An Empirical Study on User's Intention to Use Government Portal Sites: Moderating Effects of Ambiguity & Government Supports (정부포털 사이트 이용의도에 미치는 요인 - 모호성과 정부지원의 조절효과 -)

  • Government uses the Internet technology to create electronic Government(e-Government). E-Government is an on-going project, and it represents a strong intention of Korean government to make effective and smooth communication between Korean government and its people. To achieve this purpose, government portal sites is one of projects of e-government, being a common gateway for users to find information and to communicate with the government concerning many matters/any matter. However, user's attitudes and behaviors explaining why they intend to use government portal sites is a scant. Therefore, the main purpose of this study is to investigate empirically the determinants influencing users' intention to use government portal-sites. Starting with DeLone & McLean's Updated Information Success Model(2003), this study suggests three qualities(Information Quality, Systems Quality, and Service Quality) and two moderating effects(Ambiguity and Government Supports), which affect the perceived usefulness of government portal sites. Results show that the hypotheses were supported. The findings of the study suggest not only a new theoretical model for IS research, but also the important indicators of a successful usage of e-Government portal sites.

The Pattern of Portal News Use among Portal Users and Their Recognition of Portal as a Press (포털 이용자들의 포털 뉴스이용패턴 및 포털의 언론역할에 관한 인식)

  • The purpose of this study is to investigate how portal users recognize the role and function of the portal as a press. Furthermore, this study aims to analyze the pattern of portal news use among portal users and their recognition about replies to news. For this, we conducted online survey of 1,036 people aged from 15 to 45, who used portal site at least once a week. As a result, most users(70.8%) agreed that portal news played a role as a press with other media. In addition, six out of ten agreed that portal news set the agenda of society. These results suggest that portal users think highly of the social impact and responsibility of portal in society. However, about 40 percent of respondents said that they did not trust in information shown in replies to news and many replies to news were written by albeit. Six out of ten thought that replies to news were written by intention. Therefore, to manage the quality of replies to news is necessary to secure the credibility of portal news. As respondents use portal news often, they tend to think that portals are convenient to use and their social impact is very large, at the same time considering their sensation and commercialization. On the other hand, as portal users use the internet often, they tend to think that portals are convenient to use and their social impact is immense. However, there was no significant relationship between income and portal users' recognition of portals as the press.

  • Information users depend more and more on portal sites for Internet navigation. These circumstances are reflected in academic information market especially. As the path of contacting public knowledge information, many institutions of information creation and services are collaborating with portal sites. At this point in time, it is necessary to consider linking libraries services with portal sites. Especially university libraries which have been recognized as private facilities of each university must to be considered as public facilities of local community. So it is desirable to develop method for linking university library services with portal sites for revitalizing university library services. This paper presents methods linking library OPACs with portal sites, through surveying oversea's cases and situation of domestic portal sites.

  • Stroke, also called an attack on the brain, is a complex disease that results from the interaction of many genetic and environmental factors. StrokePortal is a comprehensive resource for information on stroke that integrates and provides essential findings regarding stroke pathology, diagnostics, and treatments, based on Oriental and Western medicine. The stroke information was collected from various sources, such as journal articles, books, websites, and news stories, and it was refined, classified, and stored into a relational database system by automatic classification and manual curation. To provide the stored information effectively to users, a specialized retrieval system, based on web interfaces, was implemented. StrokePortal provides cutting-edge information to experts; interested people, including patients and their families; and investigators to broaden their knowledge of effective treatments for patients and offer many preventive measures. It provides a specialized feature with which users can upload their information and opinions to StrokePortal, which will enrich and mature the content even further. Availability and Utilization of Library Portal Services for Research in University Libraries in Nigeria

  • This research paper delved into the availability and utilization of library portal services for research in university libraries in Nigeria. Two research questions and two null hypotheses were formulated to guide the study. A structured questionnaire was used for data collection. The study was carried out in Nnamdi Azikiwe Library, University of Nigeria Nsukka (UNN) and Felix Aghagbo Nwako Library, Nnamdi Azikiwe University Library (UNIZIK), Awka. A total of 70 professionals (librarians and system analysts) in these libraries supplied data for the study. Data collected was analyzed using mean and standard deviation. These were used to answer the research questions while the null hypotheses were tested using t-test statistic at 0.05 level of significance and 68 degree of freedom. Major findings showed that portal services available in the library showed that the areas of availability of library portal services in Nnamdi Azikiwe Library, U.N.N. includes Agriculture, Health Sciences, Engineering, Environmental Sciences and information about institution, Social Sciences, Arts and Humanities, Natural Sciences. In Festus Aghagbo Nwako Library, Awka, the areas of Portal Library Services include Career Development, Federal Government Programs, Environmental Sciences, Biological Sciences, Social Sciences, Arts and Humanities, Engineering, and Health Sciences. Findings on extent of utilization of portal services available in the libraries indicated that portal services are utilized to a low extent in the university libraries. Furthermore, librarians did not significantly differ in their opinions on the availability of library portal services and on the extent of utilization of library portal services in the libraries under study. It is therefore recommended that provisions should be made by the universities and library management to provide and update required portal services in addition to creating enabling environment for enhanced access and utilization of these services. The governments must make an effort to provide funds for policy implementation, necessary technology training for librarians and users, and develop general information infrastructure.

  • In this paper, we develop a construction business information portal system. Our portal system consists of two major parts including a institution portal and a public portal. The institution portal is for the people working at governmental agencies and the public one is for general users. This paper adopted Method/1 as the development methodology of the portal system and made the portal using Java-based web application framework. After the development of the portal. we tested it step by step to improve its quality and run Help-desk for the stable operation and maintenance. In the future, we will develop some additional contents required by users.

  • This article describes a new proposal that is aimed at the development of the integrated portal model of digital library. For this purpose, some of definitional issues for library portal are reviewed. And then, some of the more significant examples of library portals are scanned, with comments on major features that constitute the basic requirements of library portal development. Nextly, a new proposal of library portal model and basic components of search/participation services which can be defined as a integrated library services is presented.

  • The portal is conceptualized as a discovery gateway to facilitate the communication and sharing of geographic data and information. Generally, Geospatial portal serve the different function and service according to the operational agents and goal. It was shown that Geospatial Portal might be constructed, based on the integration of the public data and Geospatial data portal, OpenAPI, shared Cloud Infrastructure. Ultimately, this study suggests the analysis results for Geospatial Information Prortal trends and contribute to the future development of Geospatial Information Open Platform(called Vworld).

  • This study aimed to develop an evaluation framework for public portal and private portal through user's perception survey. In order to specify the evaluation framework, this study chose yesKISTI and Google as a public portal and a private portal respectively. This study reviewed previous studies to develop indicators to evaluate of public and private portals and developed a framework to provide new services for public portals.

  • A wind tunnel simulation requires high-performance computing power like supercomputers and deep knowledge of this subject. Those requirements make win tunnel simulation difficult. Grid technology will make these difficulties simpler by providing easy to use grid web portal. By using grid web portal, scientist can execute simulation and access to high-performance computing power without any serious difficulties. In this paper will present a grid web portal for a wind tunnel simulation that is used in Aerospace area.
