  • Based on reviewing the literature and statistical year books on current projects that are targeting Industry 4.0 and Smart Factory, this paper aims to show concepts of Industry 4.0, and Smart Factory. Also it shows 5 projects for Industry 4.0 led by governments that worry over their low employment and productivity in main industrialized countries: Germany, China, Japan, the USA, and Korea. In addition it presents some problems which are very important but easy to be overlooked, especially on employment, and it makes three suggestions to solve employment problems. First, government should tax the profit which a company makes on reducing workers in spite of a high rate of profit through technology innovation. Second, to help small businesses to last longer, government should link major companies and small companies. Third, government, academic circles and the industrial world should take part in configuring consortia like American "Industry talent Consortium" to cultivate IT Talent.

  • In a recent paper (Hartwig, ms.) I have shown that it is possible to understand and discuss the changing Austausch (i.e., exchange of air parcels between different atmospheric layers) between the stratosphere and troposphere by means of long-term measurement on series of spallation products. It is well known (Friend 1961; Muet et al. 1966, Hartwig et al. 1969) that there is a seasonal pattern in the 7Be concentration of ground-level air with a maximum during May-June. This maximum is caused by enhanced exchange processes between the atmospheric compartments of the stratosphere and troposphere during this interval. Generally, those exchange processes are a consequence of stability and dynamics of the atmospheric compartments, which themselves result from, among other factors, the distribution of the heat sources in those compartments, namely the ground and the ozone layer. Because of the growing importance of anthropogenic infrared-active gases in the atmosphere, it is to be expected that the relative importance of those original, naturally occurring heat sources will be of lesser significance, thus altering the Austausch. And indeed, it has been shown (Hartwig, ms.) by considering the ratio of the annual maximum and minimum during a 28-yr period of 7Be ground-level concentration at Braunschweig, Germany (10$^{\circ}$33'E, 52$^{\circ}$17'N) (Kolb 1992; Wershofen 1993), that there is a steady decline in that ratio, thus indicating alteration of atmospheric Austausch within the last three decades.(omitted)

  • This study conducted comparative study on autonomous car's industry policy and corporate strategy of US, China, Germany, Japan and Korea. By analyzing core technologies and industry paradigm shifts of autonomous car industry, I was able to figure out autonomous car has high potential to be dominant transportation in the future and it is important to construct core competency in technology area. The meaningful findings by analyzing various primary and secondary data are as followings: First, in case of US, Google was leading autonomous car industry by developing its own OS and Platform. US government has been actively supporting and interacting with private firms and Universities for stimulating industry/technology convergence and establishing standard. Second, in case of Germany, autonomous car development was leading by several auto makers such as Mercedes, BMW in Hardware and manufacturing area, and German government was focusing on deregulations for private company. Third, in case of Japan which quite similar with German situation, they were both independently developing technology and expanding alliances with MNCs. And Japanese government was supporting triple helix system construction between local companies and universities. Fourth, in case of China, autonomous car industry was leading by IT companies, and various cooperations between IT companies and automakers were established. Chinese government was regulating foreign companies and supporting domestic companies both in market and technologies Last, in Korean case, the active and extensive alliances were lacking in Korean companies while strategic and strong government supports were missing in public sector. For competing with other countries and players, more active collaboration between different countries and strong policy supports are needed in Korean auto industry.

Are Pension Systems between the UK, Germany and Sweden Converging? Focusing on Benefit Adequacy and Financial Sustainability (영국, 독일, 스웨덴의 연금제도는 수렴하고 있는가? 급여 적절성과 재정적 지속가능성을 중심으로)

  • This paper examines whether the pension systems of the western countries which was traditionally classified into the Beveridgean and Bismarckian pension regime will converge after recent pension reforms in the financial sustainability and adequacy perspective by comparing between UK, Germany and Sweden. As a result of pension reforms for the last 20 years, the gap between the Beveridgean and Bismarckian pension regime will be likely to decrease and, in particular, the tendency to convergency in adequacy is found. Even though it is not jumped to a conclusion that public pension expenditure between the three countries is likely to converge, the tendency to convergency in financial sustainability is also found if the difference of demographic aging between countries is considered. The paper suggests that it is necessary to make agreement between the range of pension expenditure and replacement ratio that western countries suggest in pension debate in Korea, instead of hitherto useless controversy between financial sustainability and adequacy.

