Policy Initiatives to Establish a National Nuclear Education & Training System (국가 차원의 원자력 교육훈련체계 구축을 위한 정책 구상)

  • Nuclear education & training is an important issue for sustainability of nuclear energy and the safety of the nuclear power plant. The purpose of this paper is to present policy initiatives for establishment of the national nuclear education & training system. It analyzed current status of nuclear manpower and nuclear education & training systems of Korean nuclear organizations and government strategic plans for nuclear manpower education & training. The features of the current nuclear education & training in Korea are institutional diversification and decentralization in Industry-University-Research system. However, linkages and cooperation systematically integrated between institutions are very weak. In addition, duplicated education & training programs and resource allocation, and the resultant inefficiency have been raised as a problem. Therefore, this paper proposed the national nuclear education & training system model as a macro policy initiatives and construction of control tower that manage and adjust overall nuclear education & training.

The Diversity in an English Oral Proficiency Test (영어 능력평가를 위한 구술시험의 다양성)

  • There are many causes for the variation of the result in oral proficiency test such as the examiner, the task, the theme of the interview, and the gender of the participants. Previous literature documents that the rater is an important variable influencing test scores of second language oral proficiency. Although much research in language testing has been conducted concerning rater effect on test scores, there has been little attention paid to the effect of potential rater variables in language testing on their rating process. There are noticeably different contents of the rating scales across different speaking tests developed in different context. Therefore, it would not be appropriate to apply the same rating criteria for various tasks. In conclusion, we need more subject protocol analyses and more thoughtful studies on rating processes. In other words, the oral proficiency test needs a more realistic and valid tool for the assessment of second language proficiency.

Corruption and Government Expenditure Volatility (부패와 정부지출의 변동성)

  • Using cross-section of 83 countries, this paper empirically examines the relationship between corruption and government expenditure volatility. A country's corruption is denoted by either control of corruption, compiled by Kaufmann et al. (2008), or corruption perceptions index, provided by Transparency International. In addition, a country's government expenditure volatility is measured by the standard deviation of the change ratio of government expenditure from 1990 to 2005. Regression results suggest that a country's control of corruption and corruption perceptions index (higher ratings signifying more transparency) are significantly and negatively associated with the volatility of government expenditure. However, the estimated coefficients of corruption perceptions index show somewhat reduced statistical significances. The results are robust to the sub-sample of countries excluding European OECD countries. Therefore, the regression results suggest corrupt bureaucrats are able to periodically change economic rules of the game, which results in the possibility of a higher variance in government expenditure.

Development of a Measurement Tool for Radiation Safety Regulations (방사선안전규제 측정도구 개발)

  • The aim of the study was to develop an objective measurement tool, which could measure radiation safety regulations as an advanced research to draw evidentiary conclusions for the rationalization of radiation safety regulations as organizations continuously increase consumption of radiation material. The survey was based on the contents of Vol 1~21 of US NRC NUREG 1556 (Consolidated Guidance About Materials Licenses) and material from the Nuclear Safety Act which was based on radiation safety managers who are responsible for about 10% of the domestic registered organizations for radiation usage. As a result of the analysis, 3 main causes were extracted based on 20 questions. Each causes were named as Cause 1: 'Radioactive Safety Regulations Requirements', Cause 2: 'Compatibility of Actual Safety Regulation', and Cause 3: 'RI/RG radiation Source Classification' respectively. The dispersal explanations of each causes were explained in total of 60.417% by 40.140% of Cause 1, 13.721% of Cause 2, and Cause 3 for 6.556% If radiation safety regulation standards are drawn using the radiation safety regulation measurement tool, which is suggested in this study, this could be not only comply with international standards but also could be used to propose a practical standard to domestic radiation safety managers.

  • Business relationships can be divided in vertical and horizontal relationships. Vertical relations, such as the relation to suppliers and contractors, are of great importance and often determine a firms success. In general, many scholars produced numerous models of business relationships covering with a wide array of variables. However, models with a focus on vertical relationship did not receive much attention. This paper deals with problems related to vertical relationships and a the business model paying special attention to vertical relationships is developed. Vertical relationships span over a wide range of industries, including industrial electronics and automotive firms. In Chapter 2, the theoretical approach needed to develop a process model to examine the vertical relationships is developed. Chapter 3 features core findings about business relationships. Chapter 4 deals with vertical relationships as developed between the core business process model. Finally, Chapter 5 of the study covers limitations and future research directions.

