Under the UN Security Council Resolution 1540/1810 in 2004 to restrict the proliferation of WMD (weapons of mass destruction) and their means of delivery, many countries have taken great efforts to, control the export of strategic items, thereby preventing the transfer of ABCM (atomic, biological, chemical weapons, missiles) and technologies and goods related to conventional weapons or dual-use items, Compliance Program (CP) in Korea or Internal Compliance Program(ICP) in Japan refers to a company's internal system or rules to comply with the export control laws and regulations, and is to prevent the unintentional illegal export of strategic items. This paper analyzes the Compliance Program (CP) of strategic export control system between Korea and Japan. Both countries have very similar legal frameworks under the guiding principles of multilateral export control regimes. However, there are some differences in actual procedures, classification service, supporting system, export license, sanctions for illegal exporters, etc. Korea should take more active and customer-oriented measures to promote the Compliance Program (CP) into Korean export companies for better awareness and positive attitude, practical information and education, smoothy government-firm communication, closer cooperation between Korea and Japan, etc.

In this paper, we first review a concept of hybrid division duplexing (HDD) scheme, which has been proposed as a new type of duplexing scheme useful for a next generation mobile communication system and its implementation issues, including the unified radio resource management for HDD scheme. The HDD scheme maintains the advantages of both TDD and FDD at the same time while providing a useful structure to control the inter-cell interference, caused by an asymmetric traffic load of multimedia services over uplink and downlink in the TDD scheme. Employing two frequency bands, one for TDD scheme and the other for FDD scheme, uplink is operating under the TDD scheme only, while downlink is operating under the TDD or FDD scheme, depending on the location of mobile station. In the HDD scheme, therefore, it must determine a type of duplexing scheme to employ in the downlink and futhermore, a ratio of uplink and downlink duration to meet a given traffic load of asymmetric service, which requires some unified radio resource management for handling the subsequent inter-cell interference. In this paper, we propose a distributed adaptive control approach as a means of unified radio resource management for a HDD system that maximizes the overall system efficiency by fully utilizing the resource in TDD band, while minimizing the inter-cell interference.

Automation of inventory management in a steel plate factory was a difficult problem unresolved for a long time. And now, it is also necessary to work diligently in the steel industry on efficient inventory management of thick plates. So far, the environmental characteristics of stacked thick plates means it is not easy to apply advanced technology for their automatic identification. In this paper, we propose a thick-plate robotic scanning system based on radio-frequency identification (RFID) that can provide quick and accurate inventory management by acquiring plate information after the scanning automatically recognizes the RFID tags under difficult load conditions. This system is equipped with a crane to move the plates in a pulled-up operation. It is equipped with a plate-only linear dipole antenna only for scanning the position of the plate tag. Only the linear dipole antenna, while moving the x-axis and y-axis information, automatically identifies the tag information attached to the plate. The tag information acquired by the system is used for stockpiling and is managed by steel plate inventory control software. The effectiveness of the proposed system is verified through field performance evaluation. As a result, the recognition rate of the plate tags is 99.9% at a maximum distance of 320 cm. The developed thick-plate antenna showed excellent performance compared to an existing commercial antenna.
With emphasis on various local cultures to confront the Western central culture, Ngugi wa Thiong'o proposes them 'to move horizontally' so as not to repeat the oppressive culture of the West. We need not only dialogues between dominant languages and peripheral languages, but also between marginal languages. With respect to this point, Ngugi thinks that translation itself could be very effective. Ngugi wants to stimulate writing and speaking in marginalized languages and promote translation as a means of making these languages visible. He regards translation as a conversational tool among languages and cultures in the multicultural global community. As is already well known, his determination to write his later works only in his native Gikuyu language has a great meaning in his anti-colonial as well as anti-neocolonial movement. Its proof is his recent effort to cooperate with Jalada Africa. Simon Gikandi criticized the English translation of Matigari as a denial of cultural hegemony of Gikuyu language and its subordination to the global cultural market. However, the concept of 'thick translation', helps us move from Gikandi's doubt of the 'epistemology of translation' to a meaningful strategy of postcolonial translation. Facing some of the scholars' doubts related to his over-stressing language problem, Ngugi points out that the world has managed to function well through translation: the possibility of translation between cultures and translation as a mediating tool for communication nationally as well as internationally. Based on this two-sided solution of translation, he believes that we can overcome the opposition between relativity and universality, center and periphery, and the dominant and the subordinate.

