Purpose - The Korean child welfare services may have different feelings between providers and users. Few studies on the child welfare service quality have been conducted and research on the coorientation model of child welfare services are nonexistent. We compared the perceptions of Korean child welfare service providers and users in this study. It will have many applications in the service quality fields by applying a coorientation model. Research design, data, and methodology - In order to enhance user satisfaction with child welfare services, around 200 samples were carried out both in Busan and Kyungsangnamdo randomly. Seven point Likert scale was used in the questionnaire. Two measurements were made to evaluate the different positions on the part of child welfare service providers and users to assess their mutual orientation. Paired t-test verification was conducted for congruency analysis, and the verification of agreement and accuracy was analyzed by independent t-tests. Results - We empirically examined the differences between the providers and the users stance. The results are as follows. We have verified the statistical significance of the difference in perception between providers and users. We also confirmed a degree of agreement, a degree of congruency, a degree of accuracy and a degree of meta agreement in the study. In the Korean child welfare service quality, the coorientation model of process quality appeared in the form of semi-dissensus, the coorientation model of results quality were shown in the form of ignorances and the coorientation model of physical environment quality were investigated in the form of semi-dissensus. Conclusion - The study concluded that users need to understand more about the providers in order to enhance the coorientation model in process quality and physical environmental quality, and the providers need to persuade the users clearly about the positive factors. To enhance the coorientation model of the result quality, it can be misunderstood by guessing that the other party will positively evaluate it. Therefore, users believe that they need to talk more clearly to the provider about the results of the korean child welfare service quality to reduce misunderstandings and to understand each other about the resulting quality.
This dissertation analysed actuality and literatures aimed at optimizing added value of Busan Port. As far as the literatures are concerned, the limits and the direction to go of Busan Port have been reached through analysing and comparing Busan Port, Antwerp Port, and Rotterdam Port by their each function. While Rotterdam and Antwerp Port are each functioning as an integrated port disposing container freight, general freight and liquid cargo, the container of Busan port contributes over 88 percent of its cargo and the function of the others like bulk is scattered to Ulsan, Masan, and Jinjae Port. Hereby, Busan Port needs to develop its function so as not to duplicate its function with the others in Korea and add value of theirs each. As a result of the local experts about analysing actuality, it turn out that it is similar with the literatures. In macroscopic view, specialization mainly with container, general cargo disposal ability enforcement and etc. are the most important. In microscopic view, rear complex of container tier and the supply base of liquid energy.
Port service level is a metric of competitiveness among ports for the operating/managing bodies such as the terminal operation company (TOC), Port Authority, or the government, and is used as an important indicator for shipping companies and freight haulers when selecting a port. Considering the importance of metrics, we developed software to objectively define and manage six important service indicators exclusive to container and bulk terminals including: berth occupancy rate, ship's waiting ratio, berth throughput, number of berths, average number of vessels waiting, and average waiting time. We computed the six service indicators utilizing berth 1 through berth 5 in the container terminals and berth 1 through berth 4 in the bulk terminals. The software model allows easy computation of expected ship's waiting ratio over berth occupancy rate, berth throughput, counts of berth, average number of vessels waiting and average waiting time. Further, the software allows prediction of yearly throughput by utilizing a ship's waiting ratio and other productivity indicators and making calculations based on arrival patterns of ship traffic. As a result, a TOC is able to make strategic decisions on the trade-offs in the optimal operating level of the facility with better predictors of the service factors (ship's waiting ratio) and productivity factors (yearly throughput). Successful implementation of the software would attract more shipping companies and shippers and maximize TOC profits.
