국가 지식정보의 효율적인 유통체제 구축을 위한 대학 리포지토리 평가 지표 개발: dCollection을 중심으로 (Developing an Evaluation Indicator of Institutional Repositories toward Efficient Distribution Infrastructure of National Knowledge focusing on the dCollection)

  • 기관 리포지토리에 대한 평가지표를 개발하기 위하여 국내외 기관 리포지토리에 대한 문헌 연구를 통하여 평가요소를 도출하였으며, 도출된 평가 요소들이 도서관 업무 현장에서의 적용가능성과 타당성을 검증하기 위하여 국내외 16개 대학도서관을 대상으로 사례연구와 20개 대학도서관을 대상으로 델파이조사를 실시하였다. 연구결과, 4개 평가영역과 29개 평가지표를 도출하였다. 제안된 평가지표는 향후 dCollection 사업을 수행하는 대학도서관의 운영현황을 객관적으로 평가하여 바람직한 방향으로 운영을 개선할 수 있는 하나의 지침으로써 활용될 수 있을 것이다.

정부출연(연) 기관평가시스템 발전방안 논고: 경제.인문사회연구회를 중심으로 (An Empirical Study on Improving the Institutional Evaluation System for Government-funded Research Institutes (GRIs): Focusing on the National Research Council for Economics, Humanities and Social Sciences)

  • 본 연구는 출연(연) 성과향상을 위한 기관평가시스템의 발전방안 논의의 일환으로 출연(연) 기관평가시스템이 연구기관 구성원들의 평가결과에 대한 수용성 정도에 미치는 영향과 이로 인한 연구기관 성과에 미치는 영향을 살펴보았다. 분석결과 경제 인문사회연구회의 출연(연) 기관평가시스템은 연구기관 성과에 유의적인 정(+)의 영향을 미쳤으며, 평가결과 수용성은 연구기관 성과에 관련성이 있는 것으로 확인되었다. 또한, 성과가 높은 기관들은 전반적으로 기관평가시스템에 대한 긍정적 인식과 함께 평가결과 수용태도도 높다는 점을 확인 할 수 있었다. 그러나 출연(연) 기관평가시스템의 전반적 취약점들에 의해 평가결과에 대한 수용도가 높지 않고, 정부 및 연구회 차원에서도 평가결과의 적극적인 활용에 제약이 있음도 알 수 있었다. 끝으로 이러한 연구결과에 따른 개선점을 제시하고, 향후 연구방향과 한계점에 대하여 논의하였다.

키워드 네트워크 분석을 활용한 영유아교육기관 평가 연구동향 분석 (Analyzing Trends in Early Childhood Evaluation Research Using Keyword Network Analysis)

  • Objective: The purpose of this study is to explore trends in institutional evaluation research in early childhood education through keyword network analysis. This aims to understand trends in academic discourse on institutional evaluation and gain implications for follow-up research and related policy directions. Methods: A total of 6,629 keywords were extracted from 572 dissertations and journal articles published from January 2006 to October 2023 for the purpose of analyzing and visualizing the frequency and centrality of keywords, as well as the structural properties of keyword networks. The analysis and visualization were conducted using the TEXTOM, UCINET6, and NetDraw programs. Results: First, the number of institutional evaluation studies increased steadily from 2006 to 2010 and then decreased, with a higher frequency of studies on daycare centers compared to kindergartens. Second, the most frequently occurring keyword in the analysis was 'daycare center,' and the highest connection strength was found in the term 'daycare-center-evaluation.' Third, network analysis revealed that key terms for institutional evaluation research included 'evaluation certification,' 'recognition,' 'evaluation indicators,' 'teacher,' 'daycare center,' and 'kindergarten.' In the ego network analysis for each institution, 'parent' emerged as a highly ranked keyword. Conclusion/Implications: This study confirmed the perspectives of previous studies by revealing the structure of core concepts in early childhood education institution evaluation research, and provided implications for follow-up and direction of institution evaluation

출연연구기관의 연구회 단위 기관평가제도의 적합성 분석 (Relevance Analysis of Performance Evaluation Systems of Government S&T Research Groups)

