A Study on the Military Secret Management System Development Plan using RFID (RFID를 이용한 국방 비밀관리시스템 발전방안에 관한 연구)

  • The secret management of the Korea Military is one of the most significant operation. But the present method of the Korea Military requires much manpower and time, also the range of an object of administration become wider. In this study, We look into an instance of KIDA's 'The Secret Management System Construction Project' which was the first case to incorporate RFID in secret management system. From this instance, We analyze the effect of RFID on security operation in terms of the efficiency, accuracy and usability of security administration. We also present expected problems and possible solutions when it is extended to the field unit.

  • Coronavirus disease 2019 (COVID-19), which originated in Wuhan, China, is pandemic. It has occurred in more than 170 countries on six continents. In Korea, COVID-19's cases are more than 9,000. The reasons of pandemic COVID-19 are that COVID-19 can spread asymptomatic or early in symptoms although similar reproductive number to severe acute respiratory syndrome coronavirus (SARS), that there are more travelers in China and world than the SARS of 2003, and that the control of COVID-19 was contaminated to political considerations in China, World Health Organization (WHO), and Korea. Emerging infectious diseases such as COVID-19 will occur in the future. To prepare for control of emerging infectious disease, first, the Ministry of Health should be independent from Ministry of Health and Welfare and the department of disease management should be established. Second, experts for making evidence about the emerging infectious diseases should be trained and the plan that is the mobilization of manpower and facilities in large cases will be established. Third, the WHO should enhance its capacity to manage emerging infectious diseases and Korea will support the country of occurred emerging diseases through experts in the analysis of emerging infectious diseases.

A study on Separation rate of Food Service employees in Korea (한국 외식산업 종사자의 이직률에 관한 연구)

  • According to this study, Korean food department rather than Western food department and business department rather than food & beverage department is more separated with the greater difference. It is surveyed that the main reason to separate from food service is dissatisfaction to wage followed by six reasons. In the light of management the separation of employees gives management a positive aspect, but the separation of necessary employees bring about a big problem. That the separation rate of food service industry which greatly depends on personal service is high causes many bottleneck to development of food service industry. If the saparation rate of employees is high, it is difficult to maintain consistency of service quality. It is impossible to think that immature service new employee gives customer strong impression. Subsequently the spending of time and cost to train new employees and management reproaching supervisors makes morale of employees dropped. That is why the very this influences selling. To improve the vicious cycle of that serve absence in food service Operators of food service industry should be escaped from their fixed ideas. It is time to need management consciousness which wants to have real content rather than external growth. It is revealed that more than 80% of investment of most of food service industry goes to facility investment. A part of the investment cost should be invested to foster professional manpower. And if employees can have owner consciousness by continuous support and positive investment in training which can give real intention to their lives and vocational pride, it is believed that the future of food service industry in Korea is promising.

A Preliminary Study on the Effective Management Plan for the International Science Business Library (국제과학비즈니스도서관의 효과적 운영에 관한 기초연구)

  • The aim of this study is to propose the effective management plan for (New) Library at International Science Business Belt in Korea. For this purpose, this study analyzed cases of domestic and overseas libraries which have been providing the special Science Business Service. Also user questionnaire surveys were conducted for the user demand in (New) Library. Based on case studies and user surveys, the management plan for ISBL was suggested as follow with its division into five realms; that is, information resources and special programs, manpower, space facilities, internal cooperation and international network. The research could be used as basic resources for the International Science Business Library in Korea.

  • Purpose : This study purposes to suggest some basic data for the efficiency of a hospital management by drawing out the efficient ways to manage manpower to professionalism of rehabilitation service. Methods : The study used the questionnaire written by respondents themselves, and conducted the regression analysis on the relationships among the job characteristics, the empowerment and organizational commitment. Rusults : Among job characteristics, the wage was the influential factor on the empowerment(psychological, structural), and the specialty physical therapist license was the factor affecting on the psychological empowerment. Among the psychological empowerment factors, the higher meaning of his/her existence, the lower self-decision level, the higher structural empowerment are, the higher organizational commitment was. Conclusion : There were not identified any significant job characteristics influencing on the organizational commitment. Among the structural empowerment factors, the apply of job performance was the largest factor affecting on the organizational commitment.

