On Building A Dynamic BSC Model for Strategic Performance Measurement (성과측정의 전략적 활용을 위한 동적균형모형 구축 방법)

  • The Managing and measuring performance have long been a popular topic in business. Traditions of financially-oriented managing and measuring performance have provided managers with relatively objective and scientific results of measuring performance until now. But today the value of organization is influenced more by intangible assets than tangible assets. Nobody thus believes that the performance and the value of organization can be measured by financial indicators only. In this background, numerous researches have been conducted to find alternatives to measuring the value of organization's intangible assets. One of the remarkable achievements would be "Balanced Score Card (BSC), "which covers three sectors of indicators, each from customer relations, internal process innovations, and learning and human resource development, in addition to traditional financial indicators. Unfortunately, even BSC, let alone others, fails to accomodate all performance indicators as a holistic system. Namely, performance measuring techniques including BCS, at present, fail to reflect the dynamic features in their model - i.e., the casual relations and the interactions between the indicators, and there is no way of taking into account the impact of delayed feedback which flows from introduction of new policy and legislative changes, etc. Therefore, this paper attempts to devise a means for adding dynamic features to BSC, by introducing the system dynamics concept, with a focus on the effect of casual relations and feedback structure.

A Robust Method of Capturing Ghost Canceling Reference (강인한 고스트제거기준신호 포획방법)

  • Ghost cancelers need to accurately estimate the distortions suffered by transmitted signals on their way to receivers by capturing ghost canceling reference signals in the vertical blanking interval. As ghosts become much severer, sync separation tends to malfunction, making it impossible to acquire measurement data for channel estimation. This paper presents a robust method of acquiring ghost data using their correlation properties, and evaluates its performance through computer simulation. The reference signals are inserted in such a manner that the polarity alternates from one frame to another to remove color bursts and sync signals, and to increase the signal-to-noise ratio as well. As a result, however, they are prone to timing jitters. So a simple yet effective method is proposed that can correct for even fractional time delays. The timing errors are found to be less than about 4% of the sample spacing.

Effects of Perceived Patient Safety Culture on Safety Care Activities among Nurses in General Hospitals (지방 중소병원 간호사의 환자안전문화 인식이 안전간호활동에 미치는 영향)

  • Purpose: An objective of this study was to investigate nurses' perceptions toward patient safety culture and to examine the factors affecting safety care activities. Methods: The participants were 429 nurses, at 6 hospitals located in regions, which have 150 to 300 beds, and HSOPSC (AHRQ, 2009) and questionnaire on safety care activities were used as measurement tools. Descriptive statistics, independent t-test, one way ANOVA, and stepwise multiple regression with SPSS/WIN version12.0 were used to analyze the data. Results: Supervisor manager expectations and actions promoting patients safety and frequency of events reported were the highest as positive responses, whereas staffing and nonpunitive response to errors showed the lowest scores as positive responses. Scores of medication surveillance is the highest while firefighting surveillance is the lowest in terms of safety care activities. Significant predictors influencing safety care activities were frequency of events report, handoffs and transitions, work unit a patient safety grade, organizational learning-continuous improvement, and teamwork across units. These predictors account for 23% of the variance. Conclusion: These results suggest that hospital policies and systems should be built to settle patient safety culture effectively. Development of standard manuals for safety care activities is another critical element for promoting patient safety.

  • Many e-Learning companies are incorporated for the last five years, but most of them are failed or merged by the other company. The main reasons are the absence of competitive strategies and recognition of critical success factors. There are many researches on the critical success factors of Information System (IS) and Electronic Commerce (EC) . We derived e-Learning success factors from the previous IS and EC researches. We classified the success factors into five dimensions, (1) contents management, (2) learner management, (3) business strategy, (4) organizational support and ability, (5) learning management system (LMS), and each dimension has 9 or more success factors measurement items. We surveyed the perceived importance of the success factors from the manager of South Korea e-Learning firms. The paper categorized the items into two or more factors for each dimension by the exploratory factor analysis. Finally, we conducted one-way ANOVA for each success factors by the business model. As a result, there is different importance level for each success factors by the business model. We concluded that each e-Learning company needs different strategies to their business model.

The Immediate Effect of a Grahamizer Exercise on Arm Reaching in Individuals With Stroke (그라마이저 운동이 뇌졸중 환자들의 팔 뻗기에 미치는 즉각적인 효과)

  • Background: As technology has progressed, various robot-assisted devices have been developed to reduce therapists' labor and assist in therapy. However, due to their many limitations, it is more practical to use traditional mechanical devices. The grahamizer is one such traditional mechanical device used clinically to rehabilitate the upper extremities. No study has yet established the efficacy of the grahamizer in individuals with stroke. Objects: This study investigated the immediate change in arm reaching after the use of a grahamizer. Methods: Twenty-two stroke survivors participated in this study (11 males and 11 females). The reaching of the more-affected arm was measured three times using the three-dimentional electromagnetic motion tracking system "trakSTAR". After the first measurement, the subjects performed 500 rotatory arm exercises using the grahamizer. To assess the grahamizer's effect, the subjects were remeasured in the same way. Results: There were significant increases in the reaching distance (p < 0.05) and movement smoothness (p < 0.05) of the more-affected arm after using the grahamizer. Conclusion: Our study confirms that using the grahamizer is beneficial in the rehabilitation for improving movement of the more-affected arm in stroke survivors.

