  • The goal of this paper is to propose the Hangul Jamo to make a optimum transmission code of Hangul consonant and vowel(Jamo). The Hangul Jamo was analyzed by three kinds of Hangul Jamo. First one is the basic Hangul Jamo which is consisted by 24ea Jamo. Second one is a two combination keyboard which has 28ea Jamo. Third one is 54 Jamo set which is added the double Jamo to the second one. Use frequency of Hangul-Jamo is analyzed based on the Hangul in "Modern Korean Use Frequency Rate Survey Result" issued by The National Institute of the Korean Language". Total 58,437 Korean words are contained in the report and the words are composed with Hangul 1,540ea. The results of this study are as follows, In the Jamo are that in the first Jamo set case, the highest use frequency consonant is "ㅇ" and the lowest one is "ㅋ", and in the vowel case, the highest use frequency one is "ㅏ" and the lowest one is "ㅑ". In the second case, the highest use frequency consonant is same as first case and the highest vowel is "ㅏ" and the lowest one is "ㅒ". In the third case, the highest consonant is "ㅏ" and the lowest one is "ㅞ". the highest vowel is "ㄱ" and the lowest one is "ㄽ".

  • Error correcting codes (ECCs) are commonly used to protect against the soft errors. Single error correcting and double error detecting (SEC-DED) codes are generally used for this purpose. The proposed approach in this paper selectively reduced power consumption, delay, and area in single-error correcting, double error-detecting checker circuits that perform memory error correction. The multi-objective genetic algorithm is employed to solve the non -linear optimization problem. The proposed method allows that user can choose one of different non-dominated solutions depending on which consideration is important among them. Because we use multi-objective genetic algorithm, we can find various dominated solutions. Therefore, we can choose the ECC according to the important factor of the power, delay and area. The method is applied to odd-column weight Hsiao code which is well- known ECC code and experiments were performed to show the performance of the proposed method.

  • Turbo codes, decoded through an iterative decoding algorithm, habe recently been shown to yidel remarkable coding gains close to theoretical limits in the Gaussian channel environment. This thesis presents the performance of Turbo code through the computer simulation. The performance of modified Turbo code is compared to that of the conventional Turbo codes. The modified Turbo code reduces the time delay in decoding with minimal effect to the performance for voice transmission sytems. To achieve the same performance, random interleaver the size of which is no less than the square root of the original one should be used. Also, the modified Turbo code is applied to MC-CDMA system, and its performance is analyzed under the Rayleigh Fading channel environment. In Rayleigh fading channel environment, due to the amplitude distortion caused by fading, the interleaver of the size twice no less than that in the Gaussian channel enironment was required. In overall, the modified Turbo code maintained the performance of the conventional Turbo code while the time delay in transmission and decoding was reduced at the rate of multiples of two times the squared root of the interleaver size.

  • The purpose of this study is to investigate typical ethical problems found in the technical and public services areas. The followings are the summary of the study. There are three distinct elements that govern ethical problems. One element is legal laws. The copyright law and the privacy act are exact examples. The copyright law has strong influence on the inter library loan service where the majority requests from the users are reproduction of copies. The privacy act also creates difficulties for librarians. Most requests for circulation records infringe on the privacy of library user. And advance online access systems also violates the privacy of library users. The second element is the code or rules that private organization has created. American Library Association created many statements that regulate the conduct of librarians. The bill of right, the professional code of ethics and policy on the confidentiality of library records have strong implications in the obligation of librarian. In the case of censorship at the selection of library materials, the code is a defensive tool against intellectual freedom. Yet self-censoring are prevailing practice among librarians. The thirds element is the competence of librarians. The analyzed table 3 showed that beside two elements, the rest of matters are competence required by librarians. The one aspect of it is humaneness and the other one is technical aspects. Technical aspect of competence are:(l) managerial and operational ability (2) communication skill (3) leadership (4) structure of knowledge and (5) self developing professionalism. Humanity aspect of competence are:(l) trust(fiduciary relationship) gained by diligence, objective judgement, ability, belief, rationality, integrity, kindness) (2) objectiveness (free from bias) (3) user-oriented consideration (need, interest, equal treatment, information gap) (4) caution in providing information (5) pride and (6) ability to distinguish advice and guidance specially in medical and law library.

