The comprehensive countermeasures against school violence recently announced by the government include some content on physical education classes. Physical education has long been ignored in school paradoxically in spite of the deteriorating physical strength and health of adolescents. The physical education subject undervalued in the middle of overly excessive competitions for college entrance exams finds its core goal in whole person education and officially emphasizes the development of personality aspects, which means that physical education claims important significance by providing diverse approaches to school violence prevention. This study thus set out to enhance the roles of physical education for school violence prevention. In Korean society, school violence has taken deep root due to the combined results of individual, family, school and community factors, the growth-first policy driven by compressed modern growth, and neoliberalism based on economic efficiency. School violence possesses such fixed value systems and convictions in Korean society. Education has failed to achieve some effectiveness because of the serious level of school violence, which calls for assessment of ideology having big impacts on educational environments. Given that it has been rediscovered that physical education has legitimacy of alleviating or preventing school violence through its value, an alternative to eradicate school violence should start with physical education normalization in school. Specific alternatives including the activation of sports clubs in school will be established as more fundamental practical alternatives when accompanied by the development of school violence-related programs and the operation of in-service training programs for physical education teachers.
This paper is designed to study how public values of viewers impact on the necessity of public service broadcasters and the willingness to payment of TV license fee based on the public-opinion survey regarding raising KBS TV license fee which was submitted to the National Assembly in 2013. To investigate this influence, seven main projects presented by KBS are classified into five public values of public (service) broadcasters such as quality, diversity, universality, social value and global value. The seven key performance tasks were presented by KBS. The study results are summarized as follows. Firstly, the survey group who selected the digital welfare enlargement by free terrestrial multi-channel broadcasting among public values recognized as highest the necessity of public service broadcasting as the most highly. Secondly, regarding the question of raising license fee, 72.4 percent of respondents were in favor of 1,000 won and 43.9 percent of respondents were in favor of 1,500 won. The result of this study shows that public service broadcasting has the possibility of securing the legitimacy of license fee policy when public service broadcasters faithfully carry out the five public values as above.

Purpose: This study primarily aimed to investigate the short- and long-term remission rates of type 2 diabetes (T2D) in patients who underwent surgical treatment for gastric cancer, especially patients who were non-obese, and secondarily to determine the potential factors associated with remission. Materials and Methods: We retrospectively reviewed the clinical records of patients with T2D who underwent radical gastrectomy for gastric cancer, from January 2008 to December 2012. Results: T2D improved in 39 out of 70 (55.7%) patients at the postoperative 2-year follow-up and 21 of 42 (50.0%) at the 5-year follow-up. In the 2-year data analysis, preoperative body mass index (BMI) (P=0.043), glycated hemoglobin (A1C) level (P=0.039), number of anti-diabetic medications at baseline (P=0.040), reconstruction method (statistical difference was noted between Roux-en-Y reconstruction and Billroth I; P=0.035) were significantly related to the improvement in glycemic control. Unlike the results at 2 years, the 5-year data analysis revealed that only preoperative BMI (P=0.043) and A1C level (P=0.039) were statistically significant for the improvement in glycemic control; however, the reconstruction method was not. Conclusions: All types of gastric cancer surgery can be effective in short- and long-term T2D control in non-obese patients. In addition, unless long-limb bypass is considered in gastric cancer surgery, the long-term glycemic control is not expected to be different between the reconstruction methods.
Philosophical roots and discussion frames of neoliberalism are very heterogeneous and approaches to neoliberalism including anarchism, post-neoliberalism also take diverse stances. Even if neoliberalism is losing legitimacy and stability through the global financial crisis, 2008, spatial perspective is becoming more and more important as neoliberalism constantly evolve with creating immense variations. Especially, urban space has become strategically crucial arenas as spatio-temporal strategies and generative nodes for reproduction of neoliberalism. Urban enclosure plays a key role in the specific process of neoliberal urbanization as a kind of capitalist formal and real subsumption. Contemporary capitalism continuously has been sustaining the accumulation by dispossession based on urban enclosure through reshaping the primitive accumulation mechanism. These enclosures are embodied by the change of public use concept from public ownership to economic benefits and public-private taking for private capital. Urban enclosure promotes reification deepening the separation and alienation of workers from the means of production and survival, and interdiction from free place appropriation, transformation of urban economy to patrimonial forms. Also it is pervasive in a daily life space and everyday experience in the city, and private tangled social rules dominate public space and the publicity of space.
