A Study on the Risk Management Strategy of the Large Scale Construction Company According to the Change of Real Estate Market (부동산시장 변화에 따른 대형건설사 리스크관리 방안에 관한 연구)

  • As the government announced Real Estate Policies on August 02, most areas except for Seoul cities face increasing business risks. Moreover, the government control over financial sectors' loan leads to the highly possible contraction of new distribution markets. The market trend could bring about the reduction of new demand in PF (Private Financing) business that large construction companies mainly concentrate on, and even the business already obtained has a high risk of being distributed, which could result in substantially low profitability. The currently unstable financial structure of most construction companies is caused by the hike of the prime cost of foreign plants except for that of a few construction companies. If PF (Private Financing) business also faces a difficult situation in such a financial condition, even large construction companies come to have the high possibility of a deficiency in credit rating. Accordingly, the major business that large construction companies concentrate on needs the sufficient business review. It is desirable to make a bid for business guaranteeing stability rather than business solely in consideration of profitability, when participating in a competition for a new construction contract.

  • Around 80% of the 63 million people in the UK live in urban areas where demand for affordable housing is highest. Supply of new dwellings is a long way short of demand and with an average annual replacement rate of 0.5% more than 80% of the existing residential housing stock will still be in use by 2050. A high proportion of owner-occupiers, a weak private rental sector and lack of sustainable financing models render England's housing market one of the least responsive in the developed world. As an exploratory research the purpose of this paper is to examine the provision of social housing in the United Kingdom with a particular focus on England, and to set out implications for housing associations delivering sustainable community development. The paper is based on an analysis of historical data series (Census data), current macro-economic data and population projections to 2033. The paper identifies a chronic undersupply of affordable housing in England which is likely to be exacerbated by demographic development, changes in household composition and reduced availability of finance to develop new homes. Based on the housing market trends analysed in this paper opportunities are identified for policy makers to remove barriers to the delivery of new affordable homes and for social housing providers to evolve their business models by taking a wider role in sustainable community development.

  • 효과적인 주택정책의 수립을 위해서는 인구, 가구, 주택 수 및 가격 등 다양하고 정확한 데이터가 필요하다. 최근 데이터에 기반한 다양한 의사결정 지원 및 분석시스템이 등장하고 있으며 빅데이터를 통한 분석의 필요성은 꾸준히 대두되고 있다. 본 논문에서는 행정시스템 및 데이터를 기반으로 주택시장을 분석하기 위한 오픈 플랫폼 기반의 통합 플랫폼을 구현하는 것을 목표로 최신 기술 및 요구사항을 반영한 설계적 접근 방법을 제시하는 것을 목적으로 한다.

Korean Public Rental Housing for Low-income Households: Main Outcome and Limitations

  • This paper examines the achievements and limitations of housing assistance programs for low-income households. Korean public rental housing has been rapidly developing since 2000, and thereby achieved an increase in public rental housing stock, housing quality improvements, and the reduction of rent over-burden for low-income tenants. Despite some conflicting evidence, it appears that the provision of newly-built public rental housing has helped stabilize the prices of neighboring private rental housing units. But, as we are entering an era of one million long-term public rental housing units, we need to shift our focus from quantity-oriented provision to housing maintenance for tenants, and from cost-based rental housing to affordable rental housing and better access to rental housing for low-income tenants who are not beneficiaries of government assistance. Most of all, it is very important for local governments and the private sector to actively participate in the provision of public rental housing in order to ensure a stable rental housing market.

  • 오픈플랫폼 기반 주택시장 분석 플랫폼은 Linux(CentOS) 서버를 운영체제로 주택 분야 빅데이터 수집/가공/분석/예측을 위하여 Hadoop 기반으로 구축한 플랫폼이다. 오픈소스 플랫폼을 기반으로 다양한 대규모 데이터를 분석하고, 미시/거시 모델을 적용하여 그 예측력을 검증하고자 한다. 본 연구에서는 기존 방식으로 분석하던 Windows 기반의 E-Views 거시 분석 모형을 오픈소스 분석 플랫폼을 구축하고 이와 연계하여 결과를 도출하는 방안을 제시하고자 한다.

