중견건설업체의 다중현장관리를 위한 자재조달계획 지원 모델 (Material Planning Model for Multi-Project Management in Medium-sized Construction Companies)

  • 건축공사의 규모가 대형화, 복잡화, 다양화 되면서 개별 현장에서 공사수행에 따른 많은 정보가 발생하여 본사로 보고 되고있다. 이러한 정보들 중에서 개별 현장 및 다중 현장을 동시에 관리하기 위해서는 필요정보만을 추출하여 경영진이 의사결정을 할 수 있는 지원체계의 필요성이 증가하고 있다. 하지만 중견건설업체의 경우 대형건설업체와 비교할 때 본사 조직의 미비 및 관리업무 시스템이 취약하여 다중현장관리가 어려운 실정이다. 특히 이러한 현장관리에 있어서 자원관리의 대부분을 차지하는 자재관리는 프로젝트 관리자의 중요한 관리대상이다. 그러나 자재조달계획을 일정정보와의 연계가 없이 주로 담당자의 경험과 판단에 근거하여 수립하기 때문에 일정이 변경될 때마다 계획을 수작업으로 수정해야하는 실정이며, 이로 인한 불필요한 공기지연이나 재고비용이 발생하고 있다. 본 연구에서는 중견건설업체가 다수 현장을 동시에 관리할 수 있도록 현장의 작업 일보와 공정관리 소프트웨어의 연계를 가정한 자재조달계획 지원모델을 제시한다.

한국의 80~90년대 소득분배와 대규모 주택공급정책의 상호관계에 관한 연구 (A Study on Mutual Relationship between Korean Income Distribution during 1980s-1990s and Huge-scale Housing Supply Policy)

  • This study aims to examine the relationship between the improvement of the income distribution index from the late 1980s to the 1990s and large-scale housing supply projects such as the 2 million housing construction project. Looking at Korea's economic development in terms of income growth and distribution, GDP has continuously increased since the establishment of the government, especially in the late 1980s. The Gini Index, a representative income inequality index, rapidly deteriorated in the early 1970s, and gradually improved from the late 1980s. The 2 million housing construction project, announced in 1988, supplied a third of the existing nationwide housing stock of 6.5 million units in three years. The project cost was 65 trillion won, equivalent to 50% of Korea's GDP at the time. This study questioned whether the ratio of the number of employed workers in the construction industry was a variable directly affecting the Gini Index. To verify this, the causal relationship between the proportion of employed workers in the construction and manufacturing industries and the Gini Index from 1979 to 2008 was statistically analyzed. For this, the ARIMA model was established for each variable, and the correlation of their residuals was verified. The 2 million housing construction project had the effect of improving income inequality in terms of rising wages for production workers and creating jobs for the low-educated and low-income class. During the project period, the number of middle-income earners increased sharply, and the income gap between the high-income and low-income earners greatly decreased. The expansion of the construction volume can be used as a powerful and direct policy tool for improving income distribution. However, the effect may be limited. When the proportion of workers exceeds the threshold, the effect is weakened.

사례분석에 의한 HPC공법의 공사비 분석 (Construction Cost Analysis of HPC Method by PC Construction Project Cases)

  • This study was carried out as basic study to apply to construction site the HPC method which is being developed. The construction cost of HPC method was analyzed in comparison with conventional method (half slab method). With regard to research method, it was decided that data on construction work carried out by half slab method was analyzed. According to the results of study, in case of being applied to the construction work using a divided column, the number of columns was decreased. So, it was shown that member production cost, and transport and assemblage cost reduced. In case of being applied to construction work using an undivided column, the analysis showed that there was little difference in construction cost. Therefore, the analysis showed that, if HPC construction method was applied to large structure using a large column, the construction cost was reduced to some extent in comparison with conventional half slab method.

  • Construction IT convergency proposes advanced management abilities of a construction project. Sensing data provided by various sensor technologies can be utilized for diverse management areas. This study analyzes required functions of sensors for implementing time, cost, safety and quality management, focusing on the ground works including excavation, pipe installation, retaining wall etc. Therefore, this study first generates essential management areas, analyzes cutting-edge sensor technologies appropriated for the areas, and finally proposes a matrix system that represents relationships between the management areas and sensor technologies, The proposed system is expected to reinforce construction management abilities by integrating sensor technologies.

Comparative Performance Analysis of Robot-based Automated Construction System Using a Real Scale Test Project

  • A large-scale research project to develop a robot-based automated building construction system for steel structures was successfully conducted in South Korea. This paper discusses the results of the real-scale test and the key lessons gained from the testing process. The system was assessed in terms of system productivity, construction cost, quality control, and safety improvements. While the productivity of the automated system showed an improvement of about 9.5%, the construction cost was about six times higher than that of the conventional method. The field test also indicated that the automated system requires more on-site quality control measures. However, because the system can eliminate the causes of various safety accidents, safety levels might be expected to be improved significantly. It is expected that this paper will provide knowledge and insight for developing new systems, and the results of the real-scale test might be useful for other researchers and similar research projects in the future.

