  • The purpose of this research is to suggest a theoretical base and guideline for the national scientific and technical information center which is assigned to take charge of the management and building knowledge and information infrastructure of the national scientific technology. And the objective of this study is to contribute to strengthen the need of the building of the national scientific and technical information center and provide operation programs and vision toward information center which will be established later. This study suggests a plan and strategy which make it possible to conduct functions as the national repository, clearinghouse, and portal gateway of the electronic resource and propose space program for the optimal building construction. Therefore, the contents of this study cover the building of the national scientific and technical information center as well as the basic plan of scale and space program, validity analysis of site location and environment.

  • This study is concerned with the patentability and protection of intellectual property rights in Traditional Korea Medicine Paper. The results analyzed significance of patentability by investigated for many kinds of Traditional Korea Medicine Paper. It provide extension of intellectual property rights protection and further research region of TKM field by analysing information of patentability. Recently, In the protection of intellectual property rights, the importance of traditional knowledge resource in many country is increased. It will predict the number of apply for the patent increased annually This study will be provide judging guideline and strategy of intellectual property rights protection by search to detect all existing similar patents in Patent Office (Korea, Japan, U.S.A. EPO) about Traditional Korea Medicine Paper. As a result, It can not be investigated about 33% because of paper research or theoretical study or question investigation etc. But the case of 'The Korea Association of Herbology' and 'The Korean Oriental Medical Ophthalmology & Otolaryngology & Dematology Society' have about 10% rate. If it will be constructed DB system, they will be protected by national treatment.

Digital Competencies Required for Information Science Specialists at Saudi Universities

  • The objectives of this research were to identify the digital competencies required for information science specialists at Saudi universities and to examine whether there existed conspicuous differences in the standpoint of these specialists due to years of work experience with regard to the importance of these competencies. A descriptive analytical method was used to accomplish these objectives while extracting the required digital competency list and ascertaining its importance. The research sample comprised 24 experts in the field of information science from several universities in the Kingdom of Saudi Arabia. The participants in the sample were asked to complete a questionnaire prepared to acquire the pertinent data in the period between January 5, 2021 and January 20, 2021. The results reveal that the digital competencies required for information science specialists at Saudi universities encompass general features such as the ability to use computer, Internet, Web2, Web3, and smartphone applications, digital learning resource development, data processing (big data) and its sharing via the Internet, system analysis, dealing with multiple electronic indexing applications and learning management systems and its features, using electronic bibliographic control tools, artificial intelligence tools, cybersecurity system maintenance, ability to comprehend and use different programming languages, simulation, and augmented reality applications, and knowledge and skills for 3D printing. Furthermore, no statistically significant differences were observed between the mean ranks of scores of specialists with less than 10 years of practical experience and those with practical experience of 10 years or more with regard to conferring importance to digital competencies.

A Study on Objective and Content Domains of Marine Education in the Fish and Marine High School (수산·해운계 고등학교 해양교육의 목표영역과 내용영역에 관한 연구)

  • In this research, there was an investigation about the objective and content domains concerning marine education in the Fish and Marine High School. Also, validity and guidance level on the classification were analyzed. According to the analysis, analyzing guidance level of Marine related contents which are included in school marine education is as follows. There are 971 information and knowledge domains, 710 skill domains, 5 value and attitude domains and 8 behavior and participation domains in the objective domain in school marine education. The number of the knowledge domains was most while attitude domains was least. Content domain of school marine education consists of 774 ocean human and marine ecology domains, 461 artificial marine environment and facility domains, 290 marine resource domains, 76 marine pollution domains, 123 marine conservation and measure domains. So, ocean human and marine ecology domains were most while ethics of marine conservation domains were not included.

  • The purpose of this study is to find methods for utilizing digital room in public library and its efficient operation by analyzing the status quo of the digital rooms in public libraries, which had been built nation-widely about 5 years ago. It is found that it is urgent to supplement and improve the infrastructure of them. It is also required to build multi-functional digital rooms and an integrated operational system for digital rooms. Implementation of an integrated operational system, first of all, for applicable sections of digital room may be the best alternative. The multi-functional digital rooms can be built, which, in addition to its traditional function, can include a variety of original information resources and function of information creation using application programs, as well as functions such as education, information services, online/offline community creation, and activating information sharing. In the future, the digital rooms in public libraries must play a significant role as online/offline spaces, which are not the places for use and access to internet information resource, but for information/knowledge sharing and collaborative activities. It also must provide a communication channel between librarians and users as well as among users themselves.