More accurate forecasting of port cargo in the global long-term recession is critical for the implementation of port policy. In this study, the Busan Port container volume (export cargo and transshipment cargo) was estimated using the Vector Autoregressive (VAR) model and the vector error correction (VEC) model considering the causal relationship between the economic scale (GDP) of Korea, China, and the U.S. as well as ARIMA, a single volume model. The measurement data was the monthly volume of container shipments at the Busan port J anuary 2014-August 2019. According to the analysis, the time series of import and export volume was estimated by VAR because it was relatively stable, and transshipment cargo was non-stationary, but it has cointegration relationship (long-term equilibrium) with economic scale, interest rate, and economic fluctuation, so estimated by the VEC model. The estimation results show that ARIMA is superior in the stationary time-series data (local cargo) and transshipment cargo with a trend are more predictable in estimating by the multivariate model, the VEC model. Import-export cargo, in particular, is closely related to the size of our country's economy, and transshipment cargo is closely related to the size of the Chinese and American economies. It also suggests a strategy to increase transshipment cargo as the size of China's economy appears to be closer than that of the U.S.
The Busan New Port and its hinterland have not operated smoothly due to the complicated laws and various related organizations. Thus, many projects involving the port are not matched with its purpose of establishment. In particular, a large-scale apartment complex, which was constructed without a negotiation among the related organizations, is disturbing the port's logistics function. Also, the construction and management of every traffic facilities are conducted by various organizations due to the functions for the facilities are dispersed among them, which has given rise to chaos and responsibility-shifting. As a result, worries about the friction among the organizations and the loss of function of the port hinterland exist. This paper analyzes the problems of inter-governmental functional distributions in the construction and management of the port hinterland of the Busan New Port based on the principles (theories) of functional distribution. In addition, this paper proposes improvements for the functional distribution. The results of the analysis indicated that the functions for housing and traffic facilities were duplicated and dispersed among organizations, resulting in an unclear division of responsibilities. Finally, the paper proposed solutions for the problems: the institutionalization of an administrative conference system among related organizations, using an integrated administration for a wide area (contracting-out, association among local governments), and establishing a special-purpose local government (association among local governments, BPA).
The purpose of this study was to identify evaluation factors and analyze the relative importance among factors to select a suitable transportation method for transferring the increasing amount of transshipment at multiple terminals at the Busan new port. To accomplish this, the evaluation factors were selected through a literature survey and brainstorming of a group of experts associated with the port operation, and were classified into five major factors and 15 middle factors. The evaluation factors classified hierarchically were surveyed relative to workers in organizations such as shipping companies, port corporations, container terminals, and related ministries. The importance of each factor was calculated using the hierarchical analysis process (AHP). As a result of the importance analysis, priority was assigned in order of safety, productivity, investment efficiency, operational efficiency, and policy conformity. Through this, it was necessary to select a suitable transportation method for the transshipment cargo in terminals while focusing on the cargo and terminal security and preventing accidents. Recently security is being an important issue in almost every field of industry. This situation has affected port logistics industry deeply. Ports are now leaving operational methods that only focus on productivity, and shifting to new ones which focus on safety and customer services on the basis of it. Thus a lot of companies and institutions have offered various solutions as this issue becomes more and more intense. Among them, most typical solutions involve installing special devices to ordinary containers to improve its security, such as CSD (Container Security Device) of GE (General Electric) and eSeal of Savi Networks. On the other hand, these devices focus only on international standards or technical implementation, and this causes inconvenience to actual users like cargo owners, sea carriers, or stevedoring companies. This is considered to be due to lack of sufficient consideration on user demands. This research uses QFD (Quality Function Deployment) method for deducting system requirements in order to solve the problems of previous security devices and to develop a security system that can not only reflect the demands of the users but also considers real-world conditions. According to the QFD results, a total of 21 system CTO's were deducted under 5 categories.
