Economy Development in Northeastern Asia and Scheme of International S&T Exchange and Cooperation (동북아 지역 경제발전과 국제 과학기술 교류협력 방안)

  • Science and technology is the power of impelling the economic and social development. Promoting the international sci-tech communication and cooperation is one of the important ways of Pulling the economic development of Northeast Asia area. Sci-tech communication and cooperation between the government and the folk are two wings of international sci-tech communication and cooperation. Both are supplemented mutually and indispensable. In order to promote the economic and social development of Northeast Asia area and further strength, some suggestions are put forward, i.e. fully exerting university the main roles in the sci-tech communication and cooperation of Northeast Asia area and fully exerting Liaoning province the important roles in the sci-tech communication and cooperation of Northeast Asia area.

Study for Building Ecological Network in East-North Asia (동북아 생태네트워크 구축을 위한 방안 고찰)

  • In the 1990s, when the viewpoint that an ecosystem is a single network within a specific region was adopted, the preservation and management of natural ecosystems was proposed. With regard to Northeast Asia, the expansion of trans-boundary pollution due to rapid development and the swift destruction of the natural environment emphasize the necessity for environmental cooperation. The Northeast Asia region made up of South Korea, North Korea, three northeastern prefectures in China, the Russian far-east, and parts of Mongolia were selected to be analyzed for an ecological network. The significance of this study lies in the development of a methodology for building a Northeast Asian ecological network through the use of satellite images. Regarding the methods of analysis, stable habitats for four priority species were selected to be performed using overlay analysis. The result of the analysis of the ecological networks in the whole Northeast Asia region showed that there were key areas partly dispersed in the Korean Peninsula, but whether the key areas would be maintained in the long term is unknown. As for China, key areas were concentrated in the border areas around the Tumen River and in parts of the three northeastern prefectures. Russia had wide-ranging areas that could function as stable habitats for most species. As a result of the actual conditions of the ecological networks, most of the Northeast Asia region, including the Korean Peninsula, was in poor condition, requiring appropriate measures and their operation as soon as possible. Also, it was revealed that further investigation and research was necessary for border areas that were identified to be key areas.

Dispute Resolution by e-ADR for e- Trade in the Northeast Asia (동북아 e-Trade 활성화를 위한 e-ADR에 의한 분쟁해결에 관한 연구)

  • Korean Government is increasingly focusing on the Northeast Asia Business and Logistics Hub strategy to create a competitive advantage. A key element of this strategy is creating or leveraging distribution and logistics hubs that act as centres for distribution in Northeast Asia. A Northeast Asian e-Hub Policy is required for business hub and logistics hub in the Northeastern Asia. An e-Hub is an integrated, sophisticated set of e-Biz, information and e-trade facilities and services that provides access to a marketplace and exchangee the e-trade data. To study the e-Hub policy, Pan Asian e-Commerce Alliance, Korea-Japan e-Trade Hub project, and ASEM e-Trade project are considered. E-trade via cyberspace may need new methods of dispute resolution to reduce transaction costs for small value-related disputes and to erect structures that work well across national boundaries. Voluntary Mediation Councils and cyber tribunals should be encouraged by governmental sectors to continue developing private sector mechanisms to resolve e-trade disputes. Government-sponsored online cross-border dispute resolution systems may be also be useful to complement these private sector approaches. E-trade in Northeast Asia results in disputes owing to the incompleteness of e-trade law in the countries. These disputes contain disputes regarding e-trade model, central title registry, authentication body. To resolve these disputes in the Northeast Asia, a variety of electronic alternative dispute resolution bodies must be organized under cooperation of Korea, Japan, China. This study deals with the e-ADR construction in the Northeast Asia to resolve the disputes in the e-trade and to activate the e-trade in the Northeast Asia.

  • This study aimed to create a new costume design suitable for publicizing our traditional patterns in the world by using the traditional patterns of Northeast Asia region. The result of this study can be summarized as follows. First, China is characterized by a strictly fixed configuration and a realistic description, Japan a simplistic modality and an abstract-geometrical pattern, and Korea a eclectic type, whole-pattern, and part-pattern. This study aimed to make the pattern by using harmoniously these characters. Second, Korea, China, and japan have many similarities concerning a symbolism and a type of pattern. In the modern fashion, they often use dragon patterns, various flower patterns like peony, plum blossom, or mum, and geometrical patterns. This study focused on expressing patterns which contain the ornamental symbolism of Oriental Look, aside from an existing symbolism, and show a traditional sentiment of Northeast Asia. The method for expressing traditional patterns usually included weaving, dyeing, embroidery, or gold foil. Although these methods have been used in all the three nations, even rubbed metal foil and patchwork have been widely used in Japan.