E-voting is a concept that includes actions such as kiosk voting at a designated place and internet voting at an unspecified place, and has emerged to alleviate the problem of consuming a lot of resources and costs when conducting offline voting. Using E-voting has many advantages over existing voting systems, such as increased efficiency in voting and ballot counting, reduced costs, increased voting rate, and reduced errors. However, centralized E-voting has not received attention in public elections and voting on corporate agendas because the results of voting cannot be trusted due to concerns about data forgery and modulation and hacking by others. In order to solve this problem, recently, by designing an E-voting system using blockchain, research has been actively conducted to supplement concepts lacking in existing E-voting, such as increasing the reliability of voting information and securing transparency. In this paper, we proposed an electronic voting system that introduced hybrid blockchain that uses public and private blockchains in convergence. A hybrid blockchain can solve the problem of slow transaction processing speed, expensive fee by using a private blockchain, and can supplement for the lack of transparency and data integrity of transactions through a public blockchain. In addition, the proposed system is implemented as BaaS to ensure the ease of type conversion and scalability of blockchain and to provide powerful computing power. BaaS is an abbreviation of Blockchain as a Service, which is one of the cloud computing technologies and means a service that provides a blockchain platform ans software through the internet. In this paper, in order to evaluate the feasibility, the proposed system and domestic and foreign electronic voting-related studies are compared and analyzed in terms of blockchain type, anonymity, verification process, smart contract, performance, and scalability.

A certificate is a means to certify users by conducting the identification of the users, the prevention of forgery and alteration, and non-repudiation. Most people use an accredited certificate when they perform a task using online banking, and it is often used for the purpose of proving one's identity in issuing various certificates and making electronic payments in addition to online banking. At this time, the issued certificate exists in a file form on the disk, and it is possible to use the certificate issued in an existing device in a new device only if one copies it from the existing device. However, most certificate duplication methods are a method of duplication, entering an 8-16 digit verification code. This is inconvenient because one should enter the verification code and has a weakness that it is vulnerable to security issues. To solve this weakness, this study proposes a method for enhancing security certificate duplication in a multi-channel using TCP and BLE. The proposed method: 1) shares data can be mutually authenticated, using BLE Advertising data; and 2) encrypts the certificate with a symmetric key algorithm and delivers it after the certification of the device through an ECC-based electronic signature algorithm. As a result of the implementation of the proposed method in a mobile environment, it could defend against sniffing attacks, the area of security vulnerabilities in the existing methods and it was proven that it could increase security strength about $10^{41}$ times in an attempt of decoding through the method of substitution of brute force attack existing method.

The black soldier fly (BSF), Hermetia illucens, is a generalist detritivore that is usually exploited for recycling environmental wastes, including food remnants. These insects can also be used to produce antibiotics for medical applications. For this purpose, flies need to be mass-reared using an automatic rearing system that generates various sounds. Insects use sound as a means of communication for mating or warning against predators. Thus, extrinsic sounds may interrupt the normal physiological processes of insects. In this study, we analyzed the physiological changes due to various sound treatments at $25^{\circ}C$ and 8:16 h (L:D) photoperiod. At 95 dB, larvae were exposed to different sound frequencies (0-5,000 Hz). The treated larvae were adversely affected by the high-frequency sounds and showed significant reduction in pupation and adult emergence. Different sound intensities (0-105 dB) at 5,000 Hz caused significant changes in the pupation and survival of the adults at 85 dB or above. Under a stress sound condition (5,000 Hz, 95 dB), the BSF larvae exhibited aberrations in the expression of genes related to the immune system and digestion. These results indicate that high-frequency sound treatments at or above 85 dB act as a stress sound to BSF development.
This study examines the concepts of counter-act against the Bio-terrorism and the reaction system in advanced countries, thereby to find out reaction system necessary to Korea. Acts on anti-Bio-terrorism is divided to detection stage, protection stage, diagnosis stage and detoxication and neutralization stage according to flow of event occurrence. As for detection stage, Korea is developing it as contact type, while advanced countries are under development of the devices that may detect the terrorism from the remote distance. It is necessary for Korea to develop the remote-distant detection system as well as the contact type of device that may promptly operate. Among the protection gears, the quality of Korea's gas mask is recognized worldwide, but that of other outfits should be improved by applying the state-of-art science technology. The diagnosis device also should be developed to the extent that the dispatched initial action team may make immediate decisions necessary in the field. As the current trends for detoxication materials worldwide require the improvement to new materials harmless to human body and equipment, Korea is also required to acquire those materials. The technology for neutralization means the development of vaccine and antibiotics and it requires the development made by shared efforts worldwide. For this purpose, it is necessary to further develop Korea's medical technology. In addition, the further efforts are required in terms of reaction manual, training model, public communication efforts and preparation for trauma syndrome.
This is a study on operation system's application method for leading-in public bike operation system through researching on case study at home and abroad, and situation research in Naju city. In the 1st research, studied about the main problems showed at application cases of public bike system at domestic and overseas, such as using time, danger for be stolen and damaged. 2nd research focuses on necessarily of leading-in operation system to be used easily by city residents and travelers of Naju City which is the scheduled city for leading-in public bike system. 3rd research is on the basis of the result showed in 1st and 2nd research, supplied some problems' solving method for France Veblib System, such as lending and rental process using mobile, system operation process, communication process. Also, supplied the application method for problems showed at 1st and 2nd research and civil service proposal. The leading-in method study on public bike operation system was done through above research, also case study at home and abroad, situation study, and rental program module development, and this operation system is worked as an model operation system in Naju City. The future study of leading-in operation system will be more effective by means of summing up test running result.
