  • This paper is written following an analysis of occurrence trend of industrial disaster in manufacturing industry. One of major reason of industrial accident is unsafe action caused by lack of work supervision. so we have surveyed the understanding level of supervisors for industrial safety and their education of industrial safety which is forced by industrial law. We have got the result that the supervisor's education is necessary to prevent industrial disaster but it's not fit for their own workplace for various reasons from the survey and analysis. I would like to suggest effective solutions. The institute of education should train that they can execute safety and health works themselves by classification of the industrial category, company scale and located region. Also, government should endow supervisors with authority and responsibility for the activation of education system. Finally, government should support the expense of education to medium and small-sized enterprises especially, and they should be interested in the attendance and execution of education. They will achieve the goal to prevent industrial disasters in manufacturing industry through the enforcement of effective supervisor system as per the remark mentioned above.

A Strategic Study on National Disaster Medical System (국가재난의료체계에 대한 정책적 고찰)

  • Due to major disasters Korea has been damaged, and they caused lots of casualties: for last ten years natural disasters caused 1288 deaths including missing people; human disasters including industrial disasters brought as many as 4,512.148 casual ties (126,372 deaths with 4,385,400 injuries); and they cost 44.1 trillion property damage. However, even though major disasters have brought about tremendous human loss and property damage, Koreas National Disaster Medical System to rescue casualties is insufficient, and it has not been activated. Fortunately, through major disaster management process, the National Disaster Management System has been developed, increasing its own efficiency, and resulting in to organize an Office of Firefighting and Prevention of Disasters under the central government. Considering the value of human lives, the disaster medical part, in the U.S.A. as well as in Korea, must have an independent organization in the government, not as one sector of the government department. It will have its own organizational structure, such as disaster planning, operation, and logistics, and interact with central and local government or between local government agencies. So each agency will cooperate and supply resources interchangeably. Also, with the system of disaster management and restoration, the disaster medical system must be advanced in keeping step. Its role must be extended due to the possibility of biological terror or SARS around the world, resulting in severe casualties. Korea has the Emergency Medical Service System based on the regulation of emergency medical care, yet it is a part of the National Disaster Management System. It must be managed independently apart from it. As we see the emergency medical technicians playing as the backbone in disaster medical care in the US, we should have legal foundations for Koreas emergency medical technicians, emergency medical providers, to participate in rescue operation actively. At the same time, we need to have a national register system to classify disaster medical resources, and a total plan to place resources according to the impact of disaster, and how to organize teams. We also need to draw up a scheme to activate civil disaster medical resources, as integrating public and private or voluntary organizations.

  • Activities to prevent industrial accidents can be divided into management of disaster risk factors of production facilities, disaster prevention systems and procedures, and human factors management. Human factor management is the last and most effective means to minimize disaster incidence and loss costs. The key strategy for this is safety and health education. However, formal or fictitious education is still being carried out in the industrial field. In addition, it is true that the application of practical use is insufficient due to the simple theoretical education based on knowledge transfer. In order to change the safety consciousness of employers and workers, we think that the paradigm of education should be changed from the traditional text and video-oriented lecture education method to experience-oriented education. The purpose of this study is to measure and analyze the effectiveness of safety education through education contents using VR(Virtual Reality) and AR(Augmented Reality) technology in keeping with the changing times of the 4th Industrial Revolution, And to suggest the direction of future safety and health education and content development trend.

Development of Code System for Systematic Accumulation and Utilization of Disaster Safety Data (재난안전 데이터의 체계적인 축적·활용을 위한 코드체계 개발)

  • To cope with the increasing number of natural disasters in recent years, managers in the National Disaster and Safety Status Control Center, who have considerable experience and skills, are regarded highly important. Although the National Disaster and Safety Status Control Center oversees the disaster-status control tasks in preparation for various natural and social disasters, there is little data due to the frequent replacement of managers. Therefore, this study developed a disaster-safety code system that tracks and manages disaster information, because the current record management and amount of information sharing remains very low. Among 22 natural and social disaster types, this study targeted four types of disasters: heavy snow, strong winds, high seas, and heavy rain. The final disaster-safety data code system was proposed through the following processes: analysis of the code systems of disaster areas in Korea and overseas, setup of the implementation of directions, development of the classification system, and categorization. For the systematic accumulation of data, the four code systems were integrated into one. A prototype system was developed and operated to verify the validity of the proposed code system. The results showed that data were accumulated and services were provided accordingly with respect to the proposed code system. If past data are accumulated and utilized according to the proposed code system in this study, it will be helpful in the decision making process to respond to new types of disasters, based on past experiences.

