of the high-rise apartment evacuation codes that range over various individual laws before introducing a new evacuation code. The outcome of this study can be utilized as basic data for amending the existing evacuation codes for high-rise buildings. The codes related to high-rise building evacuation include the Building Act, the Housing Act, the Skyscraper Disaster Management Act, and the Fire-Fighting System Act. Some local governments have also drawn up their own codes and put them into practice. Comparative analysis of the major evacuation codes has helped identify a variety of problems, such as different codes being applied to each individual law and ordinance, the use of additional codes other than the provisions of laws and ordinances, and the in effectiveness of evacuation codes. Most of these problems occur when diverse codes are applied to a single building, which means that cooperation among the relevant ministries is urgently needed to improve the related codes in the future.
Article 36 of the Building Code Enforcement Ordinance requires that an exterior evacuation stairs be installed for the buildings of three stories and over with cultural facilities or gathering places which have over $1,000\;m^2$ floor area of public performance halls or recreational facilities. The concentration of population together with the increase of high-rise buildings in cities call for various precautionary measures to be taken against human disasters. For the past ten years high-rise buildings showed 85% of increase, marking a steep rise. This increase of high-rise buildings may lead to human disasters in urban areas and, in case of fire breakout, may cause great loss of human lives and property damages. The most difficult fire-fighting activities in high-rise building fires are those of evacuation. Because smoke spreads through the upper floors, the securement of evacuation route in high-rise buildings may be the only way to minimize loss of lives. In high-rise buildings exterior escape stairs are necessary because it is difficult to secure evacuation route with only direct stairs or interior stairs. The Building Code now in force provides insignificant coverage on the exterior evacuation route installment and therefore becomes an inadequate means for evacuation route securement in high-rise building fires. To compensate for this inadequacy the Building Code should be revised to include a mandatory clause that an exterior evacuation stairs be established for the buildings of ten stories and over which can be categorized into high-rise building group.
The Bioethics and Safety Act provides a set of rules to regulate biobanks and research activities using human biological material, but the law seems to be defective in several folds. The law requires that, prior to collection or use of human biological materials, researchers should obtain the informed consent of the donors, but the law does not obligate biobanks to do so. Even in cases where the law requires informed consent, the ordinance of the Ministry of Health and Welfare allows open (or blanket) consent. In addition, a new article in the Act, Article 42-2 which will take effect from October 24, 2019, allows medical institutions to provide biobanks with remaining biospecimens collected in the course of diagnosis and treatment, unless the donors express their intent to opt-out, without obtaining specific consent from them. Given the need to protect the autonomy of donors and the unique characteristics of biobanks and research activities that use human biological materials, this paper concludes that such open consent-based law may not be suitable to protect the autonomy of the donors and that the broad consent requirement may be a desirable policy option. The paper acknowledges that the international community has long questioned whether broad consent (as well as open consent) is an effective choice to regulate the use of human biological materials. The paper stresses that the baseline requirement in designing the law is that the secondary use of human biological materials should be based on informed consent of the donors; the core value of the law should be a governance structure that promotes transparency and protects donor participation.