  • Rhus verniciflua STOKES (RVS) belongs to Anacardiaceae and grows Korea, China and Japan. distributed in the northeastern Asia. Rhus verniciflua STOKES has been used for anthelmintic medicine, stomachache, emmenagogue and constipation in oriental medicine. From the EtOAc fraction of 70% MeOH extracts, flavonoids were isolated by column chromatography using ODS, Sephadex LH-20 and silica gel. The structure of these compounds were identified on the $^1$H-NMR, $\^$13/C-NMR and FAB/MS spectroscopic methods.

Dendrodasys duplus, a New Gastrotrich Species (Macrodasyida: Dactylopodolidae) from South Korea

  • A new gastrotrich species of the genus Dendrodasys (Dactylopodolidae) is described on the basis of specimens collected from sublittoral fine sandy bottoms at Uljin, East Sea and at Gujwa, the northeastern coast of Jeju Island, South Korea. Dendrodasys duplus is characterized by a triangular head with lateral lobes extending outward, two pairs of pestle organs posterior to the lateral cephalic lobes, a pair of anterior adhesive tubes, the absence of dorsal, lateral and ventral adhesive tubes, large posterior adhesive tubes arising from the anterior third of the caudal peduncle, and paired testes of different lengths. The genus Dendrodasys is recorded for the first time in East Asia.

  • From the present geographical environment of Korean peninsular the Republic of Korea is worser than the an island country of Japan In the point of Northeastern Asia energy network. Therefore the energy cooperation with South and North Korea is direct connect to the Northeast Asian Energy Network. It is most important that North Korea promotes the economics by themselves through the solving of their energy Problem with South Korea. Therefore, at the moment it is necessary to support North Korea with the cooperation of energy technologies that could be useful to set up the Northeast Asia Energy Network and which is important to form the energy system of Korean peninsular. In this paper to importance of cooperation for energy technology and the present of economics and energy demand/supply in North Korea and energy technology of North Korea & the comparison energy technology level of the both countries and cooperation between South and North Korea is described.

Forecasting Model of Container Transshipment Traffic Volume in Northeast Asia (동북아시아 환적물동량 예측모델 연구)

  • Major ports in Northeastern Asia engage in fierce competition to attract transshipment traffic volume. Existing time series analyses for analyzing port competition relationships examine the types of competition and relations through the signs of coefficients in cointegration equations using the transshipment traffic volume results. However, there are cases for which analyzing competing relationships is not possible based on the results of the transshipment traffic volume data differences and limitations in the forecasting of traffic volume. Accordingly, we used the Lotka-Volterra (L-V) model,also known as the ecosystem competitive relation model, to analyze port competition relations for the long-term forecast of South Korean transshipment traffic volume.

A Study on the Quantitative Analysis of SO$_2$ Dry Deposition in the Northeastern Asia (동북아 지역에서의 SO$_2$ 건성 침적에 관한 정량분석)

  • A tracer model was applied in the Far East Asia to investigate the dry deposition rates of air pollutants on Korean Peninsula originated from different countries including China and Japan. Wind direction was chosen to predict the maximum deposition rates and SO$_2$ was chosen as a tracer to estimate the source strength. Model simulation shows that inflow, deposition and airborne ratios of China-originated SO$_2$ were 50%, 8% and 30%, respectively, at most. Also it was found that deposition, outbounded and airborne ratios of Korea-originated SO$_2$ were 15~77%, 8~75%, and 3~30%, respectively Model simulation also shows that inflow, deposition and airborne ratios of Kyushu-originated SO$_2$ were, 30~45%, 8~14% and 20~25%, respectively. This study shows that tracer model can be applied on the estimation of air pollutants partitioning in regional scale and that more sophisticated modules and schemes can be developed and applied to better predict the transboundary amounts of air pollutants in this region.

  • It is widely acknowledged that Chinese economy becomes a center of world economy and takes up a considerable portion of the trade in Northeastern Asia. Due to the investment and the logistics modernization strategy of Chinese government, recognizing the importance of logistics, the competitiveness of Chinese major ports is tending upward rapidly. Therefore, it is necessary to analyze the competitiveness of Chinese major ports in order to develop the logistics strategy of Korea by cooperating or competing with Chinese ports. In this study, we analyzed the competitiveness of 10 major Chinese ports with Data Envelopment Analysis(DEA). Through the analysis, we could investigate the efficiency of 10 major Chinese ports and figure out the trend of the efficiency within recent 10 years. In order for Korea to achieve the national strategic goal, becoming a logistics hub in East Asia, it is obvious to understand the competitiveness of Chinese major ports which are major competitor and strategic partner at the same time. This study will be useful to understand the competitiveness of Chinese ports and to develop a logistics hub strategy of Korea.
