A Study on Science and Technology Policy in Korea: Searching for New Policy Ideas (우리나라 과학기술정책의 이념: 국가.기업.시민사회)

  • This is to review the nature of Korean science and technology policy based on the concept of policy ideas. According to the institutional theory, policy ideas are composed of the beliefs on both principle and causal relations concerning policy behaviors. Policy ideas influence science and technology policy considerably because they are embodied by policy-makers and embedded in government institutions such as decision-making rules and procedures. Recently, promoting industrial competitiveness is a leading policy idea in Korea's science and technology policy. It means that the science and technology policy is influenced mainly by economic interests rather than by civic interests. Though the economic value of science and technology may not easily underestimated, the negative external effects such as environmental degradation and technological risks should not be neglected. Therefore, in developing science and technology policy, much efforts should be made to consider both the policy idea of industrial competitiveness and the new one of quality of life in a balanced way. It means that civil society should be allowed to have more access to policy process in the area of science and technology than before.

Policy Diagnoses and Prescriptions of Crisis on Industrial Regions in the Republic of Korea (한국 산업위기지역에 대한 정책적 진단과 처방)

  • The aim of this article is to introduce articles of the special issue on 'Revitalization Conditions on Crisis on Industrial Regions: Experience from Europe and the Republic of Korea, and to explore policy alternatives to crisis on industrial regions on the basis of policy diagnoses and prescriptions. In the existing research, diagnoses of such Korean regions are quantitatively focused upon industry, employment, plant, consumption, investment, real estate, and labour market, and are qualitatively based upon external environment and functional, structural and spatial characteristics. Prescriptions of such regions emphasize the establishment of a law and an institutional fix, financial supports, jobs' creation, industrial diversification, the intensification of urban foundation throughout the urban revitalizaion. In the policy development for these regions, it is required to link the industrial sector to social, educational, political and welfare sectors, and furthermore the collaboration of inter- and intra-ministry and the active participation of provincial and local governments are needed.

  • A hybrid warranty policy for a repairable item is considered. Assuming that minimal repairs ar e performed for failures during warranty period, present worth of warranty cost is derived from a supplier's viewpoint. An optimal preventive periodic replacement policy for the case is also derived from a user's viewpoint Numerical examples are presented in order to explain the results.

Application Case of Safety Stock Policy based on Demand Forecast Data Analysis (수요예측 데이터 분석에 기반한 안전재고 방법론의 현장 적용 및 효과)

  • The fourth industrial revolution encourages manufacturing industry to pursue a new paradigm shift to meet customers' diverse demands by managing the production process efficiently. However, it is not easy to manage efficiently a variety of tasks of all the processes including materials management, production management, process control, sales management, and inventory management. Especially, to set up an efficient production schedule and maintain appropriate inventory is crucial for tailored response to customers' needs. This paper deals with the optimized inventory policy in a steel company that produces granule products under supply contracts of three targeted on-time delivery rates. For efficient inventory management, products are classified into three groups A, B and C, and three differentiated production cycles and safety factors are assumed for the targeted on-time delivery rates of the groups. To derive the optimized inventory policy, we experimented eight cases of combined safety stock and data analysis methods in terms of key performance metrics such as mean inventory level and sold-out rate. Through simulation experiments based on real data we find that the proposed optimized inventory policy reduces inventory level by about 9%, and increases surplus production capacity rate, which is usually used for the production of products in Group C, from 43.4% to 46.3%, compared with the existing inventory policy.

Developing the Optimal Decision-Making Process through Preventive Maintenance Policy Based on the Reliability Threshold for Leased Equipment (대여장비의 신뢰도 기반 예방보전 정책을 통한 최적 의사결정 과정 개발)

  • Purpose: This study proposes the optimal PM (preventive maintenance) policy of leased equipment for lessee's decision-making using two types of reliability condition. Methods: We consider reliability threshold based PM model. Equipment reliability is estimated and used as condition variable. The effect of repair for maintenance is imperfect and represented by age reduction factor. Results: We provide two PM policies. Policy 1 is focused on minimized total cost. This policy guarantees reliability threshold until last maintenance action. Policy 2 focus on maintaining reliability threshold during leased period. The proposed approach provides optimal reliability threshold under number of PM. Through result, we finally construct decision-making process for lessee using reliability threshold and end of reliability. Conclusion: This study provides two PM policy for lessee's decision-making. Through numerical example, we get a result of optimal reliability threshold, number of PM, optimum alternative under lessee's reliability condition.

  • The most generalized form of the triadic operating policy for an M/G/1 queueing model is developed. It consists of three simple N, T and D operating policies and has a peculiar structure possessing concepts of dyadic policies. Using the concept of the pseudo probability density function of the busy period, its expected busy period for the controllable M/G/1 queueing model is derived. Since the obtained result is the most generalized form the triadic polity, the expected busy periods for all known dyadic policies are recovered as special cases from it.

  • The purpose of this article is to reinterpret the existing innovation policy with 'the societal innovation policy' framework. It is looking into characteristics of societal innovation policy and the prospects for socio-technical systems transition and citizen participation are discussed. After the discussion, new interpretation of innovation policy elements will be dealt with lenses of societal innovation policy. It sheds new light on the key elements of innovation policy, such as Innovation policy governance, industrial innovation policy, regional innovation policy, and infrastructure policy and suggests direction of policy improvements from societal innovation policy perspectives. This will be an opportunity to reinterpret the existing innovation policy measures and to approach to science technology innovation policy for system transition with participatory perspective.

  • The aim of this study is to evaluate the governance system involved in the policy of upgrading the Seongseo industrial complex in Daegu city. The governance system was evaluated by four indicators; social legitimacy, reliability, expertness, and transparency. The major findings of this study are summarized as follows. It is expected that the Seongseo industrial complex upgrading policy would accelerate to upgrade the industry structure and competitiveness of the cluster. However, the firms of the cluster have a Question of reliability to the actors of initiating the policy. In this context, to raise the trust level the policy needs to turn towards making the communication channel among the stake-holders of the cluster more democratically and horizontally. It is also problematic to reveal the low degree of expertness of the policy's decision makers, the fragmented system of policy operation and a lack of information. Consequently, the policy is required to improve the transparency on the policy-making process, and to activate the participation of professional groups and civil society.

  • Korea has achieved the current economy growth based on the industrial structure which was focused on large companies. However, small businesses can be of great importance in the national economy and also the information for small businesses can promote improvement in productivity and reinforcement of the capability at a time. Currently the national policy for strengthening information capabilities of small businesses is being confronted with various difficulties including a decrease in a national budget. In this paper I will examine the present policy related to the information for small businesses and draw several issues of it. Based on them, finally I will suggest a new policy direction with three categories, which are diversification of the consumer-directed support policy, efficiency of the performance-oriented support policy and long-term dynamic force for growth.

Optimal Preventive Maintenance Policy with Cost-dependent Improvement Factor (비용 종속적인 개선지수를 고려한 최적 예방보전 정책)

  • The maintenance of a deteriorating system is often imperfect. Previous studies have shown that the imperfect preventive maintenance (PM) can reduce the wear out and aging effects of deteriorating systems to a certain level between the conditions of as good as new and as bad as old. In this paper, we employ the concept of the improvement factor in investigating two optimal PM policies; failure limit policy and periodic PM policy. We redefine the improvement factor model as a function of the cost of PM, using this concept, we derive the conditions of optimal PM policies and formulate expressions to compute the expected cost rate. Based on this information, the determination of the maintenance policies which minimize the cost rate is examined. Numerical examples for the Weibull distribution case are also given.
