Online-Based Local Government Image Typology: A Case Study on Jakarta Provincial Government Official YouTube Videos

  • The Jakarta Provincial Government utilizes the YouTube channel to interact with citizens and enhance transparency. The purpose of this study is to explore online perceptions of local government image perceived by online audiences through the YouTube platform. The concepts of organizational image and credibility in the political image are adapted to analyze online public perceptions on the Jakarta Provincial Government image. Using the video summarization approach on Three hundred and forty-six official YouTube videos, which were uploaded from 1 March 2016 to 31 May 2016, and content analysis of Eight thousand two hundred and thirty-seven comments, this study shows both political and bureaucratic image emerge concurrently in the Jakarta Provincial Government case. The typology model is proposed to describe and explain the four image variations that occurred in the case study. Practical recommendations are suggested to manage YouTube channel as one of the social media used in the local government context.

  • Nowadays, local governments have been developing an image to represent their regions' identity. These characters contain unlimited capabilities of utilization and advertising effect that adds to their high value. However, we must consider how effectively the image helps in representing its region because some characters have been produced upon timely basis without consistent long-term planning. This study is to investigate the image and motif of the local government characters from the consumer's perspective. The results are as follows: 1)The images employed by the local governments are not highly preferred and most regions select motifs from their local agricultural products and native plants. 2)The variables that affect the character of the local governments are such as beauty, identity, etc. In conclusion, in order to maximize the local government image, one must improve the design concepts, encourage advertisement of regional festivities and travel commercialization, and advocate the identity and beauty of the local area to the residents and other regional people.

  • 본 연구는 부산광역시 블로그 '쿨부산'을 대상으로 지자체 PR커뮤니케이션이 지자체와 공중간의 관계성과 지자체 이미지에 미치는 영향과 조직-공중관계성의 매개역할을 살펴보았다. 연구결과, 소셜 미디어 정보특성 중 '상호작용성'과 '흥미성'은 조직-공중관계성과 지자체 이미지에 유의한 정적인 영향을 미쳤고, 조직-공중관계성의 하위요인들 중 '균형성'이 지자체 이미지에 영향을 미치는 것으로 나타났다. 또한, 지자체 소셜 미디어 정보특성의 지자체 이미지에 대한 영향력에 있어 조직-공중관계성의 매개역할이 입증되었다.

  • The differentiation of this study is largely based on the above discussion. First, I would like to examine the main factors that affect the image of the local government's special transport agencies in terms of users and suggest strategic options for promoting the local government's special traffic. Second, a public service approach is very necessary considering the concept of new public transport such as local government special transport, individual use experience and social impact. The purpose of this study is to demonstrate the characteristics of local government special traffic through the five important factors of the service quality which are not capable of objectively measuring the characteristics of the service.

Government Legitimacy and International Image: Why Variations Occurred in China's Responses to COVID-19

  • This paper examines the Chinese government's response to four epidemic crises, including COVID-19, and analyzes the similarities and differences in these responses. It argues that while the Chinese government learned from previous epidemics and improved its handling of subsequent outbreaks, a significant variation occurred during the COVID-19 pandemic, which had a detrimental impact globally. Existing scholarly research on China's epidemic responses has often been limited in scope, focusing on individual crises and neglecting the central-local government relationship in crisis decision-making. By adopting a comprehensive approach, this paper delves into the nuanced dynamics of China's responses to these epidemics. It highlights the variations in responses, attributing them to the Chinese government's fear of undermined legitimacy and its consideration of its international image. The government's recognition of the importance of public perception and trust, both domestically and globally, has shaped its crisis management strategies. Through a detailed analysis of these factors, this paper contributes to a deeper understanding of the variations observed in China's epidemic responses. It emphasizes the significance of the central-local government relationship and the government's international image in determining its actions during epidemics. Recognizing these factors can provide policymakers and researchers with insights to shape future epidemic response strategies and foster effective global health governance.