Recently, a long strike by hospital labor union emerged as a serious social issue. During the Worldcup Games in June, 2002, labor strikes broke up at 'C', 'K' and other hospitals, and in 2007, 'Y' hospital suffered much from a strike. Such series of extreme labor disputes have awakened people of importance of a more stable labor-management relationship for the medical institutions responsible for people's health than any other business organization. The purpose of this study was to examine the labor-management disputes at 'Y' hospital in 2007 and 'C' and 'K' hospitals in 2002. The results of this study can be summarized as follows; First, requests of the labor union such as pay raise, reemployment of the irregular workers as regular employees and participation of the labor union in personnel affairs are the long-held or core issues suffered by the medical institutions. Such issues are not independent from each other but complicated with each other surrounding the pay raise. Accordingly, it is not easy to determine the genuine bone of issue for labor-management disputes. Second, the model type of disputes between labor and management at medical institutions may be strike. However, it is conceived that the type of disputes would be subject to change as the essential medical service area system began to be operated since 2008. Third, the common characteristic of the labor strike among the 3 sample hospitals was occupation of the hospital lobby for a sit-in strike to maximize the negative effects of strike. Article 42 (Prohibition of Violence) of Labor Union and Labor Relation Coordination Act prohibits occupation of production or other important business facilities. In addition, since Ministry of Labor interprets that the hospital lobby belongs to the important business facilities enumerated by Article 42 of the above act, occupation of the hospital lobby for a sit-in strike may be too controversial to be admitted as a fair act of labor dispute when its legitimacy should be judged. Fourth, the counter-measures taken by the hospitals against the strike were observance of the principle 'no labor no pay,' closure, legal action, accusation, claim for recovery of damage, provisional seizure, disciplinary punishment, etc., but the principle of 'no labor, no pay' was not applied in a fair manner by 'C' and 'K' hospitals. However, 'Y' hospital applied this principle thoroughly to the strike; the hospital conduced to correction of the wrong labor-management relationship by refusing inclusion in the labor collective agreement of a provision about payment of wage during the period of strike or labor union's request to that effect during a strike. In addition, 'Y' hospital took an effective measure to end the strike earlier by notifying the labor union of cancellation of the collective agreement and banning the unionists from entering the hospital.
The purpose of this study is to find the research identity of the Korea Intelligent Information Systems Society through the profiling methods and co-word analysis in the most recent three-year('2014~'2016) study to collect keyword. In order to understand the research identity for intelligence information system, we need that the relative position of the study will be to compare identity by collecting keyword and research methodology of The korea Society of Management Information Systems and Korea Association of Information Systems, as well as Korea Intelligent Information Systems Society for the similar. Also, Korea Intelligent Information Systems Society is focusing on the four research areas such as artificial intelligence/data mining, Intelligent Internet, knowledge management and optimization techniques. So, we analyze research trends with a representative journals for the focusing on the four research areas. A journal of the data-related will be investigated with the keyword and research methodology in Korean Society for Big Data Service and the Korean Journal of Big Data. Through this research, we will find to research trends with research keyword in recent years and compare against the study methodology and analysis tools. Finally, it is possible to know the position and orientation of the current research trends in Korea Intelligent Information Systems Society. As a result, this study revealed a study area that Korea Intelligent Information Systems Society only be pursued through a unique reveal its legitimacy and identity. So, this research can suggest future research areas to intelligent information systems specifically. Furthermore, we will predict convergence possibility of the similar research areas and Korea Intelligent Information Systems Society in overall ecosystem perspectives.