Exploring the Strategy for Acquiring ISMS Certification through Probit Regression: Focusing on Organizational Characteristics (Probit 회귀분석을 통한 ISMS 인증 취득 전략 탐색: 조직 특성을 중심으로)

  • In the field of information security management systems, one of the representative certifications in Korea is ISMS-P certification, and internationally, ISO/IEC 27001 certification is recognized. When companies acquire both ISMS-P (or ISMS) and ISO/IEC 27001 certifications, budget and manpower are duplicated in similar areas. Therefore, it is necessary for the company to choose and invest in a certification that is suitable for its conditions. This paper proposes a strategy for obtaining information security management system certification that is suitable for the characteristics of the company, allowing for effective information security management based on the company's conditions. To achieve this, data were collected from the Ministry of Science and ICT's Information Security Disclosure System (ISDS), the Korea Internet & Security Agency (KISA), and the Financial Supervisory Service's Data Analysis, Retrieval and Transfer System (DART), and Probit regression analysis was conducted. During the Probit regression analysis, the relationships between seven independent variables and five cases of ISMS-P (or ISMS) acquisition, ISMS-P acquisition, ISMS acquisition, ISO/IEC 27001 acquisition, and both ISMS-P (or ISMS) and ISO/IEC 27001 acquisition were analyzed. The analysis results revealed the relationship between company characteristics, including industry, and certification acquisition in the ISMS field. Through this, strategies for certification acquisition based on company types could be suggested.

  • The purpose of this study is to make practical application of the results as basic data of National Park management-policy by surveying and analyzing management goals, management missions, land zoning, numeral of visitors, management organization, management staff and revenue and Expenditure budget of 1992 and 2004 those are main factors to know the management system well. The main management missions was found not only to put value on developing nature program but also to prepare for keeping and renewing of nature resources. The change of zoning land was researched to be controlled and nature preservation area was showed to be enlarged. While management missions and visitors have been increased, there weren't raise of organization and staffs at all. And expenditure budget had management formation by manpower. Although there are progressive changes in park management system during the period, several improvements are needed in details. They are as follows; To be sustainable preservation and usage which are the intrinsic roles of National Park by increasing the government investment than own revenue.

Measurement of the Nursing Workload by Patient Classification System in a Secondary Hospital;As a Preliminary Step for Computerization of Nursing Staffing and Scheduling (환자분류에 의한 일개 2차 의료기관의 간호업무량 조사;전산화를 위한 기초작업으로서)

