목포항 비경쟁 요인 분석 및 개선방안 연구 (A Study on the Analysis of Non-competitive factors of Mokpo port and Improvement)

  • 목포항은 2018년 현재 개항 131주년이 되었으며 목포항의 신항만 개발 등의 조치를 취하였으나 목포항에 대한 해운항만물류 정책 미비 및 정부투자 미비로 항만으로서의 기능이 매우 약해져 있으며 이로 인해 항만물류가 활성화 되지 않고 있는 실정이다. 또한 목포항에 대한 연구 또한 2008년 이후 거의 이루어지지 않고 있는 실정이며 연구 내용 또한 선언적인 연구에서 벗어나지 못하고 있다. 한편, 항만 경쟁력에 대한 연구는 항만 경쟁력 결정요인을 분석하는 방법이 주를 이루고 있다. 따라서 본 연구에서는 목포항에 대한 연구를 확대하고 기존의 연구 방법에서 벗어나 목포항의 운항적인 측면을 고려한 비경쟁 요인에 대한 분석을 실시하고 개선방안을 제시하고자 하였다. 이를 위해 먼저 AHP 분석 기법을 통하여 비경쟁 요인의 중요도를 평가하고 FSM 분석 기법을 통하여 비경쟁 요인들 간의 영향도를 분석하였다. AHP 분석 결과는 목포항 주변 산업단지 비활성화, 정기항로 노선수, 도선/도선선료 등이 중요한 비경쟁 요인으로 평가되었으며 FSM 분석 결과, 목포항의 비경쟁력 요인이 최상층 레벨집합의 요인으로 파악되었으며 정기항로 노선수, 도선/도선선료, 선박 입출항 비용, 내륙 운송 비용, 항만시설 이용료, 하역비용으로 나타났다. 타 요인에 가장 많은 영향을 미치는 최하층 레벨집합의 항목은 목포항 주변 산업단지 활성화, 배후지역과 연결성, 입출항 항로의 길이/소요시간, 글로벌 대형 항만과의 접근성, 각종 인센티브, 이송/보관 비용으로 분석되었다. 이와 같이 분석한 결과를 근거로 하여 목포항 비경쟁 요인에 대한 개선방안을 제시하였다.

유압브레이커의 수동 무단 타격력 제어기구 개발에 대한 연구 (A Study on Manually and Continuously Variable Impact Force Control Device Development for Hydraulic Breakers)

  • In this paper, the development of a manually and continuously variable impact force control mechanism for hydraulic breakers was studied. Generally, a hydraulic breaker has one or two piston strokes. Hydraulic breakers, which have two strokes, have two valve-switching ports and make short and long piston strokes. The piston stroke valve controls the piston stroke by opening and closing a short stroke-switching port. The short piston stroke mode is used to break soft rock, concrete, or asphalt. This stroke control valve system is not popular for small hydraulic breakers mounted on 1 to 14-ton excavators. To preserve the carrier-like excavator, proper breaking force is needed, and it can be easily controlled by multiple piston stroke control valves. The easiest way to control these breakers is to use several switching ports and valves but they are not easy to install in small hydraulic breakers and are expensive. To use only one switching port and valve, a method can be used to change the open area of the switching port to delay valve switching. This method provides multiple piston strokes.

배기 Hydrocarbon의 생성과정에 과한 실험적 연구 (An experimental study on the mechanism of hydrocarbon emissions)

  • The formation process of hydrocarbon emissions was investigated in SI engine. The time- resolved concentrations of hydrocarbon emissions were measured using a high gas sampling valve and a gas chromatography. The gas was sampled at exhaust port, or the position of spark plug, or the wall of combustion chamber. The experiments were conducted using the Alpha engine of Hyundai Motor Company. The fuel used was methanol or propane. It was found that the effect of the quenching layer of combustion chamber wall on hydrocarbon emissions was not significant. The increasing rate of hydrocarbon concentration at combustion chamber wall near crevice and oil layer after flame was reached was much higher than that at the position of spark plug. The hydrocarbon concentrations at exhaust port had two peak values just after opening exhaust valve and just before closing it.

