A Study on Circulation planning of the disabled in Local Cultural arts center (지역문화시설의 지체장애인 동선계획에 관한 연구 - 광주지역 문화시설을 중심으로 -)

  • The disabled has remarkable difficulties to participate social activities and those, that block them up from access to public facilities and the comfortable habitation so they should get help from others, are mainly made by architectural facts. Buildings without impediment which consider the disabled would be the things responding to the needs of the times. If the disabled would be convenient to use facilities, there should be no difficulties to normal people. A first began to examine into the role of the architecture. And to establish radical standards for the disabled to use cultural and assembly facilities through scrutinizing facilities to get access for the disabled and movement circulations in the cultural facilities should be the conclusion. This study which is a kind of fundamental study to construct cultural facilities without obstacles for the disabled began from consideration for the problem flow line of the disabled in cultural facilities and analyzed flow lines for them to use, access, and evacuate from those which are main facilities in the region. Though, evacuation rules in cultural and assembly facilities are recommendatory in existing laws for convenience of the disabled, the congestion of the crowd coming out after performances impedes safe flows of both the disabled and crowds. Further, in case of evacuation, there would be more serious problems. Therefore, consideration of reinforcement for existing laws for convenience of the disabled is needed.

  • It is necessary to analyze the budget power during the budget process of the local council, paying attention to strengthening the capacity of local council and reinforcing expertise to secure accountability. The budget power of council is expressed in various terms such as power of the purse and the authority to control the budget, and focuses on the role of control and check in the council's budget process. The purpose of this study is to analyze the factors that political·administrative variables, social·economical variables affect the budget power of local council. The budget power of councils was set as the budget net modification rate and the period for processing the budget bill at the plenary session. And the effects of various variables were checked. As a result, the local council confirmed that there was a lack of checks and controls in the budget process.

The Five Laws of Library Science from a Japanese Angle

  • The Five Laws of Library Science was introduced into Japan in 1935. After World War II, it was widely disseminated among young librarians by the education for librarianship developed in the 1950's. Its concept, "Books for All," met a serious opposition from local authorities based on their long continued concept of "preservation." After they realized that people eagerly use local libraries, they interpreted that the duty of public library was "lending books." They introduced "Privatization" of libraries into quite a few local libraries in order to save money. For overcoming problems, it is important to disseminate the library concept among the public, the assembly members and government officials planning to change their attitude of disregarding libraries. As the fundamental library philosophy, the Five Laws of Library Science is important. In the commentary of the Five Laws written by the present writer, he included an illustration of triangle pyramid showing the structure of the Five Laws. He included here the spiral of study on the library and the library science, based on the Section 814 of the Five Laws. He welcomes discussions on his Japanese angle from different viewpoints in order to develop further understanding of the Five Laws.

An Analysis on Congressional Voting Behaviors based on the Whole Reform Bill on the Law of Local Educational Self-Governing (국회의원 투표 행태 분석: 지방교육자치 관련 법안을 중심으로)

  • This study aims at examining what factors have an effect on congressional voting behaviors. In particular, the study closely investigates the Whole Reform Bill on the Law of Local Educational Self-Governing because the bill attracts a lot of attentions. Above all, the bill contains direct election of superintendents of educational affairs and members of a board of education. Likewise, the education committee is converted into a standing committee of the local assembly due to the passage of the bill. The reason the study mainly focuses on the bill is because in general, bills on the floor are approved with significant high in favor; however, the bill was passed with opposition. The study examines factors having an influence on legislators' voting decision. Statistical results show that the ruling party played a significant role in passing the bill. Also, the results exhibit that legislators with high careers and proportional members were in favor of the bill compared with other legislators. Although the study examined only particular bill passed by the National Assembly, it gave an opportunity to look at voting behaviors of legislators. Hopefully, the study contributes to the understanding of congressional voting behaviors.

Non-linear Temperature Dependent Deformation Anaysis of CBGA Package Assembly Using Moir′e Interferometry (모아레 간섭계를 이용한 CBGA 패키지의 비선형 열변형 해석)

  • Thermo-mechanical behavior of a ceramic ball grid array (CBGA) package assembly are characterized by high sensitive moire interferometry. Moir fringe patterns are recorded and analyzed at various temperatures in a temperature cycle. Thermal-history dependent analyses of global and local deformations are presented, and bending deformation (warpage) of the package and shear strain in the rightmost solder ball are discussed. A significant non-linear global behavior is documented due to stress relaxation at high temperature. Analysis of the solder interconnections reveals that inelastic deformation accumulates on only eutectic solder fillet region at high temperatures.