As the Kyoto protocol and Bali road-map, our country is expected to be included to the emission reduction controlled country of greenhouse gas, so we are now urgent situation to take an action in the level of government. In this research, environment friendly rail logistics and combined transport were treated to meet with the green growth policy of our government. Major problems of Ui-wang ICD suggested in this research are short of yards, unutilized public CY, inconvenience use by non-share holders. It is necessary to improve rail logistic infrastructure, that is, additional expansion of yard, direct operation by KORAIL and regular unloading system are needed. such improvement can not be solved just by the endeavor of business body. Rail logistic infra & Integrated freight terminal has a tendency of SOC, which require tremendous amount of investment, so there are some limit in doing by private sector itself, now it's time to do by the government level. The improvement of rail logistic infrastructure in the level of government is possible by the policy of environment friendly green logistic support which is related with Logistic Policy Basic Law, so government should prepare detailed directives to activate Integrated freight terminal.
Recently, mutual economy cooperation in Northeast Asia has leaded steady growth among main countries of it and rather promoted a single economy circle. In this region, Busan container port competes with min container ports in China, Taiwan and Japan in it for attracting transshipment container traffic of north-Shanghai in China and for-east Russia. Therefore, this paper aims to suggest competitive strategies for Busan container port to attract container traffic in Northeast Asia To do so, it evaluates the preference of important ports in the competitive situation and competitiveness edgy of important ports in Northeast Asia, and finally proposes the relative order of important factors. Based on the evaluation of it, first, the Busan ports hue tn strengthen port facilities to attract more traffic and in detail, reinforce the number of berth, yard areas and handling equipment Second, they also have to provide high quality of services to deliver cargos in time, not being damaged and swiftly response to shipowner and shipper's claim, Third, they need to review the strategy to adopt flexible tariff policy and to invest the profit from tariff in port service and facilities, as providing higher port tariff level by a regular rate.
Purpose - The antecedent to the relationship between the effect of the characteristics of strategic alliances and the performance of container liner shipping companies has been investigated in this study as container liner shipping companies' strategic alliances. It affects positively and negatively home, partner, and the third parties' performance in container liner shipping companies. Extensive literature reviews on shipper's strategic alliances reveal that strategic alliances in financial and non-financial performance of container liner shipping companies show the performance such as economic effects, business performance, global supply chain management performance, customer satisfaction, and forward integration and backward integration performance. The purpose of this study is to test empirically that the relationship between the characteristics of strategic alliances and financial and non-financial performance in container liner shipping companies. Structured equation modeling and confirmatory factor analysis were used to test the hypothesis using AMOS statistics program. Most previous researches focused on the relationship between the characteristics of strategic alliances and alliance types. There are few empirical studies that focus on business performance data because it is difficult to collect data in container liner shipping companies. However, this research measures financial and non-financial performance differently compared with the previous researches focusing on the characteristics of strategic alliances and alliance types measurements. Research design, data, and methodology - The conceptual model for the study is based on the studies of Lim (2010), Chen & Zhen (2009), and Wang & Meng (2014). The model is built around the factors of characteristics of strategic alliances and business performance. Cost, marketing, and service factors are regarded as proxy for the characteristics of strategic alliances. The financial and non-financial performance are regarded as proxy for the performance of strategic alliances. Based on the analysis of one hundred cases such as forwarder, shipper, and liner shipping companies, this study uses structural equation modeling to verify the effects of the characteristics of strategic alliances on business performance. Conclusions - This study provides container liner shipping companies to get some policy and practical implications in terms of the characteristics of strategic alliances and business performance. First, the cost factor for alliances characteristics has a positively significant influence on the financial and non-financial performance of strategic alliances. The cost factor relationship between high and low performance group does not have a significant difference on the performance of strategic alliances. Second, the marketing factor of alliances characteristics has a positively significant influence on the financial and non-financial performance of strategic alliances. The high performance group's marketing factor has a great non-financial performance than low performance group, but the low performance group's marketing factor has a grater financial performance than high performance group factor does. Third, the service factor of alliances characteristics has a negative influence on the non-financial performance of strategic alliances. The high performance group's service factor has a great non-financial performance than low performance group. Based on the findings from this study, related implications and future avenues deserve to be discussed.