  • The purpose of this study was to empirically verify the correlation between the characteristics of safety officers and managers handling disaster and safety management, competence, and performance among disaster and safety work-level officers in medium-sized companies in South Korea. For this study, the researcher surveyed 509 disaster and safety management officers of various companies and analyzed the resultant data. The results of the analysis showed that, first, the characteristics of the safety officers handling the disaster and safety management systems had a significantly positive impact on performance. Second, the characteristics of the safety officers handling the disaster management systems had a significantly positive impact on competence. Third, the disaster and safety management competence of the safety officers had a significantly positive impact on performance. Fourth, in the relationship between the characteristics of the safety officers handling the disaster and safety management systems of businesses and their performance, the competence of the safety officers had a mediating effect.

Trends in disaster safety research in Korea: Focusing on the journal papers of the departments related to disaster prevention and safety engineering

  • In this paper, we propose a method of analyzing research papers published by researchers belonging to university departments in the field of disaster & safety for the scientometric analysis of the research status in the field of disaster safety. In order to conduct analysis research, the dataset constructed in previous studies was newly improved and utilized. In detail, for research papers of authors belonging to the disaster prevention and safety engineering type department of domestic universities, institution identification, cited journal identification of references, department type classification, disaster safety type classification, researcher major information, KSIC(Korean Standard Industrial Classification) mapping information was reflected in the experimental data. The proposed method has a difference from previous studies in the field of disaster & safety and data set based on related keyword searches. As a result of the analysis, the type and regional distribution of organizations belonging to the department of disaster prevention and safety engineering, the composition of co-authored department types, the researchers' majors, the status of disaster safety types and standard industry classification, the status of citations in academic journals, and major keywords were identified in detail. In addition, various co-occurrence networks were created and visualized for each analysis unit to identify key connections. The research results will be used to identify and recommend major organizations and information by disaster type for the establishment of an intelligent crisis warning system. In order to provide comprehensive and constant analysis information in the future, it is necessary to expand the analysis scope and automate the identification and classification process for data set construction.

  • The continuing urbanization and industrialization around the world has required a large amount of power. Therefore, construction of major infrastructure, including nuclear power plants in coastal areas, has accelerated. In addition, the intensity of natural disasters is increasing due to global warming and abnormal climate phenomena. Natural disasters are difficult to predict in terms of occurrence, location, and scale, resulting in human casualties and property damage. For these reasons, the disaster scale and damage estimation in coastal areas have become important issues. The present study examined the predictable weather data and regional ratings and developed estimating functions for wind wave damage based on the disaster statistics in the southern areas. The results of the present study are expected to help disaster management in advance of the wind wave damage. The NRMSE was used for verification. The accuracy of the NRMSE results ranged from 1.61% to 21.73%.

A Study on Important Factors of Smart Disaster Prevention usable in Disaster Situations: Focusing on the Difference in Perception between Specialists and Consumers (재난상황시 활용할 수 있는 스마트 방재의 중요요인에 관한 연구: 전문가와 수요자 간 인식차이를 중심으로)

  • This study attempted to propose a plan to develop smart disaster prevention by applying the technologies of the 4th Industrial Revolution at each stage of disaster management to cope with the catastrophic situation of fire accidents. To this end, 150 disaster prevention experts and disaster prevention consumers were set as research subjects, and research data were collected and statistical analysis was conducted by distributing questionnaires. The main result was that disaster prevention experts and consumers commonly regarded the systematic factors of smart disaster prevention as the most important, and the difference in perception of the importance of each smart disaster prevention component was not statistically significant. Based on these results, this researcher suggested that in order for Korea's smart disaster prevention technology to develop, it is important for many researchers to research individual smart disaster prevention technologies, but above all, systematic R&D on how to manage, integrate them, and apply them in actual situations should be most preemptively.

  • In these days, Disaster Management Systems have still put emphasis on its recovery more than the prevention of disaster events. However, the countermeasure of restoration has limitations to prevent the caused loss because the disasters often happen and are massive. Therefore, we propose a disaster prevention system for supporting the safe urban. In this paper, we try to construct a real-time monitoring system to prevent disaster events using new technologies such as Wireless Sensor Networks (WSN) and Geographic Information System (GIS). As a prototype to simulate the fire disasters on real-time, we construct gas sensors and temperature sensors. Our system consists of a WSN system to collect data of the gas and temperature sensors and to monitor the situation information. Our contribution is to provide a prototype application to prevent the disasters from the fire by constructing a WSN system with gas and temperature sensors.

  • This study compared the disasters in construction field under construction amount of 300,000,000 won and the whole construction fields in order to improve the efficacy of various industrial safety and health policies and services and examined the characteristics of disasters in construction field under 300,000,000 won. It also examined, compared and analyzed the characteristics of disaster in construction field under construction amount of 300,000,000 won that disaster prevention technical experts saw. The subjects of comparison were selected with statistical data of disaster for 2011 and those of disaster in construction field under construction amount of 300,000,000 won from January to August of 2012. And questionnaire was conducted with technical instruction experts of small-sized construction field and priority was drawn, compared and analyzed with AHP. Consequently, the results of different views between actual disaster data and experts' views were obtained. Therefore, this study suggested the characteristics of disaster in construction field under construction amount of 300,000,000 won and presented the methods for improving disaster prevention technical experts.