원양어업 전용부두 개설 앞두고;-원양업 거듭나기 구상 - (The Revitalization of Deep-sea Fishery Through the Construction of Fish-Pier)

  • Pusan is the largest fishing port in Korea, and deals with more than I million ton of fish catches annually, including catches of coastal and off-shore fisheries as well as those of deep-sea fishery. However, it hen had no fishing port facilities specialized fer deep-sea fishery since it started 30 years ago. Economic and physical losses resulting from this have teen enormous. Although fishing port facilities are a part of infra-structures built by Governments, the construction of them has been delayed due to financial difficulties of Central or local governments. To overcome this harsh situation to which deep-sea fishery cooperations faced, some cooperations have decided to construct fishing port facilities including fish-pier specialized for deep-sea fishery in Gamcheon port. The construction expenses of these facilities were financed by private funds to which they themselves jointly contributed. As a result, a fish-[pier, which has the capacity of serving one fishing vessel of 10, 000 ton or four of 5, 000 ton or four of 1, 000 ton at the same time, will be opened in here by 1994. The paper examines the master plan to revitalize the deep-sea fisheries industry in a deep depression with the opening of these physical facilities. The framwork of the plan is pursued in two different aspects, which are both hardware and software. In a hardware aspect, the plan in to develop Pusan into a city which is suitable for one of the best fishing ports in the world. That is, it is to develop the city into a place famous for sightseeing as well as the distribution and processing of fish-products centering around fish-piers. On the other hand, in a software aspet, it is regarding improvement of the distribution system of fish-products. One way to do that is to make up some deficiencies of the current system of a producers' joint sale. And the other is to establish an exchange of fish-products futures. Through these institutions, we could abrsorb speculative funds, which would otherwise be invested in speculation on fish-products, into productive investment opportunities, We believe that if the plan is realized, the deep-sea fishery in Korea will revive from a long-tasted depression and make progress to become one of the mai industries of Korea.

중국 일대일로(一帶一路)정책에 따른 연운항항(連雲港港)의 발전 전략에 관한 연구 (A Study on the Development Strategies for China Lianyungang Port under One Belt One Road Policy)

  • With the rapid development of global economic and trade, the ports in the North-east Asia region have developed greatly. In such a fierce competition, how to ascertain right evaluation methods to assess the competitiveness of the ports, and make scientific and rational development strategy for upgrading the overall level of competitiveness of ports in North-east Asia, has become the first task for all the ports for coping with the challenges. As China's sustained economic growth of more than 30 years, the economic power and comprehensive national strength has been changed, China's international status has been greatly improved. Also China has achieved remarkable new results in the construction of peripheral diplomacy, and further has consolidated the relationship of countries along the Silk Road Economic Belt. The strong position of RMB in foreign exchange market and the implementation of the strategy of "area" opening to the outside world accelerated economic belt along the silk road in China to the west open pace. On the basis of the SWOT analysis of the Lianyungang Port, combined with the comprehensive and practical port competitiveness evaluation indicators system and competitiveness evaluation method, calculate the competitiveness level of Lianyungang port in East China, and find out the problems must be solved. The development strategies for Lianyungang port under One Belt One Road were suggested.

모지코 레트로지구의 경관관리제도와 중점지구 통합 계획적 특성 (A Characteristics of Scenic Maintenance Regime with Integral Planning in Mojiko-Retro District)

  • The purpose of this study is that investigated the characteristics of integral planning related factors using the history and culture of Mojiko. It is a small city that has been urbanized after the opening of the port for logistics transportation in the modern period of Japan. As the function of the logistics city, which is the factor of the expansion of the town, declined, Mojiko applied the retro concept to the harbor which has lost its popularity due to the regional characteristics of the city to increase and revitalize local visits. Mojiko has steadily promoted the retro style of landscape and town development over 30 years, focusing on 18 Historical buildings and modern infrastructure. We analyzed characteristics of integrated urban planning include the regulation, landscape institution. Moreover, we suggest the result of the designation process of a core scenery maintenance district and the components of the plan after the designation analysis and provide essential data for revitalizing the field based on the historic city for the cultural establishment and beautiful town in the future. And deliver vital data to reviving the area based on the historical city culture establishment and beautiful town in the future.

  • The ventilation in greenhouse have been important for such as adjustment of temperature, supplying of the oxygen, prevention of the overhumidity, density adjustment of $CO_2$, discharge of harmfulness gas, etc. However, the general ventilation which had been used the quantitative control method in discharge of a property of air mechanism in greenhouse, and caused mainly in waste of the heating energy and growth obstacle of the vegetable. Therefore, this study was peformed to obtain more scientific ventilation method using by analysis and measurement of the isothermal lines according to opening of window ventilation in greenhouse, and the results are summarized as follows. 1. The ventilating amount was more influenced by rather opening amount of window than the ventilating time. 2. In window ventilation, the temperature in greenhouse was mostly changed within 5 minutes after ventilating not regard to the spot of opening, after about 10 minutes temperature became to equilibrium state under the respective ventilating conditions. 3. In opening of the skylight only, isothermal lines were complicated, therefore, a tall vegetable may be possible to damage by a cold-weather from the lower central port in greenhouse. 4. Isothermal lines were a tendency to simply in opening of a side window that may be more effective ventilation in kinds of the short vegetable. 5. In conditions of internal temperature>setting temperature>external temperature, a skylight can be suitable to open 10~20cm in order to the optimum ventilation in greenhouse. 6. In conditions of internal temperature>external temperature>setting temperature, opening of all the windows or both the side windows that can be suitable in order to obtain the optimum ventilation in greenhouse. 7. An effect of ventilation was the most excellent to open of all the windows or both the side windows, and it were also found orderly excellent to open of the side window and the skylight or the skylight only, to open of the side window only. 8. Temperature was varied as the equation of T=Tc+ (To-Tc)e-at, and the ranges of (a) values were limited within 0.34~0.68. 9. A variations of humidity were similar to that of temperature, s.

