Research on construction waste unit was in progress in the 1995 when 'Proper Disposal and Recycling Measures for Construction Waste' was made by the Seoul Development Institute. Such an effort has been made in order to cope with the lack of natural resources in Korea and to utilize the reusable resources. Furthermore, these efforts have also increased due to the improved standing of Korea in the international community. A large number of residential buildings were built in the response to the government's policy by increasing the supply of houses between the 1970's and 1980's. In 2000, more reconstruction and redevelopment was done because of the aged buildings and change of use for those buildings. And the project has been actively promoted until now, which caused a sharp increase in the generation volume of construction waste. In Korea, 8 kinds of construction waste unit, including the standard construction manpower and materials estimation, are introduced. Currently, they provide standards to different building categories and waste properties while for construction sites different standards are applied. This study aims to measure the actual amount of construction waste after sample buildings are dismantled and analyzes the estimation of the waste quantity by using various standard units. Through comparison, this study will figure out the differences among the standard units in order to find out how to apply the standard units properly. Moreover, this research will provide practical measures to apply such units to construction sites.
The substantial slowdown of economic growth since the global financial crisis of 2008-2009 is rekindling debate on whether developing Asia should use fiscal expansion to boost aggregate demand. A key factor in the debate is the effectiveness of countercyclical fiscal policy in the region. The global crisis, as well as the fiscal stimulus packages implemented by developing Asian countries at that time, give some clues to this important issue. The region weathered the global crisis well and experienced a robust V-shaped recovery. According to conventional wisdom, the fiscal stimulus packages put in place by Asian governments played a key role in the region's recovery. The central objective of this paper is to empirically test this wisdom by using cross-country panel data. Our main finding is that the stimulus has had a limited but positive impact on developing Asia's output during the global crisis. This lends some support to the notion that countercyclical fiscal policy can help the region cope with severe external shocks. The broader, more fundamental implication for regional policymakers is that the region's long-standing commitment to fiscal discipline can yield significant benefits beyond macroeconomic stability. An important consequence of this commitment - relatively healthy fiscal balance sheets - enabled the region's governments to quickly and decisively embark upon fiscal stimulus programs.
After decades of high-speed development, designing tall buildings as critical components of urban habitat, rather than simply standing aloof from their environments, has become an important concern in many Asian cities. Nevertheless, the lack of quantitative understanding cannot support efficient architectural design or urban renewal that targets better place-making. This study attempts to fill the gap by providing a typological approach for measuring the social impact of tall buildings' ground conditions: that is, public space, podiums, and interfaces. The central business districts (CBD) of three Asian cities, Shanghai, Hong Kong, and Singapore, were selected as cases. Typical patterns and categories of lower-level public spaces among the three CBDs were abstracted via typological analyses and field study. The following evaluation is achieved through the analytic hierarchy process (AHP). This quantified approach helps to provide a visualization of high or low positive social impacts of tall buildings' lower-level public spaces among the three cases. This study also helps to suggest a design code for tall buildings aimed at a more human-oriented urban habitat.

The purpose of this study is to improve regulations such as law and standard contract forms related to defects liability in Korea. Defects liability has been one of the major causes of construction contract disputes in Korea in recent years. It is important to avoid or resolve disputes regarding defects liability through regulations containing clear criteria and to specify the standard regarding the mitigation and remission of the contractor's defects liability. This study was carried out through document research and analysis of judicial precedents. The following are the courses of improvement regarding the mitigation and remission of defects liability in Korea. First, laws and standard contract forms must contain more detailed clauses regarding exemption of a contractor's defects liability, which clearly set out the scope of the defects liability of the contractor. Second, the current system for defects liability favors the owner rather than the contractor - it is necessary to change the defects liability system in order to give the owner and the contractor an equal standing. Third, strict liability is taken on by the contractor even when the term of guarantee for defects lasts longer than the legally set period of liability for defects. Hence, it is necessary to improve the system by alleviating the liability of the contractor through applying negligence liability as opposed to strict liability during the term of guarantee.
The study analyzes the forest status of each local government for Korean forests and believes that it can be used as basic data for setting the direction pursued by each local government. The study took into account the fact that the forest rate in Korea was 63.5%, because it was judged that the higher the proportion of forest area, the more important it was to use the characteristics of forests. The characteristics of forests were analyzed based on four factors in 12 factors to identify the location of the ground body by dividing seven types. In addition, basic information on carbon absorption sources was provided by grasping the ability of carbon absorption sources per year through the amount of forest resources to be analyzed. In addition, as a result of analyzing the characteristics of the weather for the promotion of carbon absorption sources, the flat area on the side of Gangneung Mountain was a warm forest with a warm index of 106.0.

Ten women in their 20s and 10 women in their 50s were selected to investigate the effect of an elastic band exercise program for 8 weeks according to age on women's knee speed expression rate and balance. Knee isokinetic muscle strength measurement, single-legged standing with eyes closed, and YBT were performed 1 week before and after the exercise program. The measured data were analyzed through a mixed design two-way ANOVA, and if there was a significant difference, post hoc verification was performed using the bonferoni method. In our study, as a result of an 8-week elastic band exercise program, there was no difference in the speed development rate according to the measurement period, and the speed development rate according to age was found to be higher in people in their 50s than in their 20s. In our study, there was no difference in balance ability depending on the measurement period, and there was also no difference in balance ability depending on age. Discussing the results of our study, we found that 8 weeks of elastic band exercise cannot bring about significant changes in speed development ability and balance ability, which become more accurate with age.