  • 국내 영상콘텐츠시장의 한계를 극복하기 위해서는 해외 시장으로의 진출은 필연적이며, 국내 시장 못지않게 해외 시장에서 우리의 시장 규모를 늘리는 것은 한국영상콘텐츠산업의 미래를 좌우할 중요한 변수이다. 이러한 상황을 해결하기 위해서는 국내 영상콘텐츠투자 정책에 대한 문제제기와 논의가 진행되어야 한다. 특히 중앙정부와 지방자치단체의 협력체계가 더욱 절실하게 필요한 이유는 중앙정부의 문화콘텐츠산업 지원책이 미진하고, 지방자치단체는 영상콘텐츠기업 육성정책의 투자재원이 부족하여 글로벌 환경에 대응하기 부족한 현실 때문이다. 이 논문은 국내 영상콘텐츠산업이 글로벌시장으로 확대되어가는 시기에, 국내 지방자치단체가 추진하고 있는 지원정책과 해외국가의 지원 사례를 살펴보고 국제공동제작환경을 위하여 중앙정부와 지방자치단체의 통합적 기능수행을 위한 관점에서 문제의 해결책을 모색하고자 한다. 전국 11개 문화산업진흥지구를 운영하는 지방자치단체의 분산적인 정책에 대하여 중앙정부가 지방자치단체의 지원정책을 강화하는 측면에서 정책적 연계의 필요성을 제언한다. 우선적으로 중앙정부와 지방자치단체가 함께 투자(기금, 펀드)를 통한 국제공동제작의 확대 가능성에 대하여 제안한다.

  • This study aims to investigate the changing roles of Local Government and the ways to improve the space plan, especially focusing on the Local Government civil service space of Seoul City. Recently, many Local Government have endeavored to get rid of the authoritative images and change themselves to a space featuring cultural functions and efficient performance. Local Government buildings in Seoul City are trying to decorate the inner and outer images through new construction or extension of buildings so as to become more friendly to residents. Such efforts are visualized especially in civil service space. Civil service space represents the whole image and role of the Local Government. In addition, civil service space and resting space, which are frequently used, are correlated and more and more accessible to each other as administrative and civil services are increasing. By integrating and developing such features, civil service space of Local Government that meets the requirements of the new era will be presented.

Factors Affecting City Image During the COVID-19 Era

  • This study examined the perceived contingent factors that affect South Korean citizens' image of the city they reside in. The respondents in this study perceived the image of their city through two dimensions--leading and safe--during the COVID-19 era. When respondents perceived the openness and expertise of the local government, the transformational and transactional leadership of the government leader, liberal political orientation of the leader, lower degree of law compliance of the mayor, high degree of citizenship, and high level of living infrastructure and competitiveness as attributes of the city, they were more likely to perceive the city as having a "leading" image. The perceived cultural characteristics of the local government, specifically the factor of hierarchy and regulation, the perceptions of citizenship, and all three variables regarding the perceptions related to city attributes (i.e., environmental, cultural, and living infrastructures and competitiveness) positively influenced the perception of a "safe" city image. Based on the results, various theoretical and practical implications were discussed in this study.

  • 빠른 경제성장과 함께 도시환경에 대한 관심증가는 도시환경조성이 도시의 생명력에 중요한 요소가 된다는 사실을 인식하고 1995년 지방자치제가 실행됨으로써 지자체의 활성화와 자립기반조성 및 경쟁력 강화를 위하여 지역 고유의 이미지 확립을 위한 여러 방안의 시도를 하고 있다. 본 연구는 안동시 가로환경시설물 사례분석을 통하여 지방이 가지고 있는 역사적, 문화적 특징을 반영하여 지역 고유이미지를 표현할 수 있는 가로환경시설물들을 설치하고자 하는 지방자치단체들에게 도움을 주고자 한다. 현재 안동시에 설치되어있는 가로환경시설물의 문제점 분석을 통한 새로운 대안을 제시함으로써 지역고유의 이미지표현을 위한 가로환경시설물의 활발한 설치는 다양한 부가가치 창출의 기반을 마련하고 고유의 이미지 확립을 통한 지역민자부심고취를 통한 지자체 발전에 한몫을 할 수 있을 것이다. 그러므로 많은 적용사례가 늘어나 새로운 지역이미지 표현의 방법으로 많은 투자와 연구가 계속되어야 할 것이다.

메타포(metaphor)와 인지지도 분석: 지방정부에 대한 이미지를 중심으로 (Metaphor and Cognitive Map: Analysis on the image of local government)

  • Studies in social science are performed on the language of social actors. While a metaphor analysis focuses on the meaning of the language, a cognitive map analysis deals with its external relationships. If we can put together both analyses, it will be possible to investigate the internal meanings and external relationship of the language and image at the same time. In this paper, metaphor analysis and cognitive map approach is applied to find the image of local governments. This study shows how to link metaphor analysis to the cognitive map and the benefit of using both approaches together.