  • The purpose of this study was to analyze the spatial change of coastal area called Nampo-dong in Busan. And then the subject of research was chiefly concentrated upon the development of southern coast and the land-reclamation based on the commercial facilities after the opening port. There were various reclamation projects in the coastal area of Japanese settlement under the Rule of Japan. Busan Nambin Coast(Currently, Nampo-dong) was one of typical reclamation projects conducted in the southern seashore. Due to the characteristic of coastal area, fishery was developed well and the entertainment industry also grew rapidly with the characteristic of the short distance of urban centre. In this study, we investigated the process of reflecting the characteristic of spatial change that were pursued by communities at that time, particularly through the establishment and change of buildings.

포항항 항로지정을 위한 주요 통항로 및 통항 특성에 관한 연구 (A Study on the Traffic Flow and Navigational Characteristics for the Ship's Routing of Po-hang Port)

  • 2006년 영일만 신항이 개장될 경우 포항항 진입 수역은 선박 통항량이 증가하고 중대형 선박들의 입출항이 가속화될 것이다. 그러나 포항항 일부 진입 수역에는 여전히 항행 위험 요소가 존재하고 있다 즉, 호미곶 인근 해역에서의 무질서한 항행 및 교통이 폭주하고 있어 통항 안전성을 고찰하기 위하여 해상교통조사를 실시하였다. 또한 해상교통조사 결과를 선종별 및 톤수별로 통계 처리하고 통항 선박의 항적 분포 등을 토대로 통항 선박의 주요 통항로 및 통항 특성을 분석하였으며, 향후 포항항 진입 수역의 항로지정에 활용하고자 한다.

부산항 인센티브제의 환적경쟁력 강화 효과에 관한 실증연구 (Effect of Incentives on Enhanced T/S Competitiveness in Busan Port)

  • 부산항만공사는 환적물동량 증대를 통한 부산항의 동북아 환적중심항 추진전략의 일환으로 기항 선사를 대상으로 환적물동량에 대비한 현금지원과 기항선박에 대한 항만시설감면 인센티브제를 시행 중에 있다. 부산항의 경우 매년 지급하는 인센티브금액 수준이 부산항만공사 년 매출액의 약 5%~10%에 달하여 매우 높은 수준이며 인센티브금액의 물동량증대 실효성에 대한 논란이 오랫동안 이어지고 있다. 논란의 핵심에는 인센티브가 과연 환적물동량 증대에 어느 정도의 효과가 있는지부터 인센티브를 누구에게 제공하는 것이 가장 효과적인지 나아가 물동량증대에 영향을 끼칠 수 있는 인센티브제도는 어떻게 구성하여야 하는지를 밝히기 위해 인센티브제와 직접 관련이 있는 선사, 터미널운영사와 나아가 인센티브제도 운영자인 부산항만공사를 대상으로 설문조사와 AHP기법을 활용하여 실효성을 검정코저 하였다. 분석결과에 따르면 글로벌 외국적선사가 인센티브에 따른 물동량 유인효과가 가장 크게 나타났고 다음이 글로벌 국적선사로 나타났다. 한편 효과적인 인센티브방안에 대해서는 물동량과 연계한 직접 현금지원과 항만시설 사용료의 감면을 인프라지원 등 간접지원보다 효과가 큰 것으로 인식하여 향후 부산항 인센티브제도를 재설계할 시 참고하여야 할 것으로 본다. 본 논문은 부산항을 대상으로 조사를 진행하였으나 인센티브 제도를 통해 물동량 증대를 구상하고 있는 해외 항만당국자들에게 정책적 통찰력을 제공할 수 있다는 점에서도 의의가 있다고 본다. 보다 정확한 검증을 위해서는 선사의 경우 실제로 선대운용을 설계하는 자를 대상으로 한 실증분석이 필요하나 근무지가 해외인 관계로 이를 국내 지사근무자로 대체한 점은 분석 상 한계라 볼 수 있다.
