Since Korea experienced a 'jobless growth' in 2003, creating jobs in the service sector has been considered as a top priority employment agenda. However, despite high employment outcomes in services, labor productivity remains stagnant in the service sector in recent years. A great deal of concern has been raised regarding newly created service jobs. Critics say low productivity in the service sector will harm the engine of economic growth in our country. This paper investigates the side of the demand for quality of labor, namely, the demand for skills as one of the main source of low productivity in the service sector. To analyze the changes of skills demand, this paper suggests the concept of job-based skills instead of worker-based skills and presents the way of constructing measures of job-based skills. By means of common factor analysis using job information in the Korean Dictionary of Occupational Titles, I extract 4 direct measures of job-based skills, such as cognitive skills, physical skills, fine skills, interactive skills. These skill measures are used to explore and to test how the skill structure changed in the service sector during 2002-2006. Empirical Results show that whereas the goods sector makes progress toward upskilling being represented by increased cognitive elements and softenization of tasks, the service sector, although high-educated workers increased, exhibits trends of deskilling in the sense of job-based skills during 2002-2006 in Korea. The trend of deskilling however does not seem a general aspect in the overall service sector. Rather, it seems a compound process that high-skilled jobs are created, but, on the other hand low-skilled jobs requiring physical labor are produced at the same time.
The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties of technology transfer to stakeholder. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/09~31/10, 2016) of 96 government-funded research centers and 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N" center from 2011 to 2015. Research results show that both parties acknowledge 'Technical considerations for determining the profitability of the technologies' and 'The interest and willingness of the management group' as critical factors for the determinants of royalties. The difference of each party is that private companies acknowledge 'Available budget plan' as a critical factor while the government-funded research centers value 'Market competitiveness'. These findings suggest four main policy implications which are the investigation of technological demands reflecting specific needs of industrial sites, the diversification of royalty payments for private companies, the differentiated research evaluation system for the purpose of technology transfer and the planning of public R&D project reflecting research time span of private companies.
Maintenance cost for managing the whole network of Expressway system in Korea increases rapidly with the increase of the total length of the system. Implementation of the Pavement Management System(PMS) is essential for efficient management of the Expressway with a limited budget. The purpose of this study is to develop the main algorithm of PMS for Korea Expressway System and to associate the algorithm with database and the Highway Geographic Information System(HGIS) recently developed. Emphasis is laid on developing the algorithm as easy as possible, so that the users can use the PMS without practical difficulty. PMS is not the decision maker, but just a supporting system for the user. The algorithm is designed in such a way that the users can modify the decision criteria if necessary. The user is the one who makes the final decision of the priority and the maintenance alternatives. The users can also inquire the current condition of the whole Expressway network in detail by association of the database and the algorithm with HGIS.
Unlike water or air quality standards that have been established by legislation using potential human health impact as the primary criterion, soil quality depends on the soils primary function and its relevant environmental factors, which is much more site- and soil specific. A properly characterized soil quality assessment system should serve as an indicator of the soil capacity to produce safe and nutritious food, to enhance human and animal health, and to overcome degrative processes. For our proposed example, a high quality soil with regard to maintaining an adequate soil productivity as a food production resources must accommodate soil and water properties, food chain, sustainability and utilization, environment, and profitability, that (i) facilitate water transfer and absorption, (ii) sustain plant growth, (iii) resist physical degradation of soil, (iv) produce a safe food resources, (v) cost-effective agricultural management. Possible soil quality indicators are identified at several levels within the framework for each of these functions. Each indicator is assigned a priority or weight that reflects its relative importance using a multi-objective approach based on principles of systems to be considered. To do this, individual scoring system is differentiated by the several levels from low to very high category or point scoring ranging from 0 to 10, And then weights are multiplied and products are summed to provide an overall soil quality rating based on several physical and chemical indicators. Tlne framework and procedure in developing the soil quality assessment are determined by using information collected from an alternative and conventional farm practices in the regions. The use of an expanded framework for assessing effects of other processes, management practices, or policy issues on soil quality is also considered. To develop one possible form for a soil quality index, we should permit coupling the soil characteristics with assessment system based on soil properties and incoming and resident chemicals. The purpose of this paper is to discuss approaches to defining and assessing soil quality and to suggest the factors to be considered.
