This study is to validate the use of macro language for the land suitability analysis aiming to help to resolve land use conflicts. The silver-town suitability analysis is conducted on the Geejang Gun, Busan Metropolitan city. Such digital maps as terrain, road, facility, and water body were created for various cartographic models. A cartographic model identified the best suitable areas for silver-town development based on the such site selection variables as a distance to facility and road, slope and aspect of terrain, land use etc. Then, the other cartographic model identified the most favorable site among the candidate sites based on the comparison of the aspect of proximity, usage and environmental quality. Macro language was used for these modeling process and was used for the manipulation of all these spatial variables used in the models to resolve land use conflicts relating to the decision making process of the final site selection. This study will improve the effectiveness and rationality of the traditional site suitability analysis.

Estimating the risks on the roadway using surrogate safety measures (SSM) has an advantage in that it focuses on the vehicle trajectory directly involved in conflicts. On the other hand, there is a restriction on estimating the risks of continuous segments due to the limited data collected from a location. To overcome the restriction, this study presents the scheme of acquiring the vehicular trajectory using real time kinematics-differential global positioning system (RTK-DGPS) and develops a methodology which contains the considerations of the problems to calculate the SSM such as time-to-collision (TTC), deceleration rate to avoid collision (DRAC) and acceleration noise (AN). By using the methodology, this study shows a result from an experiment executed in a section where the variation of vehicular movement can be observed from several continuous flow roadway sections near Seoul and Gyeonggi Province in Korea. The result illustrated the risks on the roadway by the SSM metrics in certain situations like merging and diverging, stop-and-go, and weaving. This study would be applied to relate the dangers with characteristics of drivers and roadway sections, and prevenst accidents or conflicts by detecting dangerous roadway sections and drivers' behaviors. This study contributes to improving roadway safety and reducing car-accidents.

We believe that smart spaces, offering pervasive services, will proliferate. However, at present, those islands of smart spaces should be joined seamlessly with each other. As users move about, they will have to roam from one autonomous smart space to another. When they move into the new island of smart space, they should setup their devices and service manually or not have access to the services available in their home spaces. Sometimes, there will conflicts between users when they try to occupy the same space or use a specific device at the same time. It will also be critical to elder people who suffer from Alzheimer or other cognitive impairments when they travel from their smart space to other visited spaces (e.g., grocery stores, museums). Furthermore our experience in building the Gator Tech Smart House reveals to us that home residents generally do not want to lose or be denied all the features or services they have come to expect simply because they move to a new smart space. The seamless inter-space interaction requirements and issues are raised automatically when the ubiquitous pervasive computing system tries to establish the user's service environment by allocating relevant resources after the user moves to a new location where there are no prior settings for the new environment. In this paper, we raise and present several critical inter-space interactions issues impacting middleware architecture design of ubiquitous pervasive computing. We propose requirements for resolving these issues on seamless inter-space operation. We also illustrate our approach and ideas via a service scenario moving around two smart spaces.
The lack of water resources is becoming a serious issue throughout the world. The water shortage in Korea is expected to increase. Groundwater can be a solution to this matter in some places. Especially, bank filtrations are known to be advantageous over conventional reserviors, even if they have some drawbacks such as their limited location for development and small sizes. The AHP(Analytic Hierarchy Process) is an analytical tool, supported by simple mathematics, which enables one to explicitly rank tangible and intangible factors against each other for the purpose of resolving conflicts or setting priorities. In order to check the applicability of AHP to the evaluation of bank filtration sites, four candidate locations were chosen. They have suffered from problems like water-supply shortage and delayed dam construction. The analysis results are compared with those of the previous study using a conventional method. It is believed that the developed method can a basis for reasonable decision-making regarding bank filtration development.
The lack of water resources is becoming a serious issue throughout the world. The water shortage in Korea is expected to increase dramatically through 2020. The amount of water shortage could amount to 1.8 and 2.6 billion cubic meters in 2011 and 2020, respectively. Groundwater can be a solution to this matter in some places. Especially, underground dams are known to be advantageous over conventional dams, evert if they have some drawbacks such as their limited location for development and small sizes. The analytic hierarchy process(AHP) is an analytical tool, supported by simple mathematics, which enables one to explicitly rank tangible and intangible factors against each other for the purpose of resolving conflicts or setting priorities. In order to check the applicability of AHP to the evaluation of underground dam sites, lour candidate locations were chosen. They have suffered from problems like water-supply shortage and delayed dam construction. The analysis results are compared with those of the previous study using a conventional method. After the dissolution of the Soviet Union, the Kra-Araks Basin (KAB) became an international river basin with respect to the South Caucasus states of Armenia, Azerbaijan, and Georgia. However, there are no agreements regarding water allocation, water quality, or ecosystem maintenance among the aforementioned riparians. The main water problems in the basin include not only water quantity and quality, but also the lack of joint management. The aforementioned countries share many similar circumstances: location in a politically unstable but strategic region bureaucratic and structural issues; and more importantly, ongoing ethnic and related conflicts. Despite these obstacles, the countries recognize that they depend greatly on the basin, whose waters they must share. To that end, they proposed and participated in the joint NATO-OSCE South Caucasus River Monitoring (SCRMP) project between 2002 and 2009.The SCRMP sought to investigate and characterize the surface water quality in the KAB by providing equipment and training to all three countries. Several years' worth of water quality data were collected in the KAB: major ions; heavy metals; POPs (persistent organic pollutants); and radionuclides; The North Atlantic Treaty Organization (primary funder) and the Organization for Security and Co-operation in Europesupported the SCRMP not only to build capacity but also to promote cooperation and minimize conflict over water and other resources, thus providing a measure of security for Europe and other regions. The South Caucasus is a strategically-important region, functioning as a bridge between Asia and Europe. Energy-rich Azerbaijan seeks to become a key player in trade by serving as a transportation and energy hub between the energy and mineral-rich Central Asian KUT countries (Kazakhstan, Uzbekistan, and Turkmenistan) and Western Asia, Europe, and other areas. The presentation will summarize the scientific results of the SCRMP, elucidate the regional water-energy-security nexus, discuss future work in the region, and explain why the world needs to be concerned about the KAB and the entire South Caucasus.

