A Study on the Improvements for the Legal Systems Related to the Coneservation of Mountain Ridge Areas - In Case of Hwasung - (능선부 산지보전 관련 제도 개선에 관한 연구 - 화성시를 사례로 -)

  • This study intends to suggest the improvements for the legal systems related to the conservation of mountain ridge areas. The 4 legal systems directly related to the conservation of mountain ridge areas are reviewed and the current conditions of adaptive reuse of mountain areas and destroy cases in Hwasung are examined. For solving the problems on the basis of the analysis, three proposals for the improvement on legal systems are suggested. First, the integration of present dual legal systems related to adaptive reuse of mountain areas on the assumption that the related criteria and provisions should be amended, second, activation of the legal systems such as natural landscape district and natural landscape review to make up for the laws related to adaptive reuse of mountain areas, third, the enactment and application of the ordinances related with the 'mountain area management law'.

A Study of Landscape Management Techniques based on Viewing Characteristics of Mountain Landscape - Focused on the Surrounding Areas of Bukhansan Mountain -

  • This study is based on the viewing characteristics of mountain landscapes. It investigates whether the current landscape management-related regulations are efficient in terms of the viewing characteristics of the mountain landscape against Bukhansan Mountain in which the conventional landscape management techniques were used. In addition, some viewing characteristics of mountain landscapes, such as distance from the view point to the target mountain, angle of elevation, altitude, gradient, have been analyzed and 3 cases of viewing condition have been simulated. The following results were obtained: i) Mountain landscapes can be managed up to 7~8 times of the mountain height with a $5{\sim}9^{\circ}$ of elevation angle. ii) In the Natural Landscape District which is situated on the hillside, it is reasonable to include altitude, gradient as criteria for regulation. iii) According to a simulation of the construction permit height by viewing distance, it was confirmed that buildings can be constructed up to 111.55m when viewing the 20% ridge, 150.75m when viewing the 50% ridge and 189.05m when viewing the 70% ridge. iv) The construction permit height varies depending on the landscape analysis method that is used and the application conditions. It is therefore unfair to apply height limit regulations to all buildings without considering the geographical features or viewing characteristics. v) It is unreasonable to apply 2~3 management techniques to the same area for landscape management. Therefore, we recommend the Focused Landscape Management Area based on the landscape master plan as a integrating mountain landscape management techniques.

  • To investigate the vegetation structure of mountain ridge from Jeongryongchi to Bokseongiiae in Baetdudaegan, thirty few sites(size 500$m^2$) were set up and surveyed. By using TWINSPAN and DCA technique, the Plants community was divided into four groups, those are Pinus densiflora - P. rigida community, P. denisiflora community, P. densiflora -Larix leptolepis community, Quercus mongolica cummunity. P densiflora is turned out as a dominant woody species in the ridge area. Diversity index of the species in ridge area which is semi mountainous one, is lower than one of mountainous ridge area.

  • To investigate the vegetation structure of mountain ridge from Suryeong to Sosagogae, 10 plots(500$m^2$) set up with random sampling method were surveyed. Three groups, Quercus dentata-Fraxinus rhynchophylla community, Quercus mongolica-Fraxinus rhynchophylla community, Quercus mongolica community, were classified by cluster analysis. Quercus mongolica was found as a major woody plant species in the ridge area from Suryeong to Sosagogae. Quercus dentata and Fraxinus rhynchophylla were occupied partly in lower elevation. Species diversity(H') of investigated groups was ranged from 1.7295∼2.6525 and it was similar to that of the ridge area of the national parks in Baekdudaegan. Rare and endangered species, Rhododendron tschonoskii recorded from the list of the Forest Administration distributed between the rocks on the top of the Sambongsan, the long-term habitat monitoring might be required.

  • To investigate the vegetation structure of mountain ridge from Pijae to Doraegijae in Baekdudaegan, forty-three sites(size 500$m^2$) were set up and surveyed By using TWINSPAN classification. the plant community was divided into five groups, those are mixed forest on sub-alpine zone. Quercus mongolica - Acer pseudo-sieboldianum community, Q. mongolica-Pinus densiflora community, and Larix leptolepis forest. Quercus mongolica was found as a major woody plant species in the ridge area. And partly the subalpine zone in low elevation was occupied by deciduous tree species and mixed a few conifer such as Abies nephrolepis and Taxus cuspidata etc.. Species diversity index(Area 1,000$m^2$) in the showed calculated 2.0149~3.0139 and it was similar to those of the ridge area of the national parks in Beakdudaegan.

Three groups Quercus mongolica-Pinus densiflora community, Quercus variabilis-Pinus densiflora-Quercus mongolica community were classified by cluster analysis. Quercus mongolica was found as a major woody plant species in the ridge area from Bubong to Poamsan, and partly in lower elevation was occupied by Quercus variabilis and Pinus densiflora. High positive correlations was proved between Lespedeza maximowixcii and Pinus koraiensis, Fruxinus sieboidiana and Rhododendron mucronulatum, Acer mono and Weigela subsessilis, and relatively high negative correlations was proved between Symplocos chinensis for. pilosa and Fraxinus sieboldiana, Rhododendron mucronulatum Species diversity(H') of investigated groups were ranged $0.9066\~1.0821$, and it was relatively low compared to those of mountain ridge area of other national parks.

  • To investigate the vegetation structure of mountain ridge from Nogodan to Goribong, 22 plots(500$m^2$) set up with random sampling method were surveyed Three groups Quercus mongolica-Fraxinus rhynchophylla community. Quercus mongolica- Pinus densinora community. Quercus mongolica community were classified by cluster analysis. Quercus mongolica was found as it major woody plant species in the ridge area from Nogodan to Goribong. And partly in lower elevation was occupied by deciduous broadleaved tree species and Pinus densiflora. In this area, Korean endemic species, Abies koreana was distributed small amounts. Species diversity(H') of investigated group were ranged 0.9274~1.2845 and it was similar to those of the ridgee area of the national parks in Baekdudaegan.
