Significance of "Pre-Study Post-Designation" Strategy in Natural Monument Designation System: With Special Reference to Geologic Heritage

  • Many problems in naming natural monuments have been repeatedly argued by many researchers, and four different types of naming problems were identified: 1) name of unknown nationality (natural monument no. 82 and 108), 2) morphological name rather than scientific name (natural monument no. 180, 295, and 409), 3) name of fable character (local cultural property of Changnyeonggun), and 4) scientifically wrong name (natural monument no. 413). Among them, two cases (case 3 and 4) using wrong names are found in natural monument of geologic heritages, which should be ascribable to a hasty designation without an accurate and thorough scientific research. In order to solve these problems and to establish an ideal policy in designating natural monument, National Research Institute of Cultural Heritage has been carrying out a research project of "Pre-study and Post-designation (PSPD)", especially targeting the rod-shaped stromatolite. It is likely that this new strategy of PSPD is a unique and the first step to solve many problems in designating and naming geologic heritages as natural monuments. As a consequence, we strongly suggest that PSPD system must be applied to natural monument designation as an institutional arrangement.

천연기념물 지정 당산숲·비보숲의 명칭 부여 및 지정 물량 실태 고찰 (Naming and Object Specifying of Dangsan Forests and Bibo Forests Designated as Natural Monument)

  • 천연기념물의 명칭 부여 및 지정 물량을 포함한 현재의 천연기념물 관련 체계는 일제강점기에 도입된 '조선보물고적명승천연기념물보존령' (1934)을 기반으로 하고 있으며, 이에 따른 골격이 지금까지 그대로 통용되고 있다는 문제점이 지적되고 있다. 당산숲 비보숲은 우리나라 농어촌의 숲문화를 대표하는 전통문화자원이며 국가적 문화자산이다. 천연기념물을 포함한 당산숲 비보숲을 논할 때 천연기념물 등에서 사용하는 "명칭", "분류 체계" 등에 대해서 문화재청에서조차, '조선의임수(朝鮮の林藪)' (1938)라는 일제의 조사보고서에 실린 내용에 전적으로 의존하고 있다는 것이 근본적인 문제점이라고 할 수 있다. 즉, 일제가 1938년에 '완도 예송리 당산숲'을 '례송리상녹수림(禮松里常綠樹林)'이라고 이름을 붙인 후, 현재까지도 우리 농어촌의 당산숲 비보숲을 천연기념물 등으로 지정할 때, 해안가의 경우 대부분 일제가 한 방식대로 '~상록수림'이라는 명칭을 그대로 따르고 있다는 것이 대표적인 예이다. 본 논문의 목적은 천연기념물 제도의 출발점인 일제강점기의 '조선의임수(朝鮮の林藪)' 등 일본 자료에 대한 문제점을 고찰하고, '조선의임수(朝鮮の林藪)' 등의 논리를 우리의 당산숲 비보숲 등에 여과 없이 적용시키고 있는 현 상황을 개선하는 방안을 찾고자 하는 것이다. 이를 위해 천연기념물로 지정된 수림지, 노거수 중에서 당산제를 지내는 당산숲이 있는 18개소를 선정하여 조사, 분석하였다. 결과로서, 천연기념물로 지정된 많은 수림지, 노거수 중에서 그것이 당산숲, 당산나무라면 "~당산숲", "~당산숲과 비보숲", "~당산나무"라는 명칭을 일관성 있게 부여해야 할 필요가 있다는 것을 제안하고자 한다. 이러한 조치가 이루어지면 일제강점기에 도입된 천연기념물 제도의 한계를 극복하는 출발점이 시작될 수 있으며, 우리나라 전통조경 양식 및 문화경관으로서의 당산숲에 대한 위상이 제고될 수 있을 것이다.

천연기념물 식물유전자원의 보존방안 고찰 - 나고야의정서 발효 대비 중심으로 - (Consideration of preservation methods for plant genetic resources in natural monument - Focusing on preparation for becoming effective of Nagoya Protocol -)

  • Natural Monument is a designated cultural property as part of the country. According to Article 2 of the Cultural Properties Protection Act, a national, ethnic and global heritage artificially or naturally formed, with a great historical, artistic, scientific and landscape significance is defined as a cultural heritage. Animals, plants, topography, geology, minerals, caves, biological products and special natural phenomena, having a great of historic, scenic and scientific value, are defined as the monument. According to Article 3 of Cultural Properties Protection Act, the conservation, management and utilization of National Heritage should be kept intact in its original form. So, Natural monuments are managing as retained its original form under the Basic Principles of current law. The highest population of coniferous tree in natural monument plant is ginkgo tree including 22 objects, followed by pines, junipers that order. And in case of broadleaf tree, there are zelkova trees, retusa fringe trees, pagoda trees, cork oaks, silver magnolias and etc. There are many of reported efficacy in available natural monument plants. The efficacy of plant species on pharmaceutical like anti-cancer, anti-diabetic, anti-obesity, antioxidant activity, neuroprotective, improves cholesterol, anti-inflammatory, liver protection and anti-bacterial efficacy, on cosmetics and beauty like the inhibiting formation of skin wrinkles, whitening effect, variety of materials and the efficacy of the proposed utilization of its various papers and etc have been widely reported. Before the Nagoya Protocol enters into force, the future role of the National Research Institute for Cultural Properties Administration of Cultural Heritage should be obtain a legal right to manage the social, cultural and national natural monument with emotional value to the plant genetic resource as a natural monument efficient ways to study and preserve traditional knowledge biological resources by securing a claim to the sovereignty of the material will be ready.