Recently, pirate incidents involving passing ships have been continuously occurring in the seas southwest of the Philippines, the Sulu Sea and the Celebes Sea. Pirates in these areas are members of the "Abu Sayyaf Group", which consists of Islamic armed rebels. They have abducted and confined 59 ship crews over the last 13 months to obtain money for group operations. The activities of these pirates, abducting and killing crews, have became a significant threat for marine security in the Sulu and Celebes Seas and for logistic activities in Asia. This study examines and analyzes 22 recent incidents in terms of ships gross tonnage, kind, nationality, incident time, location, etc. The identity of the Abu Sayyaf Group, which has been committing this piracy and represents the de facto power behind the actors responsible, is also unpacked, along with current challenges to resolving these conflicts. Finally, responses passing ships, shipping companies, related countries and the international community should make are proposed.
The current smart lighting is shaped to offer the lighting environment suitable for current context, after identifying user's action and location through a sensor. The sensor-based context awareness technology just considers a single user, and the studies to interpret many users' various context occurrences and conflicts lack. In existing studies, a fuzzy theory and algorithm including ReBa have been used as the methodology to solve context conflict. The fuzzy theory and algorithm including ReBa just avoid an opportunity of context conflict that may occur by providing services by each area, after the spaces where users are located are classified into many areas. Therefore, they actually cannot be regarded as customized service type that can offer personal preference-based context conflict. This paper proposes a priority-based LED lighting control system interpreting multiple context conflicts, which decides services, based on the granted priority according to context type, when service conflict is faced with, due to simultaneous occurrence of various contexts to many users. This study classifies the residential environment into such five areas as living room, 'bed room, study room, kitchen and bath room, and the contexts that may occur within each area are defined as 20 contexts such as exercising, doing makeup, reading, dining and entering, targeting several users. The proposed system defines various contexts of users using an ontology-based model and gives service of user oriented lighting environment through rule based on standard and context reasoning engine. To solve the issue of various context conflicts among users in the same space and at the same time point, the context in which user concentration is required is set in the highest priority. Also, visual comfort is offered as the best alternative priority in the case of the same priority. In this manner, they are utilized as the criteria for service selection upon conflict occurrence.

In recent years, there has been a tendency to reuse 'landscapes of memory,' including industrial heritages, modern cultural heritages, and post-industrial parks, as public spaces in many cities. Among the various types of landscapes, 'modern historic landscapes', which were formed in the 19th and 20th centuries, are landscapes where the debate between conservation and removal is most frequent, according to the change of evaluation and recognition of modern history. This study examines conflicts between conservation and removal around modern historic landscapes and explores the value judgment criteria and the process of formation of those landscapes, as highlighted in the case of the demolition controversy of the old Japanese general government building in Seoul, which was dismantled in 1995. First, this study reviews newspaper articles, television news and debate programs from 1980-1999 and some articles related to the controversy of the Japanese general government building. Then it draws the following six factors as the main issues of the demolition controversy of the building: symbolic location, discoveries and responses of new historical facts, reaction and intervention of a related country, financial conditions, function and usage of the landscape, changes of urban, historical and architectural policies. Based on these issues, this study examines the conflicts between symbolic values that play an important role in the formation of modern historic landscapes and determines conservation or removal, and the utility of functional values that solve the problems and respond to criticisms that arise in the process of forming the modern historic landscape. Especially, it is noted that the most important factor that makes the decision is the symbolic values, although the determination of the conservation or removal of modern historic landscapes has changed according to changes in historical perceptions of modern history. Today, the modern historic landscape is an important site for urban design, and still has historical issues to be agreed upon and addressed. Thi study has contemporary significance from the point that it divides the many values of modern historic landscapes into symbolic values and functional values, evaluates these, and reviews the background social context.

Korea has recently constructed a number of renewable photovoltaic power plants in Jeolla province as an effort to provide environment-friendly energy. However, several problems appeared in the power plant locations because they were not appropriately chosen ignoring social-environmental perspectives. Consequently, locations of both currently existing photovoltaic power plants require an social and environmental evaluations. This study aims to provide appropriate photovoltaic power plants locations and evaluation of current photovoltaic power plants in Jeolla province. By presenting location analysis of photovoltaic power plants, this study would minimize environmental and social side effects regarding photovoltaic power plants. Kriging and Analytic Network Process (ANP) are applied as methodology. ANP generates correct weights in combining spatial data, so that the result would present optimal locations. In addition environmentally sensitive regions were excluded in the analysis process. The results show that South and West coastal areas have a number of appropriate locations for photovoltaic power plants. In addition, evaluating currently running photovoltaic power plant locations, total 23 out 81 are turned out to be inappropriately located. This study is expected to contribute avoiding social and environmental conflicts in photovoltaic power plant locations and present criteria in evaluating photovoltaic power plants.