  • This study has comprehensively summarized existing research on the technology for evaluating software quality and its standardization. Based on this, the study developed a model for evaluating software quality via needs assessment. Also, in terms of the trend toward international standardization of software quality evaluation, this study has consulted details relating to the combining of two documents on such intranational standardization as the ISO/IEC 9126 and ISO/IEC 14598 and enacting them as a single document, the ISO/IEC 25000. Further, the purpose of this study is to develop a model for evaluating mobile RFID quality based on recognition of the characteristics of each area, after taking into consideration the demands made from the perspective of the user. Another purpose is to improve the quality of mobile RFID by developing a testing method for mobile RFID from the perspective of the evaluator.

THE HISTORY AND PRESENT SITUATION OF MONGOLIAN ORAL & MAXILLOFACIAL SURGERY (몽골 구강악안면외과의 역사와 현황)

  • Mongolia is a huge, landlocked, middle-Asian country bordering Russia in the north, and China in the south. Mongolia was under socialism from 1921 to 1990, and its political system has started moving toward capitalistic democratism in 1990. The history of the Mongolian Oral & Maxillofacial Surgery can be divided into four periods; the incipient period($1956{\sim}1971$), the period of early development($1971{\sim}1981$), the period of active development($1981{\sim}1991$), and the period of reformation($1991{\sim}$). Mongolian Oral & Maxillofacial Surgery had been developed by the cooperation of Soviet Union and Eastern European countries before the 1990s, but the role of Korea, Japan, and western countries has been increasing from the 1990s. In Mongolia Oral & Maxillofacial Surgery is well recognized to the people and is considered as one of the specialized medical field. There are specialized departments of Oral & Maxillofacial Surgery in State Central Hospital, Child & Maternal Research and Clinical Center, and Oncology Center in Ulaanbaatar. Now, the basic knowledge and surgical technique of the Mongolian Oral & Maxillofacial Surgeons are satisfactory. But because of the difficult social and economic situation, there is a shortage of surgical instruments and materials, and acquirement of new knowledge is not easy. In 1998 the Mongolian Association of Oral & Maxillofacial Surgeons was established and its members want to have international relationship to keep up with the new medical information. Mongolia and Korea have ethnic, linguistic and cultural similarity, so the interchange and cooperation between Mongolian and Korean Oral & Maxillofacial Surgeons are recommended to make a beautiful one-world.

Making Cloze Tests More Valid (클로즈 테스트의 효율성 높이기)

  • The purpose of this article is to investigate ways of making the cloze test more valid as an English proficiency test so that it can provide a better format for the cloze test especially to the non-native teachers in EFL environments. This investigation identifies ways of validity in terms of materials, deletion rates, item characteristics and scoring methods used in cloze tests. An increase in test validity can be accomplished by knowing how the four factors affect the cloze test results and how to manipulate them. Practical suggestions are provided for teachers to design a cloze test. Teachers can develop the reliability and validity of cloze tests by manipulating the four factors. In seeking a more valid and reliable cloze format, this research gives some suggestions based on a literature review. We can conclude that a cloze test can be valid only when teachers are aware of the factors which affect the test result and the ways to handle the factors to make the test appropriate for their test purposes.

  • The industrial network policies of a country play an important role in both present and future economic development. This network is very important for the development of Korea. This paper employs a model for the Korean Network.Section 2 identifies network theory as a theoretical background. Additionally, the process model for the network is developed. In the third section, research methods are detailed. In section 4, a network model based on the industrial estate with regard to innovation networks is formed. Finally, limitations of the study and the conclusions are discussed.

  • Dictionary meaning of circuit-breaker is a mechanical switching device, capable of making, carrying and breaking currents under normal circuit conditions and also making, carrying for a specified time and breaking currents under specified abnormal circuit conditions such as those of short circuit. and it had been recognized as being operated simultaneously. Controlled Switching System(CSS), which is technology for individual pole operation, are widely used to reduce transient phenomenon, for example switching surges, inrush current, for a all switching cases and nowadays it have become and economical solution for a switching place. The conventional solution to these problem is the use of pre-insertion resistors of $520{\Omega}$. However, it is recognised that the cost for products and maintenance are expensive and this apparatus makes more complex the circuit-breaker mechanism. Korea Electric Power Cooperation (KEPCO) has been study for relevant CCS technology since pilot application in substation in 2003 and plan to apply the actual power grid in 2017. This paper deals with the investigation of international CCS operation status and preview for application in KEPCO power grid.
