유비쿼터스도시건설사업 BPR 및 모델링 연구 - "유비쿼터스도시의 건설 등에 관한 법률" 적용을 중심으로 - (A Study on BPR and Modeling for Ubiquitous-City Construction Projects - Focused on the application of the Ubiquitous-City Construction laws -)

  • U-City건설사업이 시작된 지 수년이 지났지만 아직도 우리가 U-City를 인지하고 체감하기에는 부족한 것이 사실이다. 그러한 원인 중에 하나는 U-City가 그 속성상 보다 체계적인 개발과 제도적 관리가 요구됨에도 가시적인 성과만을 위해 개별사업자를 중심으로 한 난개발에 있다고 볼수 있다. 다행히도 올 3월 U-City의 계획, 건설, 운영관리 등을 위한 "유비쿼터스도시의 건설 등에 관한 법률"이 공포되고 앞으로는 관련법률에 의해 체계적으로 U-City가 추진될 것으로 보여 이런 상황은 상당부분 해소될 것으로 예상된다. 이에 본 연구에서는 과거 각 지자체들의 U-City 건설사업절차와 문제점들을 분석하고 BPR방법론을 이용하여 새로운 법률에 맞춰 U-City건설사업 프로세스를 재설계함으로써 체계적인 사업추진을 통해 지속가능한 U-City의 개발이 될 수 있도록 하는데 그 목적을 두었다.

  • oneM2M은 표준 API를 통해 디바이스 및 서비스 간 상호호환성을 보장하여 국내외 스마트시티 플랫폼 구축에 활용되고 있다. 스마트 시티에서 수집되는 데이터를 손쉽게 유통하기 위해서는 기존 표준에 있는 접근 제어 기능을 확장할 필요가 있다. 본 논문은 기존 oneM2M 표준의 접근 제어 기법과 비교해 데이터 판매자와 구매자 간 데이터 유통 시 사람의 개입이 최소화된 방안을 제시한다. 제시된 방안을 통해 oneM2M 데이터 마켓플레이스 API로 플랫폼에 확장 개발하고 데이터 마켓플레이스 포털과 연동하였다. 또한 스마트시티 시범 서비스를 개발하여 데이터 마켓플레이스 활용 예시를 제시하였다.

5 L급 액체수소 저장용기의 성능특성 연구 (Performance of a 5 L Liquid Hydrogen Storage Vessel)

  • In the face of the world's growing energy storage needs, liquid hydrogen offers a high energy density solution for the storage and transport of energy throughout society. A 5 L liquid hydrogen storage tank has been designed, fabricated and tested to investigate boil-off rate of liquid hydrogen. As the insulation plays a key role on the cryogenic vessels, various insulation methods have been employed. To reduce heat conduction loss, the epoxy resin-based insulation supports G-10 were used. To minimize radiation heat loss, vapor cooled radiation shield, multi-layer insulation, and high vacuum were adopted. Mass flow meter was used to measure boil-off rate of the 5 L cryogenic vessel. A series of performance tests were done for liquid nitrogen and liquid hydrogen to compare with design parameters, resulting in the boil-off rate of 1.7%/day for liquid nitrogen and 16.8%/day for liquid hydrogen at maximum.

  • This paper aims to introduce a new type of mass transit system at new cities. A new mass transit system has been analysed in terms of three view points. 1) a new mass transit between a new city and surrounding cities. 2) a new mass transit inside a new capital, and 3) a traffic center connecting a new mass transit and other modes. This paper can be utilized as a guide line in doing the master plan for new mass transit at new cities.

효과적인 재원조달을 통한 구도시 u-City 구축사례연구 (A Case Study on the Successful Old-Town u-City Construction by an Effective Financing)

  • As a leading nation of ubiquitous technology, South Korea has been promoting u-City pilot projects throughout the country. According to 'Fundamental Construction Law of u-City,' u-City projects are classified into old-town and new-town types. However, most projects have focused only on the new-town type. Pushing forward large-scale land development projects, Korea Land and Housing Corporation (LH Co.) under Ministry of Land Transport and Maritime Affairs (MLTM) has gained a development profit out of the u-City infrastructure and then donated the infrastructure to a local government without making any plan for operations. In the process of u-City pilot projects, old-towns have been relatively ignored and various of unexpected problems have emerged. Building the u-City of an old-town is not easy due to many constraints such as huge initial investment, long validity and verification procedures, lack of useful services for citizens, lack of professional outsourcing methods for business promotion, high operating costs of the integrated control center, inadequate law related, insufficient institutional requirements and so on. This paper introduces a case study on u-City development for an old-town, Ansan City, as a private investment project. The case will help boost u-City projects for old-towns by solving their problems and providing an effective operational mechanism. As the first BTL (Build-Transfer-Lease) project for constructing u-City, 'Broadband Information Network Development Project' of Ansan City will provide a reference model of expanding u-City projects for other cities.

