This study begins with the question of how culture-based communities can form a community culture and become a community of sustainable development. Based on the concept of community, community development factors and stage of development, cultural activities, and policy implementation theory, policy execution analysis models suitable for culture-based community projects were derived. A qualitative case study method was adopted as a research method, and success stories of culture-based village communities were selected as the 'Gamgol Community' in Sadong, Ansan, 'Sangdong Community' in Daebu-dong, Ansan, and 'Grimae Village' in Sinse-dong, Andong. Through in-depth interviews, literature analysis, and direct observation, the research analysis used pattern matching, explanation, chronicle analysis, and case integration analysis methods presented by Yin (2009). As a result of the study, first, the characteristics of the policy implementation strategy were taking place in the process of step-by-step development. The main factors in the community development phase were the improvement of community consciousness through the emotional change of participants and the change of capacity within the community. Second, it was understood that cultural activities played a major role in strengthening community consciousness and community capacity, and could be understood as various creative activities. Based on the ecological approach study on culture-based community, this study derived the policy execution analysis model, analyzed the case of culture-based village community, presented the direction of development of community and presented practical implications.
It is common to achieve lower performance in traversing tree data structures in GPU than one expects. In this paper, we analyze the reason of lower-than-expected performance in GPU tree traversal and present that the warp divergences is caused by the branch instructions ("if${\ldots}$ else") which appear commonly in tree traversal CUDA codes. Also, we compare the parallel shifted sort algorithm which can reduce the number of warp divergences with a kd-tree CUDA implementation to show that the shifted sort algorithm can work faster than the kd-tree CUDA implementation thanks to less warp divergences. As the analysis result, the shifted sort algorithm worked about 16-fold faster than the kd-tree CUDA implementation for $2^{23}$ query points and $2^{23}$ data points in $R^3$ space. The performance gaps tend to increase in proportion to the number of query points and data points.
Aspect-Oriented Programming (AOP) has focused on improving the modularity of the crosscutting concerns. The existing AOP methodology has been mainly focused on the implementation method of programs and thus developer-oriented concern extraction and development were performed. Recently, many studies for applying AOP to the entire software development processes ranging from requirement analysis to design and implementation are being conducted. But specification methods having consistency from the initial phase of concern extraction to implementation phase are not sufficient. In this paper, we have presented the specification of crosscutting concerns so as to solve these problems. The specification of crosscutting concerns provides guidelines and specification from the requirement analysis phase to the process of converting extracted crosscutting concerns to codes. This method reduces the gap to the process of mapping extracted crosscutting concerns into a single class and thus enhances program development and understandability. In addition, it raises program reusability, maintenance and extensibility by enhancing traceability.

EVMS(Earned Value Management System) is a project management method for analysis of current state of project and estimation of future state by the periodic tracking of schedule and value that activated by the project manager of government and contractor. Some countries, such as U.S.A and Austria, require the use of an EVMS for all major defense R&D project and many cases have proved that EVMS ensures that cost, schedule, and technical aspects of the contract are truly integrated and estimated, and actual progress of the project can be identified. However, the recent implementation of EVMS on Korean defense R&D project has shown number of challenges. In this paper, we defind the cancept of EVMS and analyzed EVMS implementation m order to conduct their problem.
The health and medical service attracts more public attention as the economy of Korea is rapidly growing up and the standard of living is elevated. Especially, the interest and demand on the prehospital emergency medical service that consists of the important part of primary medical service that is directly related to the life of patients are gradually increased. However, as compared with other advanced countries such as America in this area, Korea actually fell behind in the utilization of IT (Information Technology) to maximize the efficiency of emergency service system as well as has a problem in the general service system. This study suggested the necessity to introduce EMD (Emergency Medical Dispatch) system that takes a great role as the core part in the prehospital emergency medical service that is not systemized in Korea yet. In addition, this study proposed the implementation model of EMD ASP system using ASP (Application Service Provider) in EMD system to flexibly deal with the change of IT and efficient implementation and integration of information system as well as to significantly reduce cost through wire/wireless high speed Internet network that is politically promoted in Korea on the basis of EMD. The system analysis and design was executed by HIPO (Hierarchy Plus Input Process Output) analysis that was the conceptual design technology for EMD information system modeling based on ASP and DFD (Data Flow Diagram). This study proposed DB table configuration and data schema to implement the application of web browser interface in EMD system through ERD(ER-Diagram) of EMD ASP system. Finally, this study described how to implement and utilize EMD information system. This study aims to facilitate the qualitative development of emergency medical service in the future as suggesting the concrete models for the implementation of high value-added prehospital emergency medical information system as applying ASP concept to EMD system of prehospital emergency medical service area.
The United States adopted DRG based prospective payment system (PPS) in order to control the inflation of health care costs. No study used statistical test while many studies reported the cost containing effect of the PPS. To study impacts of the PPS on the Medicare expenditure, this study set the following three hypotheses (1) The PPS decelerated the increase in the hospital expenditure (Part A), (2) the PPS accelerated the increase in the expenditure of outpatients and physicians (Part B), (3) the increase in total expenditure was decelerated inspite of the spill over (substitution) effect because saving in the Part A expenditure were greater than losses in the Part B expenditure. The dependent variables are per capita hospital expenditure, per capita Part B expenditure, and per capita total expenditure for the Medicare beneficiaries. An intervention analysis, which added intervention effect to the time series variation on the Box-Jenkins model, was used. The observations included 120 months from 1978 to 1987. The results are as follows : (1) The annual increase in the per capita Part A expenditure was $5.11 after the implementation of DRG where as that before the PPS had been $11.1. The effect of the reduction ($5.99) was statistically significient (t=-3.9). (2) The spill over (substitution) effect existed because the annual increase in the per capita Part B expenditure was accelerated by $1.73 (t=1.91) after the implementation of the PPS. (3) The increase in the total Medicare expenditure per capita was reduced by $4.26 (t=-2.19) because the spill over effect was less than cost savings in the Part A expenditure.

