Current Situation and Policies of Shipping Industry in Vietnam

  • The main aim of this paper, via the method of statistical data analysis, is to analyze the current situation of the shipping industry and policies of the shipping industry in Vietnam. Section 1 gives some key information about the current situation of the shipping industry in Vietnam such as: shipping companies and their fleets, seafarers and ports. In view of the many restrictions faced by the Vietnamese shipping industry, section 2 is used to disclose the policies issued by the Vietnamese government in order to help the domestic maritime industry develop further in the near future, and the outcomes of implementing these policies. Besides the fact that some of the measures were feasible and reasonable, some others were not as effective as they were supposed to be, or in fact the initial forecast of their effectiveness was far-fetched. In the last section, after analyzing reasons for the failures, the author proposes that focusing on coastal transportation routes, fleet and port restructuring and skilled labour training were truly necessary to the development of the industry in the immediate period. Furthermore, this paper is also expected to provide a basic foundation for further research by the authors about 'the strategical approach for the development of shipping industry in developing countries: a case of Vietnam' in the near future.

A Study on the Seaborne Collision Avoidance System Using the Airborne CAS

  • Mankind has been using ships for more than 5,000 years and has developed a range of related technologies. However, despite such a long history, compared to aircraft with a history of approximately one century, the pace of progress has been markedly slow. Even though technological progress of ships or the installation of various navigation equipment have been achieved, seaborne collisions have occurred quite frequently. This study analyzed the TCAS( Traffic Collision Avoidance System) that has contributed to the prevention of collisions with other transport methods including aircraft to suggest a collision avoidance system that can be deployed for ships. To apply the technologies applied to aircraft that move in 3D to ships that move in 2D, the difference in the operational environment between the two modes was analyzed to identify elements that need to be applied to ships. The suggested display of data on the collision prevention system is one that manipulates the augmented reality display device used in automobiles that over the past few years has undergone rapid development. Based on the presentation of technological elements that need to be considered when adopting the SCAS or the Seaborne Collision Avoidance System as suggested in this study, the authors hope to contribute to the prevention of collisions.

  • This paper studied safety benefit of operation-effectiveness analysis on marine traffic safety facilities. In the operation-effectiveness of marine traffic safety facilities the benefits can be divided as safety benefit, transport benefit, and other benefit. Safety benefit was produced as the loss aversion cost of marine traffic caused by the reduction of marine accidents after establishing and operating marine traffic safety facilities. First of all the reduction rate marine accidents was estimated to do it, and the detail model of loss aversion cost was constructed Then each variable in the model was defined and the method of computation presented.

Evaluation of the kinematic positioning accuracy of the navigation terminal with terrestrial DMB-based DGPS service (지상파 DMB 기반 DGPS 서비스를 이용한 내비게이션 단말의 이동측위 정확도 평가)

  • 현재 국토해양부에서 전국을 대상으로 실시하고 있는 지상파 DMB 기반 DGPS 실험방송의 정확도를 PC기반 수신 시스템과 내비게이션 단말을 이용하여 평가하였다. 정확도 평가를 위한 지역은 인천 송도 신도시와 서울 반포지역으로, 두 지역에 측위 경로를 선정하여 이동측위를 실시하였으며 각각 GPS 단독측위와 DMB 기반 DGPS를 이용한 측위 결과를 비교하였다. 먼저 위치보정정보의 송수신을 위하여 개발된 PC 기반 수신 시스템을 이용한 정확도 평가 결과는 송도에서 GPS 단독측위의 경우 2.5m의 수평오차가 발생하였고, DMB 기반 DGPS는 1.5m의 수평오차가 발생하였다. 또한 반포지역에서는 GPS 단독에서 2.0m, DMB기반 DGPS에서는 0.8m 수평오차가 발생하였다. 앞서 PC 기반 수신 시스템을 통해 검증 된 알고리즘을 구현한 DMB 기반 DGPS 샘플 내비게이션 단말을 이용하여 동일한 방법으로 정확도를 평가하였고 본 논문에서 그 결과를 소개한다.

A Study on the Estimation of Required Seaborne Trade Volume and Carrier Volume of Each Vessel Type in Case of Emergency (우리나라 비상사태시 소요물동량 및 선종별 소요선대 추정 연구)

  • The maritime industry is important for Korean international trade, as more than 99 percent of its imports and exports are moved by maritime transportation. However, if maritime transportation is stopped in the event of an emergency, such as war or natural disaster, there is a danger that imports and exports may cease abruptly. Coping with this risk is why the Ministry of Oceans and Fisheries, manages the 'National Necessary Shipping System.' This system requires that the government estimates the size of ships necessary in the case of an emergency, and the ships designated as National Necessary Vessels should transport goods in the case of actual emergencies. This study seeks to estimate the appropriate size of ships required in an emergency using the latest data and applying a quantitative methodology. This study provides useful reference materials for policy authorities. In particular, it is meaningful that this study estimates the required number of ships of each vessel type, reflecting the recent trend of large-scale ships and expanding global trade.

Because the towing-barge is restricted in thier manoeuvring ability due to its towingline. A report from ministry maritime affairs and fisheries said that the rate of collision accident for towing-barge is $40\%$ high tlnn other transport system in sea. A number of researches have been carried out to improve the safety policy in the towing-barge sea transportation system by the gorvernment. This study examined the safety status in domestic towing-barge sea transportation system The registration status, safety operational policy and post accidental data were also examined A survey research of experts relating to towing-barge operation also was carried out to find the detailed of safety status. This study would be applicable to set up safety policy for towing-barge marine transportation system.

  • Modern countries have almost ratified the UN Convention on the rights of persons with disabilities and are creating environments to prevent discrimination against these individuals. In 1996, the International Maritime Organization presented a recommendation for the design and operation of passenger ships to respond to elderly and disabled persons' needs. In Korea, an act on the promotion of transportation convenience for mobility disadvantaged persons has been implemented, and facilities for the disabled have been rapidly installed in ships, vehicles, aircraft, railways and passenger terminals. However, the maritime transport environment is less concerned about disabled persons than safety. In this study, basic research was conducted to improve the maritime transport environment for disabled people in Korea through a field survey and literature survey. As a result, it was found that relevant laws and regulations have not been properly applied to excursion ships and ferries as well as small-scale ports, which are responsible for a large part of coastal passenger transportation. In addition to low installation rates of facilities for the transportation of persons with disabilities in ships and terminals, loose equipment was also considered. Therefore, it is necessary to protect the human rights of persons with disabilities, which are universal values of humanity, by complementing laws and introducing improved facilities.

  • Road and maritime transport which connecting main cities in the world is already fully saturated, and the loss cost caused by recent high oil prices is getting bigger. Transportation by inland waterway is rising as an alternative method of them. Concerning this, the GI Waterway is on construction to connect the Yellow sea and Seoul. Nevertheless, there are no existing aids to navigation around the area and no studies have been carried out for them. As the construction progresses, installation of proper aids to navigation should be considered and profound studies need to be carried out. This study focused on introduction of the cases and the systems of other countries inland waterway aids to navigation and suggested a suitable navigation aids system along the inland waterways in Korea and a way of installation for that system.