서울 상업용도지역 내 주거 기능 회복의 필요성과 방향 -서울 역사도심과 뉴욕 맨해튼을 중심으로- (The Necessity and Direction for Restoration of Housing Function in Seoul's Central Commercial District -Comparison of Seoul's Historic Center and New York City's Manhattan-)

  • 본 연구는 서울보다 일찍이 성장하여 도심 문제해결과 도시 생태계 회복을 위해 주거 공간의 제공에 노력을 기울여온 뉴욕 맨해튼 도심과의 현황의 비교를 통해 서울 역사도심의 도시생태계 불균형의 문제점과 그에 따른 주거 기능 회복의 필요성을 제시하는 데에 목적을 가지고 있다. 주거 공간의 총량, 주거용도 건축물 유형별 특성, 주거용도 건축물의 분포 분석을 통해 도심 상업용도지역 내 주거현황을 조사하였다. 이를 통해, 서울 역사도심은 대부분의 공간이 상업용도에 편향되어 있으며, 도심주거에 적합한 중고밀도의 복합용도 건축물이 맨해튼 도심에 비해 현저히 부족함을 알 수 있었다. 또한 서울 역사도심은 복합용도 건축물이 대상지의 외곽에 인접하여 위치함을 알 수 있었다. 결론적으로 서울 역사도심은 도시 생태계 조성을 위한 적절한 주거 공간을 제공하지 못하고 있으며, 주거 기능 회복을 위한 방안 마련이 필요하다.

Further Advances in Forecasting Day-Ahead Electricity Prices Using Time Series Models

  • Forecasting prices in electricity markets is critical for consumers and producers in planning their operations and managing their price risk. We utilize the generalized autoregressive conditionally heteroskedastic (GARCH) method to forecast the electricity prices in two regions of New York: New York City and Central New York State. We contrast the one-day forecasts of the GARCH against techniques such as dynamic regression, transfer function models, and exponential smoothing. We also examine the effect on our forecasting of omitting some of the extreme values in the electricity prices. We show that accounting for the extreme values and the heteroskedactic variance in the electricity price time-series can significantly improve the accuracy of the forecasting. Additionally, we document the higher volatility in New York City electricity prices. Differences in volatility between regions are important in the pricing of electricity options and for analyzing market performance.

  • The Changwon city which announced 2040 hydrogen policy vision is planning to establish the new hydrogen-centered city. The building of plant which is available to produce the 5 ton/day of liquid hydrogen is promoted as one of the projects in order to achieve the vision. However, the analysis in terms of local economic and environmental aspects is insufficient because this liquid hydrogen plant is the first in Korea. Therefore, in this study, the financial feasibility of the liquid hydrogen plant project was analyzed by reviewing the benefits of liquid hydrogen supply and environmental improvement, and the feasibility of this project has been investigated which is being built based on the hydrogen industrial plan of Changwon city.

u-City 서비스 구현을 위한 정책방향 연구 - u-City 건설법의 평가를 중심으로 (Study on policies for the implementation of u-city services with a focus on the evaluation of the u-City Construction Law)

  • This paper analyzed articles of u-City Construction Law, which has been enacted on 29th of September last year, and evaluated their appropriateness and other laws associated with u-city services for better provision of u-cities and u-city services. The enacted law established the concept of u-city in Korea and provided relating industries with construction procedures, technology developments, and standards. These efforts have substantial implications as the first stepping stone, but also raised several problems. Hence, this paper suggested that the u-City Construction Law should be amended as follows. First, The minimum size of u-cities, that is required by the law, should be decreased. Second, various kinds of incentives should be provided to the u-city project companies. Third, new organizations such as u-City commission and National or Regional Control and Management Center will be necessary. Fourth, technology standards and inter-operability among cities should be provided in the areas of the control and management centers. And Finally, more measures of and focuses on project financing issues should be made.
