An evaluation of local waters productivity by operating types (운영형태별 수도사업 생산성 평가)

  • Market Environment around water work industry is rapidly changing. ISO, International Organization for Standardization, announced the international water work service standard for comparison and evaluation between nations and businesses. And developed countries in water work are introducing market principle for growth of nation's water industry and reinforcement of its competitiveness. Also, some local governments entrusted their water utilities for improvement of competitiveness of water work. However, as some failure cases from overseas came out with emphasis, there are many refuting perspective about entrusted operation achievements of domestic water market. Hence, this paper evaluated competitiveness of domestic local water utilities from the perspective of productivity. After evaluating productivity using Malmquist productivity index, the authors compared and analyzed whether there is a difference of productivity between two different operating types by using Mann-Whitney test. As a result of analysis, it has shown that local water utilities achieved higher productivity at entrusted operation type rather than direct operation type. The local water utilities which chose entrusted operation had increased the productivity 13.9% on total factor productivity(TFP) during experimenting period, while the local water utilities which chose direct operation had increased 0.2%. The background of achieving this high productivity in entrusted operation was analyzed as a result of the higher technological effectiveness of a special water company. The result of this study can be referred when local government needs to decide on what operating types they will use.

  • The purpose of this study was to develop a computer program for pattern making of women's Dooroomaky. The following results were given through utilizing the Computer in pattern making of Dooroomaky for women. 1. Computerization of the pattern making process was expected to provide higher accuracy and efficiency in pattern making. 2. Basic pattern was drafted by the hand-operation. In this study, this Dooroomaky basic pattern was selected. And a computer program for drafting was developed. Refer to

    1. 3. Basic points which can be connected to depict basic pattern are represented with the numerical expression and the curved lines consist of the types of Arc Command. 4. In order to draft straight lines of the basic pattern, relative co-ordinate values of all standard points were prescrived and each two standard points were connected in straight lines respectively. 5. The patterns of Dooroomaky were automatically depicted by inputting the standard size (large, medium and small) find body measurement for pattern(bust girth, center back length, sleeve length, Dooroomaky length). 6. Grading of standard size was accomplished by using same method.

    • In this paper, a new high speed parallel input and parallel output GF(2$^{m}$ ) multiplier based on standard basis is proposed. The concept of the multiplication in standard basis coordinates gives an easier VLSI implementation than that of the dual basis. This proposed algorithm and method of implementation of the GF(2$^{m}$ ) multiplication are represented by two kinds of basic cells (which are the generalized and fixed basic cell), and the minimum critical path with pipelined operation. In the case of the generalized basic cell, the proposed multiplier is composed of $m^2$ basic cells where each cell has 2 two input AND gates, 2 two input XOR gates, and 2 one bit latches Specifically, we show that the proposed multiplier has smaller complexity than those proposed in 〔5〕.

    • Traditionally, for space program whose operation environment is severe, high reliability parts, that is class s microcircuit, JANS level semiconductor, and ER passive parts, are reliable choices. But in some case, we must use 'Non-standard Part' which is not verified as high reliability standard part. To use 'Non-standard Part' in space application, the manufacturer should qualify the part and screen potential week part from the flight lot. In this technical memo, I introduce the flight part verification process for KOMPSAT 1 and KOMPSAT 2 program.

    • The first RDF production plant in Korea is going to start commercial operation at Won-Ju city in October this year, where municipal solid waste is treated and converted to RBF. Korean government is preparing the quality standard of RDF and starting a new waste policy of RDF promotion instead of general waste treatment technologies such as incineration or landfill. In Europe the EU member states have decided the united quality standard of RDF to increase the amount of new & renewable energy through the promotion of RDF utilization. New quality standard of RDF and trade market of RDF in Europe is introduced in this paper.

    Analysis of Corrosion Behavior of KOFA Zircaloy-4 Cladding

    • The corrosion behavior of KOFA cladding which is a standard Zircaloy-4 manufactured by Westinghouse Specialty Metal Plant according to the Siemens/KWU's HCW (Highly Cold Worked) standard Zircaloy-4 specification was analyzed using the oxide measurement data of KOFA fuel irradiated in Kori-2 nuclear power plant. Analysis of the measured KOFA cladding oxidation showed that oxidation of KOFA cladding was lower than the design prediction based upon Siemens/KWU's HCW standard Zircaloy-4 cladding. Although the measured fuel rods have relatively low burnup and oxidation and the amount of the measured data are small, analysis of manufacturing and in-reactor operation conditions of KOFA cladding indicates that the differences in the manufacturing processes and chemical composition of the Siemens/KWU's HCW (Highly Cold Worked) standard Zircaloy-4 and KOFA cladding may have somewhat contributed to lower corrosion of KOFA cladding than the expected.

    • This paper describes the general approach to ISDN operation & maintenance. First we focused on the CCITT SG XVIII activities on the ISDN. As a general principles for operating and maintaining an ISDN they propose TMN(Telecommunication Management Network) concept which specifies several OM function modules and standard interfaces. Based on the concept we studied proper methodology to set up an efficient OM structure under the ISDN environments.

    • This study is performed to evaluate hand-arm vibration syndrome(HA VS) of the workers in swaging process. Vibration measurement and assessment of human exposure are based on the international standard(ISO 5349). Triaxial acceleration of each operation and exposure time are measured to predict the periods before finger blanching, As results, it is found that acceleration is concerned with the diameter of pipes in swaging process, and also found that combined work is more harmful than a single operation.

    • This paper shows a performance estimation of windowing a single tone with added Gaussian noise and uniform noise. Signal-to-noise ratio can be determined by the ratio of the output noisy signal variance to the input noisy signal variance of a window. Standard deviation of noise is reduced by windowing Signal-to-noise ratio of the noisy signal is reduced by the windowing operation. Thus, performance of window function can be determined by this filtering operation that improved the signal-to-noise ratio.