남.북한의 천연기념물 지정내용 비교 (A Comparative Study on the Natural Monument Designations of South and North Korea)

  • Korea began preserving and managing natural monuments in 1933 under the Japanese Colonization, but South and North Korea had to establish natural monument management policies separately because of the division after the Korean Independence. The purpose of this study is to compare and analyze the natural monument designations of South and North Koreas between 1933 and 2005 to introduce advanced polices for Oneness-Korea. The following are the results: According to data of December 2005, South Korea has 358 and North Korea has 474 natural monuments. North Korea has 116 more natural monuments than South Korea. In addition, over half of South Korea's designations are plants, whereas North Korea's designations are relatively well-balanced. Both South and North Korea designate plants(mostly trees) that are old and large. However, South Korea emphasizes the historical value of village forests, contrary to economic value in North Korea. Also, North Korea preserves many traditional fruit trees which have not been well-preserved in South Korea. As for animals, South Korea designates migratory wild animals by type and not by region to protect them at a national level, whereas North Korea designates the specific habitats of each type of wild animal. In addition, North Korea protects each region's cattle and chickens to preserve native traits of domesticated animals. Geologically, North Korea preserves 18 hot springs and 11 springs, whereas South Korea has none. Geographically, North Korea preserves 81 waterfalls, lakes, etc. In the conclusion, advanced natural monument management of South and North Korea is necessary to achieve effective preservation of natural monuments.

천연기념물로 지정된 농촌지역 마을 수림지 식물생태계 분석 - 천연기념물 제468호 포항 북송리 북천수를 대상으로 - (Analysing the Plant Ecosystems for the Rural Village Forest of Designated as Natural Monument - the Case of Natural Monument no.468 Pohang Buksong-ri Bukcheonsu -)

  • This paper is performed to study for the plants ecosystems for the rural community forest of designated as natural monument. In addition, it is also proposed the plan of the rural community forest's conservation and restoration for avoiding to the destroy of indiscriminate development such as land-use, cultivation. The rural community forest is a mirror that reflect the regional culture and history, as well as environment. According to this view, undoubtedly, we need to recognise the formative background of rural community forest, the relations between the environment around and the characteristic of plants ecosystem comprehensively. For the purpose of proposing to the plan of rural village forests' conservation and restoration, therefore, this study is: 1) reviews the previous research and ancient documents, and 2) surveys the vegetation structure and the growing conditions in rural village forest directly.

천연기념물 인식수준에 따른 자연에 대한 태도 차이 (The Attitude towards Nature According to Awareness of the Natural Monuments -Focusing on Natural Monuments in Naejang National Park-)

  • 천연기념물은 역사와 자연적 가치가 있는 자연유산으로 희귀성, 특수성, 역사성 등 학술 가치가 커 자연문화재로 지정 및 보호됐으나 최근에는 삶의 질 향상에 따른 국민의 문화생활에 대한 욕구를 충족시키는 것도 천연기념물 관리의 주요한 임무가 되었다. 이를 위해 내장산국립공원에 소재하고 있는 천연기념물 제91호 내장산 굴거리나무군락과 제153호 장성 백양사 비자나무 숲을 대상으로 천연기념물의 지속 가능한 보전 및 이용 측면에서 방문객의 천연기념물에 대한 기본적 인식을 살펴보고 천연기념물 인식수준에 따른 자연에 대한 태도 차이를 분석하였다. 내장산국립공원 방문객 240명에 대한 설문조사 분석 결과, 응답자의 절반 이상이 대상지의 천연기념물을 정확히 인식하지 못하는 것으로 나타났으며, 특히 굴거리나무군락의 인지도가 상대적으로 비자나무 숲보다 더 낮았다. 또한, 천연기념물에 대한 인식수준이 높고, 문화재적 가치 수준이 높다고 인식한 집단의 자연에 대한 태도가 그렇지 않은 집단보다 긍정적임을 확인할 수 있었다. 이를 바탕으로 향후 이 지역의 천연기념물 활용방안 수립을 위한 정책시사점을 제안하였다.