Real-time database systems (RTDBS) are database systems whose transactions are associated with timing constraints such as deadlines. Therefore transaction needs to be completed by a certain deadline. Besides meeting timing constraints, a RTDBS needs to observe data consistency constraints as well. That is to say, unlike a conventional database system, whose main objective is to provide fast average response time, RTDBS may be evaluated based on how often transactions miss their deadline, the average lateness or tardiness of late transactions, the cost incurred in transactions missing their deadlines. Therefore, in RTDBS, transactions should be scheduled according to their criticalness and tightness of their deadlines, even If this means sacrificing fairness and system throughput, And It always must guarantee preceding process of the transaction with the higher priority. In this paper, we propose an efficient real-time scheduling algorithm (Multi-level EFDF) that alleviates problems of the existing real-time scheduling algorithms, a real-time concurrency control algorithm(2PL-FT) for firm and soft real-time transactions. And we compare the proposed 2PL F[ with AVCC in terms of the restarting ratio and the deadline missing ratio of transactions. We show through experiments that our algorithms achieve good performance over the other existing methods proposed earlier.

Many studies have been performed since the introduction of GPS in Korea. As a result, positioning using GNSS was fully proposed. On the other hand, most of these studies focused on accuracy but analytical studies on the GNSS status and the national GNSS infrastructure of Korea are lacking. In this study, the status of multi-constellation GNSS and National Geographic Information Institute's CORS (Continuous Operating Reference Station) were identified for the benefit and direction of GNSS infrastructure enhancement. As a result, it has been operating Multi-constellation GNSS, such as GPS, GLONASS, Galileo, COMPASS, and QZSS for surveying. In addition, improvement was presented by the number of satellites, precision, PDOP, etc. through the experiment about VRS and RTK using Multi-constellation GNSS. Upgrading the infrastructure for satellite surveying was identified as a priority consideration. In the future, if a Multi-constellation GNSS service is possible in VRS service, the satisfaction of public administration service will improve, which will contribute greatly to the advancement of a surveying infrastructure.
This study was conducted to find out basic information on better customer satisfaction and service by examining and analyzing in what routes patients mostly have selected their dental medical organizations and how they have reacted to their dissatisfaction. The subject of study included the patients who have come to dental clinics and dental hospitals to be treated in Cheonan City, Chungnam and the researcher of this study used a survey and analyzed its gathered data using an SPSS(Statistical Package for the Social Science) WIN 11.5 Program. As analysis methods, frequency and percentage were calculated to figure out the general characteristics of its subject. In addition, a ${\chi}^2$(Chi-square) test was performed to figure out the factors that patients have selected their dental medical organizations and the following results were obtained. 1. The largest number of patients selected their dental medical organizations by hearsay and more female and married patients selected them by hearsay than other patients, and there were significant differences(p<.05). 2. The dental patients put the priority on treatment techniques in their visiting hospitals and the patients who were more than 40 years old and married patients put more emphasis on treatment techniques in their visiting hospitals than other patients and there were significant differences(p<.05). 3. The said dental patients were not satisfied with the kindness of medical staffs in their visiting medical organizations; meanwhile, the patients who were aged below 30 and had an academic background of more than university degree and were unmarried were less satisfied with the kindness of medical staffs in their visiting medical organizations than other patients and there were significant differences(p<.05). 4. In terms of improvement methods or complaints, the largest number of them said that they just ignored and endured; meanwhile, the patients who were aged below 30 and had an education of more than university degree and were unmarried were more patient of improvement methods or complaints than other patients and there were significant differences(p<.05). 5. There were more patients who have introduced their visiting medical organizations to their neighboring people than the patients who have not done it; in the meantime, the patients who were aged over 40 and were married have introduced their visiting medical organizations to their neighboring people more than other patients(p<.05).
