The Analysis of Linkage by Industrial Ripple Effect among Regions (산업의 지역간 파급효과에 의한 연계성 분석)

  • While local autonomy is settled, each local government plans and fulfills policy to foster local industry for local development so it is important to establish industry location and economic foundation which is fitting to local conditions. Local development requires the development of local industry and it is necessary that this industry fits to the local conditions in order to be focused and developed. The regional input-output tables contain very useful data to understand the structure of local industry and interregional industry and also the analysis of linkage by industrial ripple effect among regions is needed. The study divided the country into 7 units and conducted factor analysis by using sum data of inducement coefficients in 78 parts of 2005's regional input-output tables, and as conclusion extracted 8 factors.

Analysis of Industry-dependent Employment Change Factors in Rural Areas: Targeting 5 Counties in Chungnam (농촌지역 산업별 고용변화요인 분석 - 충남 5개 군을 대상으로 -)

  • The purpose of this study is to investigate industry-wise employment growth factors in rural areas. Regional economic vitalization is sensitive to internal and external interaction changes among various industrial and occupational sectors. Thus, rural regional economic vitalization requires a comprehensive approach in analyzing industry-dependent employment structures and growth factors in rural areas. However, research conducted thus far has mostly focused on agriculture and farmers. Considering the evidence that rural communities continue to be stagnant and 80% of the rural population is engaged in nonagricultural activities, it becomes necessary to review industry-specific employment change factors in rural areas. This study targeted 5 counties in Chungnam. The results revealed that agriculture, forestry, and fisheries occupied the foremost positions with regard to population employed and regional GRDP share. The influence of national growth on employment and business variation effects was as high as 98.1% and 78.6%, respectively, thus demonstrating the high likelihood of rural economy to be influenced by external factors. Growth in the public sector appeared to support employment structure. Moreover, wholesale and retail businesses, constituting 14.4% of employment in rural areas, showed a strong trend toward degeneration, to the extent that difficulties have been forecasted for the supply of goods and services essential for basic livelihood of the rural residents. The implications based on the above observations need to be considered for policy-making to ensure that industrial structure is modified on the basis of internal demand of the region, and support for small businesses is integrated in rural area development projects.

A case study on the selection of representative statistics for systematic management of administrative statistics (행정통계의 체계적 관리를 위한 대표적 통계항목 선정 사례연구)

  • In spite of growing demand for the region specific statistics, due to the increase in the cost of making out statistics and other reasons, utilizing survey statistics has limitation on coping with it. Thus, administrative statistics could be a feasible option. In this study, we selected "representative statistics", which are frequently used in establishing regional policy and reflect regional characteristics, among the Jeollabuk-do's administrative statistics. And we suggested the way to enhance quality and credential of the administrative statistics by using systematic management. As a result, we selected 45 statistics for Jeollabuk-do's "representative statistics". The reason that we raise the issue on the necessity of selecting "representative statistics" and specify its selection process is to give guidance to systematic management and efficient utilization of the local government's administrative statistics.

The Comparison of Local Policies on Foreign Immigrants in Japan ; A Case Study in Kanagawa Prefecture (일본의 외국인 주민에 대한 지역별 시책비교 -가나가와현을 사례로-)

  • The main aim of this paper is to analyze the influence of the particular social geographical characteristics and the historical background of an area on the thinking and attitudes of its Japanese locals towards immigrant residents. The results of my research suggest the following three points. Firstly, Japanese locals who were strongly attached to their communities were likely to avoid foreign residents. In the areas where new residents were dominant in the community local people were relatively open and accepting to foreign residents. Secondly, age and occupation were influential factors that made some impact on the attitudes of Japanese locals towards foreign residents. When local and foreign residents carried out the same type of occupations Japanese locals were antagonistic with immigrant residents. Finally, the feelings and attitudes of Japanese locals towards migrant residents deeply affected the policies of local governments with regard to treatment of foreign residents, while the policies of local governments for foreign residents might influence the thinking of Japanese local residents about the foreign residents.

Regional-Scale Evaluation of Groundwater Susceptibility to Nitrate Contamination Based on Soil Survey Information (토양정보를 이용한 광역 지하수의 질산태 질소 오염 민감도 분포 분석)

  • Susceptibility assessment of groundwater contamination is a useful tool for many aspects of regional and local groundwater resources planning and management. It can be used to direct regulatory, monitoring, educational, and policy-making efforts to highly vulnerable areas. In this study, a semi process-based was proposed to evaluate relative susceptibilities to groundwater contamination by nitrate on a regional scale. Numerical simulation based on data from each soil series was done to model water flow within soil profiles that were related to groundwater contamination by nitrate. Relative vulnerability indices for each soil series were produced by manipulation of amount of leaching flux, amount of average water storage in a soil profile, and amount of average water storage change. These indices were designed to convey the trend of leaching flux and to maximize spatial resolution. The resulting vulnerability distribution map was used to locate highly vulnerable sites easily with an appropriate grouping the indices, and was then compared with those from groundwater nitrate concentrations monitored. An excellent agreement was obtained across nitrate concentrations from the highly vulnerable regions and those from the low to stable regions.

