Objectives : The purpose of this study is to assess the effect of Taegeuk acupuncture on reducing mental stress by analyzing heart rate variability in Soeumin. Methods : Six Soeumin-diagnosed men participated in this study. They were randomly divided into group A and group B. Each participant went through 4 sessions every week with 1 week of washout period in between each session. HRV was measured three times at every session; at baseline, after administering mentally stressful circumstances and after applying Soeumin Taegeuk acupuncture or Soyangin Taegeuk acupuncture. This study was designed as a crossover clinical trial. Group A participants were treated with two sets of Soeumin Taegeuk and Soyangin Taegeuk acupuncture treatment in respective order (i.e. Soeumin Taegeuk - Soyangin Taegeuk - Soeumin Taegeuk - Soyangin Taegeuk acupuncture treatment). Group B participants were treated with reverse-ordered acupuncture treatment (i.e. Soyangin Taegeuk - Soeumin Taegeuk - Soyangin Taegeuk - Soeumin Taegeuk acupuncture treatment ). Bayesian analysis was performed by using WinBUGS(Ver. 1.4.3) for comparison between Soeumin Taegeuk acupuncture and Soyangin Taegeuk acupuncture. Results : Overall, Soeumin Taegeuk acupuncture tends to reduce LF/HF ratio, LF, HF, LF(Norm) and increase HF(Norm) more than Soyangin Taegeuk acupuncture, but the difference was not statistically significant. In one participant, however, Soeumin Taegeuk acupuncture reduced LF/HF ratio, LF(Norm) and increased HF(Norm) more than Soyangin Taegeuk acupuncture, and the difference was stastatistically significant. Conclusions : This study suggests that Soeumin Taegeuk acupuncture might be an effective means of stabilizing mental stress-induced imbalance of autonomic nervous system for Soeumin.

Telecommunications standards have two different types of regulations: one is a law. enacted by government which all telecommunications related industries must observe. The other is a recommendatory standards. formulated by either government agency or some standardization organizations. Observation of these standards is not obligatory. However, technical standards are strict laws and ordinances based on common judgement and various conditions for evaluation of levels and limits. This paper deals with enhancing productivity of enactment and revision of technical standards. Through database of above related information we secure information continuity and public property of cyber space for the public. In this paper. we also classify recent data within the website in and out of the country offering four different methods of information retrieval and management system. The four retrieval methods suggested in this paper are itemized keyword retrieval. hierarchical retrieval, regulatory keyword retrieval and chronological keyword retrieval. These various retrieval methods provide the public with information of enactment and amendment of laws and regulations in the cyber space. thereby guarantees the sharing of information. Finally the important feature of the information retrieval system implemented in this paper is the online updating capability of law and regulations through the internet.
The centralized traffic information system is to gather and analyze real-time traffic information, to receive traffic information request from user, and to send user processed traffic information such as a path finding. Position information, result of destination search, and other information. In the centralized traffic information system, a server received path-finding requests from many clients and must process clients requests in time. The algorithm of multiple path-finding is needed for a server to process clients request, effectively in time. For this reason, this paper presents a heuristic algorithm that decreases time to compute path-finding requests. This heuristic algorithm uses results of the neighbor nodes shortest path-finding that are computed periodically. Path-finding results of this multiple path finding algorithm to use results of neighbor nodes shortest path-finding are the same as a real optimal path in many cases, and are a little different from results of a real optimal path in non-optimal path. This algorithm is efficiently applied to the general topology and the hierarchical topology such as traffic network. The computation time of a path-finding request that uses results of a neighbor nodes shortest path-finding is 50 times faster than other algorithms such as one-to-one label-setting and label-correcting algorithms. Especially in non-optimal path, the average error rate is under 0.1 percent.
