We have identified the paradigm, the knowledge structure, and the roles of S&T policy studies in Korea by empirical analysis and focus group interviews. First, it provisionally concluded that S&T policy studies in Korea are still in the pre-paradigm stage. Specifically, the level of consensus among scholars about the "academic definition of discipline" and "research scope", which is essential for an independent discipline, is still low. Next, a great part of the existing S&T policy studies in Korea is excessively weighted in specific research scopes and researcher groups. For a balanced development as an academic discipline, such imbalance must be overcome. Third, the studies in Korea showed that much of the research in the earlier stage was fragmented at the micro-level. More recently, however, S&T policy studies show co-evolutionary patterns, which increase the responsiveness of the society. Based on this analysis, the future direction of studies should form a unique flow of our own, building Korean policy cases and models rather than following those developed countries.

The quantitative study investigated perceptions of evaluative criteria in L2 writing between two groups - learners (N=212) and instructors (N=52) in Korea. Specifically, the purpose of the study is (1) to examine learners' and instructors' perceptions on evaluative criteria in L2 writing and to provide empirical evidence concerning how they respond to a list of them and (2) to ultimately devise appropriate rating criteria applicable to an EFL context like Korea. Analyses of evaluative criteria were conducted using factor analysis and yielded the following results: learner and instructor groups perceived the evaluative criteria differently and weighted them in a different way. For the learner group, the combined elements of grammar and language in use were identified as Factor 1 and mechanics as Factor 2. The results may infer that learners' response patterns are primarily linked to their instructors' writing practice in class, which may largely focus on grammatical knowledge based on lexical use and mechanical accuracy. Similarly, the instructor group acknowledged grammatical knowledge as Factor 1 and lexical use as Factor 2. The first two factors found in both learner and instructor groups indicate that in an EFL context like Korea, the form-then-content way of teaching and learning is still being considered more effective in L2 writing than any other method. Taking into consideration these perceptive similarities and differences between learners and instructors, the categories of evaluative criteria in writing include content and organization, grammar, mechanics, language in use, and flow of the essay, respectively.

Digital educational game market is growing as it expands to smart platforms such as smart phones and tablet PCs. As games have become digital in the classroom evolving to two-ways. In this paper, it designed that enables elementary students to acquire musical knowledge related to musicians through digital board games. By collecting achievement cards of musicians associated with. Elementary students repeatedly gain relevant musical knowledge in the end. The developed game was simulated using Petri net to check the gameplay flow.

In this situation, mobile learning based on the mobile devices (PDAs, Cellular phone, Tablet PC, etc) offers the opportunity to assist each individual and group to learn anytime, anywhere. The purpose of this study is to discuss development direction of game styled contents for mobile learning. we introduce the development direction and prototypes of mobile learning contents focused on game-styled activities as the alternative to make up for the weak points of the mobile devices.

The purpose of this paper is to suggest guidelines for building up an integrated information network(IIN) model that enables to enhance production, flow and use of knowledge and information. The IIN consists of four areas of key infrastructure, such as, education, labor market, school-industry cooperation, and lifelong education information infrastructure. Based on the analysis of current situations and problems of each information infrastructure, this paper raises variety of issues and solutions for the IIN model. Directions for building up the IIN includes both information base infrastructure and information support infrastructure.

This paper aims to clarify the change in industrial structure and industry itself, and makes suggestions for the industrial development direction at transitional periods in the Chungcheongbuk-do(province) region. Because profits of regional gross production in Chungcheongbuk-do region flow out of the region, basic industries must be brought up. For this phenomenon, main manufacturing must be developed for the industrial power of the next generation of high added values that combined with digital industry; the petrochemistry, semiconductor industry as major type of industry, and automobile industry as minor type of industry. Also for supporting industry, education service, health and welfare, research and development services that are knowledge-based service industries in Chungcheongbuk-do region, must be formated the network among corporations and constructed regional innovation system linked with educational institutions, precision chemistry industry and biology technology as major type of industry, and precision machinery and tools industry as minor type of industry.

The campus outdoor space in each city is a very important space for students and local residents. Especially, for students, indoor space such as classroom is the main place to learn knowledge. But the outdoor space provides an opportunity to interact with people in other sectors and it also gives an opportunity that can make students sense the flow of the times. Moreover, students have the opportunity to integrate knowledge of the other fields in the outdoor space. The campus also provides an important resting place for residents. Therefore the campus should be convenient for both local residents and students, and should be designed to let students and local residents communicate with each other in outdoor space. This study attempts to identify the problems of the outdoor space in such a point. The high scores of campus evaluation indexes are as follows: First, the lighting in the favorite space and installing seats in a green space of the vestibule get the highest score. Also, separation of a sidewalk and a roadway, the ease of holding events, simple food and beverage near the entrance, the interacting place of people, the resting place near the porch in cold winter, the lighting in a bus stop and parking lot also get good evaluations.

This paper discussed the factors that necessitated information networking, types of networks, benefits of information networking, library information networking and the University of Port 0Harcourt library network initiatives. Information networking is a process of communication, exchange of ideas, resource sharing and collaboration between individuals, organizations, institutions and libraries and it is facilitated by ICTs and the internet for improved accessibility. It has been brought about by information explosion, rapid advancement in information communication technologies, inadequate funding and increased demand for quality information. Networks can be classified into local, national, regional, and international networks and are formed to serve different categories of user communities. Benefits of information networking include resource sharing, on-line conferences and participation in programmes at distant centers, collaboration among scholars in different countries. Communication flow through the internet, social media, and electronic mail. Library information networking started with the interlibrary loan which has metamorphosed into library consortia in which groups of libraries partner to coordinate activities, share resources and combine expertise. The University of Port Harcourt Library network initiatives started with an e-granary (a CD ROM) and the establishment of a local area network. The library subscribes to more than 10 electronic databases. Information networking has greatly improved the sharing of resources in acquisition and dissemination of information resources since no single institution can acquire the overwhelming number of information resources in their various formats.
