Case Studies and Implications on Development Strategies of International Arbitration Hub in Major Asian Countries: Focused on Singapore and Hong Kong (아시아 중재 선진국의 국제중재 허브 육성전략 사례 분석 및 시사점 - 싱가포르와 홍콩을 중심으로 -)

  • This study examines the development strategies of the arbitration industry in Singapore and Hong Kong, and its purpose is to provide implications for the development of the arbitration industry in South Korea. The main strategies implemented by Singapore and Hong Kong to develop the arbitration industry are as follows: first, improvement of the arbitration law system; second, active support of the government for promoting the arbitration industry; third, build up of an effective arbitration expert training system; and fourth, an arbitration-friendly attitude of the court. In order for South Korea to become an international arbitration hub in Northeast Asia, it is necessary to refer to the above-mentioned strategies. In addition, South Korea needs to develop marketing strategies that can differentiate itself from Singapore and Hong Kong, such as the development of an arbitration system in connection with the 4th Industrial Revolution, differentiation of the disputes sector, use of geographical advantages and a penetration pricing strategy, and support of the Korean Commercial Arbitration Board. In terms of marketing strategy, there are few studies on the development strategy of the arbitration industry in South Korea. In this respect, this study has academic value and differentiation.

Proposed Efficient Architectures and Design Choices in SoPC System for Speech Recognition

  • This paper presents the design of a System on Programmable Chip (SoPC) based on Field Programmable Gate Array (FPGA) for speech recognition in which Mel-Frequency Cepstral Coefficients (MFCC) for speech feature extraction and Vector Quantization for recognition are used. The implementing process of the speech recognition system undergoes the following steps: feature extraction, training codebook, recognition. In the first step of feature extraction, the input voice data will be transformed into spectral components and extracted to get the main features by using MFCC algorithm. In the recognition step, the obtained spectral features from the first step will be processed and compared with the trained components. The Vector Quantization (VQ) is applied in this step. In our experiment, Altera's DE2 board with Cyclone II FPGA is used to implement the recognition system which can recognize 64 words. The execution speed of the blocks in the speech recognition system is surveyed by calculating the number of clock cycles while executing each block. The recognition accuracies are also measured in different parameters of the system. These results in execution speed and recognition accuracy could help the designer to choose the best configurations in speech recognition on SoPC.

  • Compressed air has many uses on board ship, ranging from diesel engine starting to the cleaning of machinery during maintenance. In an effort to enhance the performance of the marine compressed air system, this work studied a way to reduce condensation from the air compressor via experiments. Especially more condensation is produced when the temperature at compressor outlets and the humidity of the air are higher. so in the research, drain production change has been observed by additionally installing the cooling fan on the suction portion of the air to air compressor and this is the method for reducing the compressed air drain that has passed through the compressor. For the result, it was verified that when the cooling fan was used, less drain was made where per hour it was 500.9ml of drain and the measured result after installing the cooling fan was that less drain was made. Other additional and various researches are needed including experiments like silica gel passing through the suction portion afterwards.

A Study on the Cause Analysis of Human Error Accidents by Railway Job

  • Purpose: This study investigates human error accidents in the Korean railway sector, emphasizing the need for systematic management to prevent such incidents, which can have fatal consequences, especially in driving-related jobs. Research design, data and methodology: This paper analyzed data from the Aviation and Railway Accident Investigation Board and the Korea Transportation Safety Authority, examining 240 human error accidents that occurred over the last five years (2018-2022). The analysis focused on accidents in the driving, facility, electric, and control fields. Results: The findings indicate that the majority of human error accidents stem from negligence in confirmation checks, issues with work methods, and oversight in facility maintenance. In the driving field, errors such as signal check neglect and braking failures are prevalent, while in the facility and electric fields, the main issues are maintenance delays and neglect of safety measures. Conclusions: The paper concludes that human error accidents are complex and multifaceted, often resulting from a high workload on engineers and systemic issues within the railway system. Future research should delve into the causal relationships of these accidents and develop targeted prevention strategies through improved work processes, education, and training.

The Kinematical Analysis of Li Xiaopeng Motion in Horse Vaulting (도마운동 Li Xiaopeng 동작의 운동학적 분석)

  • The purpose of this study is to closely examine kinematic characteristics by jump phase of Li Xiaopeng motion in horse vaulting and provide the training data. In doing so, as a result of analyzing kinematic variables through 3-dimensional cinematographic using the high-speed video camera to Li Xiaopeng motion first performed at the men's vault competition at the 14th Busan Asian Games, the following conclusion was obtained. 1. It was indicated that at the post-flight, the increase of flight time and height and twisting rotational velocity has a decisive effect on the increase of twist displacement. And Li Xiaopeng motion showed longer flight time and higher flight height than Ropez motion with the same twist displacement of entire movement. Also the rotational displacement of the trunk at peak of COG was much short of $360^{\circ}$(one rotation) but twist displacement showed $606^{\circ}$. Likewise, Li Xiaopeng motion was indicated to concentrate on twist movement in the early flight. 2. It was indicated that at the landing, Li Xiaopeng motion gets the hip to move back, the trunk to stand up and the horizontal velocity of COG to slow down. This is thought to be the performance of sufficient landing, resulting from large security of rotational displacement of airborne and twist displacement. 3. It was indicated that at the board contact, Li Xiaopeng motion made a rapid rotation uprighting the trunk to recover slowing velocity caused by jumping with the horse in the back, and has already twisted the trunk nearly close to $40^{\circ}$ at board contact. Under the premise that elasticity is generated without the change of the feet contacting the board, it will give an aid to the rotation and twist of pre-flight. Thus, in the round-oH phase, the tap of waist according to the fraction and extension of hip joint and arm push is thought to be very important. 4. It was indicated that at the pre-flight, Li Xiaopeng motion showed bigger movement than the techniques of precedented studies rushing to the horse, and overcomes the concern of relatively low power of jump through the rapid rotation of the trunk. Li Xiaopeng motion secured much twist distance, increased rotational distance with the trunk bent forward, resulting in the effect of rushing to the horse. 5. At horse contact, Li Xiaopeng motion makes a short-time contact, and maintains horse take-off angle close to vertical, contributing to the increase of post-flight time and height. This is thought to be resulted from rapid move toward movement direction along with the rotational velocity of trunk rapidly earned prior to horse contact, and little shave of rotation axis according to twist motion because of effective twist in the same direction.

