The Effects of Government Environmental Subsidies and Corporate Environmental Expenditure for Globalization on the Profitability of Chinese Firms (글로벌 기업에 대한 환경보조금과 환경투자지출이 중국 기업의 수익성에 미치는 영향)

  • Purpose - In this study, we investigate the effects of government environmental subsidies and the globalization Chinese firms on their profitability using return on assets (ROA). Design/methodology/approach - In this study, a merged data including accounting, financial market, subsidization of the Chinese governments, local and the central, and export activities of 19,563 year-firms, for those listed on Shanghai Stock and Shenzhen Stock Exchange for 11 years from 2008 to 2018 is used. We collect subsidy data from RESSET database and financial data from CSMAR database. Then, we empirically test the test hypotheses using fixed effects models (FEM) separately and in a simultaneous equation model (SEM). Findings - Firstly, the globalization of Chinese firms has a negative impact on their profitability for some years after the year. Secondly, environmental subsidies just like other subsidies have ameliorating effects on financial performance for global firms. Such effects have lasted some years. Thirdly, environmental investments have a mostly negative impact on short- and long-term profitability for global firms. Lastly, the government's environmental subsidies in China have a positive effect on their profitability for both global and domestic firms. Research implications or Originality - We can infer that environmental investments with the help of the governmental subsidies can help Chinese firms deploy global strategies to expand markets to surpass competitors in the long run despite worsening profitability in global markets in the short run.

Investment Analysis of the Modernized Green Houses in Korea (현대화 온실의 투자분석)

  • The number of modernized green houses have been increased to produce high quality and high-payoff farm products. The unit investment costs per pyeong($3.3058m^2$) for building a glass house was estimated at 449 thousand won. On the other hand, the unit prices for the PC house with iron frame and the vynil house with automatic control system were revealed 365 thousand won and 93 thousand won respectively. The main objective of the study was to identify the financial feasibility of the green house investment prevailed in rural area. At present, some farmers have selected the green house without any consideration of profitability of crops and accessiblity of their fanning practices and technology. For the soundness of green house cultivation and management, the indices of finacial efficiency for the modernized green houses were necessary. The decesion making criteria such as NPV(Net Present Value), IRR(Internal Rate of Return), B/C Ratio and Payback Period were analyzed for the individual high investment facilities considering the present farmer's technology and on-farm benefits and costs. The results of the feasibility analysis of green houses were as follows: 1. In case of 100% private burden of the investment costs, NPV revealed only positive value for the vinyl house with automatic system and IRR for the house was also estimated at more than 10% and B/C Ratio was amounted to more than 1.0. On the other hand, the other glass and PC houses showed negative NPV and unacceptable B/C ratio and IRR. 2. In case of the following terms and conditions as 50% Government subsidy, 20% loans and 30% farmers burden of the total investment cost, all the green houses showed acceptable IRR, B/C Ratio and NPV. 3. The financial feasibility of the glass house was acceptable in tomato cultivation rather than in cucumber cultivation. The payback periods of cucumber were represented as 8.9 years for glass house, 8.5 years for PC house and 4.1 years for vinyl house with automatic system respectively. In conclution, the glass and PC house cultivation of high value vegetables were only acceptable under the Goverment subsidy and loan systems from the view point of farmer's financial situations. On account of the unacceptable economic rate of return, the government subsidy and loan policy for glass house cultivation should be transfered to the vinyl and pc houses in the future.

