  • Information technology has affected various industries, and the construction industry is one of those. In construction industry, the operating body for maintenance is trying to implement more systematic management skill for public facilities in order to minimize the life cycle cost. For more efficient maintenance system, first, the target facilities were selected and the present condition of their systems was estimated. And, the implementation plan of new system was proposed based on them. Accordingly, the new system managed by working-level personnel can supplement the weak points in the current system.

  • Ubiquitous-Transportation sensor network is able to realize a vehicle ad-hoc network. Since there are some problems in an existing ITS system, the new technology and traffic information strategies are requirements in this advanced system, u-TSN. The purposes of this paper is to introduce the components on u-TSN system, establish new traffic strategies for this system, and then evaluate these strategies by making a comparative study of ITS and using micro traffic simulator, AIMSUN. The strategy evaluated by AIMSUN is position-based multicast strategy which provides traffic information to vehicles using V2I (vehicle to Infrastructure) communication. This paper focuses on the providing real-time route guidance information when congestion is occurred by the incidents. This study estimates total travel time on each route by API modules. Result from simulation experiments suggests that position-based multicast strategy can achieve more optimal network performance and increased driver satisfaction since the total accumulated travel times of both the major road and the total system on position-based multicast strategy are less than those on VMS.

  • This study presents the results from an investigation into ABS to revitalize small and medium construction enterprises, and to analyze merits and demerits of ABS introduction using sensitivity analysis some realistic cases. According to some available procedures, this study suggests ABS introduction structure of new education facilities construction in BTL projects of two different types. In order to analyze the effectiveness of introduction, a model was built as new education facilities construction in this paper. In addition, this study tried to put a figure on finance interest changes by analyzing changes for earning rates and money that payed by the government. Moreover, this study also presents merits and demerits of ABS introduction.

  • After the revision of Private Investment Law in January 2005, BTL is introduced to expand the social infrastructures as a major business procedure. Especially, the size of the public educational infrastructure ordered by each city education office is increased by 45% compared to last year, so it is major in BTL Project. However, in the process of practicing BTL Project by now, there are a lot of problems specially in the public educational infrastructure. As a result, this study gives the solutions in the process of BTL Project, the CM models to support the Education Office${\square}{\square}$job and the suggestions for the working scope of the participating construction companies.

BSL2 Audit and Certification Program: An Effort to Harmonize and to Raise Standards in Both Laboratory Infrastructure and Biosafety Practices in Singapore

  • The critical aspects of biosafety and bio-containment have been increasingly important in recent years. Biological agents involved in biological research projects at the Nanyang Technological University (NTU) Singapore are usually those with low risks. Biosafety level 2 or BSL 2 laboratories are widely used. However, biosafety measures which refer to the implementation of laboratory practices and procedures, specific construction features of laboratory facilities and safety equipment must be in place to reduce the exposure of laboratory personnel, the public or the environment to potentially infectious agents or other biological hazards. It is also required to pay more attention to laboratory-acquired infections (LAIs) which may occur in research laboratories, clinical laboratories or animal facilities. BSL 2 audit and certification program is implemented as an internal exercise covering laboratories in the university where biological agents are handled or biological research works are carried out. We have put some efforts to raise biosafety standards university-wide in both laboratory infrastructure and laboratory practices to a higher level. Common audit findings are briefly discussed in this presentation.

  • The systematic management of technology infrastructure increasingly becomes critical as it represents the driving power for creating competitive advantage of nations and enterprises. In this sense, public facility and equipment, which is one major asset of technology infrastructure, should be managed effectively, systematically and efficiently to increase its overall equipment effectiveness. However, the manual and off-line communication was the unique way to communicate between the suppliers who provide facilities in the public sector and the customers who utilize the facilities in the industrial sector. This communication way caused invisibility of available usage time and increase of idle time, thereby decreasing the equipment effectiveness. This paper presents an web-based scheduling system that enables real-time collaboration and information sharing for increasing the equipment effectiveness. The designed system performs scheduling, facility management, order management and customer relationship management in an on-line platform, and carries out the processing and storing of relevant information in an integrated database. The paper includes a development approach to identify business process models and standardized system models by using object-modeling technique. The deliverable of the present work will contribute to increasing the equipment effectiveness by enhancing visibility, transparency and predictability by means of the integration with a legacy Enterprise Resource Planning.

  • Studies of non-point pollutant treatment facilities have widely been conducted for a decade, but natural non-point pollutant treatment facilities implemented on roads have not been carried out for the removal efficiency of non-point pollution sources. This study analyzed the removal efficiency of non-point pollution sources from constructed wetlands using monitoring and event mean concentration method. As a result of this study, removal efficiency of general non-point pollution sources as TSS, COD, BOD is relatively good, but removal efficiency of TN, TP, Cr, Zn, Pb is very small or nothing.

  • Control and development systems such as air traffic control systems, road traffic systems, and Korea Hydro &Nuclear Power are the infrastructure facilities of the country, and if the malicious hacking attacks proceed, the damage is beyond imagination. In fact, Korea Hydro & Nuclear Power has been subjected to a hacking attack, causing internal information to leak and causing social problems. In this study, we analyze the environment of the development control system and analyze the status of the convergence security research, which is a recent issue, and propose a strategy system for stabilizing various power generation control systems and propose countermeasures. We propose a method to normalize and integrate data types from various physical security systems (facilities), IT security systems, access control systems, to control the whole system through convergence authentication, and to detect risks through fusion control.

  • Recent technological improvements have made abundant changes in construction industry. In specific, some technical applications, such as Building Information Modeling (BIM) opens up many possibilities. Some studies have articulated the use of BIM and its advantages in construction, but most of them are theoretical, not practical. This study is to provide an insight to such obstacles in BIM research. By investigating a real project that could utilize BIM in planning and construction phases, the authors try to investigate a possible outline of advantages in BIM implementation. The study area was set to a railway construction site in South Korea. The site covers a multiple railway tracks, stations, telecommunication facilities, infrastructure facilities, railway structures, and so numerous. In the site, the authors have identified 12 errors in 7 projects that could be prevented if BIM was utilized before the construction.

Analyzing the Three Supply Chain Flows in the Maritime Logistics and Distribution Industry

  • Purpose: Indonesia's maritime logistics and distribution system is currently faced with several challenges, some of which include prolonged export and import time for goods handling as well as the high logistics cost. This study further analyzes the existing business processes in maritime logistics in East Java Province in order to provide solutions to the challenges. Research design, data and methodology: This research was carried out in East Java Province, Indonesia, with data collected through field observations, documentation, and in-depth interviews with all the stakeholders involved. Results: The study showed that the number of stakeholders and activities involved in the flow of goods movement ultimately impacted the length of time. These factors can be classified into the following five: 1) export and import regulations, 2) third party logistics competencies, 3) transportation infrastructure and facilities, 4) adoption of information systems and technology, and 5) maritime line connectivity. Conclusion: Analyzing the three supply chain flows in the maritime logistics and distribution industry called for the need for improvement to increase coordination among related institutions, improve the flexibility of dwelling time to the conditions of each port, enhance service levels, improve transportation infrastructure and facilities, implement information system and technology, and develop shipping routes and networks. Therefore, a collaborative supply chain management system can be realized.
