This article substantiates the scientific provisions for modelling the level of Ukraine's public financial security taking into account the impact of budget policy, in the process of which identified indicators of budget policy that significantly affect the public financial security and the factors of budget policy based on regression analysis do not interact closely with each other. A seven-factor regression equation is constructed, which is statistically significant, reliable, economically logical, and devoid of autocorrelation. The objective function of maximizing the level of public financial security is constructed and strategic guidelines of budget policy in the context of Ukraine's public financial security are developed, in particular: optimization of the structure of budget revenues through the expansion of the resource base; reduction of the budget deficit while ensuring faster growth rates of state and local budget revenues compared to their expenditures; optimization of debt serviced from the budget through raising funds from the sale of domestic government bonds, mainly on a long-term basis; minimization of budgetary risks and existing threats to the public financial security by ensuring long-term stability of budgets etc.

The rapid development of various applications in networking system, business, medical, education, and other domains that use basic data access operations such as insert, edit, delete and search makes data structure venerable and crucial in providing an efficient method for day to day operations of those numerous applications. One of the major problems of those applications is achieving constant time to search a key from a collection. A number of different methods which attempt to achieve that have been discovered by researchers over the years with different performance behaviors. This work evaluated these methods, and found out that almost all the existing methods have non-constant time for adding and searching a key. In this work, we designed a multi-indexes hashing algorithm that handles a collision in a hash table T efficiently and achieved constant time O(1) for searching and adding a key. Our method employed two-level of hashing which uses pattern extraction h₁(key) and h₂(key). The second hash function h₂(key) is use for handling collision in T. Here, we eliminated the wasted slots in the search space T which is another problem associated with the existing methods.

The article is devoted to the study of the features of administrative liability for offenses in the informational sphere, the definition of the concept and features. Based on the examples of implementation of instruments of European legislation into the national legal system and examples of national legal practice, the authors have identified the features of informational and legal sanctions aimed at restricting the rights of access of subjects to information, prohibiting them to disseminate certain information, restricting the rights to disseminate certain information, and suspending informational activities. It has been substantiated that the administrative liability for informational offenses as a protective legal institution is created to contribute to the solution of such acute problems of legal support of human and society interests in the new informational dimensions.

This study investigates employees' online reviews, conducts in-depth text topic mining, effectively summarizes the dimensions of employer brand value, and seeks effective ways to build employer brands from a multi-dimensional perspective. This study employs samples of employer reviews, filter keywords according to word frequency-inverse document frequency, builds a review network containing the same keywords, explore the community and summarize the theme dimensions. Simultaneously, it makes a dynamic comparison and analysis of the employer brand value dimension of different industries and enterprises. The study shows that the community exploration theme can be summarized into 11 dimensions of employer brand value, and the dimensions of employer brand value are significantly different across industries and among different enterprises within the industry. The attention to the employer brand value dimension has a significant time change. Various industries pay increasing attention to the dimension of work intensity and career development, while employers pay steady attention to the dimension of welfare benefits. The findings of this study suggest that seeking the heterogeneity of employer brand resources from the multi-dimensional differences and changes is an effective way to improve the competitiveness of enterprises in the human capital market.

The assessment of specific impacts on the environment is a preventive measure for environmental protection which is based on the definition and proposal of measures that can prevent harmful effects, reduce or eliminate them. In the physical sense, vibration is the oscillating motion of an object with the effect of internal or external forces applied to it. People who touch a vibrating surface or object will feel these vibrations. In general, there are two types of vibration exposure. The first are the vibrations of the hands and arms transmitted by the held parts of tools or machinery. The second are whole-body vibrations transmitted from a seat or surface to a motorized car. The risk of injury to workers exposed to vibration varies depending on the size, frequency, type, duration of exposure, and organ affected. The purpose of this paper is to review the measurements of vibrations in the Kosovo Energy Corporation in the mine Sibovc Southwest, where coal with a rotary excavator is exploited and the evaluation of vibrations for working conditions for workers working in that environment and improving working conditions for the measurement of vibrations we have used the device Minimate DS 078, the purpose of such environmental impact assessment is to collect data and predict the harmful impacts on the environment, namely the impact on water, air, soil, life and health of as well as identify and propose measures that could prevent, reduce or eliminate altogether.

The article highlights the European experience of innovative educational technologies of training management specialists. Based on existing strategies, relevant in the European educational space, the introduction of regulatory elements to maintain a balance between the traditional and innovative format of the educational process, which is typical for the Ukrainian education system is proposed. The article aims to single out educational and technological innovations into a separate cluster of managerial training at different levels in the context of the principles of the modern synergetic sociocultural paradigm. The main objectives of the work are to develop settings to ensure the effective functioning of innovative educational technologies. Among the synergetic principles of educational technologies, providing the formation of necessary competencies of future managers, are: self-organization, interdisciplinarity, nonlinearity, individuality, and technologization. The methods used in the scientific study can be attributed to the group of scientific synergetic methodology. So, the training of specialists in management, implemented in the European practice assumes the use of new educational strategies. These technologies provide both the necessary skills of different levels (hard-soft-digital skills) and the observance of value components (solidarity, ethics, inclusiveness, openness).

