  • The government announced a strategy for the world's leading science and technology from 2008 to 2012. South Korea government has committed 1.3 percent for joint research projects research among total budget. The goal of this paper is to find Strategy for international technological participating particularly EU. This paper consists of six chapters. Chapter 2 the status of international collaborative research participation of korean companies. Chapter 3 is the theoretical basic. Chapter 4 is research methods. Chapter 5 of this paper is presented EUREKA collaboration as core of this paper. Chapter 6 hat conclusions and policy proposals.

  • The process of international technical cooperation is quite complex. If the complexity is reduced and mirrored as a simple model, it could be of great assistance to government agencies and staff to support international technical cooperation. The purpose of this paper was to develop the underlying process model in international technical cooperation in the evaluation phase. The paper provides in the second chapter the theoretical background for developing a process model. In the third chapter, the features and the practical model of the evaluation phase are presented. Chapter four presents a case with substantial empirical analysis of the development model. EU FP7th as a case study was examined in the hindsight of international technical cooperation in the evaluation process. The concluding, chapter five, presents the limitations and future research directions. The results show that a new phase can be analyzed on the level of the evaluation step. The limitation of this study was that the empirical study consists of a single case study only. In the future, it will be necessary to study the sub stages of other steps in international technological cooperation.

A Comparative Study on the International Technology Levels and R&D Cooperation Capabilities of Mechanical Engineering and Other Technologies by Delphi Method (Delphi기법에 의한 기계공학기술과 다른 기술분야의 국제적 기술수준과 국제기술협력 가능성에 대한 비교연구)

  • We provide a set of information on technologies to draw meaningful action plans for the internationalization on National R&D activities. In this study, we employed a modiffed Delphi method to evaluate levels of our technological capabilities and developed countries as well. We investigated technology acquis- tion methodologies, technology characteristics and various aspects of international cooperation in terms of technology. Then, we analyzed final responses of participants (i.e., the third round results of Delphe method) to see the correlation among various factors in developing technologies through international R&D cooperation. The technology classification used in this research was developed by STEPI (Science and Technology Policy Institute). In conclusion, levels of our technologies were investigated to be between the stage of imi- tating/absorbing advanced thechnologies and the stage of digesting acquired technologies. Especially, com- paring with other technologies, mechanical engineering was evaluated to be almost near the stage of digesting acquired technology(the middle level stage of technology). Our overal technological capabilities were evaluated to be 40 .approx. 60% of top level countries.

  • In this paper has been developed a process model for the international technical cooperation. Model consists of five steps: Beginning phase, Partner search phase, contract phase, execution phase and exit phaseInthe beginning phase. The industries need to know about their own require and in the partners search phase they have difficulty navigating partner and to find the fit partner. In agreement phase the industries have problme with international law and in the execution phase they have cultural difficulties. Therefore, the government may need to seek support programs for each step.

  • In this paper, we survey recent trends of International Global Navigation Satellite System (GNSS) organizations such as the International Committee on GNSS (ICG), International Civil Aviation Organization (ICAO), International Maritime Organization (IMO), and International Telecommunication Union (ITU), and investigate their impact on the maritime and aviation sectors. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. ICG develops a variety of satellite navigation enhancement systems. ICAO establishes international aviation regulations and standards to enhance aviation safety and security. IMO establishes international shipping conventions and rules to protect and regulate the shipping environment. Lastly, ITU establishes international communication regulations and standards. Investigation of such international organizations plays an important role in increasing the efficiency and reliability of GNSS systems. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. In the future, interoperability and compatibility with new satellite navigation systems and other GNSS and satellite navigation enhancement systems must be secured, so and thus investigation of international organizations must be conducted first.

  • In recent years, technological competition in the automobile sector is accelerating. This study analyzes the status of patents from a global perspective of three promising future items that Korea has selected as core technologies in the field of autonomous driving,. And the technological cooperation ecosystem was identified through network analysis centered on scientific metrology. As a result of the analysis, it was confirmed that the growth of individual technologies has been strengthened in recent years, and although key source technologies have been largely preempted in major global countries, a close cooperative ecosystem between institutions, companies, and universities in major countries has not yet been formed. Specifically, the US and Japan have the technological leadership, while China is rapidly rising, and Korea is chasing after it as a latecomer. Therefore, it is necessary to continuously strengthen technological cooperation such as R&D of core technology to overcome technological limitations and strengthening of infrastructure construction, attracting excellent foreign talents and international exchanges. This analysis is meaningful in that it explores the global status of Korea's technology and the possibility of technological cooperation from various perspectives in the future from the viewpoint of preoccupation of future technology, rather than grasping the trend of a specific technology.

  • This is to intent of the reinforcement proposal for current P.E., qualification code in necessity of improving the foreign technology inducement & technology export between advanced Country and developing or undeveloping Country as Technological Cooperation for mutual benefit.   • This paper aims at identifying the desirable R'||'&'||'D life cycle related to government-industry cooperative R'||'&'||'D. It is based on a case study associated with the relationship between cooperation and cooperation in information in information communications sector. It presents three types of R'||'&'||'D life cycle to achieve a technological enhancement as high as possible with limited resources. The first case of R'||'&'||'D project is of "advanced type". In the generic technology phase, government takes a leading role jointly in R'||'&'||'D activities, but, in after the applied research phase, the domestic firms take the lead. This kind of cooperation can be made when competition between domestic firms is highly intense, and the technological knowledges of participating firms are at internationally competitive levels. The second type of "less-advanced type"; the firms of a country(more often a small country) lag behind in technology level, and the penetration of foreign firms in the market is limited. In this case, government takes full charge of R'||'&'||'D activities up to the applied research phase, due to the low technology level and insufficient financial resources of private firms. Lastly, this paper presents and R'||'&'||'D life cycle of "strategic" type. This applies to the case in which domestic firm with less financial resources make an attempt to increase their technological knowledges while the government, in turn, contributes to strengthen the international competitiveness of domestic industry.