Recently many companies began to feel the pressures of cost savings due to the global recession, so they have been interested in the Cloud Computing. Cloud Computing is one of using method of IT resources through the network. Users can borrow softwares or hardwares instead of buying them. Many people expect remarkable growth in Cloud Computing industry because of it's effectiveness. But Cloud Computing industry is still at an early stage. Especially, people who in the public sector hesitate to adopt Cloud Computing Services due to security issues and their conservative views. Also, they just have limited understanding, so we need to investigate what they really know and understand. Researches about the Cloud Computing generally focus on technical issues, so we can hardly find researches reference for decision making in considering the services. The study aims to investigate diverse factors for agencies' adoption decisions, such as benefits, costs, and risk in developing the most ideal type of cloud computing service for them, and performs priority analyses by applying ANP (Analytic Network Process). The results identify that features pertaining to the risk properties were considered the most significant factors. According to this research, the usage of private cloud computing services may prove to be appropriate for public environment in Korea. The study will hopefully provide the guideline to many governmental agencies and service providers, and assist the related authorities with cloud computing policy in coming up with the relevant regulations.
Discussion on OTT regulation has become fiercer, as OTT services' impacts on the global and domestic media market have been exponentially growing. In South Korea, it is argued that, on the basis of the similarity between television program and OTT's video content, OTT needs to be regulated in order to protect fair competition and to control sociocultural effects. In many of the discussions, developed countries' cases have been used for supporting OTT regulation. In this paper, we first analyzed the global OTT market trends based on our own categorization of OTT services. then we assessed the validity of the application of the foreign cases in the current OTT regulation debates in Korea. We proposed six OTT types (aggregation, mediation, mediation-aggregation, multi-screen, outlet, and outlet-linear) simultaneously considering service operator' origin, business model, content format, and content delivery. These services have been consistently evolving, and the OTT market has been increasingly competitive especially around content differentiation. Regulators must be wary of hastily introducing competition regulation to the dynamically innovating OTT market. The foreign cases, including the US, EU, the UK, and Japan, hardly seem to be appropriate bases for strengthening OTT regulation. Rather, they were focused more on promoting competition in the domestic media market and enriching the content ecosystem. Therefore, we need to consider revision of the outdated media regulation frameworks instead of fitting OTT under them, and to recognize the priority of securing practical jurisdiction on global service providers before capturing local players into the conventional regulation systems.
In this changing, complex modern society, as one-person households, dual income households and the elderly population increases and the survey environment gets worse, the past 'method' in which high costs and much time are needed, should face the environmental change. When considering the fact that developed countries in Northern Europe such as Denmark and Finland use administrative data for the Censuses, Korea should carry out further research to use resident registration administrative data in the Registration Census. Based on administrative data, the Registration Census is expected to reduce survey costs and to increase the accuracy and timeliness of surveys. Moreover, a wide variety of statistical demand will be satisfied by producing advanced statistics through the links among administrative data. The paper examines the difference when linking both resident registration administrative data and the results of 2005 Population Census, with a view to improving the Population Census method and preparing for the information age. Also this paper presents some proposals for future Population Censuses. With confidentiality given the top priority, this paper examines the link with matching value of ages and genders at Haeundae-gu, Busan and Boeun-gun, Chungbuk for pragmatic research. Hoenam-myeon, Boeun-gun, Chungbuk marks a low matching rate. Focused on Hoenam-myeon data, this research directly compares the results of 2005 Population Census with resident registration administrative data. Births, deaths, out-migrations and in-migrations from resident registration administrative data as of November 1st 2005 are used especially to increase comparison with the results of 2005 Population Census.