The Regional Comprehensive Economic Partnership in East Asia and Its Economic Effects: A CGE Approach (CGE모형을 이용한 동아시아 역내포괄적경제동반자협정(RCEP)의 경제적 영향 분석)

  • This study aims at conducting a quantitative assessment of potential economic effects of the Regional Comprehensive Economic Partnership (RCEP) consisting of 10 Member States of the ASEAN, Australia, China, India, Japan, Korea and New Zealand using a multi-region, multi-sector CGE model. Three different policy scenarios are carried out based on baseline scenarios: China-Japan-Korea FTA (Scenario 1); ASEAN+3 FTA (Scenario 2); and the RCEP (Scenario 3). The impacts of three scenarios are described in terms of real GDP, Equivalent Variation as a measure of welfare, export and import volumes, trade balance, and terms of trade. This study finds that the RCEP is to lead to an increase in real GDP of all members of the RCEP, with Korea as a winner with a highest additional economic growth of 2.43 percent, which implies that Korea is in a better position to play a leading role in promoting the RCEP.

  • This study aims to comprehensively assess the phenomenon of structural unemployment, with a specific emphasis on unemployment resulting from spatial mismatch, while also exploring potential solutions. Spatial mismatch unemployment presents a unique challenge distinct from unemployment stemming from demand deficient, thus requiring a more multifaceted approach beyond the efforts of individual businesses and national economic recovery policy. To underscore the importance of addressing spatial mismatch, this research seeks to quantify its contribution to overall unemployment. Additionally, we evaluate the effectiveness of local labor markets, a prominent mechanism for alleviating spatial mismatch, categorized by occupation, to assess their effectiveness for addressing this issue. Through this analysis, our study advocates for the development of comprehensive policies within the realm of job-related initiatives, including spatial alignment through inter-regional collaborations, in conjunction with region-specific policies and strategies for job creation.

  • This paper investigates factors that have facilitated the rapid diffusion of broadband in South Korea. It finds that the quick spread of broadband access in South Korea is the result of combining the government's strategic ICT policy considering cultural traits, businesses'competitive efforts, and the timely explosion of domestic demand for IT service. This paper also discusses the impact of broadband diffusion on the digital divide. It finds that although there are still regional and age gaps in broadband access, the Korean government and businesses are working to alleviate these problems through various ways from systemic to physical ones. While the deployment of broadband cannot eliminate every issue of the digital divide, broadband access minimizes the digital divide by lowering the barrier to inequitable access to information. This paper concludes with a number of recommendations that address selected policy issues related to the spread of broadband Internet for its successful implementation.

  • Since the 1990s, clusters defined as a geographic concentration of interconnected companies, research and educational institutions, technology transfer agencies, and other public or semi-public institutions in a particular field have not only been subject to academic research, but have also become goals for various innovation and regional policies. Over the past 20 years Germany at both the Federal and $L{\ddot{a}}nder$ levels has been pursuing various cluster promotion policies and initiatives for upgrading industries' competitiveness and innovations, and some of these measures have been evaluated as successful. This study aims to examine the industrial cluster promotion policy of Germany. For this purpose, the study first outlines the concept of cluster and cluster policy theoretically, and then explores the formation and historical development of cluster polices of the German federal government.

Analysis of Public Perception and Policy Implications of Foreign Workers through Social Big Data analysis (소셜 빅데이터분석을 통한 외국인근로자에 관한 국민 인식 분석과 정책적 함의)

  • This paper aimed to look at the awareness of foreign workers in social platforms by using text mining, one of the big data techniques and draw suggestions for foreign workers. To achieve this purpose, data collection was conducted with search keyword 'Foreign Worker' from Jan. 1, to Dec. 31, 2020, and frequency analysis, TF-IDF analysis, and degree centrality analysis and 100 parent keywords were drawn for comparison. Furthermore, Ucinet6.0 and Netdraw were used to analyze semantic networks, and through CONCOR analysis, data were clustered into the following eight groups: foreigner policy issue, regional community issue, business owner's perspective issue, employment issue, working environment issue, legal issue, immigration issue, and human rights issue. Based on such analyzed results, it identified national awareness of foreign workers and main issues and provided the basic data on policy proposals for foreign workers and related researches.
