Determining Decision-making Factors for the Selection of Contract Methods in Public Construction (공공공사의 발주방식선정을 위한 의사결정요인 연구)

  • The procurement of public construction, which has been selected mainly on the basis of the work experience of a department of public agencies that award construction contracts or those in charge of ordering, has not been executed through an objective selection process considering the construction types or characteristics. Thus, as a preliminary study on developing a model for the selection of contract methods, this study intends to analyze and present the key factors affecting the selection of procurement methods in public construction. Through a literature review on the existing methods, foundational factors were first presented, based on the analysis of these factors, the final influence factors were proposed. As a result, 6 factors contractor's characteristics, the environment of the construction market, relevant organization, the characteristics of a project, costs, and responsibility factors were determined, and 14 sub-factors were selected. The factors presented in this study will be used as base data for developing a decision making support model for the selection of contract methods in public construction.

  • According to revision of Construction Technology Management Act (2005), the government ordering construction which cost is more than 10billion won should investigate the value engineering(VE) of a construction. In this sense, the government actively promote plans in 2008 after identifying the examining standards of the investigation on the VE(2007). It is substantial issue to introduce Pre-Qualification(PQ) in oder to restrain unlicensed VE consulting companies or VE consultants. This system will contribute to the quality and the settlement of the value engineering in our country. The reason why the Korea VE Society founded in 2006 is one of the afore-mentioned reasons. Therefore, we try to establish the value engineering of Build-Transfer-Lease Scheme by providing the practical application of construction value engineering and definite procedures through the example of Andong Culture and Art Center's research in one of the various construction fields.

  • Recently The public project ordering is a tendency increasing of CM service because of the visible and affirmative effect in the CM which is advanced meanwhile. The CM services of project all phase excepts a planning business are performed. But recently the CM services of project all phase including a planning business are increasing every year. To develop CM must be prepared the system plans concerned with the CM application from planning phase, actuality maintenance of CM fee-estimation standard, understanding conversion of participation subjects, etc. But, unexpected actuality the problems occurs when the CM business is performing. The purpose of this study are to present the solution to the problems concerned with the planning business management, additional business by owner, schedule control and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Daegu Gyeongbuk Institute of Science & Technology.

Improvement of the Figure of Merit in Pb[(Mg1/3Ta2/3)0.7Ti0.3]O3 Systems

  • The $Pb[(Mg_{1/3}Ta_{2/3})_{0.7}Ti_{0.3}]O_3$+xwt%PbO systems at temperature of $1250^{\circ}C$ for 4 hours was successful synthesized. In this study, PbO-doped $Pb[(Mg_{1/3}Ta_{2/3})_{0.7}Ti_{0.3}]O_3$ systems with non-linear behaviors showed ordering-degree dependence at the low temperature range were prepared using the columbite precursor method. And the characteristic of remnant polarization vs. electric field were analyzed. The pyroelectric, dielectric and piezoelectric properties of partially disordered $Pb[(Mg_{1/3}Ta_{2/3})_{0.7}Ti_{0.3}]O_3$+xwt%PbO solid solutions were studied as a function of temperature, frequency, and electric field. It showed distinct features of temperature dependent of pyroelectric coefficient, spontaneous polarization and dielectric constant at about $50^{\circ}C$. The figure of merit was calculated as pyroelectric coefficient, dielectric constant and dissipation factor. It was found that the high voltage responsivity FV, high detectivity FD were $0.0373m^2/C$ and $0.6735{\times}10^{-4}Pa{-1/2}$, respectively, in the $Pb[(Mg_{1/3}Ta_{2/3})_{0.7}Ti_{0.3}]O_3$+3.0 wt%PbO system.

  • Stakeholder management in construction projects is an important factor in project performance creation. The purpose of this study is to verify the effect of the recognition of the importance of the quality influence factors among the stakeholders of the construction project on the perceived quality and the project performance. The impact of the project management methodology on the project performance has been actively researched, but there is little research result on the project stakeholders. The projects to be researched are apartments and buildings that have been completed within the last five years of domestic large construction company. The method of survey is to measure the consensus of the importance of the quality influential factors among the three parties such as the ordering party, the design supervisor and the constructor, and confirm whether the agreement affects the quality of the actual project. Finally, the research model was verified by surveying the satisfaction of the client on the final product. The results are as follow. The degree of agreement on the importance of quality influential factors among stakeholders has a significant effect on perceived quality. In the relationship between perceived quality of influence factors, organizational (support) quality influenced technological quality and managerial quality, and technological quality and managerial quality also have significant influence on resource quality. The results of analysis showed that perceived quality of resources strongly influenced project performance. The remaining three experienced qualities also significantly affect project performance.