  • Even large construction projects of nuclear power plant construction and production data is increasing dramatically due to the introduction of ICT technologies, such as 3D scanning technology, wireless communication technology, virtual construction management technology. There are various attributes and types of data to be produced and managed because the documents generated by the contract method are different from the cost processing method. According to the requirements of the international nuclear bid, it is required to present the cost that is calculated based on resource quantity. This research considers ways in which the cost management based on the resource quantity.

Lessons learned from Multinational Parties Involved Program Management Consortiums in Korea

  • This study explores the issue of program management consortia involving multinational participants. The aim of this research was to leverage advantages in program management (PM) skills and PM model improvement in product line construction in mega scale construction programs, typically funded by public funds. Such ventures involve multinational parties using dedicated partnering based on a program management consortium (PMC) to reduce confrontation between parties in complex circumstances, allowing an open and non-adversarial approach to project management. This research also seeks to implement an ongoing feedback program of best practices and lessons learned to minimize the repetition of mistakes and to reduce costs in sequenced construction. Recently, the Korean government has planned to undertake three large new projects: the Korean Peninsula major river maintenance, the reclamation of Se-Mangum, and the Science/Business City. This paper starts by providing a framework for the cost-reduction strategy for the United States Forces Korea (USFK) Relocation Program, which will be funded with public funds and a private fund investment (PFI) that combines programs executed by two governments as owners and multinational stakeholders, joined in the PMC. The establishment of project-oriented consortia is an innovative and non-adversarial approach to massive international construction projects. Such projects have used various tools effectively and skillfully. This experience may offer an opportunity to practice new and advanced program management delivery methods, and it is expected that Korea will gain a competitive advantage in the international construction market.

  • The quality of performance evaluation on engineering consultants that provide design-related technical services is difficult to be measured, and only a handful of papers discussed the quality during the design stage. Although design cost is relatively far less than construction cost for a project, the decisions made in the design phase have a significant impact on the final products of the project, especially for large public construction projects. Therefore, this research focuses on reviewing and then establishing a performance evaluation framework for the consulting firms that execute detailed design and provide technical services for the Taipei Rapid Transit Systems (TRTS). By interviewing experts, this study first established a set of indicators to evaluate these firms' performance. Then, those indicators were incorporated into the four aspects of balanced scorecard (BSC) to establish the architecture of the evaluation mechanism. The weight of each indicator was calculated by analytic hierarchy process (AHP) from a survey conducted among experts. The results showed that the top-three indicators were quantity take-off, functions conformity, and budgeting. The framework of performance evaluation established by this study can be applied to measure service performance during the design stage. It not only facilitates the monitoring of consulting firms, but also helps to reduce unnecessary change orders and disputes during the construction stage.

  • 오늘날 건설수요는 고도화, 프로젝트의 대형화, 공사여건의 복잡화와 같은 외부환경에 의해 변하고 있다. 이에 정부에서는 외부환경의 변화에 적절히 대응하고자 선진화된 발주방식을 도입하였다. 그러나 이러한 의도와는 달리, 기 발주된 프로젝트에서는 발주방식별 장${\cdot}$단점 등이 효과적으로 나타나지 못하고 있다. 이러한 원인은 사업의 기획단계에서 발주방식을 선정할 때 사업의 특성을 충분히 반영하지 못하는 현재의 "대형공사 입찰방법 심의기준"에서 그 원인을 찾을 수 있다. 따라서 본 연구는 프로젝트의 특성에 따른 적절한 발주방식을 적용하기 위하여 발주방식 선정기준을 위한 모델을 제시하고자 한다.

  • 대형 건설프로젝트의 효율적인 운용을 위해서는 프로젝트 각 분야간의 유기적인 관리체계가 필수적이라 할 수 있다. 대형 건설프로젝트의 관리업무 중 일정, 비용, 자재, 노무관리업무는 상호 유기적 종합관리를 가능하게 하는 업무들이며 이들을 종합적으로 $분석\cdot평가$할 수 있는 데이터 중심의 정보교환체계가 필수적이라 할 수 있다. 건설프로젝트관리의 $비용\cdot일정관리$업무에서 발생하는 자료의 중요성 및 활용빈도는 타 관리보다 높으며 건설공사의 효과적인 수행에 미치는 영향이 크다. $비용\cdot일정$ 통합데이터 통합관리를 통한 건설프로젝트관리체계를 수립하는 것은 생산성 측면과 자료 활용도 측면에서 더욱 효과적이라 할 수 있다. 본 논문에서는 $비용\cdot일정$ 통합 데이터베이스를 기반으로 하고 비용, 일정, 자재, 노무관리에 관련된 현장업무 분석을 통하여 대형건설공사의 프로세스 및 데이터 모델링을 통한 제반 필요정보의 분석 및 구조화를 제시하고자 한다.