  • This research examines performance evaluatees' opinions regarding the current institutional performance evaluation systems of Government S&T Research Institutes (GRIs). Under the current evaluation systems, twenty GRIs are grouped into three Research Groups and each Group has its own evaluation systems. One problem of the current institutional evaluation systems is that the systems cannot reflect individual GRIs' characteristics. The following methods are used. First, based on four perspectives of Kaplan & Norton(1992)'s Balanced Scorecard(BSC) model, six perspectives appropriate to GRUs' characteristics are derived. Second, experts classify current performance evaluation measures into the six perspectives. This enables different evaluation systems of three GRI Research Groups to be compared under the same evaluation measures. Third, GRIs' evaluatees are asked to allocate appropriate weights on the performance measures. Evaluatees' weights of a GRI are compared with average weights of the related Group. Finally in every BSC's perspective, GRIs that have extraordinarily over-scored or under-scored weights are analyzed in terms of GRIs' missions, customers, capability of human resources, etc. In the Basic Research Group, the Korea Basic Science Institute is deviated in the financial perspective and the strategic direction perspectives. In the Public Research Group, Korea Institute of Construction Technology is significantly different from other GRIs in three perspectives. Five out of eight GRIs in the Industrial Research Group, GRIs are significantly different each other in several perspectives. It could be concluded that the current institutional evaluation systems are least appropriate in measuring performance of the GRIs of the Industrial Research Group.

정부출연연구기관의 기관평가에서 목표 모호성의 영향에 관한 연구 (Influence of Goal Ambiguity in Institutional Evaluation of Government-funded Research Institutes)

  • In order to analyze the organizational performance of government-funded research institutes, four independent variables (organization size, organization age, evaluation system, organization location) and goal ambiguity were empirically analyzed. Although there are existing studies on institutional evaluation, which is the organizational performance of government-funded research institutes, there are differences in research in that it is an empirical analysis analyzed from the perspective of goal ambiguity and that the evaluation system, which is the specificity of institutional evaluation, is included in the analysis. As a result of the analysis, organizational location was the only independent variable that had a direct significant effect on organizational performance, and goal ambiguity showed a significant mediating effect for all independent variables. This indicates that goal ambiguity plays an important role in the organizational performance of government-funded research institutes, and to reduce this, increase the size of the organization, pay attention to establishment of the organization for organizational age, and that it is desirable to have an independent research group in the government department for the organization location. In addition, it was supported that the improvement effect of the evaluation system is proceeding in a desirable direction in terms of goal ambiguity.

미국 고등학습위원회 기관평가인증제 평가모형 개혁의 시사점에 관한 연구 (A Study on the Implication from Reform of HLC Institutional Accreditation Model)

  • 본 연구는 미국 북중미학교기관협의회 산하 고등학습위원회의 기관평가인증제 평가모형 개혁에 따른 시사점 분석을 통해 한국의 제2주기 기관평가인증제 평가모형 수립에 대해 제언하는 것을 목적으로 수행되었다. 이를 위해 기관평가인증제 평가모형의 주요 요소인 인증모형, 인증 주기 및 종합평가, 평가준거, 결과판정, 인증지원시스템을 중심으로 고등학습위원회 및 한국대학평가원의 기관평가인증제를 비교 분석하였으며, 분석 결과를 바탕으로 한국의 제2주기 기관평가인증제 시행과 관련하여 다음과 같이 제언하였다. 첫째, 대학의 특성과 질 수준 차이를 반영한 다양한 인증모형을 개발하여 적용할 필요가 있다. 둘째, 최소 수준 질 인증과 함께 기관의 지속적인 질 제고를 유도하는 평가가 필요하다. 셋째, 대학 사명에 근거한 평가를 강화하고 정량적 평가를 최소화하며 평가위원 풀을 확대하고 교육훈련을 강화해야 한다. 넷째, 질 제고 강화를 위해 중간평가를 엄격하게 시행할 필요가 있다. 다섯째, 정부는 기관평가인증제 결과를 대학구조조정 등에 적극적으로 반영해야 한다. 여섯째, 기관평가인증제를 관리하는 시스템 구축 및 대학정보공시제와 연동이 필요하다.