This study attempted to derive regional characteristics from forest areas in Fukuoka Prefecture, which are traditional forestry areas in Japan, but have reached a time when new conversions are needed due to a decrease in wood prices and loss of motivation due to natural disasters such as typhoons. As a result, most of them are distributed to areas that include urbanization, rural areas, and mountain villages, and production areas of remote materials, which have the potential for forestry, but need to change policies to revitalize them due to low mountain utilization. Therefore, forest management and forestry production activities by multiple municipalities were judged to be efficient in these regions due to the promotion of forestry infrastructure, such as the expansion of forestry networks and the creation of mechanized forestry.
Recent increases of asthma and allergies in childhood made the need for a standardized approach to international and regional comparisons of their prevalence and severity. To address these issues, 'International Study of Asthma and Allergies in Childhood (ISAAC)' is currently underway. In Korea, 'Nationwide Study of Asthma and Allergies in Korean Children' began in 1995 according to ISAAC protocol. ISAAC written and video questionnaires were used in this survey, but their reliability and validity were not evaluated properly yet. In this study, our aim was to evaluate the reliability and validity of two kinds of questionnaires and their usefulness in international and regional comparisons. The test and retest of two questionniares were completed by male(n=110) and female(n=111) middle school students with two and three weeks interval each. Kappa(or weighted kappa) were calculated from each questions and validity coefficients were estimated from those statistics. In Korean version of written questionnaire, the questions for allergic rhinitis, atopic dermatitis, allergic conjunctivitis, and food allergy proved to have high kappa values (or weighted kappa values) and validity coefficients and they can be used in further studies without any correction. But some questions about asthma(especially nocturnal cough, wheezing in exercise, and severe asthma) and drug allergy need to be revised for better under-standing to study subjects. Video questionnaire has the same degree of reliability and validity when compared to written questionnaire and this is the unexpected result. Accordingly, it also need to be revised to overcome the racial and cultural differences of the study subjects. In conclusion, the Korean version of written and video questionnaires may be considered to be useful methods in international and regional comparisons of asthma and allergic diseases in childhood after correction of some questions.
SRFC (Sub-Regional Fisheries Commission) requested to the ITLOS (International Tribunal for the Law of the Sea) an advisory opinion relating to the IUU (Illegl, Unreported, and Unregulated) fishing (Case No-21 of the ITLOS). Since, in the UNCLOS, there is no article authorizing the jurisdiction of the ITLOS full court's Advisory opinion, so various scholarly opinion wad divided. But ITLOS delivered its Advisory opinion confirming its jurisdictional competence over the Advisory proceedings with its legal opinion about the IUU issues. It opens new possibility of the alternative dispute settlement mechanism of the ITLOS through the advisory procedures. In reality, there has been a view that ICJ (International Court of Justice) could take the part of a kind of dispute settlement through its Advisory procedures. But the advisory procedures of the ITLOS, with no definite clause in UNCLOS about the advisory procedures, which provides more allowances for the function of advisory opinion as the alternative dispute settlement mechanism. ITLOS accepted the requests of the advisory opinion by the State parties through international organization or themselves directly. And the advisory opinion of the ITLOS aims the interpretation and application into the special issues-specially IUU fishing in Case No. 21 of the ITLOS-. Those factors could enable more enhanced role of the ITLOS as an alternative dispute settlement mechanism. But those possibility has contain risk of excessive and unlimited advisory role of the ITLOS. So it is important to focus on the restriction on the role of the State parties in the request of the advisory opinion to the ITLOS. In this regard it is meaningful that the ITLOS has suggested a kind of legal standing in the advisory procedures in that only coastal States could request the Advisory opinion about the IUU in their EEZ. Furthermore the discretionary power of the ITLOS in the Article 138 of the Rules of the Tribunal could curtail the abuse of the Advisory opinion initiated by the States parties of the UNCLOS. Under this framework, Advisory opinion could broaden more alternative option to the disputes between State parties of the UNCLOS in that after being delivered detailed interpretation of the UNCLOS about the specific issues, States parties could devote themselves to searching for flexible solution for the disputes between State parties. It could obtain legal explanation about the dispute under the Article 297 and Article 298 by detouring the jurisdiction limits through advisory procedures.
This paper asks whether the Republic of Korea (ROK) Navy should continue to focus on building ocean-going naval ships when it faces the threats of North Korean provocations in littoral areas. My position is that the ROK Navy should keep pursuing ocean-going capabilities. I provide explanations why it should do so from the perspectives of three important dimensions: capability, doctrine, and organizational identity. First, I argue that the distinction between a littoral navy and an ocean-going navy is an unnecessary dichotomy. It may lead to inefficiency in national security. The military posture should be designed in a way that it can address all external threats to national security regardless of whether they are from North Korea or not. Such capability is the one that the ROK Navy has tried to acquire with the 'Blue Water Navy' initiative since the 1990s. Second, also from the perspective of lately developed military doctrines that emphasize jointness and precision strike capability, ocean-going capabilities such as the mobile task fleet program have become a must, not an option, given today's security situations on and around the Korean peninsula. Lastly, I draw attention to the fact that the 'Blue Water Navy (BWN)' initiative meant more than just capability to the ROK navy. The BWN represents the ROK navy's organizational identity that the navy has defined since the 1980s as it emphasized promoting national interest and international standing as part of its organizational essence. Furthermore, the phrase 'blue water navy' took on symbolic meanings to the people that are associated with South Korean-ness including sovereignty, national pride, standing in the world and hopes for the future. Since 1990s, many scholars and experts have made the case for the necessity of improving South Korea's naval capability based on different rationales. They emphasized the protection of Sea Lines of Communication (SLOCs), the economic value of the sea, the potential danger associated with territorial disputes over islands, and increasing naval power of neighboring countries since the end of the Cold War. This paper adds to this debate by trying to explain the matter with different factors including naval doctrines and organizational identity. Particularly, this paper constitutes a unique endeavor in that it incorporating constructivist elements (that is, identity politics) in explaining a national security matter.
