  • The study aims to investigate Lebanese-Chinese relations within the framework of the Belt and Road Initiative. Lebanon formally joined the effort in 2017; this paper emphasizes Lebanon's geostrategic importance. The paper presents an assessment of the investment risks in Lebanon, which is considered an economically unstable country with a volatile security situation, with many internal and external political hurdles. The paper refers to the obstacles and challenges that the Chinese investor may face in Lebanese society. The study employs qualitative descriptive analysis to address the status of Chinese investment in Lebanon and the consequences of this partnership; the paper examines previous research related to the Belt and Road Initiative and the Lebanese political, security, and economic situation literature. Due to the deteriorating security situation, external intervention, and the economic crisis, the results reveal that Lebanon is not a top investment priority for China, which is a big impediment to China entering into economic cooperation with Lebanon. The findings of this study suggest that the Lebanese government should adopt an anti-corruption policy to build confidence for the Chinese investor, reduce unnecessary public spending, and hold a national dialogue to build confidence among the Lebanese parties.

  • Analytical Hierarchy Process (AHP) is a famous method amongst Multi Criteria Decision Making (MCDM), set up by Saaty in 1980. AHP can be determined as a methodology of hierarchical analysis following reasonable decision making with make simpler a difficult crisis. Decision making in systems of Safety management concerned multipart challenges. AHP is process for get better the composite decisions understanding with analyzes of the problem in a structure of hierarchy. The integration all of applicable decision criteria, their pair wise judgment permits the decision maker to establish the trade-offs amongst objectives. In recent years, Malaysian's economy and infrastructure development have significantly and rapidly risen. The construction industry continues to play a major role in this development as many construction activities have been carried out to meet the high demands of the expansive market. However, the construction industry has faced a wide range of challenges, one of which is the frequent occurrences of accidents at the workplace. An effective safety program can substantially reduce accidents because it can help management to build up safer means of operations and create safe working environments for the workers. Furthermore, by having an effective safety programs, good safety culture can be embedded in organization because it can encourage mutual cooperation between management and workers in the operations of the programs and decisions that affect their safety and health. • The dispute settlement mechanism of the World Trade Organization (WTO) is in great peril. The Appellate Body has ceased to function last December as the United States has blocked the appointment of new Appellate Body members since 2017. The focus of this study is on the examination of US's discontent on the Appellate Body and various efforts to reform the Appellate Body. In a recent report, the US Trade Representative raises its concerns on the Appellate Body including 90 days mandatory deadline, transitional rules for outgoing Appellate Body members, scope of appeal, advisory opinions, precedent, recommendation, and overreach without offering any viable solutions. Some of WTO members and experts proposed several Appellate Body reform measures but agreement between WTO members is unlikely in a foreseeable future. Alternative dispute settlement mechanisms should be seriously considered such as interim appeal arbitration arrangements, separate dispute settlement mechanisms for trade remedies, unilateral retaliatory measures without WTO authorization. Rules-based multilateral dispute settlement system is imperative to small open economies like Korea. The Korean government should actively participate in Appellate Body reform discussions with other WTO members to keep the WTO dispute settlement system from collapsing.

  • This study aims to analyze the WTO-inconsistent aspects of the single rate presumption of the United States in establishing and imposing anti-dumping duties for non-market economy exporters. By examining the drafting history in the GATT/WTO negotiations and the practice of the single rate presumption for non-market economies by the United States from a comparative perspective, it critically addresses the inherent lack of pertinent disciplines under the framework of the WTO Anti-Dumping Agreement in establishing dumping margins for exporters of non-market economies. The WTO Dispute Settlement Body leaves open the possibility of allowing the investigating authority to consider multiple exporters and the exporting country as a single entity. However, the study argues that it is difficult in practice for the investigating authority to make a single-entity decision in a WTO-consistent manner. The study also finds an incompatibility in the notion between establishing dumping margins for 'individual' exporters and 'non-market economies.' A proper discipline for non-market economies under the multilateral anti-dumping norm needs to be reconsidered in the era of persistent trade conflicts between the United States and China.