Structure and Physical Properties of Fe/Si Multiayered Films with Very Thin Sublayers

  • Multilayered films (MLF) consisting of transition metals and semiconductors have drawn a great deal of interest because of their unique properties and potential technological applications. Fe/Si MLF are a particular topic of research due to their interesting antiferromagnetic coupling behavior. although a number of experimental works have been done to understand the mechanism of the interlayer coupling in this system, the results are controversial and it is not yet well understood how the formation of an iron silicide in the spacer layers affects the coupling. The interpretation of the coupling data had been hampered by the lack of knowledge about the intermixed iron silicide layer which has been variously hypothesized to be a metallic compound in the B2 structure or a semiconductor in the more complex B20 structure. It is well known that both magneto-optical (MO0 and optical properties of a metal depend strongly on their electronic structure that is also correlated with the atomic and chemical ordering. In order to understand the structure and physical properties of the interfacial regions, Fe/Si multilayers with very thin sublayers were investigated by the MO and optical spectroscopies. The Fe/si MLF were prepared by rf-sputtering onto glass substrates at room temperature with a totall thickness of about 100nm. The thicknesses of Fe and Si sublayers were varied from 0.3 to 0.8 nm. In order to understand the fully intermixed state, the MLF were also annealed at various temperatures. The structure and magnetic properties of Fe/Si MLF were investigated by x-ray diffraction and vibrating sample magnertometer, respectively. The MO and optical properties were measured at toom temperature in the 1.0-4.7 eV energy range. The results were analyzed in connection with the MO and optical properties of bulk and thin-film silicides with various structures and stoichiometries.

  • The core technique of ubiquitous computing is the context aware computing and the context aware technique is more like software so the important research work is to develop the core engines first and the adapted device for the engines. When ubiquitous computing era comes, the current existing internet shopping mall, the form of searching the direct goods and ordering the goods by the customers evolves and develops the form of system that recommends the goods by the search engine which combined with the input data and technique of case based reasoning and intelligent agent that is based on the context aware technique. In this paper, search engine which is based on the case based reasoning and intelligent agent is designed and the prototype is implemented to be adapted to the internet fashion expert shopping mall.

Effect of La0.7Sr0.3MnO3 addition on superconducting properties and local structure of (Bi, Pb)-2223 superconductor

  • The effect of La0.7Sr0.3MnO3 (LSMO) addition on the superconducting property of Bi1.6Pb0.4Sr2Ca2Cu3O10+δ ((Bi, Pb)-2223) polycrystalline samples was studied. LSMO (0.3 wt.% to 2.0 wt.%) added (Bi, Pb)-2223 samples were prepared by using a solid-state reaction method. The XRD analyses show that as the LSMO addition increases, the volume fraction of the Bi-2223 phase is gradually decreased. The critical temperature (Tc) exhibits a gradual decrease with a single transition as the LSMO amount increases up to 1.0 wt.%, but a further addition of LSMO induces an abrupt decrease of Tc with a dual transition. The analyses on the local structure of the CuO2 plane from the X-ray absorption fine structure (EXAFS) measurements showed that for the samples with low concentration of LSMO up to 1.0 wt.%, the Cu-O bond length and the CuO2 plane ordering do not degrade from the values of pure (Bi, Pb)-2223, while they get worsen with a further increase of LSMO addition. These results open up the possibility of LSMO as artificial pinning centers of the (Bi, Pb)-2223 system for power application.

Improvement of Transfusion Practice in Cardiothoracic Surgery Through Implementing a Patient Blood Management Program

  • Background: In this study, we examined the impact of a patient blood management (PBM) program on red blood cell (RBC) transfusion practices in cardiothoracic surgery. Methods: The PBM program had 3 components: monitoring transfusions through an order communication system checklist, educating the medical team about PBM, and providing feedback to ordering physicians on the appropriateness of transfusion. The retrospective analysis examined changes in the hemoglobin levels triggering transfusion and the proportions of appropriate RBC transfusions before, during, and after PBM implementation. Further analysis was focused on patients undergoing cardiac surgery, with outcomes including 30-day mortality, durations of intensive care unit and hospital stays, and rates of pneumonia, sepsis, and wound complications. Results: The study included 2,802 patients admitted for cardiothoracic surgery. After the implementation of PBM, a significant decrease was observed in the hemoglobin threshold for RBC transfusion. This threshold dropped from 8.7 g/dL before PBM to 8.3 g/dL during the PBM education phase and 8.0 g/dL during the PBM feedback period. Additionally, the proportion of appropriate RBC transfusions increased markedly, from 23.9% before PBM to 34.9% and 58.2% during the education and feedback phases, respectively. Among the 381 patients who underwent cardiac surgery, a significant reduction was noted in the length of hospitalization over time (p<0.001). However, other clinical outcomes displayed no significant differences. Conclusion: PBM implementation effectively reduced the hemoglobin threshold for RBC transfusion and increased the rate of appropriate transfusion in cardiothoracic surgery. Although transfusion practices improved, clinical outcomes were comparable to those observed before PBM implementation.

  • Recently, construction industry has won an increasing number of orders for overseas construction projects, thereby achieving an external growth, but its competiveness is concentrated on the construction execution field. In particular, the plant field occupies most of the entire orders, which are concentrated regionally in the Middle East and Asia. In addition, low-cost orders are frequently caused by excessive competition. But its high value-added construction engineering(Below, CE) field's overseas market share and technological capacity are very low. Also, technological competiveness, in terms of order amount and other factors, is deepening in polarization between large CE companies and small and medium-sized CE firms. It is noted that the existing CE information systems mostly simply accumulate data such as design and specification standards and provide the information thereon to users, and thus have yet to provide the information essential for the CE and support such efforts. This study sought to prepare a system designed for sharing outstanding design documents information necessary for the CE industry, by category of construction so as to support the technological enhancement of the CE field. Toward that end, this study presented measures for constructing the system and services designed to exchange and share the outstanding design documents information and know-how by construction category necessary between ordering agencies and CE companies.