Optimal Shape Design of Hub Edge Contact Profile in a Press-Fitted Shaft (압입축 접촉압력 최소화를 위한 허브 접촉부 형상 최적화)

  • The objectives of this paper are to develop a finite element analysis model to analyze press-fitted and bending load conditions in a press-fitted assembly, and propose a hub shape optimization method to minimize contact pressure near the shaft contact edge. Numerical asymmetric-axisymmetric finite element models have been developed to predict contact stress on press-fitted shafts. The global optimization method, genetic algorithm, local optimization method, and sequential quadratic programming were applied to a press-fitted assembly to optimize the hub contact edge geometry. The results showed that the maximum contact pressure with the optimized hub shape decreased more than 60 % compared to conventional hubs and the maximum contact stress affecting fatigue life was reduced about 47 %. Hub shape optimization can be useful to increase the load capability of press fits in terms of wear and fatigue behavior.

  • This paper is a study on an accurate and computationally efficient method for reconstructing pointwise power distributions from coarse-mesh nodal calculations. The modern nodal codes can calculate global reactor power shapes and criticality very efficiently and accurately. But inherent in the nodal procedures, there is inevitable loss of information on local heterogeneous quantities. In this study, an improved form function method which reflects the exponential transition of the thermal flux near the assembly surface is developed for the reconstruction of the heterogeneous fluxes. Use of the new form function method in several pressurized water reactor (PWR) benchmark problems reduces the maximum errors in the reconstructed thermal flux to those in the reconstructed fast flux. Even for assemblies adjacent to the steel baffle in realistic PWR cores, use of this method also results in improved pointwise power reconstruction.

  • This paper addresses Electrical Power Subsystem(EPS) design and verification of HAUSAT-2 small satellite through energy balance analysis(EBA) depending on individual operation modes. GaAs solar cells are used for satellite power generation and digital peak power tracking is implemented for EPS architecture. One battery pack is consisted of 4 Li-Ion cells. Battery charge is accomplished by peak power tracker and battery charge regulator. Power conditioning assembly uses three DC-DC converters, and power distribution assembly which consists of commercial IC and MOSFET switch distributes power to subsystems and payloads. The altitude of 650km and sun-synchronous LEO with various local time ascending node(LTAN) are considered in EBA.

Thickness Dependence of Size and Arrangement in Anodic TiO2 Nanotubes

  • The degree of self-assembly and the size variation of nanotubular structures in anodic titanium oxide prepared by the anodization of titanium in ethylene glycol containing 0.25 wt % $NH_4F$ at 40 V were investigated as a function of anodization time. We found that the degree of self-assembly and the size of the nanotubes were strongly dependent on thickness deviation and thus indirectly on anodization time, as the thickness deviation was caused by the dissolution of the topmost tubular structures at local areas during long anodization. A large deviation in thickness led to a large deviation in the size and number of nanotubes per unit area. The dissolution primarily occurred at the bottoms of the nanotubes ($D_{bottom}$) in the initial stage of anodization (up to 6 h), which led to the growth of nanotubes. Dissolution at the tops ($D_{top}$) was accompanied by $D_{bottom}$ after the formed structures contacted the electrolyte after 12 h, generating the thickness deviation. After extremely long anodization (here, 70 h), $D_{top}$ was the dominant mode due to increase in pH, meaning that there was insufficient driving force to overcome the size distribution of nanotubes at the bottom. Thus, the nanotube array became disorder in this regime.

  • Vibration characteristics of the FIV test loop for the Flow-Induced Vibration(FIV) study of a PWR partial(5x5) fuel assembly are investigated by the Finite Element(FE) analysis and the modal test. For the FE analysis, 3-D beam element is used for the pipes and the test section and mass element used for the valves and flanges. The 'U' restrainer stiffness determined by numerical simulation is used for the FE model. The result of the FE analysis is compared with that of the modal test. The higher mode similarity between the test and analysis is observed in a few low modes. After that, the mode similarity reduce as the mode goes high. It is concluded that the first to the third vibration modes are observed at the lower parts of the 6 inches restoring line, followed by a local mode at the test section, and the natural frequencies of the modes are 22.4 Hz, 26.0 Hz, 27.5 Hz and 31.4 Hz.
