There has been low use of local information services that public libraries provide, and most of those services are limited only through in-house reading or checkout. Motivated by these issues, the study has developed a mobile application (app, hereafter) entitled as LibPass (a combination of Library and Pass) to propose new local information services that reflect the information needs of users. Regarding the design of LibPass, contents of LibPass are composed of the characteristics of local resources so that users can easily search for information about local culture and tour resources through mobile app. That is, it aims to provide efficient information services on local resources by providing information on accommodations, outdoor programs, and specialized libraries, as well as introducing tour resources. Above all, the services are provided with a single card issued by the National Library of Korea and is convenient to use anywhere in the country. It not only secures reliability and currency by utilizing various contents developed by public institutions, but also provides functions to facilitate specialized services for the local information of libraries. Based on the previous research, the present study derives the factors of quality evaluation of mobile tour information services; it constructs objects of LibPass application by analyzing existing applications and develops the prototype based on logical entity relationship model. This model can contribute to the increased use of local information services and, promotes the public's positive perception of the libraries through user-friendly applications.

The widespread use of smartphones with a variety of features has enabled mobile Internet-based services. One of these is online-to-offline (O2O) based services that connects online users with offline stores to add value. Applying this O2O strategy to local information retrieval induces online users to be linked to offline regions, thereby enabling the exchange of local-based information and helps create new value. This paper proposes and illustrates the implementation of O2O-based a local information providing service that utilizes photos of the local attraction. Also, we propose a fake-free ranking method to provide reliable local information to users and suggest its application of the service.

This study aims to examine community information services provided by public libraries to explore strategies for their future development and enhance these services for the sustainability of local communities. The study categorized local information services into 17 categories and identified 60 detailed types. An analysis of 116 public libraries in the Chungcheong region revealed that 36% of the libraries offered community information services, while 64% did not. Among the 17 categories, the services provided were primarily concentrated on history/culture, employment, leisure, administrative information, education, and village communities. In eight areas experiencing population decline, the provision of community information services was notably lacking, highlighting the need to actively develop these services to support community sustainability. The study proposes expanding the concept of locality and diversifying service categories, conducting user needs assessments to reflect local residents' interests, strengthening human resource cooperation, and establishing digital archives of local materials in collaboration with related institutions.

This study was intended to propose a plan for the operation of the local assembly information services as a service for the specialized service of the National Assembly Library's depository library. To that end, the information services of the national assembly libraries, the local assembly libraries, and the social science libraries were investigated and analyzed. We drew the implications based on the results of the analysis and finally developed the operational strategies such as the strengthening the data sharing system for the local council, the assembly information reply service for local councils and the information literacy program for users.

The libraries of local councils contribute to realize democracy and promote national interests and the welfare of the people, by supporting democratic legislation activities and congressional politics of the local councilors. This study analyzes the libraries of local councils at 17 regional local governments, and it confirms that there are various deviations in their library services such as material acquisitions and legislative information services by regional groups. On the basis of that analysis, the study summarizes the ways for improving the service qualities of the libraries of local councils as follows. First, it is necessary to organize the institute for national council materials. Second, the cooperative network systems should be constructed to share council publications. Third, the provisions related the copyright law and the national assembly library act have to be modified. Fourth, the libraries of local councils share their own materials focusing on digital publications. Fifth, the National Assembly Library expands their legislative information services to the libraries of local councils.

The purpose of this study is to understand and analyse the community information services in Korean public libraries. Regarding this matter, this study first extensively analysed terms related to community information services and clearly defined the meaning of community information services. Second, this study investigated the current status of community information services in the public library. Finally, this study suggested the directions of community information services. In this study, literature studies and case studies were conducted, and the case to be discussed is online service of regional central libraries in Korea.

Emergence of the Interned, World Wide Web (WWW), and multimedia services accelerates the demand for broadband access to mass market. The purpose of this study is to analyse the characteristics and limitations of community information services and to explore an activation strategies. Included in this study are as follows: (1) investigate what is an appropriate representative term through the history of terminology related to community information services, (2) examine how community information services are operated in the regional central libraries from the librarian's perspective, (3) suggest the directions of community information services. With the development of information technology, IT-based services in public administration has become more indispensable. As a result, the importance of IT maintenance projects to improve the efficiency of IT services and secure service levels is growing. Due to the nature of IT maintenance projects on local government, which mainly involve small and medium-sized IT companies in the region, business participating companies often do not have an appropriate methodology for service quality management. To solve this situation, the government has prepared a service level agreements (SLAs) that can be applied to IT maintenance projects. However, most local governments do not use SLAs for IT maintenance projects. As a result, various problems such as failure of the IT maintenance project or deterioration of quality are occurring Thus, this paper suggested major indexes to evaluate which service factors affect the efficient operation of information systems and the improvement of service quality in IT maintenance projects of local governments and analyzed the importance of indexes based on AHP method. Using this research method, this study found the theoretical implications on the outsourcing service of IT maintenance.