  • In this paper the recent studies of digital governor for the Diesel Engine in Korea is summarized and that of usage in the marine and land field as of power plant is analyzed for the interest and development of the enterprise with relation with relation to this industrial part. Our investigation shows that until now the studies on the digitl governor are mainly carried out in KMU and land usage for the power plants is increased gradually because reliance of digital governor is improved and system for the maneuvering and monitoring the plants is computerized.

  • This study is focusing on the needs to introduce policy decision making based on identification of the definition for 'business life cycle' and 'public enterprises' for proper public enterprises management. For this purpose, the study is planning to define categorical variables for enterprise life cycle and provide basic data for public enterprises management policy. This study explored 'Korea Expressway Corporation', 'K-water', 'Korea Railroad', 'Korea Land and Housing Corporations', because of they are the public institutions recently underwent 'management normalization policy' due to rapidly increasing debt. First, there follows the analysis on priority and standard of categorical variables for quasi-market oriented SOC public enterprise life cycle by using AHP and frequency study on expert survey. Next, this study investigated and analyzed the enterprises management plan for expected 'declining period' through forecasting 'declining period' by conducting 2nd expert survey.

Effects of Seodaegu Station Development on the Surrounding Apartment Market: Focus on the Effects of Educational Environment (서대구역 개발이 주변 아파트 시장에 미치는 영향 분석: 교육환경이 미치는 영향을 중심으로)

  • Apartments constitute 64% of the housing type composition, representing the highest proportion among housing types. This proportion has been increasing annually. Given this trend, apartment prices are likely to have a significant impact on the national economy and people's livelihoods. This study examines the impact of the recent development of Seodaegu Station on the surrounding apartment market, with a specific focus on the effects of the educational environment. To this end, we conduct empirical analysis employing a hedonic price model and spatial autocorrelation analysis, based on actual transaction price data from the Ministry of Land, Infrastructure, and Transport. The study revealed three key findings: first, the development of Seodaegu Station positively impacted apartment prices. Second, this positive effect increases with the proximity to Seodaegu Station. Third, the enhancement of the educational environment nearby the Seodaegu Station development also positively influenced apartment prices. This study aims to serve as baseline research output for the public management of future metropolitan transportation facility development projects and for predicting apartment price trends.

A Pilot Study on the Present State and Transformation of Construction Management Actors of USFK's EC Projects (주한 미군 EC 프로젝트의 현황과 시공관리 주체의 변화에 대한 기초연구)

  • Emerging trends regarding USFK(United States Forces, Korea)'s EC(Engineering/Construction) market include: (1) introduction of MATOC(Multiple Award Task Order Contract); (2) increase of DB(Design-Build) contract; and (3) encroachment of large US-origin private EC firms upon Korea. This study analyzes the change of USFK's EC market with focus on the change of construction management actors for USFK's EC projects. Specifically, USFK's EC projects have been managed by FED(Far East District). Recently, however, the large US private EC companies substitute the role previously taken by FED. This phenomenon is accelerated by the business chances in Korea due to LPP(Land Partnership Plan) and intentions of US Government to save military construction costs by means of utilizing US private EC companies. The large US EC firms entering into Korea are business opportunities as well as challenges to Korean EC firms, which are contracting USFK's EC projects. This study concludes that, through teaming joint venture with the large US EC firms, the market changes can be opportunities to acquire foreign market information and learn advanced construction management skill from them.

A Study on Political Correspondence for Paradigm Change of Housing Chonsei and Monthly Rent Market (주택 전월세시장 패러다임변화와 정책 제언)

  • Recently, there has been changing the housing rental market paradigm structure which has been increased the ratios of partly monthly rental ratios, because of increasing chonsei's price, the preference of monthly rental and the rack of chonsei's supply amount. This study had done a survey of 1,400 people for private and public rental residents by region and housing types during Dec. 2014. According to the result of survey, Market participant prospect strongly to change chonsei to monthly rental market structure and the reason of rising of chonsei's price is the preference of householder's monthly rental because of decreasing interest rate and the rack of chonsei's supply amount. The housing policy's proposal of the stability of low income class's housing and jense's price strongly recommended the expansion of public rental housing supply and the activation of private rental housing, the expansion of chonsei loan, housing boucher etx. The rental market policy for high income class have desired to market autonomy than public side's intervention, on the other hands, the rental market policy for low income class have strongly need to the public side's intervention such as the contiuneous long-term rental housing supply.