A Study on a Leadership Skill for Cultivating Global Engineering Leaders (글로벌 공학리더를 양성하기 위한 리더십 역량 연구)

  • This study proposes content and instruction of leadership education based on the results of evaluation and analysis of leadership skill of present levels of students who registered for 'leadership development and training' course which is liberal arts elective course of the 'Accreditation Board of Engineering Education in Korea' and provides best practices to develop leadership skill and to attain academic achievement 2, 4, 6, 7 of 12 academic achievement required by KEC2005. To accomplish a purpose of the study, I divide leadership skill into technical skill, human skill and conceptual skill that suggested by Katz and then measure students' leadership skill. The contents of leadership education to develop and enforce three leadership skills are as follows. First, for developing technical skill, there is a need for systematic education of basic working experience relevant to a major field of study. Second, for developing human skill, there is a need for education of leadership, motivation, conflict management, communication, group dynamics and presentation etc. Third, for developing conceptual skill, there is a need for education of founding vision, business strategy and creative idea etc.

Experimental Results of Ship-to-ship Stabilized Mooring System for Mobile Harbor

  • A new concept of ocean transport system, called mobile harbor, was introduced as a feasibility study in Korea in 2009. Target of the mobile harbor is a short distance transport of containers with or without cargo handling cranes. Although the mobile harbor project has a lot of topics to deal with, this paper is to focus on only ship-to-ship stabilized mooring, which plays a key role in cargo handling. The ship-to-ship stabilized mooring system was developed and installed on board a barge of LOA 32m and breadth 12m. The dockside tests as sea test were carried out so as to ascertain whether the systems can work well to control the barge’s motion. The results of dockside test showed that the heave motion of the barge's motion can be reduced by more than 45%.

A Survey on Health Promotion Programs and Needs in Schools (학교 건강증진 프로그램 실시 현황 및 건강증진 프로그램 요구에 관한 조사연구)

  • Purposes: This study was designed to survey current and past health promotion programs in schools and to assess the needs of health promotion programs based upon the opinions of health teachers. Methods: Self-report questionnaire were given to health teachers who attended board meetings in each province or who participated in a qualification training course in Daegu. The questionnaire was developed by authors and revised it based on experts' advice. Results: The most common health promotion programs were sexual education, sexual violence prevention, drug abuse prevention, first aid,dental health. In contrast, many mental health promotion programs, such as suicide prevention, ADHD, and those involving personality disorders were all relatively uncommon. The needs of health promotion programs showed almost same priority with health promotion programs that are being done. Conclusions: The development of effective health promotion programs requires input from students, parents, teachers, experts, and health teachers.

Implementation of HMM Based Speech Recognizer with Medium Vocabulary Size Using TMS320C6201 DSP (TMS320C6201 DSP를 이용한 HMM 기반의 음성인식기 구현)

  • In this paper, we focused on the real time implementation of a speech recognition system with medium size of vocabulary considering its application to a mobile phone. First, we developed the PC based variable vocabulary word recognizer having the size of program memory and total acoustic models as small as possible. To reduce the memory size of acoustic models, linear discriminant analysis and phonetic tied mixture were applied in the feature selection process and training HMMs, respectively. In addition, state based Gaussian selection method with the real time cepstral normalization was used for reduction of computational load and robust recognition. Then, we verified the real-time operation of the implemented recognition system on the TMS320C6201 EVM board. The implemented recognition system uses memory size of about 610 kbytes including both program memory and data memory. The recognition rate was 95.86% for ETRI 445DB, and 96.4%, 97.92%, 87.04% for three kinds of name databases collected through the mobile phones.

Recent Research Trends and Prospects of HR Analytics in Korea (HR 애널리틱스의 최근 연구 동향 및 향후 과제)

  • This study was conducted to understand research trends of HR Analytics (HRA) in Korea and to suggest future research directions. First, a comparative analysis was conducted by classifying six areas of recruitment on-board, work environment, performance evaluation, retention, and exit/retirement building on the employee life cycle framework. The results indicate that first, the distribution of detailed research topics in Korean HRA research has similar to that of international research. Second, Korean HRA studies related to employee training and development function are insufficient. Third, the scope and the method of machine learning are becoming enriched. Finally Korean HRA studies are still in the technical domain and toward entering the predictive analysis domain.
