Study on scheme for screening, quantification and interpretation of trace amounts of hazardous inorganic substances influencing hazard classification of a substance in REACH registration (REACH 물질 등록 시 분류에 영향을 주는 미량 유해 무기물질의 스크리닝·정량·해석을 위한 체계도 연구)

  • Substance identification is the first step of the REACH registration. It is essential in terms of Classification, Labelling and Packaging (CLP) regulation and because even trace amounts of impurities or additives can affect the classification. In this study, a scheme for the screening, quantification, and interpretation of trace amounts of hazardous inorganic substances is proposed to detect the presence of more than 0.1% hazardous inorganic substances that have been affecting the hazard classification. An exemplary list of hazardous inorganic substances was created from the substances of very high concern (SVHCs) in REACH. Among 201 SVHCs, there were 67 inorganic SVHCs containing at least one or ~2-3 heavy metals, such as As, Cd, Co, Cr, Pb, Sb, and Sn, in their molecular formula. The inorganic SVHCs are listed in excel format with a search function for these heavy metals so that the hazardous inorganic substances, including each heavy metal and the calculated ratio of its atomic weight to molecular weight of the hazardous inorganic substance containing it, can be searched. The case study was conducted to confirm the validity of the established scheme with zinc oxide (ZnO). In a substance that is made of ZnO, Pb was screened by XRF analysis and measured to be 0.04% (w/w) by ICP-OES analysis. After referring to the list, the presence of Pb was interpreted just as an impurity, but not as an impurity relevant for the classification. Future studies are needed to expand on this exemplary list of hazardous inorganic substances using proper regulatory data sources.

Factors Affecting the Recognition and Practice of Hazardous Chemical Substance & the Management of Material Safety Data Sheet (MSDS) among Workers in Dental Clinics (구강보건의료기관 종사들의 유해화학물질 인식, 실천 및 물질안전보건자료 (MSDS) 관리에 영향을 미치는 요인)

  • Purpose : This study was conducted to provide fundamental data to prepare for countermeasure to protect health of workers in the dental clinics from hazardous chemical substance, and to assess effecting factors on management of Material Safety Date Sheet(MSDS) and handling of hazardous chemical substance among workers in dental clinics. Methods : This study was carried out a survey with structured self-administered questionnaire which was consisted of 7 questions about the management of MSDS, 9 questions about recognition and practice of hazardous chemical substances in dental clinics, and 7 questions about general characteristics. Total subjects of this study were 204 adult who workers in dental clinics located in Busan and Gyeng-nam province area. The collected data were analysed using the SPSS statistical package program (ver. 23.0). Results : The factor that positively affected factor on recognition and practice of hazardous chemical substances in dental clinics has experience that has been institutional health-care accreditation. The factor that positively affected the management of MSDS has experience that has been institutional health-care accreditation. Conclusion : It is necessary to prepare countermeasures such as campaign and education on cognition of general chemical substances, and also the author concern that it should be perform the education on handling of hazardous chemical substances in dental clinics for more effecting management of MSDS. In order to improve the management of MSDS and improve the awareness and safety of chemicals, it is necessary to encourage the implementation of the institutional health-care accreditation system or prepare guidelines for the management of MSDS.

A Study on Total Hazard Level Algorithm Development for Hazardous Chemical Substances (유해화학물질의 종합위해등급 알고리즘 개발에 관한 연구)

  • In the study, three criteria(toxicity, fire & explosion, environment) and damage prediction method for each case was set up, and all these criteria were applied to the subject substance that was selected as hazardous level by integrating all criteria through Algorithm. Particularly, the environment criterion is a comprehensive concept, environment index modeling by combining USCG(United State Coast Guard) & MSDS(Material Safety Data Sheet) environment criteria classifications and the environment part of MFPA's health hazardousnes(Nh). And for damage prediction method of each criterion were adopted and they were applied to hazardous chemical substances in use or stored by chemical substance related enterprises located in each region that made possible to set up total hazard level of used substances(inflammability, poisonousness and counteraction on a unit substance, and hazard level & display modeling on environment) & damage prediction in case of accident & solidity setup(CPQRA: Chemical Process Quantitative Risk Assessment, IAEA: International Atomic Energy Agency, VZ eq: Vulnerable Zone) risk counter. Thus it is deemed that it can be applied to toxic substance leakage that can happen during any chemical processing & storage, application as a tool for prior safety evaluation through potential dangerousness computation of fire & explosion.

  • Chemical accidents are systematically managed by the Chemicals Control Act. However, the definition and case studies of violent incidents by hazardous chemical substances need to be adequately organized. In this study, we focused on suggesting improvement directions of the legal and institutional system to prevent the violent incidents of hazardous chemical substances by studying the problems of current legislation and drawing up implications through domestic and foreign cases. The suggestions for improvement are as follows: 1) Strengthening prevention through amendment of laws (1) Selection of the competent department; 2) Enforcing regulations on online and offline commerce (1) Setting personal purchase amount; and 3) Increasing public awareness and public education (1) Improvement of the continuous system through the Chemical Evaluation Committee.

