This paper presents a new linking methodology of direct load control(DLC) and unit commitment(UC) considering system spinning reserve characteristics. To consider system spinning reserve characteristics, we formulate new constraints. And to link DLC and UC, we employed 3-Dimensional dynamic programming which has DLC state, UC state, and stage. As a result, economical DLC and UC schedule of the power system is possible. This method is applied to the test system, and the usefulness of the method is verified.

In order to formulate a controlled release system for oral drug delivery, the microcapsules were prepared in w/o emulsion containing cefaclor as a water-soluble model drug by th e method of interfacial polycondensation. Gelatin wis selected as a suitable polymer for interfacial polycondensation. Gelatin solution containing drug was emulsified in an organic phase under mechanical stirring. After emulsification, terephthaloyl chloride was added as cross linking agent, followed by mechanical stirring, washing and drying. Physical characteristics of microcapsules were investigated by optical microscopy, scanning electron microscopy and particle size analysis. Mean particle sizes of gelatin microcapsules were, in the range, of about 20~50 ${\mu}$m. The microcapsules were in good apperance with spherical shapes before washing, but were destroyed partially after washing and drying, even though some microcapsules were still maintained in their shapes. Contents of cefaclor in the microcapsules were calculated by UV spectrophotometry after 3 days extraction with pH 4 carbonate buffer solution. The effects of cross linking time. pH. concentration of cross-linking agent, and temperature on drug release kinetics have been discussed extensively.

The purpose of this study is to examine application possibility as the inhabitants educational program for community design workshops of regional linking cooperation project "Sejong healing road 100 project". As a results follows : First, It can confirm inhabitants ability reinforcement through administration of the 8-week educational program, and a participation rate is important in it. Second, 'The tool of inhabitants opinion expression using a Post-it' is easy as a tool of the workshops, and the effect improves if It use a drawing together. Third, 'The tool of inhabitants opinion expression using figure card' is the most effective as expression of the inhabitants intention as a tool of the workshops, but preparations process is complicated. Moreover, for the inhabitants participation in regional linking cooperation projects, the development system of a more systematic inhabitants intention expression is necessary.

We show the existence of at least two nontrivial solutions for a class of the systems of the nonlinear elliptic equations with Dirichlet boundary condition under some conditions for the nonlinear term. We obtain this result by using the variational linking theory in the critical point theory.

By nature, smart construction technology is a convergence technology, therefore aptly constructing and running an information system is needed in order to effectively develop and maintain it. Thus, in this study, an information system prototype was developed for the creation and linking of high precision digital maps at road construction sites for the effective performance of the development of the Information Collecting and Analyzing Techniques in the Construction Site (ICAT). For this, (1) defined input/output (I/O) data of each technical detail of ICAT, (2) analyzed the data flow, (3 ) proposed an information system prototype for high precision digital maps development and connection. Based on the information system prototype constructed in this study, it was inferred that each technique and its information for the Smart Construction Technique Development Business was in a consistent flow. Developed information system prototype would enable effective cooperation between subjects directly involved in the technique development, by defining I/O data in advance. Moreover, it would be of value to practitioners for refining the output data from each technique, thereby linking databases and forming Entity Relationship Diagram.

The Asan Bay area Korea is situated in an unbalance or water supply and demand relating to the Ansung, Sapkyo, Dangjin and Youmwha rivers and their estuary reservoirs. The multi-reservoir operation was studied by the Hierarchical Operation Model for Multi-reservoir System(HOMMS) assuming that these four estuary reservoirs were linked to each other in order. The result of this study shows that storage capacity deficiency in 2011 was estimated as 8 MCM in the Sapkyo and 31 MCMin Dae Ho estuary reservoir, respectively. In case of linking four reservoirs, the water deficiency will not occurs in all the reservoirs even if additional agricultural water of 78 MCM/yr was supplied. Total additional water demand for agricultural, municipal and industrial uses was estimated as 321.9 MCM/yr while additional supply by linking the reservoirs was estimated as 160.4 MCM/yr. 50% of additional demand. The remaining 161.5MCM/yr would be supplied transferring other watershed.

With the recent change of healthcare environment including rapid technological development, evidences are more and more important and necessary to support relevant policies in health technology assessment to provide safe and effective health services, utilizing medical resources efficiently. Despite of the emphasis on the importance of real world data and real world evidence in health care research, current infrastructure supporting clinical research is considerably weak due to absence of legal and institutional basis. However, in accordance with the Article 26 of the Health and Medical Technology Promotion Act, there is a limited legal apparatus that can be used only in public data with other dataset for the purpose of healthcare technology assessment at the National Evidence-based Collaborating Agency. Although the use of linked data from various sources was often required in the field of clinical research, it was not yet working well due to insufficient environmental conditions. In order to support the decision-making of medical practice and health care policies, data-linking platform for clinical research is needed. If the legal system that can link up to the data of the private institutions without violating the significant value such as the protection of private informations is established, it will be a decisive foundation reinforcing the researches and policy making processes for the improvement of the national health care system.

Polyacrylic rubber (ACM) is well known for its excellent heat resistance and chemical stability. Additionally, its performance can be readily manipulated by modifying its functional groups, rendering it highly attractive to various industries. However, extreme climate changes have necessitated an expansion of the operating temperature range and lifespan of ACM products. This requires the optimization of both the compounding process and functional-group design. Hence, we investigated the relationship between the cross-linking system and mechanical properties of an ACM with a carboxylic cure site. The crosslink density is determined by chemical kinetics according to the structure of additives, such as diamine crosslinkers and guanidine accelerators. This interaction enables the manipulation of the scotch time and mechanical properties of the compound. This fundamental study on the correlation analysis between cross-linking systems, physical properties, and storage stability can provide a foundation for material research aimed at satisfying the increasingly demanding service conditions of rubber products.

In this paper, we presetn the WWW (world-wide-web) base dtelePACS, which uses the communication network as asymmetric satellite data communication system (ASDCS). Web-based telePACS is imple-mented with JAVA language. Through the internet, web-based TelePACS can make it possible for remote hospital or doctor to access PACS data and information easily and cheaply. The ASDCS uses receive-only satellite links for data delivery and PSTN (Public switched telephone Network) modem or N-ISDN (narrow band integrate services digital network) for communication. The satellite communication linking shows the very high-seed performance such as 10-30 times faster than the modem linking.To solve the speed limits of internet, JPEG and wavelet compression methods were adapted in WWW-based TelePACS and were evaluated by PSNR (peak signal-to-noise ratio) and by radiological experts that 10:1 or less JPEG and wavelet compression may be acceptable for diagnostic purposes. Consequently, we get the conslusion that our system is suitable for tele-radiology and telemedicine world widely.

In this paper, a structural similarity between traditional oriental philosophy and systems thinking is discussed. The polarity of causal relationship and feedback loops can be interpreted in terms of yin and yang of oriental philosophy. A positive feedback loop which is linked to the yang is a force or mechanism that accelerates changes in systems. A negative feedback loop which is linked to the yin can be interpreted as a force oppressing any changes. In this sense, systems thinking can be related to the oriental philosophy. With this linking pin between them, systems thinking can be introduced and educated more friendly in oriental society. Furthermore, systems thinking can get a set of rich insights from the oriental philosophy. This paper suggests a linking leverage between systems thinking and oriental philosophy.
