Smart Specialization and the Role of Universities and Science Parks

  • The concept of Smart Specialization represents a major shift in EU structural policy. It recognizes place-specific qualities and particularly locally embedded knowledge to stimulate innovative economic performance. Although there have been debates about the role of universities as innovation incubator, deliberations about their influence in regional innovation strategies (RIS3) in the context of smart specialization approaches are still under-represented. This paper therefore aims at discussing the potential role of universities and related incubator environments in smart specialization strategies, which is illustrated with the help of a German state, Mecklenburg-Vorpommern.

  • We have developed 2.4" QVGA wide color gamut LCD module using RGB-LED backlight. The color gamut is achieved 100% of NTSC compared to 70% of NTSC when used with White-LED backlight. But RGB LED backlight is difficult to maintain its color balance since RGB LED is gradually degraded by the change of ambient temperature and a long term aging characteristic, etc. This paper describes a feasibility study of our optical feedback system developed for preventing such a color shift.

  • Using a single LC panel and two lighting systems, we have developed an advanced LCD system called "Double-Sided LCD." It has only one LC panel and two lighting systems, but it can display images of the same size and resolution on both the front and the rear side. Furthermore, utilizing a simple and thin lighting system we have reduced dramatically its module thickness up to 3.0mm, much thinner than that of conventional dual-type LCD, which is quite appropriate for the use of mobile applications.

  • The Trade Incubator Program at the Korean Universities bridges the gap between traditional industry world and education by offering a unique curriculum to a select group of highly qualified undergraduate students. Working closely with its corporate partners, the TI Program grooms the best and the brightest to be tomorrow's leaders and experts in international trade. There are several implications to improve the process of institutional cooperation with the author's 6 years experience. This paper covers the solution of the problems in the course of collaboration with corporate partners, including the local governments.

Development of a Natural Surfactant from Extracts of Saponaria officinalis L. (비누풀 잎 추출물로부터 천연 계면활성제 개발)

  • In this study, saponin content of extract from modified preconditioning process was investigated in Saponaria officinalis L. for cosmetic natural surfactant. Saponin content in steamed leaves from S. officinalis L. was about three times more than that in dried leaves (tea saponin and quillaja saponin). And saponin extracts from steamed leaves was excellently shown in both forming force and forming stability. In emulsion activity, saponin extracts from steamed leaves had a similar level to quillaja saponin and tea saponin. Saponin extracts from steamed leaves in S. officinalis L. showed nontoxic effect below in $1,000{\mu}g/mL$ of concentration and dose-dependent inhibition of NO production. From the experiment, the extracts of S. officinalis L. showed good cosmetic agent.

  • This research examines the characteristics of incubating organizations of hi-tech ventures in the information technology industry. In particular, it attempts to investigate incubating conditions under which entrepreneurs obtain their management abilities and market information, locate business partners and prepare the prototypes of their new products. For the empirical test, three incubator organizations, two universities (Seoul National University and Korea Advanced Institute of Science and Technology ) and a government research institute (ETRI: Electronics and Telecommunications Research Institute) are compared in terms of incubating conditions. It is found that two universities are not different in terms of lab members' demographic characteristics and their attitude towards venture creation. However, the entrepreneurial environments of incubator organizations are different between the universities and ETRI. The universities have more favorable environments than ETRI in terms of management know-how or capabilities, while ETRI has more favorable environments than the universities in terms of the information about markets, distribution channels or customers. The results of this study would provide many policy implementations to administrators of incubator organizations as well as government policy-makers in making effective venture-creation policies.

  • Nowadays, practical use of the internet is generalized in enterprise's business management as well as individual's everyday life. Also using internet, E-trade has given the very important meaning to company which do import and export as a part for extension of more opportunities and business scopes. In this study, I examined the actual conditions of industrial frame and information level in Gwangju Chonnam areas to achieve the easy and wide using of e-trade systems. Next, I examined the present condition and problem of education systems regarding e-trade expert incubator program of Gwangju Chonnam area. Finally, this study presented the successful cooperation model of Chosun university TI center in industrial section, educational section, and government section for more effective development systems of e-trade expert incubator program.

Impact of Business Incubator's Support Service and Manager's Capabilities on the Start-Up Performance (창업보육센터 지원서비스와 매니저 역량이 입주기업의 성과에 미치는 영향에 관한 연구)

  • This article investigates the impact of business incubator's support service and manager's capabilities on the start-up economic performance. BI's support services consist of physical infra, management/legal service, networking service, financial service, technical service, and education/training service. The results show that most BI's support services(except education/training service) have a positive effect on the start-up economic performance. This study also analyzes the gap between the importance and the satisfaction of BI's services. The results show that the satisfaction of BI's services is much lower than the importance. It can be explained that the start-ups' expectations are not able to meet. In conclusion, BI's services have a major impact on the start-up economic performance, but actually they didn't meet the expectation of the start-ups. In the future, the quality level of BI's services and manager's capabilities needs to be improved. The improvement will have a positive effect on the survival and growth of the startups.

In Vitro Maturation of Porcine Oocytes in a Dry Incubator without $CO_2$ Gas Supplement

  • The present study was conducted to develop a simple method for porcine oocyte maturation without $CO_2$ regulation. In experiment 1, we evaluated that the effect of $CO_2$ non-supplement on porcine oocyte maturation. Cumulusoocyte complexes (COCs) were collected from 2~6 mm follicles and divided into three groups (Control, tube-$CO_2$, and tube-non-$CO_2$). For control, COCs were cultured in 4-well multidish in a $CO_2$ incubator. For tube-$CO_2$, COCs were cultured in a round-bottom tube in a $CO_2$ incubator, and for tube-non-$CO_2$, COCs were cultured in a round-bottom tube sealed tightly without $CO_2$ supplement in a dry incubator. The proportion of oocytes reached to metaphase II (M-II) was not significantly different among three groups (87.9% to 91.4%). In experiment 2, we evaluated the effect of $CO_2$ non-supplement during oocyte maturation on development of embryos. Oocytes with a polar body were divided into two groups (Control and tube-non-$CO_2$) and applied 1.1 kV/cm or 1.2 kV/cm voltages for parthenogenetic activation. After activation, embryos were cultured for 6 days and examined the development. The proportion of embryos cleaved was not significantly different among treatment (86.3% to 91.5%). The proportion of embryo reached to blastocyst stage was not significantly different among treatment (13.9% to 25.2%). The cell number of blastocysts was not significantly different among treatment (29.0 to 32.4). In conclusion, oocytes cultured in a dry incubator without $CO_2$ supplement have enough competence to development after parthenogenetic activation. These results would be useful for transporting oocytes or embryos a long distance.

  • To derive an efficient operating system for business incubators, this study examined the operating performance according to incubator operating system and incubator manager. The survey targets were tenants of business incubators and factor analysis. Regression analysis was performed according to the reliability analysis, correlation analysis, regression analysis and parameter using the 19 Ver program SPSS analysis. As a result, the business incubators and business incubators operating system were found to be an important factor and among these, the H / W and system S / W systems were identified as significantly influential factors. On the other hand, this hypothesis of the performance of the support system and characteristics of the incubator manager was rejected for the variable parameters, which always appear to influence the other characteristic factors of the manager. Operational performance can be divided into an incubator performance center and tenant's performance, and the performance of the tenants were analyzed by the significant effect on the managers characteristics.