  • This study analyzed the characteristics of chemical accidents, including the accidents occurring each year according to status, type of accident, accident cause for chemical substance transporting accidents. The major aim of this study was to provide information on the chemical accidents that occurred involving chemical substance transporting accidents from 2013 to July - 2016. The total incidence of chemical transporting accidents was 77 cases; 74 cases occurred by the spill & leakage type. The main cause of the accidents analyzed was traffic accidents (41 cases). Forty-six accidents were related to hazardous chemical substances. Among the 46 hazardous chemical substances involved in transporting chemical accidents, 46% of the accident substances were hydrogen chloride. For the prevention and response to accidents occurring during the transportation of chemicals, it is necessary to complement the precautions for chemical accidents caused by transportation accidents and chemical spills and leaks of chemicals. In addition, when the chemical transport of an accident occurs, it is necessary to apply a chemical transport safety system for chemical transfer.

Formation of Pyro-products by the Pyrolysis of Monobromophenols

  • Thermal behavior of bromphenols was investigated by direct pyrolysis at high temperature. The thermal degradation products formed by the pyrolysis of mono-bromophenols (o-, m-, and p-) were identified by gas chromatography-mass spectrometry. During the pyrolysis reactions, several kinds of dioxins and furans were produced, and the relative ratio of pyro-products was dependent on the substituted position of bromine in phenolic structure due to the effect of symmetry and steric hindrance. The formation of dioxins can be explained by the phenoxy radical addition and Br atom elimination at an ortho-carbon site on phenolic structure. On the other hand, the formation of furans can be explained by the ortho-ortho carbon coupling of phenoxy radicals at unsubstituted sites to form o, o'-dihydroxydiphenyl intermediate via its keto-tautomer, followed by $H_2O$ elimination. The pyrolysis temperature has also a substantial effect on the dimerized products quantities but little effect on the type of pyro-products. Moreover, the formation mechanism of pyro-products was suggested on the basis of products identified.

  • Chemicals are convenient for humans but the damage caused by hazardous chemicals can be widespread if they are not managed properly. The Chemical Substance Management Act strengthened the management of hazardous chemicals and the management of handling facilities. On the other hand, an analysis of chemical accidents occurring in the past 4 years showed that chemical accidents occurring at the handling facilities are increasing, and additional preventive measures are needed. In this study, to prevent chemical accidents of hazardous chemicals, the causes and problems of accidents were analyzed through the case study of chemical accidents and measures for improvement are proposed.

  • Recently, social crimes using chemicals at home and abroad are increasing. These chemicals are readily available in the internet. Therefore, the NICS(national institute of chemical safety) runs a 'Chemical Cyber Surveillance' to help the public take control of the internet and create a healthy cyberspace through voluntary participation of the public. The study analyzed more than 1,000 sites suspected illegal hazardous information or blocked among cyber surveillance 3,500 case reports in the past yeas. And, the number of illegal hazardous information reported in the past three years is analyzed by type and substance. They want to examine the characteristics of hazardous chemical information on the internet and use it as a basic data to establish illegal information management measures that spread over cyberspace.

It is possible to Prevent contamination by virus owing to development of antibiotic but not to dissolve basely health effect by hazardous chemical substances because it takes very long time, about 5-40 years, average 20 years, in appearing a disease after exposure by then To maintain human life for 75 years, it need 55 ton of water. In the experiment of Public Health Institute, Tokyo, they reported that over 200 chemical substances can be detected in case of human being to drink tap water of Tokyo(1989) continuously. In our country, elevation of life style and development of industry result in increase of water use and overappreciation of pesticides in farm land a(sects drinking water quality. We estimated analytical item of drinking water hygienically by dividing into 5 groups such as physical effect item health hazardous inorganic item and health hazardous organic item ect. based on hygienic purpose.

Research on the Classification System of Hazardous Substances in Korea (우리나라의 유해물질 분류체계 및 관리방안)

  • The objectives of this study were (1) an investigation of the current status of the hazardous substances, (2) a comparative analysis of classification system of hazardous substances between Korea and other countries, (3) a development of the new classification system in Korea, finally a review of prerequisites for effective enforcement of the new system. The results are summarized as follows : 1) The backbone of classification system of hazardous substances in Korea is based on Japanese classification system and EC(European Committee) guideline of hazardous substance. There are many problems in managing and handling of hazardous substances due to discordant of Japanese and EC system. It is desirable to revise the classification system to be harmonized with international guideline for example, guideline of IFCS(The Inter-governmental Forum on Chemical Safety) and EC guideline. 2) There are several problems in definitions of corrosive, sensitizing and irritation in MSDS Code of Ministry of Labour. It is desirable to reform those definitions. 3) Among the hazardous substances under the current system, there are several substances such as, beta-propiolactone, methyl bromide, ethyleneimine, etc that are not used and produced in Korea. It is desirable to exclude the substances from the list of controlled substances. 4) The section 39, about 'substance that designated to attach warning label' in Korea Occupational Safety and Health Act(OSHAct) should be eliminated, because above section is unnecessary under the MSDS system. 5) The researchers recommend to establish a new list of hazardous substance which are controlled by OSHAct. It is desirable that the new list is consist of two types. The first type is 'a list of the specially controlled substances' and the other is 'the generally controlled substances'. 6) It is recommended that the specially controlled substances should include hazardous substances that are highly toxic and widely used in Korea. And the generally controlled substances should include hazardous substances that can be analysed by instrument and carry threshold. limit values(TLV's).