Prediction of Labor Requirement and Cost of Pick-up Type Pulse Crop Harvester for Soybean and Red Bean Harvesting

  • Purpose: This study was carried out to evaluate the labor requirement and the cost-reducing effects of the pick-up type pulse crop harvester compared with those of conventional harvesting for soybeans and red beans. Methods: The labor requirement and the cost to gather, thresh, and clean for conventional harvesting operations were surveyed; those for the pick-up type pulse crop harvester were estimated for soybeans and red beans. The annual capacity of the harvester and the break-even area of the two harvesting methods were also estimated. Results: For soybean harvesting, the labor requirement of 0.57 hour-persons/10 a for the pick-up type pulse crop harvester reflects a 91.9% reduction in the labor requirement of 7.00 hour-persons/10 a for conventional harvesting. Machinery costs of 51,300 won/10 a for the harvester were estimated for an annual harvesting area of 52.5 ha/year, representing a reduction of 33.3% from the 78,700 won/10 a cost of conventional harvesting. A break-even area of 28.4 ha was estimated for the two harvestings. For red bean harvesting, the labor requirement of 0.57 hour-persons/10 a for the harvester reflects a 92.6% reduction in the labor requirement of 7.66 hour-persons/10 a for conventional harvesting. For an annual harvesting area of 52.5 ha/year, annual capacity of 52.5 ha/year and machinery costs of 51,700 won/10 a were estimated for the harvester, reflecting a reduction of 44.7% in the cost of 93,500 won/10 a for conventional harvesting. A break-even area of 23.1 ha was estimated for the two harvestings. A governmental subsidy for purchasing the harvester could contribute to reducing the break-even area and harvesting costs. Conclusions: The pick-up type pulse crop harvester for soybean and red bean harvesting could reduce the labor requirement and costs of conventional harvesting, and a governmental subsidy for purchasing the harvester will improve the economics of the harvester for efficient mechanical harvesting.

Review of Debate over the Expansion of Public Medical Facilities to Enhance the Public Role in the Medical Care Sector (의료의 공공성제고와 공공의료기관 확충 논의의 검토)

  • During the last year, we had a very severe situation with the strike of physicians working in medical facilities. From that time, many politicians and scholars insisted on the expansion of public hospitals to enhance the public role in the medical care sector. They think that private medical facilities work for profit motivation and that the high proportion of private to whole facilities is an obstacle to the public function of medical care under social insurance system. They found that one of the reasons for failing to prevent the physicians' strike was the high proportion of private facilities. Others insisted that the strike was not a good reason for the expansion of public hospitals. The physicians' strike was a very rare case, and it is not a good basis for generalization of the discussion of public hospitals. Last year almost all apprentice physicians in public facilities took part in the strike, and consequently the public hospitals also lost the role of public function. They view this increasing involvement of government in the medical sector as improper and the cause of inefficiencies. In this paper we review the debate over the expansion of public facilities. To clarify the debate, we review traditional criteria for the role of government in a market system and to apply these criteria to medical care. There are two traditional areas where government Is acknowledged to have a role in a market system: market imperfections and market failure. Where market imperfections and market failure exist, there may be a role for government. The justifications for government intervention are consumer protection and the existence of externalities. One of externalities is to provide medical care for the poor. The appropriate measures to provide medical owe to the poor can be sought in both demand and supply side subsidies. National health insurance is a method of demand subsidies and establishment of public hospitals is a method of supply side subsidies. Under the National Health Insurance System, the expansion of public hospitals is not an appropriate subsidy policy.

Financial Resource Allocation for Seoul Metropolitan Railway Transfer Center and Connection Transportation Facility (수도권 철도역 광역환승센터 및 연계시설의 재원분담 방안)

  • In this paper, the current financial resource allocation principle and issues are studied in the beginning for the metropolitan transfer centers and connection transport facility. In addition to this, foreign cases for this matter are performed for the USA and Japan. Based on the foreign cases, the optimal subsidy ratio of central government is suggested. For the metropolitan transfer centers, at least 50% of subsidy is required from 30% at present and from "necessary costs" to "total costs." For connection transport facility, 50% for road facility and 70% for railway facility are proposed, which is not supported at all at present. As far as connection transport facility are concerned, resources allocation scheme between local governments has also been proposed in the proportional to the length of connection transport facility of each local government.