과학기술계 출연연구기관 기관평가지표의 BSC 관점 분석 (Balanced Scorecard Perspective Analysis of Institutional Performance Evaluation for Government S&T Research Institutes)

  • This research examines the relationship between the characteristics of Government S&T Research Institutes (GRI) and their institutional performance evaluation system. First, based on Kaplan & Norton (1992) Balanced Scorecard Model, six perspectives suitable to Korean GRI are derived. Second, personnel who works on evaluation job classified current performance measures into the six perspectives. Analyzing comparative weights of individual perspectives, the characteristics of performance evaluation systems among institutes are derived and compared with their missions. The results are as follows: First, GRI evaluation systems put most weight on the customer perspective and least weight on the financial perspective. This result complies with Korean GRI's missions and strategies as well as findings of foreign cases. Second, Basic-technology GRI group relatively more priotizes long-term customer perspective, while Applied-technology GRI Group relatively more priotizes short-term customer perspective. Public-technology GRI Group is located in the middle in terms of priority of customer perspectives. Third, for three yews (2000-2002), performance measure weights of Basic-technology Group are changed much less than those of the other two groups. Further research are needed for reasons of drastic changes for Applied-technology and Public-technology groups and some abnormally high and low measure weights.

미국과 한국의 Single Institutional Review Board와 Human Research Protection Program의 비교와 함의 (Comparison and Implications of Single Institutional Review Board and Human Research Protection Program in the United States and Korea)

  • In the United States (US), due to the Common Rule, completely revised in 2017, single Institutional Review Board (IRB) review has become mandatory for government-sponsored multi-institutional research since 2020 regardless of the number of participating institutions. The goal of these changes is to reduce redundant reviews by the IRB at each institution and better protect research participants. In this paper, single IRB and Human Research Protection Program (HRPP) in the US and Korea were compared and considered, and their implications were discussed. A comparison of the HRPP evaluation and certification systems of the US and Korea includes that of SMART IRB in the US and Korea Central IRB, aiming at single IRB review for efficient review with support from the country and building a more efficient national human subject research network in the future. Its comparison and analysis will be helpful in deriving future tasks and development directions of single IRB and HRPP in Korea.

A Study on the Reliability Evaluation Index Development for the Information Resources Retained by Institutions: Focusing on Humanities Assets

  • This study has the aim of developing an evaluation index that can help evaluate the reliability of the information resources of institutions retaining humanities assets for the purposes of laying out the foundation for providing one-stop portal service for humanities assets. To this end, the evaluation index was derived through the analysis of previous research, case studies, and interviews with experts, the derived evaluation index was then applied to the humanities assets retaining institutions to verify the utility. The institutional information resources' reliability evaluation index consisted of the two dimensions of the institutions' own reliability evaluation index. The institution provided a service and system evaluation index. The institutions' own reliability evaluation index consisted of 25 points for institutional authority, 25 points for data collection and construction, 30 points for data provision, and 20 points for appropriateness of data, for a total of 100 points, respectively. The institution provided service and system evaluation indexes consisting of 25 points for information quality, 15 points for appropriateness (decency), 15 points for accessibility, 20 points for tangibility, 15 points for form, and 10 points for cooperation, for the total of 100 points, respectively. The derived evaluation index was used to evaluate the utility of 6 institutions representing humanities assets through application. Consequently, the reliability of the information resources retained by the Research Information Service System (RISS) of the Korea Education & Research Information Service (KERIS) turned out to be the highest.

노인 장기요양기관에 대한 현행 평가제도가 조직구조 및 활동에 미치는 영향 (The New-Institutionalism Perspective for Long-term Care Service Evaluation System)

  • 본 연구는 사회학적 신제도주의 관점에서 노인장기요양서비스를 제공하는 조직들이 평가제도를 어떻게 채택하고 집행하는지를 동형화와 분리현상으로 해석하였다. 이를 위해 장기요양서비스를 제공하고 있는 7개 기관을 대상으로 심층인터뷰를 한 자료를 질적 내용분석 하였다. 분석결과, 평가제도가 장기 요양기관의 공식적인 구조에 있어서는 동형화를 이끄는 것으로 나타났다. 그러나 장기요양기관 평가제도가 의도한 공급기관 간 경쟁을 통한 효율성을 촉진하는 방식으로 채택되기보다, 정부자원에 의존하기 위해 강압적으로 평가제도를 채택하는 것으로 나타났다. 이러한 결과는 평가제도가 정부규제에 의해 장기요양서비스를 표준화하는 양상으로 집행되고 있음을 확인시켜주었다. 또한, 동형화에 수반되는 조직의 공식구조와 실제 활동의 분리현상도 부분적으로 관찰되었다. 무엇보다 분리현상은 정부역할로서 조직의 이중구조에서 발생할 수 있는 비효율성의 문제를 개선할 수 있는 평가체계의 운용이 요구되며, 특히 돌봄 서비스의 고유성을 반영한 평가지표에 대한 개선이 시급함을 보여준다.