  • Even though Korean medical law stipulates that number of patients attended by a nurse is 2.5 for hospitalization and 30 for ambulatory care, the number of patients cared by a nurse per day is much greater than the standard prescribed by the medical law. Current productivity of nurses is not desirable unless the quality of care is considered. And nursing manpower staffing based on neither current nurses' productivity nor standard of medical law cannot respond properly to dynamic situation of the medical services. Under this background, the necessity of more efficient management of nursing manpower occupying 1/3 of total hospital workers has been recognized by many nursing administrators. Many nursing researchers have studied to foretell the nursing manpower objectively on the basis of measured nursing workload according to patient classification as well. Most of These researches, however, have been conducted in the tertiary hospitals, so it is imperative to conduct other researches to predict necessary nursing manpower in the secondary and the primary hospitals. The study was performed to measure nursing workload and predict pertinent nursing manpower to a secondary hospital with 400beds. Nursing workload was surveyed using measuring tool for direct and indirect care hours in a surgical unit and a medical unit. Survey was conducted from Sep.10 to Sep.16 and from Oct.5 to Oct.11, 1994 respectively by two skilled nurses, Subjects were patients, patients' family members and nursing personnels. Results are follows : 1. Patient classification distributed as 22% of class I (mildly ill patient), 57% of class II (moderately ill patient), and 21% of class III (acutely ill patient) in the medical nursing unit, while 23% of class I, 29% of class II, 12% of class III, and 36% of classIV (critically ill patient) in the surgical nursing unit. There was no difference of inpatient number between weekday and weekend. Bed circulation rate was 89% in both units and average patients number per day was 37.4 (total 42beds) in the medical nursing unit, 32.9 (total 37beds) in the medical nursing unit. 2. Direct care hours per day measured as 2.8hrs for class I, 3.3hrs for class II, and 3.5hrs for class III in the medical nursing unit, while 3.1hrs for class I, 3hrs for class II, 2.7hrs for class III, and 2.2hrs for classIV in the surgical nursing unit. Meanwhile, hours for nursing assistant activities per patient by patients' family members were 11mins and 200mins respectively. Direct care hour rate by shift was day 36%, evening 25%, and night 39% in the medical nursing unit, while 40%, 29%, and and 31% respectively in the surgical nursing unit. 3. Measurement and observation activity held 44.2% of direct care activities of nurses and medication 36.7%, communication 11.7%, exercise 1.8%, treatment 1.3%, hygiene 1.3%, elimination and irrigation 1.1%, suction 1%, nutrition 0.5%, thermotherapy 0.3%, oxygen therapy 0.1% in order. 4. Indirect care hours per day were 294.2mins in the medical nursing unit, and 273.9mins in the surgical nursing unit. By shift, evening was the highest in both units. Indirect care hours for each patient were 44.5mins in the medical nursing unit and 46mins in the surgical nursing unit. 5. checking activities including doctor's order, medication, and delivering patients to the next shift occupied 39.7% of indirect care activities, and preparation 26%, recording 23.8%, communication and conference 6.7%, managing equipments 2.1%, messenger activity 1.7% in order. 6. On the ground of these results, nursing manpower needed in a secondary hospital was estimated ; 27 nursing personnels for the medical nursing unit of 37beds, and 20 nursing personnels for the surgical nursing unit of 33beds.

Development and Application of Training Program for RI-Biomics Manpower through Analysis of Educational Demands (교육수요 분석을 통한 RI-Biomics 전문인력 양성 프로그램 개발 및 적용)

  • RI-Biomics is a promising radiation convergence technology that combines radiation with bio science as new growth power technology. Many developed countries are focusing active support and constant exertion to dominate the RI-Biomics market in advance. In order to achieve global leadership in the RI-Biomics field, we need more highly advanced technologies and professional manpower. In fact, we have less manpower compared to technology we currently hold. In this study, we established a basic infrastructure to train professional manpower in the RI-Biomics field by developing/operating optimum training program through expert interviews and survey. The developed program has four organized sections to understand overall procedure of RI-Biomics. To evaluate our training program, we performed test operations with eight students who have a major related to RI-Biomics for three weeks in KARA (Seoul) and KAERI (Jung-eup). In detail, radioisotope usage and safety management were conducted for one week as basic course, RI-Biomics application technology was conducted for two weeks as professional course. To verify performance results of training program, we conducted to journal research, daily reports, and survey on participants. The results show a high level of satisfaction with training programs and continuous intention of involvement in our program. We also need to develop an intensive course to train high-quality human resources and to operate training program continuously. This training program will be used as basic materials for the development of RI-Biomics curriculum for university. Hence, we will expect that our training program contributes in training a professional manpower and develop RI-Biomics technology.

An Exploratory Study on the Designation of Disaster Management Resources (재난관리자원 지정에 관한 탐색적 연구)

  • The purpose of this study is to examine the problems of disaster management resources needed for disaster occurrence, to find ways to improve them, and to utilize them in the future. For this research, theoretical background was established through previous research data on disaster management resources. Disaster management resources prescribed in the Basic Act on Disaster and Safety Management, Classification of Disaster Management Resources and System Use, and Joint Utilization Standards of Disaster Management Resources were analyzed to identify problems and to suggest improvements. As a result of the research, clarity on disaster management resources was secured through literature research and analysis of laws and regulations. By suggesting ways to utilize the manpower and material resources designated by the Emergency Preparedness Resource Management Act in the event of various disasters, it was confirmed that the disaster management resources could be utilized in the right place for various disaster situations.
