Analysis of Innovative Activity in Regions of Kazakhstan

  • The authors emphasize that the Republic of Kazakhstan is characterized by significant differences in the level of innovation capacity of regions. This article summarizes that the result of the monitoring of innovation potential of the regions are prerequisites for innovation policy adjustments, make it more dynamic, which ultimately contributes to its effectiveness. So, there are substantial differences in the level of innovation potential of the regions in the Republic of Kazakhstan, meanwhile it is noted that most regions' innovative features and potential can be assessed as average. After analysis of previously used methods, it can be concluded that the ranking of the level of innovation potential of regions takes place in the following order: High level of innovative potential: East Kazakhstan (3 matches), Almaty city (2 matches), Pavlodar (2 matches) and Zhambyl regions (2 matches); Low level of innovative potential: Almaty (2 matches), Mangistau (2 matches), West Kazakhstan (2 matches), Kyzylorda oblast (2 matches). In conclusion, it is emphasized that monitoring of innovative potential of regions creates the preconditions for innovation policy adjustments. These adjustments make the policy more dynamic and contribute to its effectiveness in the long run.

  • Government-sponsored Research Institutes(GRIs) have made a great contribution to the development of Korea's Science and Technology(S&T). However, recently GRIs are facing the challenge of many problems. For instance, absence of reasonable strategies, insufficient resources and so on. Therefore, many GRIs are being asked for solving their problems with successful strategic management. This paper suggests a strategic management model to solve their problems and to cope with the changing S&T environment. In this paper, The strategic management model for GRIs which was thoroughly considered strategic management process suggested to response the need of their change and to perform their strategic management successfully. As a case of GRIs to apply this model, in this paper, Korea Basic Science Institute(KBSI) that is part of the Korea Research Council of Fundamental Science and Technology(KRCF) was analyzed. As a result of analysis with this model which applied to KBSI, various strategies and alternatives were suggested.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. Market, Firm, and Project-level Effects on the Innovation Impact of FP RTD Projects

  • This paper explores the determinants of the innovation impact of publicly funded R&D projects along three broad dimensions, namely project, firm and market-related factors. In addition to these factors we examine the attributes of the research result per se and aspects of the commercialization process. The observations from empirical and qualitative analyses are based on R&D projects funded by the Fifth and Sixth Research Framework Programmes of the European Union. Firm size, prior experience, innovation culture, the nature of the project itself, explicit intension to commercialize, consortium management and strategy are the factors with the strongest effect on project success, defined in terms of product/process innovation and/or technical knowledge creation. The paper provides important implications for the organization, objectives, and management of public programmes that fund R&D and for project and participant selection.

기록관리 '혁신' 로드맵의 법제화 연구 (A Study on the Legislation of 'The Records Management Innovation Road-map')

  • 1999년 기록관리법은 정부기록보존소 개혁운동의 결과로 제정되었다. 그러나 지속적인 기록관리 개혁이 뒷받침 되지 못했기 때문에 국가기록관리의 질적 전환을 가져올 수 없었다. 반면, 2006년 기록관리법은 기록관리 혁신의 일환으로 전면 개정되었다. 기록관리 혁신 로드맵은 기록관리 개혁운동 과정에서 제기된 문제의식을 적극적으로 수용하고, 국제적인 기록관리 패러다임의 변화에 대응하기 위하여 국제표준에 부합하는 국가 표준 제정, 기록관리 프로세스 재설계, 기록관리 시스템 개발 등을 아젠다로 설정하였다. 기록관리법의 정비는 이러한 혁신 과제를 체계적으로 추진할 수 있는 제도적 기반 마련을 위한 최우선 과제이므로 2000년부터 시행된 기록관리법의 문제점을 보완하고, 국제표준을 준용하여 개정되었다. 2009년 국가기록원의 '국가기록관리 선진화 전략'은 외형상 기록관리 혁신 로드법의 연장선상에 있는 것으로 보인다. 하지만 기록관리 혁신에 대한 평가 없이 현 정부의 정책기조를 반영한 것이어서 연속적인 국가기록관리정책 추진 전략이라고 볼 수 없다. 지속가능한 국가기록관리정책의 수립과 일관성 있는 추진을 위해서는 참여정부의 기록관리 혁신에 대한 면밀한 검토가 반드시 이루어져야 한다. 본 연구는 국가기록관리체계와 기록관리 프로세스를 중심으로 기록관리 혁신 로드맵이 2006년 기록관리법에 어떻게 투영되었고, 국제표준이 어떤 방식으로 기록관리법에 준용되었는지 검토할 것이다. 그리고 이 과정에서 나타난 기록관리법의 한계와 이를 극복하기 위한 향후과제를 제시하고자 한다.

Technological Innovation System for Energy Transition in Small Island Developing States: Adaptive Capacity, Market Formation and Policy Direction in the Maldives

  • By analyzing the adaptive capacity, market formation and policy direction as functional areas of Technological Innovation System (TIS), the article evaluates the progress of renewable energy transition in the Maldives, with the inclusion of ideas from Mauritius and Cabo Verde. On the policy direction in the Maldives, technology roadmaps produced with assistance from International Renewable Energy Agency (IRENA) and Asian Development Bank (ADB) are evaluated. Although there are inducing factors such as the Solar Risk Management Initiative, the progress of energy transition is hindered by the lack of technical capacity and local value chain. The findings indicate the importance of facilitating and establishing industry and knowledge networks, incorporating innovation policies, greater involvement of the local private sector along with international investors, and taking water-energy nexus to achieve complementary targets. The study adds value to knowledge by offering a simplified TIS framework, with a current insight of the energy transition in Small Island Developing States with a focus on the Maldives.

  • Business operates under the fast pace of large-scale changes. These changes occur in environments including competitors, markets and consumers. To survive under these changes, process innovation is becoming the eminent issue faced by executives. Process innovation is to generate, select, and implement new ideas adopting changes in organizational structure, management pattern, human resource management systems and so on. Examples include restructuring, outsourcing, benchmarking, total quality management, and business process reengineering. This study suggests how to develop process innovation ideas. Related screening and implementation techniques are also presented.