  • This study proposed the introduction of the block grant in agriculture, forestry, and fishery sectors so that the local governments get greater autonomy in agricultural policy. First of all, theoretical background on block grant was reviewed and present situation in Korea regarding block grant was examined. Four criteria were set to evaluate the eligibility for the block grant. Four criteria imply that block grant is more appropriate with small-scaled similar projects, high locality projects, easily evaluated projects, and easily formula-applied projects. Applying these criteria to the projects subsidized by the national government, appropriate projects as the block grant were selected. Finally, specific operation scheme of the block grant was proposed.

Profitability Analysis of Yield Net in Chestnut Harvest (밤 수확망 이용의 투자수익성 분석)

  • This study was carried out for preliminary feasibility review to investigate work efficiency of chestnut harvest using yield net and to find a way to reduce the cost for purchasing and managing yield net. To this end, we conducted a survey of 6 forest farm houses in Cheongyang, Gongju and Buyeo regions where yield nets are being used efficiently. Cost-benefit analysis based on Net Present Value and Benefit Cost Ratio was used to examine the investment profitability. While regions of Cheongyang A, Cheongyang B and Buyeo A are profitable in spite of no subsidy for purchasing yield net from the government, the regions of Gongju A, Gongju B and Buyeo B are not profitable without subsidy. When an 80% of subsidy for purchasing yield nets is provided, the forest farm houses in Cheongyang A, Cheongyang B, Buyeo A and Gongju B regions are found to be profitable while those in Gongju A and Buyeo B regions are still not profitable. We consider that the different results come from the differences in the planting method of chestnut, labor efficiency, labor skill and the orchard conditions such as slop. Finally, several efforts for government and cultivator are suggested to expand the use of yield net; planting chestnut in line, establishing installation and management methods, supporting the cost for purchasing yield net and studying detailed effects besides profitability issue.

Economic analysis of biodegradable snow crab gill net model project (생분해성 대게 자망 시범사업의 경제성 분석)

  • The main purpose of this research is to analyze economic feasibility of biodegradable sonw crab gill net model project. The results of benefit/cost analysis show that use of the biodegradable gear is economically feasible. Assuming that the rate of gill net lost is 5 percent, net present value was estimated 311,898,282-590,533,375won, benefit-cost ratio 1.816-1.923 and internal rate of return 7.96-10.59%. The development and diffusion of biodegradable fishing gear appear to make a significant contribution to fisheries resource conservation and marine ecosystem protection. In addition, biodegradable gear production firms may have a good opportunity of exporting it to other coastal states, depending on the progress of WTO subsidy negotiation.

  • 현재 전국 지자체 중 53곳에서 복지택시 제도를 시행하고 있다. 하지만 제도가 시행된 지 오래되지 않아 체계적으로 시스템화 되지 않고 시행되고 있어 담당자들의 업무상의 불편을 초래하고 있다. 본 논문에서는 이와 같은 문제를 해결하기 위해 복지택시의 효율적인 운영을 위한 보조금 정산 시스템을 설계하고 구현한다. 이를 위해 청주시 대중교통과의 협조를 얻어 청주시 복지택시 업무 전반에 걸쳐 세밀히 파악하였으며, 택시기사의 보조금신청과 관련된 불편사항과 담당공무원의 정산관련 업무의 불편사항 및 개선사항을 도출할 수 있었다. 또한, 보조금 정산시스템 구현에 대하여 담당자들의 설문 조사를 통해 업무의 효율성을 입증하였다.

  • This paper analyses the Night Thermal-storage Power Service(NTPS) from the perspective of sustainability. It investigates the economic, environmental and social aspects of NTPS, thereby reveals that NTPS triggers the inefficient use of fuel, the increase of carbon dioxide emission and the increase of cross subsidy between consumers. This paper also analyses NTPS from the perspective of energy security. It investigates how NTPS makes LNG demand volatile in winter, thus threatens our energy security. According to the analysis, NTPS directly violates two basic principles of national energy policy; Sustainability and Energy Security. To solve these problems, not only the harmonized adjustment of Heating Oil Tax and Electric Power Rates is needed to curb the rapier increase of NTPS, but also another separate policy is necessary for converting the electric heating system based on NTPS into the one based on Heating Oil.
