Deficiencies of the GMDSS Distress Communication System and Methods to Improve (GMDSS 조난통신 제도의 문제점과 개선 방안)

  • The distress communication system in the maritime mobile service had almost depended on the wireless telephony or telegraphy technique. The GMDSS (Global Maritime Distress and Safety System) which was introduced in 1992 brought a lot of changes in the maritime distress communication service such as the automatic transmission of distress signals and implementation of global search and rescue networks. However, there are some deficiencies in the GMDSS distress communication system such as a lack of compatibility in the maritime distress communication between GMDSS ships and Non-GMDSS ships, increasing deceptive or false distress alerts generated by GMDSS installations, lack of understanding about the GMDSS installations for the operators. In this paper, the problems of distress communication system in the maritime mobile service are analyzed and the methods to solve or minimize these problems are suggested.

  • The IMO approved e-navigation strategy implementation plan made e-navigation adoption visible. In addition, the schedule for the modernization of GMDSS by the ITU was confirmed at the 4th NCSR meeting. Accordingly, we will complement the existing communication system and provide the requirements for the new communication system to be introduced in the future, reflecting all the requirements for the communication system capable of supporting the e-navigation service. Although the communication method for supporting e-navigation service should be capable of providing IP-based data communication basically, it is impossible to provide internet service because of the narrow-band characteristic in the MF/HF frequency bands. In addition, as the existing GMDSS satellite communication service organization expands and new services are introduced, IP based data communication service will be possible, but service restriction resulting from expensive communication cost can be solved by introducing VSAT service.

  • IMO (International Maritime Organization) has been providing GMDSS (Global Maritime Distress and Safety System) and mandating to install distress and safety systems according to SOLAS. Digital-HF(High-Frequency) coast station communication system maintains interoperability between ship and coast station and digital data exchange in maritime mobile service by digitizing existing analog base voice communication. In this paper, we analyze ITU-R M. 1798-1 established by ITU for digital HF communications and propose Advanced annex2 and new Annex 5 to improve the problems of the existing Annex 2 and Annex 4. The proposed OFDM protocol basically adopts ARQ (Automatic Retransmission Request) which retransmits when an error occurs in a half-duplex manner between an information transmitting side (ISS) and an information receiving side (IRS) and we propose a digital HF communication system and its operational concept which is more reliable and superior than the existing ITU-R M. 1798 by implementing technical development on implementation and performance improvement.

  • The INMARSAT is able to long range maritime communications that can not use for expensive charge in small ship. Additional an opinion of unuseful NBDP that is international discussion for replacement methods for the effective data communications by using HF band. A feature of HF band communication is ionospheric propagation that have not the distance question as A2, A3 and A4 sea areas. Therefore all navigation ship should has supplied service such as MSI, VMS, E-mail beside of distress and public communication that is demanded a design of communication sequence for using SSB transceiver. This paper has designed the new packet and communication sequence of truly and automatically radio link for maritime data communications by SSB in HF band.

  • It was recommended for all ship engaged in international voyages to carry the dedicated Digital Selective Calling receiver, DSC equipment, VHF transceiver, etc according to Global Maritime Distress & Safety System. Also International Maritime Organization recommended for navigation and communication equipments to applicate the EMC regulations, therefore most of electronic equipments using in the vessel to be faced with problems to cope with new regulations. This study has applied and analyzed the EMC for an equipment integrated with Ch.70 dedicated DSC receiver, DSC equipment, VHF transceiver and groped for solutions to cope with. The test has applied the electromagnetic interference such as the measurement for unwanted emissions from conductive & radio emission and the electromagnetic susceptibility such as the immunity from voltage, frequency variation and electro static discharge, hence comes to be understand the problems related with the power and the earth.

  • The research on an E-Navigation(E-Nav) strategy development has recently carried out by the IMO sub-committee on safety of navigation(NAV). The design of communication system architecture is a key factor in the E-Nav strategy development and it may drive the direction of a national R&D project on future navigational and marine communication systems. This study aims at designing a standard model of E-Nav communication network architecture, which enhances navigational safety and provides additional benefits in marine transportation. To achieve this purpose, authors have suggested E-Nav services, which are divided into five categories, i.e., safety and security, maritime meteorology, distress, business, and infotainment, by analyzing the related user requirements. As results, this paper proposes the E-Nav communication network architecture that consists of the navigation and communication equipments.

  • IMO and IALA have undertaken projects that GMDSS Modernization and E-navigation, which refer to "Future digital communications systems" for a more efficient transmission of voice and data communications in the VHF maritime mobile service. ITU has also resolved in WRC-07 Resolution 357 to study the use of spectrum-efficient technologies in order to provide for the operation of ship and port security and maritime safety systems. IALA and ITU WP5B have coordinated for the technical developments and the spectrum issues. Recommendation ITU-R M.1842-1 has approved by WP5B meeting. This revision provides a wideband data service both 50kHz and 100kHz in the VHF maritime mobile service. This paper has studied E-navigation, its needs for data exchange that includes explanations of the current methods for transmitting data by VHF that based in land mobile radio service. A further technologies trend is estimated for Recommendation ITU-R M.1842-1, that is based on the land mobile radio standards with some tailored to fit the needs of the maritime mobile service.

  • Even after the introduction of Global Maritime Distress and Safety System (GMDSS), many maritime accidents occur. A method of transmitting a rescue signal when a person falls into the water from a ship is currently being researched and developed in various ways, but no products have been developed that use frequencies allocated for maritime mobile service. Accordingly, in this study, we designed and produced a man-over-board (MOB) device by applying Group B AMRD technologies, which were adopted through the latest revision of the International Telecommunication Union (ITU). In addition, a receiver and user interface were built to verify the performance of the transmitter, and we confirmed that it can be used in conjunction with existing electronic charts. This MOB device satisfies the general and technical requirements of Group B AMRD using AIS technology and uses integrated components for miniaturization for easy portability in a maritime environment. We expect that it will achieve excellent AIS communication and be essential in rapid response and safety in emergency scenarios.