  • This study aims at analyzing the interactions between two of the most significant trade stakeholders in Korea, the Trade Ministry and the Legislature, using text network analysis. Tackling seven Action and Plan Reports for Requests from Parliamentary Inspection released by the National Assembly, this paper conducts a topic modelling analysis, particularly focusing on the reports for the three trade-related institutes: the MOTIE headquarter, Korea Trade Insurance Corporation, Korea Trade and Investment Promotion Agency. According to the analysis, such traditional topics of the MOTIE as enterprise, industry, business, management, development were frequently appeared in the reports. Trade-related topics including export, trade, commerce, investment, overseas, domestic, dispute, cooperation, efficiency, negotiation, service, promotion were repeatedly shown. Lastly, a case study on 2019 Parliamentary Inspection Report showed specific trade-related topics and relevant contents that raised issues in that year. This analysis implies that the text data driven from the Parliamentary Inspection Reports between the MOTIE and the National Assembly, can be established as so called 'trade policy information system' which are valuable not only for the two but also the rest of the trade stakeholders in Korea.

  • After the United Nations Convention on the Law of the Sea (UNCLOS) and the United Nations Fish Stocks Agreement (UNFSA) came into effect, international cooperation through Regional Fisheries Management Organizations (RFMOs) was required, and each RFMO established and adopted the Conservation and Management Measure (CMM) for the regional Observer Programs to collect data on fishing activities and biological information and to monitor compliance with its CMMs. The observer coverage required by RFMO is set differently for each organization, ranging from 5% to 100%. In addition, tuna-RFMOs recommend increasing observer coverage in longline fisheries by at least 20% for reliable quantitative analysis of not only target species but also bycatch species and ecologically related species such as sharks, seabirds, sea turtles, and marine mammals. Therefore, in this study, we discussed ways to improve the national observer programs of Korean distant water fisheries that should be addressed in the future to respond to the RFMO trends.

  • The Korean government is building a virtuous cycle of startups and venture businesses for a dynamic, innovative economy. This ecosystem is made possible when a social environment that embraces tolerance and turn business failure into re-startups and challenging venture startups by outstanding entrepreneurs are present. Due to the government's efforts to promote start-ups and venture businesses, their number has been increasing annually, but the efforts to create a social environment for re-startups and establish a relevant institution have recently started. This study is aimed at providing policy direction for re-startups by getting policy implications after identifying the current status of domestic failed businessmen' re-startups based on previous researches on failed businessmen. This study also reviewed advanced nations' cases and made international comparison of re-startup policies. Before the startup culture that recognizes failure as the stage for success is formed as in the U.S., it is necessary to create a legal basis for continuously pushing for the rechallenge policy of EU's Small Business Act and establish and operate the private sector-driven revitalization council of SMEs in Japan. It is also necessary to consider the guarantee of failed businessmen' livelihood. If additional research and government policies are added to the conclusions made on the policy implications, this research will provide an in-depth insight for revitalizing domestic re-startup.

  • Surface reflectance, as a product of the absolute atmospheric correction process of low-orbit satellite imagery, is the basic data required for accurate vegetation analysis. The Commission on Earth Observation Satellite (CEOS) has conducted research and guidance to produce analysis-ready data (ARD) on surface reflectance products for immediate use by users. However, this trend is still in the early stages of research dealing with ARD for high-resolution multispectral images such as KOMPSAT-3A and CAS-500, as it targets medium- to low-resolution satellite images. This study first summarizes the types of distribution of ARD data according to existing cases. The link between Open Data Cube (ODC), the cloud-based satellite image application platforms, and ARD data was also explained. As a result, we present practical ARD deployment steps for high-resolution satellite images and several types of application models in the conceptual level for high-resolution satellite images deployed in ODC and cloud environments. In addition, data pricing policies, accuracy quality issue, platform applicability, cloud environment issues, and international cooperation regarding the proposed implementation and application model were discussed. International organizations related to Earth observation satellites, such as Group on Earth Observations (GEO) and Committee on Earth Observation Satellites (CEOS), are continuing to develop system technologies and standards for the spread of ARD and ODC, and these achievements are expanding to the private sector. Therefore, a satellite-holder country looking for worldwide markets for satellite images must develop a strategy to respond to this international trend.