Perceptions of Adequacy and Job Performance of Nurse Assistant Nursing Jobs according to Registered Nurses and Nurse Assistants in Geriatric Hospitals, and Caregivers (요양병원 간호조무사의 간호업무 적절성과 수행여부에 대한 간호사, 간호조무사, 환자보호자의 인식 비교)

  • Purpose: The purpose of this study was to investigate perceptions of adequacy and job performance of the nurse assistants' nursing job as evaluated by registered nurses and nurse assistants in geriatric hospitals, and by caregivers from the same hospitals. Methods: Participants included 62 registered nurses, 57 nurse assistants, and 64 patient caregivers who completed a measurement scale on the job of nurse assistants. Data collection was conducted from October to December, 2015. Data were analyzed using descriptive statistics and one-way ANOVA by IBM SPSS/WIN program version 21.0. Results: There were significant differences by items in perception of adequacy of nurse assistants' nursing job of among the three groups. There was also a significant difference in perception of the nurse assistants' job performance among the three groups. Conclusion: For nurse assistants in geriatric hospitals, the Ministry of Health and Welfare needs to develop an appropriate job practice guideline. In addition, there should be periodic courses of retraining and continuing education for nurse assistants.

A Study of Multi-Units (Chain-affiliated) Organizations in Social Welfare Service Settings : Focused on the Impact of Chain-affiliated Social Service Centers on their Performance (사회복지조직의 집단화(체인화) 현상에 대한 연구 : 사회복지관의 집단화가 조직성과에 미치는 영향분석을 중심으로)

  • The purpose of this study is to empirically analyze whether or not, if a community social service center was affiliated with a governing body running other community social service centers, the center would have better organizational performance in comparing to an independently running center. Data was collected from a nationwide mailed and self-administered survey, which 237 centers out of 343 community social service centers responded. Even if, the response rate was 72%, 218 centers were finally analyzed due to the weakness of reliability and incompleteness. By the way, measurement of organizational performance as the dependent variable has been substituted of the results of nationwide organizational evaluation project as the secondary data. One of findings is that 68% of 218 responding centers appeared to be affiliated with a governing body which running more than three other centers, while 41% being affiliated with a body which running more than five other centers. However, a logistic regression analysis which using organizational performance as the dependent variable, has failed to verify the hypothesis that a center which affiliated with a governing body running other centers has better organizational performance when comparing to an independent center. The researcher assumes that a part of governing bodies has better performance and improves competitiveness while the other larger part of them pursues simple organizational growth. Thus, this situation made that the overall evaluation of being affiliated with a large governing body was not positive.

  • This paper presents a design method for autopilot control system in course change to the specified direction based on a robust digital servo controlmelthod incorporating the concept of the annihilator polynormial. The mathematicalmodel of ship turning motion is very complex in the view of practical control because it has time varying parameters, nonlinear and dead time terms. To apply the digital servo control method based on computer control, the model is linearized at an equilibrium point and discretized with appropriate sampling time. The control algorithm was evaluated on the basis of computer simulation for a model ship and the practical experiment was carried out with an image processing method for measurement of ship position in a water tank. The results of overall experiments show that the proposed control method will be one of good way to keep a track plotted in the map.

The effects of the massage treatment on the Changes in Blood Ingredients (마사지 처치가 혈액성분에 미치는 영향)

  • Purpose : The purpose of this study was to analyze the reaction of recovery for the fatigue by sports massage treatment after Taekwondo training and then to verify the effectiveness. Subject : The subjects of this study were all the 20 high school Taekwondo players divided into two groups (rest recovery group and sports massage group) selected by systematic random assignment sampling. Method : The variables were the level of hemoglobin, lactic acid and glucose, and measured at rest, immediately-after exercise and 30-minute recovery. The data from this study were analyzed by using one-way ANOVA, independent sample t-test. Results : The results are as follows ; 1. The measurement of the hemoglobin, there was not the significant differences between experiment group and control group. 2. The lactate showed lower in the experiment group than in the control group in 30-minute recovery (p<.001). 3. The glucose showed lower in the experiment group than in the control group in 30-minute recovery (p<.01). So I think the sports massage treatment is more effective in the relief of fatigue than static rest method during the recovery after sports. However the massage treatment influence on the activation of metabolism according to the intensity and the duration of sports, and vary the effect of treatment according to the method and execution time. Therefore the longitudinal investigation of the variation by the long time massage through the more detailed program must be requisite for us.

Automatic Identification of Fiducial Marks Based on Weak Constraints

  • This paper proposes an autonomous approach to localize the center of fiducial marks included in aerial photographs without precise geometric information and human interactions. For this localization, we present a conceptual model based on two assumptions representing symmetric characteristics of fiducial area and fiducial mark. The model makes it possible to locate exact center of a fiducial mark by checking the symmetric characteristics of pixel value distribution around the mark. The proposed approach is composed of three steps: (a) determining the symmetric center of fiducial area, (b) finding the center of a fiducial mark with unit pixel accuracy, and finally (c) localizing the exact center up to sub-pixel accuracy. The symmetric center of the mark is calculated tv successively applying three geometric filters: simplified ${\nabla}^2$G (Laplacian of Gaussian) filter, symmetry enhancement filter, and high pass filter. By introducing a self-diagnosis function based on the self-similarity measurement, a way of rejecting unreliable cases of center calculation is proposed, as well. The experiments were done with respect to 284 samples of fiducial marks composed of RMK- and RC-style ones extracted from 51 scanned aerial photographs. It was evaluated in the visual inspection that the proposed approach had resulted the erroneous identification with respect to only one mark. Although the proposed approach is based on weak constraints, being free from the exact geometric model of the fiducial marks, experimental results showed that the proposed approach is sufficiently robust and reliable.