A Study on Preservation Metadata Elements for Research Information (연구정보를 위한 보존 메타데이터 요소 개발에 관한 연구: 경제·인문사회연구회 연구관리시스템을 중심으로)

  • This study aimed at developing preservation metadata elements and its applications for research information which is considered as a valuable digital resource these days. Specifically, the developed preservation metadata intends to provide a basis for the research information of the government-funded research institutes in economic and social science fields which are major knowledge producers of national policy. To ensure the interoperability of the research information across various departments and organizations, this study compared the elements from the CERIF(European Standard) and those from the PREMIS Data Dictionary which is based on OAIS reference model (ISO 14721). Based on this comparative analysis, this study developed complementary preservation metadata elements based on the two standards' characteristics. Consequently, this study suggested a new preservation metadata elements and its applications that are compatible between the two systems and can be implemented in practice.

  • This study was conducted to grasp the changing user needs, especially the changing information needs of the vulnerable groups of knowledge and information. The study analyzed the information needs of the migrants in Area A by introducing a community-based participatory research methodology. The authors cooperated with the local community throughout the entire course of the study and proposed an inclusive library strategy for the underprivileged in the A region. Migrants were in demand for easy writing materials, reading activities programs, leisure culture programs, and literacy programs. In particular, it was analyzed that services should be provided through cooperation with related organizations. As a result of the study, it was suggested to provide experiences of deeply participating in the current library and to provide various information sources (resource guides) and to promote through children.

  • This study presents a design of Teachable Agent(TA) and its theoretical background. TA is an intelligent agent to which students as tutors teach, pose questions, and provide feedbacks using a concept map. TA consists of four independent Modules, Teach Module, Q&A Module, Test Module, and Resource Module. In Teach Module, students teach TA by constructing concept map. In Q&A Module, both students and TA ask questions and answer questions each other through an interactive window. To assess TA's knowledge and provide feedback to students, Test Module consists of a set of predetermined questions which TA should pass. From Resource Module, students can search and look up important information to teach, ask questions, and provide feedbacks whenever they want. It is expected that TA should provide student tutors with an active role in learning and positive attitude toward the subject matter by enhancing their cognition as well as motivation.

An Exploratory Study on the Career Competencies among the Middle-aged Employment Vulnerable Groups (중장년 고용취약계층의 경력역량 탐색 연구)

  • This study was conducted to explore the career competencies among the middle-aged employment vulnerable groups and to provide the basis for systematic career development and human resource development for the middle-aged and employment vulnerable groups. Interviews and expert advice for the middle-aged (40-64 years old) employment vulnerable groups were conducted. The main research results as follows. First, middle-aged employment vulnerable groups have different career requirements depending on their characteristics. Second, the career competencies of the middle-aged employment vulnerable group were composed five factors and 21 sub-detailed competencies including career cognitive competencies, career skill competencies, career attitude competencies, career transition competencies, and career resource management competencies. Third, as a result of the priority analysis of Borich and Locus for Focus, career goal setting, career implementation competency, employment and start-up information, job search skills were the top priorities, career identity, digital literacy, job market knowledge, and infrastructure utilization were the second priority.

A Human Resource Perspective on the Industrial Convergence: An Unbalanced Bipartite Network Approach (인적자원, 전공, 산업융합의 구조: 비대칭 이분네트워크의 활용)

  • Prior research regarding the macro patterns of industry convergence has focused on the inter-industry patent network and cross-industry movements of products or services. This article provides a novel approach, according to which human resources embodying explicit and implicit knowledge and technologies are important media driving industry convergence. Drawing on GOMS data (2015-2019) and using information of university graduates' academic majors and their occupations, this article proposes an analytic strategy by which to understand the macro patterns and structural features of industry convergence. Specifically, we build unbalanced bipartite networks of major-industry (occupation) relations, and construct the measures of the industry's niche width and the measure of the average degree of convergence of majors that each industry is linked to. By crossing the two measures, we identify four groups of industries(occupations); specialist, generalist, partial convergence, and full convergence. The convergence group is composed of industries (occupations) that acquire human resources from a number of academic majors each of which plays a role of glue connecting several local industries.