The purpose of this study is to analyze the big data of Adidas brand participating in the Qatar World Cup in 2022 as a FIFA partner to understand useful information, semantic connection and context from unstructured data. Therefore, this study collected big data generated during the World Cup from Adidas participating in sponsorship as a FIFA partner for the 2022 Qatar World Cup and collected data from major portal sites to understand its meaning. According to text mining analysis, 'Adidas' was used the most 3,340 times based on the frequency of keyword appearance, followed by 'World Cup', 'Qatar World Cup', 'Soccer', 'Lionel Messi', 'Qatar', 'FIFA', 'Korea', and 'Uniform'. In addition, the TF-IDF rankings were 'Qatar World Cup', 'Soccer', 'Lionel Messi', 'World Cup', 'Uniform', 'Qatar', 'FIFA', 'Ronaldo', 'Korea', and 'Nike'. As a result of semantic network analysis and CONCOR analysis, four groups were formed. First, Cluster A named it 'Qatar World Cup Sponsor' as words such as 'Adidas', 'Nike', 'Qatar World Cup', 'Sponsor', 'Sponsor Company', 'Marketing', 'Nation', 'Launch', 'Official', 'Commemoration' and 'National Team' were formed into groups. Second, B Cluster named it 'Group stage' as words such as 'Qatar', 'Uruguay', 'FIFA' and 'group stage' were formed into groups. Third, C Cluster named it 'Winning' as words such as 'World Cup Winning', 'Champion', 'France', 'Argentina', 'Lionel Messi', 'Advertising' and 'Photograph' formed a group. Fourth, D Cluster named it 'Official Ball' as words such as 'Official Ball', 'World Cup Official Ball', 'Soccer Ball', 'All Times', 'Al Rihla', 'Public', 'Technology' was formed into groups.

The main purpose of the study is to determine the key aspects of the public-private partnership system in the context of the economic development of the state. At first glance, the mutually exclusive interests of the state and business do not contribute to the development of common and agreed development goals. At the same time, ignoring the versatility of interests and the aggravation of the discussion regarding the two sides under consideration, the study of the theoretical foundations of the interaction between the public and private sectors of the economy allows us to draw the following conclusion: world economic theory from classical political economy to new institutionalism has a clear structured position on the ancient historical depth of existence of the form of partnerships Based on the results of the study, the main elements of the public-private partnership system in the context of the economic development of the state were identified.

Recently, government agencies are actively adopting the platform model as a means of public policy. However, existing studies on the public platform are minimal and have focused on user experiences or the possibility of public usage of the platform model. Now the research concerning building governance structure and utilizing network effects of the platform after adopting the platform model in the public sector is keenly required. This study intended to ignite academic dialogue on the governance of public platforms in the context of digital transformation. This study focused on a case of the 'Special delivery,' a public delivery app established by Gyeonggi-do. In order to analyze the characteristics of the public platform and its governance structure, data were collected from press releases, policy reports, and news articles. Data was analyzed using the frame of Hagui's platform design factors and Ansell & Gash's collaborative governance model. The results of the public platform analyses showed 1) incompleteness in the value trade-off accounting, which was designed for platform business based on general cost-benefit analysis, and 2) a closed governance structure that limits direct participation of diverse user groups(i.e., service provider, customer) in order to enhance providers' utility by preventing customers' excessive online activities. The results of this study provided theoretical and policy implications regarding designing the strategy for accounting for value trade-offs and functioning governance structure for public platforms.

Due to digitization, data has become a tsunami in almost every data-driven business sector. The information wave has been greatly boosted by man-to-machine (M2M) digital data management. An explosion in the use of ICT for farm management has pushed technical solutions into rural areas and benefited farmers and customers alike. This study discusses the benefits and possible pitfalls of using information and communication technology (ICT) in conventional farming. Information technology (IT), the Internet of Things (IoT), and robotics are discussed, along with the roles of Machine learning (ML), Artificial intelligence (AI), and sensors in farming. Drones are also being studied for crop surveillance and yield optimization management. Global and state-of-the-art Internet of Things (IoT) agricultural platforms are emphasized when relevant. This article analyse the most current publications pertaining to precision agriculture using ML and AI techniques. This study further details about current and future developments in AI and identify existing and prospective research concerns in AI for agriculture based on this thorough extensive literature evaluation.