PURPOSES : The purpose of this study is to compare noise reduction quantities between before/after two-layer low noise pavement implementation using equivalent noise level analysis and to analyze the noise reduction effects of the two layer low noise pavement with a statistical method such as the Anderson-Darling Test. METHODS : In order to compare and to analyze noise reduction effects between before/after two-layer low noise pavement implementation, data acquisition as noise levels on a roadside and an apartment rooftop was conducted in the study area. The equivalent noise level was estimated in order to compare noise reduction quantities and the Anderson-Darling Test was carried out for estimating noise reduction effects of the two-layer low noise pavement. RESULTS : The equivalent noise levels of before/after two-layer low noise pavement implementation for the roadside during the daytime are 65.355 dB and 63.520 dB and during the nighttime are 62.463 dB and 59.088 dB. The equivalent noise levels for the apartment rooftop during daytime are 57.301 dB and 59.088 dB and during the nighttime are 54.616 dB and 52.464 dB. Also two-layer low noise pavement decreased the noise reduction effects estimated with the statistical method as the Anderson-Darling test for the roadside during the daytime by around 66.68% and decreased noise reduction effects on the roadside during the nighttime by 0.70%. Moreover it reduced noise reduction effects in the apartment rooftop during the daytime and nighttime by 0% and 96.32%, respectively. CONCLUSIONS : Based on the result of this study, two-layer low noise pavement can positively affect noise reduction during both the daytime and nighttime according to the results of estimating the equivalent noise levels and the Anderson-Darling test.

Spatial phenomena such as environment pollution, disease and the risk of spreading information need a rapid initial response to perceive spread event. Moving data perceive spread event through real-time processing and analysis. To process and analysis the event, spatial-temporal complex event processing is used. Previous spatialtemporal complex event processing is possible basis spatial operator but insufficient apply to design spatialtemporal complex event processing to perceive spatial phenomena of high complexity. This study proposed hierarchical spatio-temporal CEP design which will efficiently manage the fast growing incoming sensor data. The implementation of the proposed design is evaluated with GPS location data of moving vehicles which are used as the incoming data stream for identifying spatial events. The spatial component of existing CEP software engine has been extended during the implementation phase to broaden the capabilities of processing spatio-temporal events.

In this paper, it is proposed the implementation of face authentication system based on real-time image processing. We described the process implementing the two steps for real-time face authentication system. At first face detection steps, we describe the face detection by using feature of wavelet transform, LoG operator and hausdorff distance matching. In the second step we describe the new dual-line principal component analysis(PCA) for real-time face recognition. It is combines horizontal line to vertical line so as to accept local changes of PCA. The proposed system is affected a little by the video size and resolution. And then simulation results confirm the effectiveness of out system and demonstrate its superiority to other conventional algorithm. Finally, the possibility of performance evaluation and real-time processing was confirmed through the implementation of face authentication system.
In this paper, the implementation of the backward movement control of a truck-trailer type mobile robot using fuzzy model based control scheme considering the practical constraints, computing time-delay and quantization is presented. We propose the fuzzy feedback controller whose output is delayed with unit sampling period and predicted. The analysis and the design problem considering the computing time-delay become very easy because the proposed controller is syncronized with the sampling time. Also, the stability analysis is made when the quantization exists in the implementation of the fuzzy control architectures and it is shown that if the trivial solution of the fuzzy control system without quantization is asymptotically stable, then the solutions of the fuzzy control system with quantization are uniformly ultimately bounded. The experimental results are shown to verify the effectiveness of the proposed scheme.