The purpose of this study is to start from the recognition of the problem of why the sanctions of the international community could not indicate a great effect. In order to find answers to this question, this study focuses on China's aid to North Korea and analyzes the determinants of support for North Korea. Despite a tough international community's sanctions against North Korea, China has taken a dual stance on sanctions and support for North Korea. As for this dual attitude of China, this study approaches the internal and external situation of the support to the North with the rationale for the Two-level game theory. China's sanction against North Korea could be divided into two categories: external factors and domestic factors. These factors include strengthening supremacy in China, checking the US, playing a responsible role in China, securing resources in North Korea, sustaining stable growth in China, maintaining the legitimacy of China's socialist political system, and spreading the Beijing consensus. Based on the analysis of these factors, it could be expected that China's aid for North Korea will be official, informal, or continuous, and it will be difficult for the North to stop supporting North Korea or deteriorating North Korea- China relations.

This paper is to analyze the language education policy in the context of multilingualism. As the majority of the population are multilingual, language policy should be centered on the multilingual speakers as the norm, and multilingual language policy is the best route which we can follow as a language policy in education. The motivation and legitimacy of the multilingual policies are suggested in terms of 6 different perspectives: identity, sustainability, equity, World Englishes, machine translation, and Universal Grammar (UG). As a model of language policy, the English-Plus (i.e., English+n) policy and similarly the Korean-Plus (i.e., Korean+n) policy are suggested to be the most appropriate language policies in the field of education in America and Korea respectively. These plus policies aim at bilingual fluency in both the native language and other foreign languages that are constitutive of the multilingualism of the country in which the bilingualism is treated as a variant of multilingualism. In a period of convergence and diversity in the 4th Industrial Revolution, language diversity and multilingual policy should be considered as a right to be protected or as a resource to be conserved rather than as a problem to be solved.
The state has the constitutional duty to secure the safety of its citizens and provide protection against any physical dangers. The Republic of Korea has a high threat of nuclear, biological and or chemical(hereafter referred to as NBC) attack from the Democratic People's Republic of Korea. Thus, the state has a responsibility to form a legislation to provide the protection for its citizens and implement duty to guarantee the human rights. Under the current legislation, the 'United Defense Act', 'Framework Act on Civil Defense' that are applied under wartime conditions are insufficient in providing the protection of the citizens of the state in the occurrence of NBC attack. Therefore, it is necessary that the 'Act for the Protection of Citizens in the occurrence of NBC Attack' is legislated to provide a system that protects the nation's citizens under the wartime conditions mentioned above. This paper incorporates a theoretical analysis of the need for the constitutional responsibility of the state to provide protection for its citizens under wartime conditions, the necessity of a specific measure to protect citizens during NBC attack, the relationship between 'Act for the Protection of Citizens in the occurrence of Nuclear, Chemical and or Biological Attack' and current legislations that are applied under wartime conditions, and the particulars of the proposed act.
Government-funded research institutes in the field of science and technology of Korea have contributed to the growth of the national economy and industrial development since the 1960s. However, those institutes recently have faced with criticism over the R&D performance on investment. Accordingly, we suggest two analytical approaches that estimate the economic benefit of the R&D performance of those institutes, (1) 'bottom-up' approach that aggregates the economic benefits of individual performances, e.g., technology transfer, technology support for small and medium enterprises, and the supply of researcher manpower and (2) 'top-down' one that estimates the contribution of those institutes on the economic growth of the industries that the R&D performance of those institutes is mainly utilized. In addition, by applying two approaches, we computed the economic benefit of the performance of the K institute in the 1996-2014 periods at 12.3 trillion won and 29.5 trillion won, respectively. Lastly, we suggest the feasibility of two approaches from the perspective of complementarity. Our study provides analytical approaches that estimate the economic benefit of the R&D performance from government funded research institutes in Korea. Lastly, our study contributes to the understanding of public on science and technology as well as the enhancement of legitimacy on those institutes among the public.