Inter-port competition is fiercer than in the past because of technological evolution in transport systems : the increasing side of containerships implies only a few calls in three or four ports at each end of the trade and the rest of the traffic being served by smaller feederships. It is therefore essential for big ports to be selected as one of these calls by the main shipowners, consortia and alliances to avoid rmarginalisation. In order to compete effectively, many ports have been obliged to modernise and extend considerably its existing ports or to build new port facilities. With the advent of major environmental legislation around the world, however, amenities such as fish and wildlife, clean air and water, access to the waterfront, and view protection took on greater importance. Ports are now being forced to incorporate environmental considerations into their planning and management functions in order to avoid additional costs or timing delays. The aim of this paper is to analyse the port value by which port comparison(or selection) will be made with HFP(Hierarchical Fuzzy Process) method. This was done by extracting and grouping the evaluation factors of port value by port experts : facility and location factor, logistics service factor environment and amenity factor, city and economic factor, and human and system factor. For empirical test of this method, 6 major ports in Northeast Asia were chosen and analysed. The order of importance for five evaluation factors were 1) facility and location factor 2) logistics service factor 3) human and system factor, 4) city and economic factor, and 5) environment and amenity factor. This means that geographical location and logistics services are still being considered as the most important factor to call the port by port users. even though environment and amenity factor shows relatively low figure. Among 6 major ports, Port of Kobe was ranked the first position in a comprehensive evaluation, while Ports of Busan and Kwangyang were 4th and 5th respectively. This implies that Port of Busan should make much efforts to enhance the existing facilities as well as management system.

In this study aviation authority officials were classified into four cultural groups according to culture theory, and then questioned to determine the effects of cultural bias on their social acceptance of a new air traffic flow management system. Based on previous studies, cultural biases were categorized as egalitarianistic, individualistic, fatalistic, and hierarchical, and social acceptances were considered to be influenced by four variables, that is, perceptions of usefulness, work attitude, intention to use, and behavior (job absorption). Empirical analysis showed that hierarchy had a significant positive effect on social acceptance, and egalitarianism was found to have a significant positive effect on social acceptance with 95% credibility. We propose the organizational culture of Korean government be changed to accept the diverse opinions of government officials during the implementation phase of the new system recommended by ICAO.
One of the most lasting and influential projects for radical reform of Korean universities is a discourse on networking national and public universities. The discourse, proposed with a level equalization of universities as its ideological basis has raised various discussions and suggestions in the past 20 years. It was proposed as a fundamental solution to the 'disastrous' hierarchical structure of universities and 'hellish' entrance exam competition. This paper aims at reexamining the efficacy of its ideological proposition and its practicability at the present time in reference to such foreign cases, which have worked as model cases for this discourse: the reformation of the University of Paris and the California master plan for higher education in the 1960s. The two different contexts, however, should be considered in applying the cases to Korean university reform. 1) The foreign cases of united universities were formed 'naturally' in the expanding phases of higher education while the Korean project pursued 'artificially' in the midst of reconstructing process. 2) The foreign cases had an overall influence on education in general as most of the universities in those countries were public or national, while the effect of Korean project will be very limited as most of the university students attend private universities. Besides those differences, the new situations surrounding universities such as globalized competitiveness and technological innovation is making the idea of standardization of universities obsolete. Korean university reform should not be centered on the integration of universities but on their characterization and enhance the specific strengths of each group of universities.

Although the importance of resilience is emerging around the world, the single definition of resilience related to natural disasters is not clear. The reason for this is that there is no specific definition of how the definition of resilience relates to similar terms such as vulnerability, recovery, adaptability, and sustainability. In addition, it is because each country and region have different geographic and geological characteristics, and each measurement index is different, just as typhoons, droughts, and earthquakes have different types of disasters. Therefore, in this study, the definition of resilience is reflected in the spatial characteristics of this study as the ability to recover from'complex disasters (concentrated heavy rain, landslides, earth and stone flows) occurring on local roads or on local roads adjacent to people or facilities. Defined. And it was divided into DRR: Disaster Resilience focusing on the Road. In addition, domestic and foreign literature surveys were conducted to derive road-centered disaster resilience factors, and a hierarchical structure was established and AHP survey was conducted to establish a DRR evaluation system. As a result of the analysis of the AHP survey, the weight of direct road disaster influencing factors (drainage facilities, protection facilities, etc.) located inside local roads was 0.742, and the weight of indirect road disaster influencing factors (population, property, etc.) located near local roads. Was found to be 0.258, indicating that the direct impact factor of road disaster was relatively higher than that of the indirect impact factor.
