  • The purpose of this study is to develop a competency model that enhances the management capabilities of vocational training institutions and to identify the priorities of educational needs. After reviewing prior studies to tentatively establish a competency model, a training needs assessment was conducted in the field using this model. Data for the analysis were collected through a survey conducted among vocational training institutions. Following the needs assessment, a new management competency model for vocational training institutions was formulated, comprising six competencies and 26 competency dimensions, by eliminating the dimensions considered relatively less important. The competency model developed through this study is anticipated to be utilized in creating management education programs for directors of domestic vocational training institutions.

  • The objective of the study is to evaluate the effectiveness of Crew Resource Management (CRM) training program for operators in the Main Control Room (MCR) simulator of APR-1400 Nuclear Power Plant. The experiments were conducted for two different crews of operators performing six different emergency operating scenarios during four-week period. Each crew consisted of the five operators: senior reactor operator, safety technical advisor, reactor operator, turbine operator, and electric operator. All crews (Crew A and B) participated in the training program for the technical knowledge and skills which were required to operate the simulator of the MCR during the first week. To verify the effectiveness of the CRM training program; however, only Crew A was selected to attend the CRM training after the technical knowledge and skills training. The results of the experiments showed that the CRM training program improved the individual attitudes of Crew A significantly. Team skills of Crew A were found to be significantly better than those of Crew B. The CRM training did not have positive effects on enhancing the individual performance of Crew A; however, as compared to that of Crew B. Implication of these findings was discussed further in detail.

Then, a description of the management case of B University's voice training supporters' education course is given regarding the goals, operator of management, propulsion progress, and contents of previous education. For analyzing the management results of this work, in-depth interviews with the supporters and a half-structured survey are conducted with the voice academy main instructors. Moreover, reports of the work results, work journals of supporters and etc. are used for analyzing the results. According to the results of this analysis, the aspect of education, previous education contents, and teaching practicum are not organically connected. A more detailed curriculum about the comprehension ability of practical affairs is needed for managing a classroom. In aspect of management, the preparatory stage of voice training course and the practice stage were not linked, and thus, more cooperation is required with the main instructors. Although the results are limited, the voice training of the supporters' training course has its implications. First, the education of Korean pronunciation and intonation are provided for the supporters, thereby being able to facilitate learner-centered education. Second, it demonstrates in an empirical case that a class can be administered by specializing in Korean pronunciation and intonation. At last, it can provide a chance to practice teaching and offer field experience for students who have a Korean education major.

Based on the comparative studies, a cyber green belt training program is developed. The training program, which is composed of 34 modules, follows a disciplined process of five macro phases: define, measure, analyze, improve, and control (DMAIC). This cyber training program is serviced in the homepage http://ise.chonbuk.ac.kr/∼sixsigma. It has been utilized as one semester subject of "Six Sigma Quality Management" in the department of industrial engineering. The advantage and disadvantage of this cyber training program are also discussed.

From this, current requirements of facilitator's qualifications and technical standards can be correspond with educate and their individual characteristics. Establishing education model basis will increase facilitator's training and conservatism in the representative KCTC training operative as the actual fight; contribute to effective training procedures. Like this model, it can be flexibly applied to the units in armies' actual training in circumstantial situations other than KCTC training; also can be applicable in many quarters.

  • The Multi-crew Pilot License (MPL) is a new pilot qualification introduced by ICAO to train co-pilots for transport aircraft based on efficient and stable competency to respond to changes in the operating environment and technology. ICAO and the European Union Aviation Safety Agency (EASA) require a minimum flight of 240 hours for MPL qualification training, and allow the use of flight simulation training devices (FSTDs) for most of the training, specifying the performance requirements for FSTDs. As South Korea is also preparing for the operation of the MPL training program, it is essential to establish the operating standards for FSTDs required for MPL training. This study aims to identify the international standards for FSTDs related to MPL training, and to compare them with the current operating standards for FSTDs in South Korea for presenting a standard (draft) that can be used when introducing domestic MPL training programs in the future.