  • This Study has been carried out to make a recommendation for the next amendment of the Infectious Disease Prevention Act with a specific focus on the kind of notifyable disease. Korean, Japanese, German, U.S, English and French acts on infectious diseases prevention were reviewed, compared with and analized in regards of numbers and kinds of notifyable infectious diseases and their tendency of amendments. An criteria was designed to assess the level of validity of diseases to be designated in the act. Four items, the fatality (greater than 10% or not), the possibility to make a big epidemic, the availability of efficient vaccination and the usefulness of isolation, are used in the assessment. This index is applied to the diseases in Korean and other countries' Infectious Disease Prevention Acts. Results are as follows: 1. The Korean Infectious Disease Preventon Act has a unique way of classifying the notifyable infectious disease, that is, the first, the second and the third class. But the author cannot find the basis of classification. No other countries reviewed have the similar classification. 2. The ten diseases, cholera, plague, yellow fever, diphtheria, typhoid fever, poliomyelitis, rabies, tetanus, malaria, and meningococcal meningitis are designated as the notifyable diseases not only in Korea but also in Japan, Germany, United States, England and france. 3. Thirty seven diseases including small pox, Lassa fever, anthrax, influenza, German measles, Legionellosis, infection with E. coli O157:H7, Q-fever, brucellosis, Lyme disease are designated as legal disease at least one of the above mentioned countries. 4. The Korea has been coped with the change of the infectious disease occurrence for last fifty years in amendment of the Infectious Disease Prevention Act. 5. Japan has a special infectious surveillance system composed of 3,880 clinics throughout the whole country. 6. Germany has classified infectious diseases in five categories which are based on seriousness of disease. Any confirmed death, cases and suspected cases in class I should be reported within 24 hours. But only confirmed death and cases in class II, but not suspected cases, are reportable in Germarny. 7. Plague, bacillary dysentery, pertussis, mumps, Japanese encephaltis and Korean hemorrhagic fevers are diseases with high credits validity index among Korean legal disease. 8. German measles, anthrax, E. coli O157 : H7 infection, Lassa fever, Q-fever, brucellosis are high in validity index among those which are not designated in Korea but designated in other countries. In conclusion, the Korean Infectious Disease Prevention Act has well been coped with the changes of infectious disease occurrence for last fifty years, but the classification basis and the validity of diseases to be designated as legal diseases is worth reevaluating.

  • This research purposed to analyse the diversity of the long-term care system based on the dependency/independency of the aged. For this purpose, we divided the long-term care systems to three components; form of benefit, generosity of benefit and delivery system. Form of benefit is whether the benefit is cash or in-kind, and the generosity of benefit is related to the level and coverage of benefit. The last concerned to focus on provider and user selection. According to this, we tried to make an ideal type of long-term care in the perspective of citizenship and consumerism. As a result, we established four types of long-term care system; active citizen type, passive citizen type, latent citizen type, and family dependent type. And we investigated Austria, Sweden, Germany and Korea for each type empirically.

  • Evaluation methods are employed in environmental impact assessment to choose between different project site, to determine the required measures to compensate impact and to decide whether the environmental impacts are more important than the social or economic effects of a project. The main obstacles that restrict use of quantitative evaluation method are a Lack of knowledge about the environmental effects (e.g. if impacts on wildlife or landscape amenities are predicted) and the relative importance of economic and social issues compared with nature conservation stability of ecosystem or landscape beauty. In Germany, the most common method for site planning is the "ecological risk analysis". It is a kind of multi-criteria-decision-method based on quantitative and qualitative description and ordinal ranking. The various kinds of "ecological balancing methods" that are more recently developed (within the last decade) to quantify the required amount for compensatory measures instead often use cardinal figures to express the value of ecosystems, the intensity of impacts, the need for additional measures to compensate for long recuperative periods when restoring ecosystems and so on. There are still only a view attempts to quantify decisions between environmental and socio-economic issues. Multicriteria-analysis as well as cost-benifit-analysis was used. Some new approaches which are still in a preliminary status are based on contingent valuation and on calculations for compensatory payments (instead of compensatory measures).

  • Compact Near Infrared Diode Array Spectrometers offer new possibilities for on line quality assurance in the agricultural sector. Due to their speed and complete robustness towards temperature fluctuations and mechanical shock Diode Array Spectrometers are suitable for the use on Agricultural Harvest Machines. The growing consumer consciousness of food quality in combination with falling manufacturing prices demands procedures for an effective quality control system. The various conventional types of NIR instruments which have so far been used in laboratories are unsuitable for mobile applications under the rough conditions of field cropping not only because of their slow speed of measurement but also because of their shock sensitive filter wheels and monochromators necessary for fractionating polychromatic light. Another advantage of the on line use is the reduction of the sampling error because of the continuously measurement of the whole product. Considering the large economic importance of the dry matter content on agricultural products it is of particular advantage that water belongs to those constituents which are most easily assessed in the near infrared. While other constituents of economic importance such as starch, oil and protein in grains and seeds have a much lesser effect on NIR signals, their contents can nonetheless be assessed with high analytical precision on freshly harvested grains and seeds. In the last years several applications for on line quality assessment on harvesting machines were developed and tested. The talk will give an overview and outlook on existing and future possibilities of this new field of NIR applications.

  • The design trend of train nose has been developed through interrelation of social culture and trains. Along with the changes of social culture and train nose of the advanced railway countries (United Kingdom, Germany, France, Japan, Korea) have been divided into the 6 periods from the 1800's to 2008. First, the design changes on the Image scale, Munsell system, Design positioning map of train nose have been confirmed. Second, the design trend of train nose through social culture has been analyzed. Last, the research on the design trend on train nose of each country has been done. The result shows that the design trend of train nose is a progressively structural, practical, popular, humane, eco-friendly and state-of-the-art design trend.