  • Fingerprint classification reduces the number of matches required in automated fingerprint identification systems by categorizing fingerprints into a predefined class. Support vector machines (SVMs), widely used in pattern classification, have produced a high accuracy rate when performing fingerprint classification. In order to effectively apply SVMs to multi-class fingerprint classification systems, we propose a novel method in which SVMs are generated with the one-vs-all (OVA) scheme and dynamically ordered with $na{\ddot{i}}ve$ Bayes classifiers. More specifically, it uses representative fingerprint features such as the FingerCode, singularities and pseudo ridges to train the OVA SVMs and $na{\ddot{i}}ve$ Bayes classifiers. The proposed method has been validated on the NIST-4 database and produced a classification accuracy of 90.8% for 5-class classification. Especially, it has effectively managed tie problems usually occurred in applying OVA SVMs to multi-class classification.

  • In the proposed paper numerical calculations are carried out using two versions of a three-dimensional, timedomain panel method developed by the group of Prof. P. Sclavounos at MIT, i.e. the linear code SWAN2, enabling optionally the use of the instantaneous non-linear Froude-Krylov and hydrostatic forces and the fully non-linear SWAN4. The analytical results are compared with experimental results for three hull forms with increasing geometrical complexity, the Series 60, a reefer vessel with stern bulb and a modern fast ROPAX hull form with hollow bottom in the stern region. The details of the geometrical modeling of the hull forms are discussed. In addition, since SWAN4 does not support transom sterns, only the two versions of SWAN2 were evaluated over experimental results for the parent hull form of the NTUA double-chine, wide-transom, high-speed monohull series. The effect of speed on the numerical predictions was investigated. It is concluded that both versions of SWAN2 the linear and the one with the non-linear Froude-Krylov and hydrostatic forces provide a more robust tool for prediction of the dynamic response of the vessels than the non-linear SWAN4 code. In general, their results are close to what was expected on the basis of experience. Furthermore, the use of the option of non-linear Froude-Krylov and hydrostatic forces is beneficial for the accuracy of the predictions. The content of the paper is based on the Diploma thesis of the second author, supervised by the first one and further refined by the third one.

  • This paper provides an implementation of data envelopment analysis (DEA) developed by Charnes et al. using SAS. Since a flexible interactive matrix language SAS/IML included in the SAS has a syntax similar with the matrix algebra, one can easily create and understand SAS/IML code for DEA. In this paper, a simple SAS/IML code for DEA and its illustrative implementation with an input-output data set of 25 American private university research libraries are provided.

  • Tunnel fire accident is one of the critical railway accidents, together with collision and derailment. For the safe operation many tunnel design guidelines are proposed but many Korean railway tunnels do not satisfy these guidelines. For the safety improvement, current safety level is estimated in this study. But so many uncertainties in major input parameters make the safety estimation difficult. In this study, probabilistic techniques are applied for the consideration of uncertainties in major input parameters. As results of this study, probabilistic safety estimation code is developed.

  • This paper describes the numerical solution to the hyperbolic system of magnetohydrodynamic (MHD) equations. First, by pointing out the approximations involved, the deal MHD equations are presented. Next, the MHD waves as well as the associated shocks and discontinuities, are presented. Then, based on the hyperbolicity of the ideal MHD equations, the application of upwind schemes, which have been developed for hydrodynamics, is discussed to solve the equations numerically. As an definite example, one and multi-dimensional codes based on the Total Variation Diminishing scheme are presented. The treatment in the multi-dimensional code, which maintains ${\nabla}{\cdot}$B = 0, is described. Through tests, the robustness of the upwind schemes for MHDs is demonstrated.