남.북한의 천연기념물 관리제도 비교 (A Comparative Study on the Natural Monument Management Policies of South and North Korea)

  • Korea began preserving and managing natural monuments in 1933 under Japanese Colonization, but North Korea and South Korea were forced to establish separate natural monument management policies because of the division after the Korean Independence. The purpose of this study is to compare and analyze the natural monument management policies of both south and North Korea between 1933 and 2005 to introduce new policies for Korea unification. The following are the results: First, South Korea manages every type of cultural asset, including natural monuments, through the 'Cultural Heritage Protection Act,' whereas North Korea managing its cultural assets through the 'Cultural Relics Protection Act' and the 'Landmark/Natural Monument Protection Act.' Second, South Korea preserves and utilizes natural monuments for the purpose of promoting the cultural experience of Korean people and contributing to the development of world culture, whereas North Korea uses its natural monuments to promote the superiority of socialism and protect its ruling power. Third, North and South Korea have similar classification systems for animals, plants, and geology, but North Korea classifies geography as one of its natural monuments. Unlike South Korea, North Korea also designates imported animals and plants not only for the preservation and research of genetic resources, but also for their value as economic resources. Fourth, North Korea authorizes the Cabinet to designate and cancel natural monuments, whereas South Korea designates and cancels natural monuments by the Cultural Heritage Administration through the deliberation of a Cultural Heritage Committee. Both Koreas' central administrations establish policies and their local governments carry them out, while their management systems are quite different. In conclusion, it is important to establish specified laws for the conservation of natural heritages and clarified standards of designation in order to improve the preservation and management system and to sustain the diversity of natural preservation. Moreover it is also necessary to discover resources in various fields, designate protection zones, and preserve imported trees. By doing so, we shall improve South Korea's natural monument management policies and ultimately enhance national homogeneity in preparation for the reunification of the Koreas in the future.

Enriching Natural Monument with User-Generated Mobile Augmented Reality Mashup

  • This paper proposes a mobile augmented reality mashup for cultural heritage sites such as natural monuments. Several benefits of mobile augmented reality solutions are ideal for preserving and protecting cultural heritage sites. By presenting mobile augmented reality mashup scenarios and mobile mashup framework, we introduce how user-generated multimedia contents can be added. We present two scenarios of Mashup Viewer and Mashup Maker. In Mashup Viewer mode, visitors can create new AR contents using mashup tools for memo, Twitter, images and statistical graphs. In Mashup Maker mode, other visitors also can view the user-generated multimedia AR contents using QR codes as access points. To show feasibility of our approach in mobile platforms, we compare several detection algorithms on PC and mobile platform and report on deployment of our approach in a natural monument museum. With our proposed mashup tools, visitors to the cultural heritage sites can enjoy default AR contents provided by the site administrators and also participate as active content producers and consumers.

함양 상림 복원을 위한 식생 및 입지특성 분석 II (Analysis on the Plant and Site Characteristics for the Restoration of Sangrim Woodlands in Hamyang-Gun, Korea II)

  • This study was conducted to establish a management plan for the Sangrim Woodlands restoration by analyzing the vegetation survey and the site characteristics of the Sangrim Woodlands Natural Monument (Natural Monument 154) in Hamyang-Gun, Gyoungsangnam-Do, Korea. According to the vegetation analysis, the species diversity by the location of Sangrim was higher near forest (1.000) than near urban (0.358) areas. Although forest occupied 53% of the Sangrim woodlands area, it is still insufficient, requiring to transform arable land, lawn, or house areas to the forest within the woodlands. Soil bulk density was increased in access areas frequently used by public, while it was decreased in closed areas. Soil hardness at 0-10 cm soil depth was generally improved in the closed areas, while became worse in the public access areas compared with the soil hardness in 2004.

경상남도 천연기념물 노거수의 생육환경 연구 (Growth Conditions of Natural Monument Old Big Trees in Gyeongsangnamdo, Korea)

  • Old big tree transcends the simple meaning of trees as they are the natural monuments that embody the people's history and culture of this land. The Cultural Heritage Administration of Korea(CHA) defines and protects old big tree based not only on the size of the tree but also on its definitive cultural and natural factors such as value, implications, and originality. This research aims to identify and analyze the growth conditions, soil conditions and location character of 20 old big tree in Gyeongsangnamdo korea. The research examined the soundness of the arboreal form, the degree of damage on the bark, as well as the quantity of leafs levels to evaluate the overall condition of growth and development. Also, 9 elements such as soil texture, nitrogen and organic matter content, soil pH, phosphoric acid and EC were further analyzed The research analyzed in correlation of Growth condition and soil. Tree health related positivity that total nitrogen and organic matter. The result which analyzes location character, With natural monument old big trees raising a hand the area where is contiguous appeared with the fact that the farming village style where the rice field and the arable land of field etc. This research aimed at generating some foundational reference data for the analysis of the habitation and management conditions of natural monument old big tree within the Gyeongsangnamdo korea.