The Ministry of Land, Infrastructure and Transport has also been promoting the commercialization of land transport technology to commercialize the technologies owned by small and medium-sized venture companies, and to support the transfer and commercialization of public technologies. At this point, in order to improve the investment effect of subsequent new projects and to select excellent research institutes, it is necessary to establish a valid evaluation index system suitable for the purpose of the project. The evaluation index system for subsequent new projects should be linked to the project objectives and goals of the preceding project, and should be selected in consideration of existing evaluation indicators to prevent interruption of research results. Therefore, this thesis sets the evaluation index system into multiple scenarios through hierarchical cluster analysis using the evaluation result data for each evaluation committee for small and medium venture companies participating in the land transportation technology commercialization support project, and then analyzes the structural equation model. As a result of scenario analysis, considering the measurement effect of each path representing the causal relationship between evaluation indicators and the effect of each evaluation index on evaluation items, the scenario with the highest impact on the evaluation result was selected as an improvement plan.
Recently, the importance of HR analytics for data-based decision-making in establishing and operating an effective human resource management system for companies is increasing. In addition, there is growing interest in the effect of employees' perceptions of organizational justice on positive organizational behavior. Therefore, in this study, among the various factors affecting teamwork behavior, we analyzed the impact on teamwork behavior such as perception of organizational justice and organizational culture. Organizational justice has a significant impact on the formation of members' attitudes, but its meaning may vary depending on the organizational context. In this study, we divided organizational justice into four types (procedural, distributive, interpersonal, and informational fairness) and confirmed their impact on teamwork behavior. In addition, organizational culture was divided into hierarchy culture and innovation culture, and how to regulate these relationships was examined. To analyze these relationships, individual-level data collected from 657 people at domestic companies were used for analysis. According to the analysis results, in a hierarchical culture, procedural justice and information justice had a positive influence on teamwork behavior through the mediating process of job satisfaction, and in an innovative culture, interpersonal justice and information justice had a positive influence on teamwork behavior through job satisfaction. It was confirmed to have a (+) effect. These research results provide implications for people management by indicating that, although organizational justice is important to members and organizations, it may be perceived differently and have different meanings depending on the organizational context. Through the use of the information presented in this study, we will provide value that can effectively and efficiently implement a company's human resource management system.

The purpose of this study is to analyze the interrelation of influential factors in organizational conflict and organizational commitment. The data for this study were collected through a self-administered survey with a structured Questionnaire to 1,167 subjects from several nursing staff members, administration staff members and medical technicians of six hospitals. In this analysis frequency test, t-test, ANOVA, hierarchical multiple regression and structural equation model were used. The main findings of this study are as follows. 1. Factors which influence organizational conflict were analyzed. The type of occupation and the year of service were socio-demographic variables which influenced organizational conflict positively. Adjusted R square was 0.03. Perceptions on organizational structure and organizational culture were analyzed with two- level variables that were added. The findings were as follows. Adjusted R square increased to 0.25. The year of service, internal process culture and rational goal culture were positive variables. The design of organizational structure, human relations culture and open system culture were negative variables. 2. Variables which influence organizational commitment were analyzed. Age and the year of service were positive variables, while academic background based on high school education was a negative variable. Adjusted R square was 0.16. Perceptions on organizational structure and organizational culture were analyzed with two-level variables that were added. The findings were as follows. The characteristics of organizational structure, human relations culture and organizational culture were positive variables. Adjusted R square increased to 0.55. The variables of organizational conflict were added in 3 steps. Findings were as follows. The variables of hierarchical conflict showed negative influence and were included in two-level influential variables. Adjusted R square increased to 0.56. 3. Structural equation model was analyzed in order to examine the relation between organizational structure and the variables of organizational culture, organizational conflict and organizational commitment. Thirteen path coefficients out of seventeen path coefficients were significant. Age had negative influence on organizational conflict and positive influence on organizational commitment. The year of service had positive influence on organizational conflict and organizational commitment. The design of organizational structure, human relations culture and open system culture had negative influence on organizational. conflict. They had positive influence on organizational commitment. Internal process culture and rational goal culture had positive influence on organizational conflict. Organizational conflict had negative influence on organizational commitment. The squared multiple correlation of this model was 25.1% in organizational conflict and 52.7% in organizational commitment. The conclusion of this study is as follows. Factors in organizational structure and organizational culture, rather than socio-demographic factors, had a stronger influence on the organizational conflict and organizational commitment of hospitals. In order to decrease organizational conflict, to increase organizational commitment and to maximize the effectiveness of hospital management, it is necessary to understand the overall relation between organizational structure, organizational culture, organizational conflict and organizational commitment, with the effort of improving personalized factors and individual factors of organization management.
